當前(qian),我(wo)國城(cheng)(cheng)鎮化步入(ru)中后(hou)期(qi)發(fa)展(zhan)階段,城(cheng)(cheng)市建(jian)設由大規模增量(liang)(liang)(liang)建(jian)設轉為存量(liang)(liang)(liang)提質改造(zao)和增量(liang)(liang)(liang)結(jie)構調整(zheng)并重,進入(ru)城(cheng)(cheng)市更(geng)新的(de)重要時期(qi)。為復制推廣(guang)各地(di)已形成的(de)好經驗好做法,扎實有(you)序推進實施城(cheng)(cheng)市更(geng)新行(xing)動(dong),住房和城(cheng)(cheng)鄉建(jian)設部(bu)近日發(fa)布《》,提高城(cheng)(cheng)市規劃(hua)、建(jian)設、治理水平(ping),推動(dong)城(cheng)(cheng)市高質量(liang)(liang)(liang)發(fa)展(zhan)。
改革開放以來,我國(guo)經歷了世界歷史上規模最大(da)、速度(du)最快(kuai)的城(cheng)鎮化進程。但(dan)也要(yao)看到,在這一(yi)過程中,城(cheng)市(shi)(shi)發展積累了一(yi)些矛(mao)盾和問題,城(cheng)市(shi)(shi)整體性、系(xi)統(tong)性、宜居性、包容(rong)性和生(sheng)長性不(bu)足,一(yi)些大(da)城(cheng)市(shi)(shi)的“城(cheng)市(shi)(shi)病”問題突出(chu),不(bu)少(shao)城(cheng)市(shi)(shi)老(lao)舊房屋和市(shi)(shi)政(zheng)管線存在安全隱患,適(shi)應城(cheng)市(shi)(shi)高(gao)質量發展要(yao)求的城(cheng)市(shi)(shi)更新體制機制和政(zheng)策(ce)體系(xi)還未完全建(jian)立。
此次通知要求,堅持(chi)城(cheng)(cheng)市(shi)體檢先行,建立城(cheng)(cheng)市(shi)體檢機制,將城(cheng)(cheng)市(shi)體檢作為城(cheng)(cheng)市(shi)更(geng)(geng)新的(de)前提(ti);創(chuang)新城(cheng)(cheng)市(shi)更(geng)(geng)新可持(chi)續實施模式(shi),堅持(chi)政府(fu)引導、市(shi)場運作、公眾參與(yu),推動轉變(bian)城(cheng)(cheng)市(shi)發展方(fang)式(shi);明確城(cheng)(cheng)市(shi)更(geng)(geng)新底線(xian)要求,堅持(chi)“留(liu)改拆”并(bing)舉(ju),以保(bao)留(liu)利用提(ti)升為主,鼓勵小規模、漸進(jin)式(shi)有機更(geng)(geng)新和微改造,防止大(da)拆大(da)建。
近年來,我國著力加強(qiang)頂(ding)層設計,明確底線要求,努力探索實施(shi)城(cheng)(cheng)市(shi)(shi)(shi)更(geng)新的方(fang)(fang)法(fa)路徑(jing),取得了(le)積(ji)極成效。2021年8月,住(zhu)房和城(cheng)(cheng)鄉(xiang)建(jian)設部發布(bu)《關于在實施(shi)城(cheng)(cheng)市(shi)(shi)(shi)更(geng)新行動(dong)中防止大拆(chai)大建(jian)問題的通知》,提(ti)出嚴(yan)格控制(zhi)(zhi)大規(gui)模拆(chai)除、增(zeng)建(jian)、搬遷,保(bao)留利用既有建(jian)筑,保(bao)持(chi)(chi)老城(cheng)(cheng)格局(ju)尺度(du),延續城(cheng)(cheng)市(shi)(shi)(shi)特(te)色(se)風貌。2021年11月,住(zhu)房和城(cheng)(cheng)鄉(xiang)建(jian)設部決定在北京等21個城(cheng)(cheng)市(shi)(shi)(shi)(區)開展第一(yi)批城(cheng)(cheng)市(shi)(shi)(shi)更(geng)新試點工(gong)作,為期2年,因地制(zhi)(zhi)宜探索城(cheng)(cheng)市(shi)(shi)(shi)更(geng)新的工(gong)作機制(zhi)(zhi)、實施(shi)模式(shi)、支持(chi)(chi)政(zheng)策、技術(shu)方(fang)(fang)法(fa)和管理制(zhi)(zhi)度(du)。
