山西(xi)日(ri)報記者晉帥妮報道省住房和城鄉建(jian)(jian)設(she)廳(ting)日(ri)前印發《》(以下(xia)簡稱《方案》),明確工作(zuo)目標(biao):到(dao)(dao)2025年,培育數字化轉(zhuan)型企業10家,全(quan)省在(zai)建(jian)(jian)項目“智(zhi)慧(hui)工地(di)”創建(jian)(jian)活動(dong)覆蓋率(lv)超(chao)過(guo)20%,綠色建(jian)(jian)筑(zhu)占城鎮(zhen)新(xin)(xin)建(jian)(jian)建(jian)(jian)筑(zhu)比例(li)達(da)到(dao)(dao)100%,新(xin)(xin)開工裝(zhuang)配式建(jian)(jian)筑(zhu)占新(xin)(xin)建(jian)(jian)建(jian)(jian)筑(zhu)面積比例(li)達(da)到(dao)(dao)30%。
為實現上(shang)述目標(biao),我省確(que)定(ding)了9項(xiang)重點任(ren)務。
建(jian)(jian)設現代(dai)化(hua)產(chan)業園(yuan)(yuan)區。以裝(zhuang)(zhuang)配式(shi)建(jian)(jian)筑產(chan)業基地為載體,重點發展系統集成設計、裝(zhuang)(zhuang)配式(shi)部品部件、智(zhi)能建(jian)(jian)造(zao)(zao)、一體化(hua)裝(zhuang)(zhuang)修等現代(dai)建(jian)(jian)筑產(chan)業。開展以智(zhi)能制造(zao)(zao)、智(zhi)能工廠、綠(lv)色(se)工廠、綠(lv)色(se)建(jian)(jian)造(zao)(zao)為引(yin)領的建(jian)(jian)設改造(zao)(zao),打造(zao)(zao)工業化(hua)、數字化(hua)、綠(lv)色(se)化(hua)現代(dai)建(jian)(jian)筑產(chan)業園(yuan)(yuan)。
優化(hua)(hua)(hua)部品部件(jian)生(sheng)(sheng)產能(neng)(neng)力。逐步形成(cheng)標準化(hua)(hua)(hua)、系列(lie)化(hua)(hua)(hua)、規模化(hua)(hua)(hua)的(de)建筑部品部件(jian)供應(ying)體系。推動部品部件(jian)生(sheng)(sheng)產數字化(hua)(hua)(hua)、智能(neng)(neng)化(hua)(hua)(hua)升級(ji),提高生(sheng)(sheng)產效率(lv)。加強構件(jian)和部品部件(jian)生(sheng)(sheng)產、施(shi)工安(an)裝、節點連接灌漿、密封防水等(deng)關鍵部位和工序質(zhi)量安(an)全管控,提高產品質(zhi)量。
強化(hua)(hua)數字技(ji)術關鍵能力(li)。推行建(jian)筑(zhu)、結構、設備管(guan)線、裝修、運維等(deng)多專業(ye)一(yi)(yi)體(ti)化(hua)(hua)集(ji)成設計。引導(dao)骨干建(jian)筑(zhu)業(ye)企業(ye)率先打造(zao)基于BIM的工程建(jian)設項目數字化(hua)(hua)管(guan)理平臺。鼓(gu)勵建(jian)筑(zhu)業(ye)企業(ye)應用新一(yi)(yi)代數字技(ji)術,實現企業(ye)管(guan)理數字化(hua)(hua)。
加(jia)大BIM推廣力度。全(quan)省新(xin)建(jian)(jian)(jian)大型公共建(jian)(jian)(jian)筑、裝(zhuang)配式建(jian)(jian)(jian)筑等(deng)綠色建(jian)(jian)(jian)筑項目,在設計(ji)、施工及竣工驗(yan)收階段(duan)應開展BIM技術應用,鼓勵在運營(ying)階段(duan)采用BIM技術進行運維管理(li)。鼓勵企(qi)業聯(lian)合(he)開展建(jian)(jian)(jian)筑全(quan)壽命(ming)期(qi)BIM技術服務。
提升綠(lv)色建(jian)(jian)造技術水平(ping);推進新(xin)型生產組(zu)織模式;發展低碳綠(lv)色建(jian)(jian)筑;優化(hua)建(jian)(jian)筑用能結構;培育“三化(hua)”協同示(shi)范項目……《方案(an)》對(dui)重(zhong)點任務(wu)逐一(yi)細(xi)致(zhi)部署。
為保(bao)障順利實(shi)現目標(biao)任務,《方案》還(huan)明確了加(jia)(jia)強組織領導、加(jia)(jia)大(da)科技創新、完(wan)善標(biao)準體(ti)系、加(jia)(jia)大(da)獎勵激(ji)勵、積極爭取(qu)財政(zheng)金(jin)融支持(chi)、營造良(liang)好發展環境等保(bao)障措施。
推動建筑業工業化、數字化、綠色化
發展的實施方案
為(wei)貫徹(che)落實黨(dang)的二十大精神以及住建(jian)部、省(sheng)委省(sheng)政府(fu)決策(ce)部署,以工業化(hua)(hua)(hua)、數字(zi)化(hua)(hua)(hua)、綠色化(hua)(hua)(hua)為(wei)方(fang)向,推(tui)動建(jian)筑業高質量(liang)發展,結合我省(sheng)實際,制(zhi)定(ding)以下實施方(fang)案。
