本報北京10月18日電(記者張(zhang)亞(ya)雄(xiong))中央網信辦18日發(fa)布全球(qiu)人工(gong)智(zhi)能(neng)(neng)(neng)治理(li)倡議。倡議明確提出,發(fa)展人工(gong)智(zhi)能(neng)(neng)(neng)應堅(jian)持相互(hu)尊重(zhong)、平等(deng)互(hu)利的(de)原(yuan)則,各國無(wu)論大小、強(qiang)弱,無(wu)論社會(hui)制(zhi)度如何(he),都有平等(deng)發(fa)展和(he)利用人工(gong)智(zhi)能(neng)(neng)(neng)的(de)權(quan)利。
倡議指出,人工(gong)智(zhi)(zhi)能(neng)是(shi)人類發展(zhan)新領域。當(dang)前,全(quan)(quan)球(qiu)人工(gong)智(zhi)(zhi)能(neng)技(ji)術快速發展(zhan),對經(jing)濟社會發展(zhan)和(he)人類文明進(jin)步(bu)產生深遠影響,給(gei)世(shi)界帶來巨(ju)大(da)機遇。與(yu)此同(tong)時,人工(gong)智(zhi)(zhi)能(neng)技(ji)術也帶來難以預知的(de)(de)各(ge)(ge)種風險和(he)復雜挑(tiao)戰(zhan)。人工(gong)智(zhi)(zhi)能(neng)治(zhi)(zhi)理攸關全(quan)(quan)人類命運,是(shi)世(shi)界各(ge)(ge)國面臨(lin)的(de)(de)共(gong)(gong)同(tong)課題。在世(shi)界和(he)平與(yu)發展(zhan)面臨(lin)多(duo)元挑(tiao)戰(zhan)的(de)(de)背景下,各(ge)(ge)國應秉持共(gong)(gong)同(tong)、綜合(he)(he)、合(he)(he)作、可持續的(de)(de)安(an)全(quan)(quan)觀,堅持發展(zhan)和(he)安(an)全(quan)(quan)并重的(de)(de)原(yuan)則,通(tong)過對話(hua)與(yu)合(he)(he)作凝聚共(gong)(gong)識,構(gou)建開放、公正、有效的(de)(de)治(zhi)(zhi)理機制,促進(jin)人工(gong)智(zhi)(zhi)能(neng)技(ji)術造(zao)福(fu)于人類,推動構(gou)建人類命運共(gong)(gong)同(tong)體。

全球人工智能治理倡議
人(ren)(ren)(ren)工(gong)(gong)智(zhi)(zhi)能是(shi)人(ren)(ren)(ren)類發展新領域。當前(qian),全(quan)球人(ren)(ren)(ren)工(gong)(gong)智(zhi)(zhi)能技(ji)術快速(su)發展,對經濟社會發展和人(ren)(ren)(ren)類文明進步產生深(shen)遠影響,給世界帶來巨大機遇。與此同(tong)時,人(ren)(ren)(ren)工(gong)(gong)智(zhi)(zhi)能技(ji)術也帶來難以預知的各(ge)種風(feng)險(xian)和復雜挑戰。人(ren)(ren)(ren)工(gong)(gong)智(zhi)(zhi)能治(zhi)理攸關(guan)全(quan)人(ren)(ren)(ren)類命運,是(shi)世界各(ge)國面臨的共同(tong)課(ke)題。

為此,我們倡議(yi):
——發展(zhan)(zhan)人(ren)工(gong)(gong)智(zhi)能(neng)應堅持“以人(ren)為本(ben)”理(li)念,以增進人(ren)類共同福祉(zhi)為目(mu)標,以保(bao)障社會安(an)全、尊重人(ren)類權(quan)益為前提,確保(bao)人(ren)工(gong)(gong)智(zhi)能(neng)始(shi)終朝著有利于人(ren)類文(wen)明進步的方向發展(zhan)(zhan)。積極支持以人(ren)工(gong)(gong)智(zhi)能(neng)助力可持續(xu)發展(zhan)(zhan),應對氣候變化、生物多樣性保(bao)護(hu)等(deng)全球性挑戰。
——面向他國(guo)提供人(ren)工(gong)智(zhi)能產品和(he)服務時,應尊重(zhong)他國(guo)主(zhu)權(quan)(quan),嚴格(ge)遵守他國(guo)法律,接受他國(guo)法律管轄。反(fan)對利用人(ren)工(gong)智(zhi)能技術優勢操(cao)縱輿(yu)論、傳播虛假(jia)信息,干涉他國(guo)內政、社會制度及社會秩序,危害他國(guo)主(zhu)權(quan)(quan)。
——發(fa)展人(ren)工(gong)智能應堅持“智能向善”的(de)(de)宗旨,遵(zun)守適用(yong)的(de)(de)國際(ji)法,符合和(he)平、發(fa)展、公平、正義、民主(zhu)、自由的(de)(de)全人(ren)類共(gong)同價(jia)值,共(gong)同防范和(he)打(da)擊恐怖主(zhu)義、極端勢力和(he)跨國有(you)組織(zhi)犯罪集團對人(ren)工(gong)智能技術的(de)(de)惡用(yong)濫用(yong)。各國尤其(qi)是大國對在軍事領域研發(fa)和(he)使(shi)用(yong)人(ren)工(gong)智能技術應該(gai)采取(qu)慎重負責(ze)的(de)(de)態度。