在(zai)推進城(cheng)(cheng)(cheng)市(shi)更新的(de)過程中,各地(di)積(ji)極(ji)探索,建立城(cheng)(cheng)(cheng)市(shi)更新統籌謀劃機制。北(bei)京成立城(cheng)(cheng)(cheng)市(shi)更新專(zhuan)(zhuan)項小組,小組內設推動實施、規劃政策、資金支持3個工作專(zhuan)(zhuan)班,督(du)促相關(guan)工作落實。遼寧等(deng)省(sheng)市(shi)出臺省(sheng)級城(cheng)(cheng)(cheng)市(shi)更新條例。上海(hai)等(deng)城(cheng)(cheng)(cheng)市(shi)將城(cheng)(cheng)(cheng)市(shi)體檢和城(cheng)(cheng)(cheng)市(shi)更新緊密銜接。
各(ge)地積極建立政府引導、市場運作、公(gong)(gong)眾(zhong)參(can)與(yu)的可持(chi)續實施模(mo)式(shi)。合(he)肥市探索片(pian)區(qu)(qu)(qu)更(geng)新(xin)(xin)(xin)“肥瘦搭配(pei)”模(mo)式(shi),將公(gong)(gong)共服務設施配(pei)套承載力(li)與(yu)片(pian)區(qu)(qu)(qu)開發(fa)強度進行匹配(pei),對收益率高低不同(tong)的項(xiang)目(mu)(mu)進行搭配(pei),反哺片(pian)區(qu)(qu)(qu)內安(an)置房、學(xue)校、黨群(qun)中心等公(gong)(gong)益性項(xiang)目(mu)(mu)建設。重(zhong)慶(qing)市探索“政府+企業+居民(min)”共同(tong)實施模(mo)式(shi)。成都市設立城(cheng)市更(geng)新(xin)(xin)(xin)專項(xiang)資金。蘇(su)州市吸(xi)引社(she)會(hui)力(li)量參(can)與(yu)城(cheng)市更(geng)新(xin)(xin)(xin)。
此外,各(ge)地創新(xin)與城市(shi)更新(xin)相(xiang)配套的支持政(zheng)策,完善土地政(zheng)策,優化審(shen)批流程。湖(hu)北(bei)省黃石(shi)市(shi)給予存量用地用途轉換過渡期政(zheng)策;河北(bei)省唐(tang)山市(shi)分(fen)類制定簡化審(shen)批流程方(fang)案,采(cai)取打包審(shen)批、聯合審(shen)批、聯合驗(yan)收等(deng)方(fang)式(shi)簡化房屋建筑、市(shi)政(zheng)基礎設施審(shen)批環(huan)節。
住房和城鄉(xiang)建設部副部長(chang)秦海(hai)翔(xiang)介(jie)紹,城市(shi)(shi)更新(xin)行動(dong)是(shi)為人民群(qun)眾創造高(gao)品質美好生(sheng)活空間的(de)民生(sheng)工(gong)程,也是(shi)穩增長(chang)、調(diao)結構、推(tui)改革的(de)發(fa)展(zhan)工(gong)程。據(ju)不(bu)完(wan)全統計,去年,全國有571個(ge)城市(shi)(shi)實施(shi)城市(shi)(shi)更新(xin)項(xiang)目(mu)6.5萬個(ge),這些(xie)項(xiang)目(mu)的(de)實施(shi)對(dui)于完(wan)善城市(shi)(shi)功能、增進(jin)(jin)民生(sheng)福(fu)祉(zhi)、促進(jin)(jin)經濟發(fa)展(zhan)發(fa)揮了重(zhong)要作用。

按(an)照黨(dang)中(zhong)央、國務(wu)院關于實(shi)施城(cheng)(cheng)市(shi)(shi)更新行(xing)動(dong)的決策部署(shu),我部組織試(shi)點城(cheng)(cheng)市(shi)(shi)先(xian)行(xing)先(xian)試(shi),全國各(ge)(ge)地(di)積(ji)極探索推(tui)進(jin),城(cheng)(cheng)市(shi)(shi)更新工(gong)作取得顯著進(jin)展。為深入貫徹落實(shi)黨(dang)的二十大精神,復制推(tui)廣各(ge)(ge)地(di)已(yi)形成的好(hao)經驗好(hao)做法,扎實(shi)有(you)序推(tui)進(jin)實(shi)施城(cheng)(cheng)市(shi)(shi)更新行(xing)動(dong),提高城(cheng)(cheng)市(shi)(shi)規劃、建設、治理水平,推(tui)動(dong)城(cheng)(cheng)市(shi)(shi)高質量(liang)發展,現就有(you)關事項通(tong)知如下:
一、堅持城市體檢先行。建立(li)(li)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)機(ji)制,將城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)作(zuo)為城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)更新的前提。指(zhi)導(dao)(dao)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)建立(li)(li)由城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)政府主導(dao)(dao)、住(zhu)房城(cheng)(cheng)(cheng)(cheng)(cheng)鄉建設部門牽頭組織、各相關部門共(gong)同參(can)與(yu)的工作(zuo)機(ji)制,統籌抓(zhua)好城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)工作(zuo)。堅(jian)(jian)持問(wen)題(ti)導(dao)(dao)向(xiang)(xiang),劃細(xi)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)單元,從住(zhu)房到小區、社(she)區、街區、城(cheng)(cheng)(cheng)(cheng)(cheng)區,查找群眾反映強烈的難點、堵點、痛點問(wen)題(ti)。堅(jian)(jian)持目標(biao)導(dao)(dao)向(xiang)(xiang),以產城(cheng)(cheng)(cheng)(cheng)(cheng)融合、職住(zhu)平衡(heng)、生態宜居等(deng)為目標(biao),查找影響城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)競爭力、承(cheng)載力和可持續發展的短板弱項。堅(jian)(jian)持結(jie)果導(dao)(dao)向(xiang)(xiang),把(ba)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)發現的問(wen)題(ti)短板作(zuo)為城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)更新的重點,一體(ti)化推進城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢(jian)和城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)(shi)(shi)更新工作(zuo)。
二、發揮城市更新規劃統籌作用。依據城市(shi)體檢結果,編制城市(shi)更(geng)新(xin)專項規劃和(he)年度(du)實(shi)施(shi)(shi)(shi)計劃,結合(he)國民經濟(ji)和(he)社會發展(zhan)規劃,系統謀劃城市(shi)更(geng)新(xin)工作(zuo)目(mu)標(biao)、重點任務和(he)實(shi)施(shi)(shi)(shi)措施(shi)(shi)(shi),劃定城市(shi)更(geng)新(xin)單元,建(jian)立項目(mu)庫,明確(que)項目(mu)實(shi)施(shi)(shi)(shi)計劃安(an)排。堅(jian)持盡力(li)而為、量力(li)而行(xing),統籌推(tui)動(dong)既(ji)有(you)建(jian)筑更(geng)新(xin)改(gai)造(zao)、城鎮老(lao)舊小區改(gai)造(zao)、完整社區建(jian)設(she)、活(huo)力(li)街(jie)區打造(zao)、城市(shi)生態修復、城市(shi)功(gong)能完善(shan)、基礎設(she)施(shi)(shi)(shi)更(geng)新(xin)改(gai)造(zao)、城市(shi)生命線安(an)全工程建(jian)設(she)、歷史街(jie)區和(he)歷史建(jian)筑保(bao)護傳承、城市(shi)數字(zi)化(hua)基礎設(she)施(shi)(shi)(shi)建(jian)設(she)等城市(shi)更(geng)新(xin)工作(zuo)。