一、主要目標
建(jian)(jian)(jian)(jian)筑(zhu)(zhu)業與(yu)先(xian)進(jin)制造技(ji)(ji)術(shu)、數字技(ji)(ji)術(shu)、綠(lv)色(se)(se)低碳技(ji)(ji)術(shu)融(rong)合發展,帶動形成較為(wei)完善的(de)現代化建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業鏈,推(tui)動企業生產(chan)和建(jian)(jian)(jian)(jian)造方式轉(zhuan)(zhuan)型,推(tui)動建(jian)(jian)(jian)(jian)造水(shui)平(ping)和建(jian)(jian)(jian)(jian)筑(zhu)(zhu)品(pin)質提升。以裝配式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業基地為(wei)載體的(de)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業現代化園區布局(ju)進(jin)一步優化,以建(jian)(jian)(jian)(jian)筑(zhu)(zhu)信(xin)息(xi)模(mo)型(簡稱“BIM”)技(ji)(ji)術(shu)為(wei)代表的(de)新(xin)一代信(xin)息(xi)技(ji)(ji)術(shu)在(zai)工程(cheng)建(jian)(jian)(jian)(jian)設(she)項目全(quan)過(guo)程(cheng)推(tui)廣應(ying)用(yong),綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)造方式普遍推(tui)廣,建(jian)(jian)(jian)(jian)筑(zhu)(zhu)品(pin)質穩步提升。2025年,培(pei)育數字化轉(zhuan)(zhuan)型企業10家,全(quan)省在(zai)建(jian)(jian)(jian)(jian)項目“智慧(hui)工地”創(chuang)建(jian)(jian)(jian)(jian)活動覆(fu)蓋率超過(guo)20%,綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)占城鎮新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)比例(li)達(da)到100%,新(xin)開工裝配式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)占新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)面(mian)積比例(li)達(da)到30%。
二、重點任(ren)務(wu)
(一(yi))建(jian)(jian)(jian)(jian)設(she)(she)現代(dai)化(hua)(hua)(hua)(hua)產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)區。以(yi)裝(zhuang)配式(shi)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)基地(di)為(wei)載體,優(you)化(hua)(hua)(hua)(hua)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)區(基地(di))布局(ju),引導園(yuan)(yuan)區(基地(di))合(he)理規劃產(chan)(chan)(chan)品和服務業(ye)(ye)態,重點(dian)發(fa)展系統集成設(she)(she)計、裝(zhuang)配式(shi)部(bu)品部(bu)件(jian)、智(zhi)(zhi)能建(jian)(jian)(jian)(jian)造、一(yi)體化(hua)(hua)(hua)(hua)裝(zhuang)修等現代(dai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)。鼓(gu)勵(li)園(yuan)(yuan)區(基地(di))開展以(yi)智(zhi)(zhi)能制(zhi)造、智(zhi)(zhi)能工廠、綠(lv)色工廠、綠(lv)色建(jian)(jian)(jian)(jian)造為(wei)引領的建(jian)(jian)(jian)(jian)設(she)(she)改造,率先打(da)造工業(ye)(ye)化(hua)(hua)(hua)(hua)、數字(zi)化(hua)(hua)(hua)(hua)、綠(lv)色化(hua)(hua)(hua)(hua)現代(dai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)園(yuan)(yuan)。