——發展(zhan)人工(gong)智(zhi)能(neng)(neng)應堅持相互尊重、平(ping)等互利的原則(ze),各國無論(lun)大(da)小(xiao)、強弱,無論(lun)社會制(zhi)(zhi)(zhi)度如(ru)何,都有平(ping)等發展(zhan)和(he)利用人工(gong)智(zhi)能(neng)(neng)的權利。鼓勵(li)全球共(gong)同推動人工(gong)智(zhi)能(neng)(neng)健康發展(zhan),共(gong)享人工(gong)智(zhi)能(neng)(neng)知識成果,開源(yuan)人工(gong)智(zhi)能(neng)(neng)技(ji)術。反對以意(yi)識形態劃線或構建排他性集團,惡意(yi)阻(zu)撓他國人工(gong)智(zhi)能(neng)(neng)發展(zhan)。反對利用技(ji)術壟(long)斷(duan)和(he)單邊(bian)強制(zhi)(zhi)(zhi)措(cuo)施制(zhi)(zhi)(zhi)造發展(zhan)壁壘(lei),惡意(yi)阻(zu)斷(duan)全球人工(gong)智(zhi)能(neng)(neng)供應鏈。
——推動建立風險等級(ji)測(ce)試評估體(ti)系,實施敏捷治理,分類(lei)分級(ji)管理,快(kuai)速有效響應。研發主體(ti)不斷提(ti)高人工(gong)智能(neng)可(ke)解釋性(xing)和可(ke)預測(ce)性(xing),提(ti)升數據(ju)真實性(xing)和準(zhun)確性(xing),確保人工(gong)智能(neng)始終(zhong)處(chu)于人類(lei)控制(zhi)之(zhi)下,打造可(ke)審(shen)核、可(ke)監督、可(ke)追溯、可(ke)信賴的人工(gong)智能(neng)技術(shu)。
——逐步(bu)建立健全(quan)法律和(he)規(gui)章(zhang)制度(du),保障人(ren)工智能研發(fa)和(he)應用(yong)中的(de)個人(ren)隱(yin)私與數(shu)據安全(quan),反對竊取、篡(cuan)改、泄(xie)露(lu)和(he)其他非法收集利(li)用(yong)個人(ren)信(xin)息的(de)行為。
——堅持公平性和(he)非(fei)歧(qi)視(shi)性原則(ze),避免(mian)在數據(ju)獲取、算(suan)法設計(ji)、技術(shu)開發(fa)、產品研發(fa)與應用過程中,產生針對不(bu)同或(huo)特(te)定民族(zu)、信仰、國別、性別等偏見和(he)歧(qi)視(shi)。
——堅持倫(lun)(lun)理(li)(li)(li)先行,建立(li)并完善人(ren)工智(zhi)能倫(lun)(lun)理(li)(li)(li)準則、規(gui)范及問責(ze)機制(zhi),形(xing)成人(ren)工智(zhi)能倫(lun)(lun)理(li)(li)(li)指南,建立(li)科技倫(lun)(lun)理(li)(li)(li)審查和監(jian)管制(zhi)度,明確人(ren)工智(zhi)能相關主體的責(ze)任和權力邊界,充分尊重并保障各群(qun)體合法權益(yi),及時回應(ying)國內和國際相關倫(lun)(lun)理(li)(li)(li)關切。
——堅(jian)持(chi)廣(guang)(guang)泛參與(yu)、協商一致、循序漸進(jin)的原則,密切跟蹤技術發展形勢,開展風(feng)險評估和政(zheng)(zheng)策(ce)溝通,分享最佳操作實踐。在此基礎上(shang),通過對(dui)話與(yu)合(he)作,在充分尊重(zhong)各(ge)國政(zheng)(zheng)策(ce)和實踐差(cha)異性基礎上(shang),推動多利益攸關方積極參與(yu),在國際人工智能治理領域(yu)形成廣(guang)(guang)泛共(gong)識。
——積極發展用(yong)于人工(gong)智(zhi)能(neng)治理的相關(guan)技(ji)術開發與應用(yong),支持(chi)以人工(gong)智(zhi)能(neng)技(ji)術防(fang)范(fan)人工(gong)智(zhi)能(neng)風險,提(ti)高人工(gong)智(zhi)能(neng)治理的技(ji)術能(neng)力。
——增強發展(zhan)中國(guo)(guo)家在人工(gong)智(zhi)(zhi)能(neng)全球治(zhi)理中的代表性和發言權,確保各國(guo)(guo)人工(gong)智(zhi)(zhi)能(neng)發展(zhan)與(yu)治(zhi)理的權利平(ping)等、機(ji)會平(ping)等、規則(ze)平(ping)等,開展(zhan)面向發展(zhan)中國(guo)(guo)家的國(guo)(guo)際合(he)作與(yu)援助,不(bu)斷彌合(he)智(zhi)(zhi)能(neng)鴻溝(gou)和治(zhi)理能(neng)力差距。積極支持在聯合(he)國(guo)(guo)框架(jia)下討論成(cheng)立(li)國(guo)(guo)際人工(gong)智(zhi)(zhi)能(neng)治(zhi)理機(ji)構,協調國(guo)(guo)際人工(gong)智(zhi)(zhi)能(neng)發展(zhan)、安全與(yu)治(zhi)理重大問題。