三、強化精細化城市設計引導。將(jiang)城(cheng)(cheng)市(shi)(shi)(shi)(shi)設(she)計(ji)作為城(cheng)(cheng)市(shi)(shi)(shi)(shi)更(geng)新(xin)的(de)(de)重要手段,完(wan)善城(cheng)(cheng)市(shi)(shi)(shi)(shi)設(she)計(ji)管理(li)(li)制(zhi)(zhi)度(du),明確(que)對(dui)建(jian)筑(zhu)、小區(qu)、社區(qu)、街區(qu)、城(cheng)(cheng)市(shi)(shi)(shi)(shi)不同尺度(du)的(de)(de)設(she)計(ji)要求,提(ti)出城(cheng)(cheng)市(shi)(shi)(shi)(shi)更(geng)新(xin)地塊(kuai)建(jian)設(she)改造的(de)(de)設(she)計(ji)條(tiao)件,組織編制(zhi)(zhi)城(cheng)(cheng)市(shi)(shi)(shi)(shi)更(geng)新(xin)重點項目設(she)計(ji)方案,規范和引導城(cheng)(cheng)市(shi)(shi)(shi)(shi)更(geng)新(xin)項目實施(shi)(shi)。統籌建(jian)設(she)工(gong)程規劃設(she)計(ji)與質量安(an)全(quan)(quan)管理(li)(li),在確(que)保安(an)全(quan)(quan)的(de)(de)前提(ti)下,探索優化適用于(yu)存(cun)量更(geng)新(xin)改造的(de)(de)建(jian)設(she)工(gong)程審批(pi)管理(li)(li)程序和技術措(cuo)施(shi)(shi),構(gou)建(jian)建(jian)設(she)工(gong)程設(she)計(ji)、施(shi)(shi)工(gong)、驗(yan)收、運維全(quan)(quan)生命周期管理(li)(li)制(zhi)(zhi)度(du),提(ti)升城(cheng)(cheng)市(shi)(shi)(shi)(shi)安(an)全(quan)(quan)韌性和精細(xi)化治(zhi)理(li)(li)水平。
四、創新城市更新可持續實施模式。堅持(chi)(chi)政(zheng)(zheng)府引導(dao)、市(shi)場運作、公(gong)眾(zhong)參與,推(tui)動(dong)轉變城(cheng)市(shi)發展方(fang)式。加(jia)強存(cun)量(liang)資(zi)源統(tong)籌利(li)用(yong)(yong),鼓勵土(tu)(tu)地(di)用(yong)(yong)途兼容、建(jian)筑(zhu)功(gong)能混合(he),探(tan)索(suo)“主(zhu)導(dao)功(gong)能、混合(he)用(yong)(yong)地(di)、大類為主(zhu)、負面清單”更(geng)為靈(ling)活的存(cun)量(liang)用(yong)(yong)地(di)利(li)用(yong)(yong)方(fang)式和(he)支持(chi)(chi)政(zheng)(zheng)策,建(jian)立房屋全生命周期安全管理長(chang)效機(ji)(ji)(ji)制(zhi)。健全城(cheng)市(shi)更(geng)新多元投(tou)(tou)(tou)融(rong)資(zi)機(ji)(ji)(ji)制(zhi),加(jia)大財政(zheng)(zheng)支持(chi)(chi)力度,鼓勵金(jin)融(rong)機(ji)(ji)(ji)構在(zai)風險(xian)可(ke)控、商業(ye)(ye)可(ke)持(chi)(chi)續前提下,提供合(he)理信(xin)貸(dai)支持(chi)(chi),創新市(shi)場化(hua)投(tou)(tou)(tou)融(rong)資(zi)模式,完善居民出資(zi)分擔機(ji)(ji)(ji)制(zhi),拓寬城(cheng)市(shi)更(geng)新資(zi)金(jin)渠道。