支(zhi)持大型建(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)發(fa)揮(hui)“鏈(lian)主企(qi)業(ye)(ye)”帶動(dong)作用,積(ji)極融(rong)合(he)工業(ye)(ye)互聯(lian)網應用,打(da)造建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)互聯(lian)網平臺,推進(jin)建(jian)(jian)(jian)(jian)設(she)(she)部(bu)品部(bu)件(jian)智(zhi)(zhi)能生產(chan)(chan)(chan)、建(jian)(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)智(zhi)(zhi)慧物(wu)流(liu)、智(zhi)(zhi)慧安(an)裝(zhuang)和智(zhi)(zhi)慧園(yuan)(yuan)區管理服務、建(jian)(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)集采、建(jian)(jian)(jian)(jian)筑(zhu)(zhu)配件(jian)制(zhi)造供應鏈(lian)金(jin)融(rong)等平臺建(jian)(jian)(jian)(jian)設(she)(she),逐步構建(jian)(jian)(jian)(jian)全(quan)方位、一(yi)體化(hua)(hua)(hua)(hua)的現代(dai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業(ye)(ye)生態圈。
(二)優化(hua)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)生(sheng)產(chan)能力。引導生(sheng)產(chan)企業與設計、施工企業就構(gou)(gou)件(jian)(jian)(jian)和(he)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)的(de)常用尺寸進行協調統一(yi),擴大標準化(hua)構(gou)(gou)件(jian)(jian)(jian)和(he)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)使用規模,逐步形成標準化(hua)、系列化(hua)、規模化(hua)的(de)建筑部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)供應體(ti)系。推(tui)動(dong)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)生(sheng)產(chan)數(shu)字化(hua)、智能化(hua)升級,推(tui)廣應用數(shu)字化(hua)技術、系統集成技術、智能化(hua)裝(zhuang)備和(he)建筑機器人,提(ti)高生(sheng)產(chan)效率。加(jia)強構(gou)(gou)件(jian)(jian)(jian)和(he)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian)生(sheng)產(chan)、施工安(an)(an)裝(zhuang)、節(jie)點連接灌漿(jiang)、密封防水等(deng)關鍵部(bu)(bu)(bu)位和(he)工序質(zhi)量安(an)(an)全管控(kong),提(ti)高產(chan)品質(zhi)量。鼓勵建材(cai)企業生(sheng)產(chan)節(jie)能減排、安(an)(an)全便利、可循環的(de)綠(lv)色建材(cai)產(chan)品和(he)部(bu)(bu)(bu)品部(bu)(bu)(bu)件(jian)(jian)(jian),推(tui)動(dong)政(zheng)府投資(zi)工程率先采用綠(lv)色建材(cai)。
(三)強化(hua)(hua)數(shu)(shu)字技(ji)(ji)術(shu)關鍵能(neng)力(li)。加強系(xi)統化(hua)(hua)集(ji)成設(she)(she)計(ji)(ji)(ji)能(neng)力(li)建設(she)(she),引導(dao)設(she)(she)計(ji)(ji)(ji)企(qi)業(ye)(ye)采用(yong)標準化(hua)(hua)部(bu)品部(bu)件、應用(yong)數(shu)(shu)字化(hua)(hua)手段,開展BIM正向(xiang)設(she)(she)計(ji)(ji)(ji)、協同設(she)(she)計(ji)(ji)(ji)和數(shu)(shu)字化(hua)(hua)交付,推行(xing)建筑、結構、設(she)(she)備管線(xian)、裝修、運維等多(duo)(duo)專業(ye)(ye)一體化(hua)(hua)集(ji)成設(she)(she)計(ji)(ji)(ji),促進設(she)(she)計(ji)(ji)(ji)和生(sheng)產(chan)、施工、運維有效(xiao)銜接。鼓勵建筑業(ye)(ye)企(qi)業(ye)(ye)應用(yong)新一代數(shu)(shu)字技(ji)(ji)術(shu),進一步完(wan)善(shan)并集(ji)成企(qi)業(ye)(ye)管理(li)(li)信息系(xi)統、生(sheng)產(chan)經營信息系(xi)統,實現(xian)企(qi)業(ye)(ye)管理(li)(li)數(shu)(shu)字化(hua)(hua),提升生(sheng)產(chan)運營效(xiao)率(lv)。引導(dao)骨(gu)干建筑業(ye)(ye)企(qi)業(ye)(ye)率(lv)先打造(zao)基于(yu)BIM的(de)工程建設(she)(she)項目(mu)數(shu)(shu)字化(hua)(hua)管理(li)(li)平臺,開展多(duo)(duo)專業(ye)(ye)、多(duo)(duo)參與方和全(quan)過程的(de)數(shu)(shu)字化(hua)(hua)協同應用(yong),實現(xian)工程建設(she)(she)項目(mu)全(quan)壽(shou)命期數(shu)(shu)字化(hua)(hua)管理(li)(li)。
(四)加(jia)大BIM推廣力度。持續推動(dong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)信息模型(xing)(BIM)技術(shu)(shu)推廣應(ying)(ying)(ying)(ying)用(yong)。全省(sheng)新建(jian)(jian)(jian)大型(xing)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、裝配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)等綠色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)項(xiang)目(mu),在(zai)設計(ji)、施(shi)工(gong)及竣(jun)工(gong)驗收階(jie)(jie)段應(ying)(ying)(ying)(ying)開展(zhan)(zhan)BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong),鼓勵在(zai)運營(ying)階(jie)(jie)段采用(yong)BIM技術(shu)(shu)進行運維管理。全省(sheng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)行業(ye)(ye)(ye)(ye)甲級(ji)(ji)勘察(cha)設計(ji)單位以(yi)及一級(ji)(ji)總承包建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)應(ying)(ying)(ying)(ying)在(zai)項(xiang)目(mu)中積極實施(shi)BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong),省(sheng)廳(ting)確定的(de)試(shi)點(dian)企(qi)業(ye)(ye)(ye)(ye)每(mei)年至少應(ying)(ying)(ying)(ying)實施(shi)5項(xiang)BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong),鼓勵企(qi)業(ye)(ye)(ye)(ye)聯合開展(zhan)(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全壽(shou)命(ming)期(qi)BIM技術(shu)(shu)服務。各(ge)級(ji)(ji)住(zhu)房城鄉(xiang)建(jian)(jian)(jian)設主管部門要加(jia)強項(xiang)目(mu)實施(shi)監管,將大型(xing)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、裝配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)等項(xiang)目(mu)和企(qi)業(ye)(ye)(ye)(ye)BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong)情(qing)(qing)況(kuang),作(zuo)為工(gong)程招投標、綠色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)專(zhuan)項(xiang)論證、驗收以(yi)及“雙(shuang)隨機一公(gong)開”檢查(cha)的(de)主要內容。省(sheng)住(zhu)房城鄉(xiang)建(jian)(jian)(jian)設廳(ting)對(dui)項(xiang)目(mu)、企(qi)業(ye)(ye)(ye)(ye)BIM應(ying)(ying)(ying)(ying)用(yong)情(qing)(qing)況(kuang)進行檢查(cha),每(mei)年認定發布“具備BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong)能力”的(de)企(qi)業(ye)(ye)(ye)(ye)和BIM技術(shu)(shu)應(ying)(ying)(ying)(ying)用(yong)優秀案(an)例,對(dui)有關企(qi)業(ye)(ye)(ye)(ye)在(zai)評(ping)優評(ping)先、誠信評(ping)價時予(yu)以(yi)考慮,項(xiang)目(mu)完成人(ren)員在(zai)職稱評(ping)定時予(yu)以(yi)加(jia)分。