建(jian)立政(zheng)(zheng)府、企業(ye)(ye)、產(chan)權(quan)人、群眾(zhong)等多主(zhu)體參與機(ji)(ji)(ji)制(zhi),鼓勵企業(ye)(ye)依法(fa)合(he)規(gui)盤(pan)活閑置低(di)效存(cun)量(liang)資(zi)產(chan),支持(chi)(chi)社(she)會力量(liang)參與,探(tan)索(suo)運營前置和(he)全流(liu)程(cheng)一(yi)體化(hua)推(tui)進,將公(gong)眾(zhong)參與貫穿于城(cheng)市(shi)更(geng)新全過(guo)程(cheng),實現共建(jian)共治共享。鼓勵有立法(fa)權(quan)的地(di)方(fang)出臺地(di)方(fang)性法(fa)規(gui),建(jian)立城(cheng)市(shi)更(geng)新制(zhi)度機(ji)(ji)(ji)制(zhi),完善土(tu)(tu)地(di)、財政(zheng)(zheng)、投(tou)(tou)(tou)融(rong)資(zi)等政(zheng)(zheng)策體系,因地(di)制(zhi)宜制(zhi)定或修(xiu)訂地(di)方(fang)標準規(gui)范。
五、明確城市更新底線要求。堅持“留改(gai)(gai)(gai)(gai)拆(chai)(chai)”并舉、以保(bao)留利用(yong)提升(sheng)為主,鼓勵小規模、漸進(jin)式(shi)有(you)機更(geng)新(xin)和(he)微(wei)改(gai)(gai)(gai)(gai)造,防止大拆(chai)(chai)大建。加強歷史文(wen)化保(bao)護(hu)傳(chuan)承,不(bu)隨(sui)意改(gai)(gai)(gai)(gai)老地名,不(bu)破(po)壞(huai)老城區傳(chuan)統格局和(he)街巷肌理,不(bu)隨(sui)意遷移、拆(chai)(chai)除歷史建筑和(he)具(ju)有(you)保(bao)護(hu)價值的(de)老建筑,同時也要防止脫(tuo)管失修、修而不(bu)用(yong)、長期閑置。堅持尊重自(zi)然(ran)(ran)、順(shun)應自(zi)然(ran)(ran)、保(bao)護(hu)自(zi)然(ran)(ran),不(bu)破(po)壞(huai)地形地貌,不(bu)伐移老樹(shu)和(he)有(you)鄉土特點的(de)現(xian)有(you)樹(shu)木,不(bu)挖(wa)山填湖,不(bu)隨(sui)意改(gai)(gai)(gai)(gai)變或(huo)侵占河(he)湖水系。堅持統籌(chou)發(fa)展(zhan)(zhan)和(he)安(an)(an)全(quan)(quan),把安(an)(an)全(quan)(quan)發(fa)展(zhan)(zhan)理念貫穿城市更(geng)新(xin)工(gong)作(zuo)各領域和(he)全(quan)(quan)過(guo)程,加大城鎮(zhen)危舊房屋改(gai)(gai)(gai)(gai)造和(he)城市燃(ran)氣管道等(deng)老化更(geng)新(xin)改(gai)(gai)(gai)(gai)造力(li)度,確(que)保(bao)城市生命線安(an)(an)全(quan)(quan),堅決守(shou)住安(an)(an)全(quan)(quan)底線。
 各(ge)(ge)級住房(fang)城(cheng)(cheng)鄉(xiang)建(jian)設部(bu)門(men)(men)要切(qie)實(shi)履行(xing)城(cheng)(cheng)市(shi)更新(xin)工作牽頭部(bu)門(men)(men)職(zhi)責,會同有關部(bu)門(men)(men)建(jian)立健全統籌協(xie)調的(de)組織(zhi)機制,有序(xu)推(tui)進城(cheng)(cheng)市(shi)更新(xin)工作。省級住房(fang)城(cheng)(cheng)鄉(xiang)建(jian)設部(bu)門(men)(men)要加(jia)強對市(shi)(縣)城(cheng)(cheng)市(shi)更新(xin)工作的(de)督(du)促指(zhi)導,及時(shi)總結(jie)經驗做法(fa),研究破解難點問(wen)題。我部(bu)將加(jia)強工作指(zhi)導和政策協(xie)調,及時(shi)總結(jie)可復(fu)制推(tui)廣的(de)經驗,指(zhi)導各(ge)(ge)地扎實(shi)推(tui)進實(shi)施城(cheng)(cheng)市(shi)更新(xin)行(xing)動。