(五)提(ti)(ti)(ti)升綠色建(jian)造(zao)(zao)(zao)技術水平(ping)。積極推(tui)行工業化(hua)、數(shu)字(zi)化(hua)的(de)綠色建(jian)造(zao)(zao)(zao)方式。大(da)力推(tui)進(jin)(jin)先進(jin)(jin)制造(zao)(zao)(zao)設備(bei)、智(zhi)(zhi)能(neng)(neng)設備(bei)及智(zhi)(zhi)慧(hui)工地相關(guan)裝(zhuang)(zhuang)備(bei)的(de)研發(fa)、制造(zao)(zao)(zao)和推(tui)廣(guang)應用,提(ti)(ti)(ti)升各類(lei)施工機(ji)具的(de)性能(neng)(neng)和效率(lv),提(ti)(ti)(ti)高機(ji)械化(hua)施工程(cheng)度。創(chuang)新施工組(zu)織方式,實行裝(zhuang)(zhuang)配式建(jian)筑裝(zhuang)(zhuang)飾裝(zhuang)(zhuang)修(xiu)與主(zhu)體結構、機(ji)電設備(bei)協同施工,發(fa)揮(hui)結構與裝(zhuang)(zhuang)修(xiu)穿插(cha)施工優勢,提(ti)(ti)(ti)高施工現(xian)(xian)場(chang)精細化(hua)管(guan)理水平(ping)。開(kai)展“智(zhi)(zhi)慧(hui)工地”創(chuang)建(jian)活動,以在建(jian)項目(mu)現(xian)(xian)場(chang)管(guan)理需求為(wei)出發(fa)點,充分運用物(wu)聯(lian)網、北(bei)斗(dou)、大(da)數(shu)據、人工智(zhi)(zhi)能(neng)(neng)、3D打(da)印、BIM等數(shu)字(zi)技術,推(tui)動在建(jian)項目(mu)協同化(hua)管(guan)理和數(shu)字(zi)化(hua)施工,提(ti)(ti)(ti)升工程(cheng)項目(mu)綠色建(jian)造(zao)(zao)(zao)水平(ping)。
(六)推(tui)進新(xin)型(xing)生產(chan)組(zu)織(zhi)模式(shi)。推(tui)廣工(gong)程總承(cheng)(cheng)包(bao)(bao)(bao)模式(shi),完善工(gong)程總承(cheng)(cheng)包(bao)(bao)(bao)相關(guan)招標(biao)投(tou)(tou)標(biao)、工(gong)程計價等(deng)制度(du)規(gui)定(ding)。政府或(huo)國(guo)有資金投(tou)(tou)資項目、采(cai)用(yong)裝配式(shi)或(huo)BIM建造技術(shu)的項目應(ying)當優先(xian)采(cai)用(yong)工(gong)程總承(cheng)(cheng)包(bao)(bao)(bao)模式(shi)。總承(cheng)(cheng)包(bao)(bao)(bao)企(qi)業(ye)(ye)要(yao)強(qiang)化上下(xia)游協同,推(tui)動企(qi)業(ye)(ye)以(yi)多(duo)種形式(shi)緊(jin)密(mi)合作,加快設計、生產(chan)、施工(gong)深(shen)(shen)度(du)融合,提高項目管理(li)、技術(shu)創(chuang)新(xin)和資源配置能(neng)力(li),逐步形成以(yi)工(gong)程總承(cheng)(cheng)包(bao)(bao)(bao)企(qi)業(ye)(ye)為(wei)核(he)心、相關(guan)企(qi)業(ye)(ye)深(shen)(shen)度(du)參與的開放型(xing)產(chan)業(ye)(ye)體系,為(wei)行業(ye)(ye)高質(zhi)量發展奠定(ding)基礎。
(七(qi))發(fa)展(zhan)綠色(se)低碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)。持續(xu)開展(zhan)綠色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)創建(jian)(jian)行(xing)動,城(cheng)鎮新(xin)(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全部按照綠色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標(biao)準(zhun)(zhun)(zhun)進(jin)行(xing)設(she)(she)計和(he)建(jian)(jian)造,公共(gong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)執(zhi)行(xing)一星級(ji)以上標(biao)準(zhun)(zhun)(zhun),超限高(gao)層建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)執(zhi)行(xing)三星級(ji)標(biao)準(zhun)(zhun)(zhun)。嚴(yan)格執(zhi)行(xing)新(xin)(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun),啟動新(xin)(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)效“小步快跑”提升計劃,組織編制居(ju)住建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)83%標(biao)準(zhun)(zhun)(zhun)、公共(gong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)72%標(biao)準(zhun)(zhun)(zhun)。大力發(fa)展(zhan)裝(zhuang)配(pei)式建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),在(zai)學校、醫院等(deng)公共(gong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)及工業廠房(fang)中大力推(tui)(tui)進(jin)裝(zhuang)配(pei)式鋼(gang)結(jie)(jie)構(gou)、鋼(gang)-混(hun)凝土組合(he)結(jie)(jie)構(gou)等(deng)新(xin)(xin)型(xing)結(jie)(jie)構(gou)體系。開展(zhan)鋼(gang)結(jie)(jie)構(gou)裝(zhuang)配(pei)式住宅試點,穩步推(tui)(tui)廣(guang)裝(zhuang)配(pei)式混(hun)凝土建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)。加快推(tui)(tui)廣(guang)超低能(neng)(neng)耗、近零(ling)能(neng)(neng)耗建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),開展(zhan)零(ling)碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)試點,積極建(jian)(jian)設(she)(she)綠色(se)低碳住宅,因地制宜引導(dao)裝(zhuang)配(pei)化(hua)全裝(zhuang)修在(zai)新(xin)(xin)建(jian)(jian)商品住宅中的(de)應用。
(八)優化(hua)建(jian)(jian)(jian)筑用(yong)(yong)能(neng)結構。積(ji)極(ji)推(tui)動(dong)建(jian)(jian)(jian)筑熱(re)(re)(re)源(yuan)(yuan)端低(di)碳化(hua)。在太陽能(neng)資源(yuan)(yuan)較豐富地(di)區(qu)及有穩定熱(re)(re)(re)水(shui)需求的建(jian)(jian)(jian)筑中,積(ji)極(ji)推(tui)廣太陽能(neng)光(guang)熱(re)(re)(re)建(jian)(jian)(jian)筑應(ying)(ying)用(yong)(yong)。在可(ke)(ke)利用(yong)(yong)屋頂(ding)(ding)面積(ji)充裕(yu)、電網(wang)(wang)接(jie)入(ru)和消(xiao)納(na)條件好的黨政機(ji)關、學(xue)校、醫(yi)院等建(jian)(jian)(jian)筑屋頂(ding)(ding)加裝光(guang)伏(fu)(fu)系統,發展“自(zi)發自(zi)用(yong)(yong)、余電上網(wang)(wang)”的分(fen)布式光(guang)伏(fu)(fu)發電,新(xin)建(jian)(jian)(jian)公共建(jian)(jian)(jian)筑原則上應(ying)(ying)安裝太陽能(neng)光(guang)伏(fu)(fu)系統,推(tui)進建(jian)(jian)(jian)筑光(guang)伏(fu)(fu)一體化(hua)應(ying)(ying)用(yong)(yong)。具備條件的政府投(tou)資建(jian)(jian)(jian)設的新(xin)立項公共建(jian)(jian)(jian)筑全部采(cai)用(yong)(yong)“地(di)熱(re)(re)(re)能(neng)+”多能(neng)互補(bu)的形式,解決(jue)供暖(制冷(leng))用(yong)(yong)能(neng)需求。因地(di)制宜推(tui)動(dong)空氣熱(re)(re)(re)能(neng)、生(sheng)物質能(neng)等可(ke)(ke)再生(sheng)能(neng)源(yuan)(yuan)綜合利用(yong)(yong)。積(ji)極(ji)探索建(jian)(jian)(jian)筑用(yong)(yong)電設備智能(neng)群(qun)控、“光(guang)儲直柔”、蓄冷(leng)蓄熱(re)(re)(re)等技術應(ying)(ying)用(yong)(yong),優先消(xiao)納(na)可(ke)(ke)再生(sheng)能(neng)源(yuan)(yuan)電力。
(九)培育“三化(hua)”協同示范(fan)(fan)項(xiang)(xiang)目。以(yi)政(zheng)府投資項(xiang)(xiang)目、大(da)(da)型公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)為重點,推動互聯網、大(da)(da)數據、人工智能(neng)、先進制造與綠(lv)(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)深(shen)度融(rong)合,推進BIM、可再生能(neng)源、裝配(pei)式、綠(lv)(lv)色建(jian)(jian)(jian)造及智能(neng)化(hua)管理等綠(lv)(lv)色技(ji)術創新(xin)集成(cheng)應(ying)用(yong),培育星級綠(lv)(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、A級以(yi)上裝配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、超低能(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、近(jin)零能(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、零碳(tan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)等高品質綠(lv)(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)創新(xin)示范(fan)(fan)工程(cheng)。總結(jie)先進適用(yong)技(ji)術,加大(da)(da)推廣(guang)應(ying)用(yong)。鼓勵招標人結(jie)合項(xiang)(xiang)目特點,在工程(cheng)招標文(wen)件中將綠(lv)(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)創新(xin)示范(fan)(fan)工程(cheng)作為加分項(xiang)(xiang)擇優選擇,積(ji)極(ji)營(ying)造“三化(hua)”創新(xin)發展生態。
三、保障(zhang)措施
(一(yi))加強(qiang)組(zu)織領導。推(tui)動建(jian)筑(zhu)業(ye)“三化”融(rong)合發展(zhan)是深入(ru)(ru)貫(guan)徹黨的二十大精(jing)神(shen)和習近平(ping)總書記考察(cha)調研(yan)山西重(zhong)要講話重(zhong)要指示(shi)精(jing)神(shen)的具體舉措(cuo),是推(tui)動建(jian)筑(zhu)業(ye)高(gao)質量發展(zhan)的主(zhu)(zhu)攻方向。各(ge)級住房城(cheng)鄉建(jian)設主(zhu)(zhu)管部(bu)門要高(gao)度重(zhong)視,將(jiang)“三化”融(rong)合發展(zhan)作為“一(yi)把(ba)手工程”,納入(ru)(ru)重(zhong)要議(yi)事日(ri)程,切實加強(qiang)組(zu)織領導,建(jian)立推(tui)進機(ji)制、細化推(tui)進措(cuo)施,制定年度行動計劃,確保各(ge)項重(zhong)點(dian)任(ren)務順利實施,推(tui)動本(ben)地建(jian)筑(zhu)業(ye)高(gao)質量發展(zhan)。
(二)加大(da)科(ke)技(ji)(ji)(ji)(ji)創新。鼓勵建(jian)筑業(ye)企業(ye)建(jian)立(li)國家(jia)級、省(sheng)級轉型促進中心、技(ji)(ji)(ji)(ji)術(shu)創新中心、重點實(shi)驗室等(deng)“三(san)(san)化(hua)”融(rong)合(he)發(fa)(fa)展創新基地(di),聯合(he)科(ke)研(yan)院(yuan)所、高等(deng)院(yuan)校組建(jian)“三(san)(san)化(hua)”產(chan)業(ye)技(ji)(ji)(ji)(ji)術(shu)創新聯盟(meng)。支(zhi)(zhi)持“三(san)(san)化(hua)”融(rong)合(he)創新應用(yong)(yong)立(li)項科(ke)技(ji)(ji)(ji)(ji)計劃項目(mu),重點支(zhi)(zhi)持BIM技(ji)(ji)(ji)(ji)術(shu)、鋼結構(gou)技(ji)(ji)(ji)(ji)術(shu)體系,裝(zhuang)配(pei)式施工、綠色建(jian)造、智能建(jian)造、綠色低碳等(deng)技(ji)(ji)(ji)(ji)術(shu)及相關裝(zhuang)備的研(yan)發(fa)(fa)、制造和推(tui)(tui)廣(guang)應用(yong)(yong),有關成(cheng)果優先納(na)入(ru)住建(jian)領域推(tui)(tui)廣(guang)應用(yong)(yong)技(ji)(ji)(ji)(ji)術(shu)公告和建(jian)設科(ke)技(ji)(ji)(ji)(ji)成(cheng)果登(deng)記目(mu)錄(lu)。發(fa)(fa)揮(hui)科(ke)技(ji)(ji)(ji)(ji)計劃項目(mu)、建(jian)設科(ke)技(ji)(ji)(ji)(ji)成(cheng)果示范(fan)帶動作用(yong)(yong),引領“三(san)(san)化(hua)”融(rong)合(he)發(fa)(fa)展。
(三(san))完(wan)善標準(zhun)體系。組織(zhi)編(bian)制(zhi)(zhi)(zhi)完(wan)善新型(xing)建(jian)(jian)筑(zhu)工業化(hua)(hua)、產(chan)業數(shu)字化(hua)(hua)、綠(lv)色建(jian)(jian)筑(zhu)創(chuang)新項目(mu)、智慧建(jian)(jian)筑(zhu)交叉融(rong)合(he)(he)等應用標準(zhun)。支持行業協會和(he)企(qi)業編(bian)制(zhi)(zhi)(zhi)相(xiang)關配套(tao)標準(zhun)和(he)圖集,鼓勵成(cheng)熟(shu)技術(shu)申(shen)報地方(fang)標準(zhun),促進關鍵技術(shu)和(he)成(cheng)套(tao)技術(shu)研(yan)究成(cheng)果轉化(hua)(hua)為(wei)標準(zhun)。研(yan)究制(zhi)(zhi)(zhi)定(ding)以新型(xing)制(zhi)(zhi)(zhi)造技術(shu)、數(shu)字技術(shu)、綠(lv)色低碳技術(shu)融(rong)合(he)(he)應用為(wei)主的項目(mu)計價方(fang)法,為(wei)“三(san)化(hua)(hua)”融(rong)合(he)(he)應用項目(mu)增(zeng)量投(tou)資(zi)額(e)度提供核算依(yi)據(ju)。
(四(si))加大(da)(da)獎(jiang)勵(li)(li)激(ji)(ji)勵(li)(li)。加大(da)(da)對(dui)“三(san)化(hua)”融合(he)發展(zhan)基(ji)礎理論研究、關(guan)鍵技(ji)(ji)術(shu)研究、基(ji)礎軟硬件(jian)開(kai)發、智能系(xi)統和裝備研制、重大(da)(da)科研項目、項目應(ying)用(yong)(yong)示范等的(de)支持力度。支持基(ji)于“三(san)化(hua)”的(de)裝備制造(zao)、部(bu)品(pin)部(bu)件(jian)生產、關(guan)鍵技(ji)(ji)術(shu)攻關(guan)及工程應(ying)用(yong)(yong)等項目申請科技(ji)(ji)進步(bu)資金、技(ji)(ji)術(shu)改造(zao)專項資金,申報綠色(se)建(jian)(jian)筑創新示范和省(sheng)級優(you)質工程獎(jiang)。完善評(ping)(ping)獎(jiang)評(ping)(ping)優(you)等激(ji)(ji)勵(li)(li)辦法(fa),加大(da)(da)對(dui)“三(san)化(hua)”融合(he)應(ying)用(yong)(yong)的(de)支持權重。鼓勵(li)(li)企(qi)業積(ji)極參與“三(san)化(hua)”項目建(jian)(jian)設,有關(guan)業績作為(wei)企(qi)業誠信(xin)評(ping)(ping)價、評(ping)(ping)優(you)評(ping)(ping)先和人員職稱評(ping)(ping)定的(de)參考依據。
(五)積極爭取財政(zheng)金(jin)融(rong)(rong)支(zhi)持(chi)。探(tan)索(suo)綠(lv)色(se)金(jin)融(rong)(rong)支(zhi)持(chi)“三(san)化(hua)”融(rong)(rong)合發展,對(dui)綠(lv)色(se)建筑創新示范(fan)(fan)工程(cheng)給予綠(lv)色(se)金(jin)融(rong)(rong)支(zhi)持(chi)。嚴(yan)格落(luo)實國家(jia)現有稅(shui)收(shou)(shou)優惠政(zheng)策條件,確(que)保(bao)企業應享(xiang)盡享(xiang)。企業符合條件的研發支(zhi)出,可以享(xiang)受加計扣除稅(shui)收(shou)(shou)優。積極爭取省(sheng)級財政(zheng)資金(jin),支(zhi)持(chi)建筑業“三(san)化(hua)”轉型。對(dui)工業化(hua)、數字化(hua)、綠(lv)色(se)化(hua)轉型試點企業和高品質(zhi)綠(lv)色(se)建筑創新示范(fan)(fan)工程(cheng)給予資金(jin)獎補(bu)。
(六(liu))營(ying)造良好發(fa)展(zhan)(zhan)環境。加強宣傳推廣,充(chong)分發(fa)揮(hui)相關企事業(ye)(ye)單位、行業(ye)(ye)學會(hui)協(xie)會(hui)的作(zuo)用(yong),通過組(zu)織現(xian)場(chang)觀摩(mo)、經驗交流、專(zhuan)家(jia)講座等方式,強化(hua)(hua)(hua)業(ye)(ye)內交流和(he)合作(zuo),推進產業(ye)(ye)進步(bu)和(he)發(fa)展(zhan)(zhan)。充(chong)分利用(yong)報(bao)紙、電臺、電視和(he)網絡等多(duo)種新聞媒介廣泛宣傳建筑(zhu)業(ye)(ye)轉型發(fa)展(zhan)(zhan)基本知識、政策和(he)形(xing)勢,營(ying)造全社會(hui)關注、支(zhi)持建筑(zhu)業(ye)(ye)工(gong)業(ye)(ye)化(hua)(hua)(hua)、數字化(hua)(hua)(hua)、綠色化(hua)(hua)(hua)發(fa)展(zhan)(zhan)的良好輿論氛(fen)圍。
