為(wei)(wei)實(shi)現上述目標,我(wo)省確(que)定(ding)了(le)9項(xiang)(xiang)重點(dian)任務。建(jian)(jian)(jian)設現代化(hua)(hua)產(chan)業(ye)(ye)園區。以(yi)裝(zhuang)配式建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)(ye)基地(di)為(wei)(wei)載(zai)體(ti),重點(dian)發(fa)展(zhan)系(xi)統集成(cheng)設計、裝(zhuang)配式部品(pin)部件、智能(neng)建(jian)(jian)(jian)造(zao)、一體(ti)化(hua)(hua)裝(zhuang)修等現代建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)(ye)。打(da)造(zao)工(gong)業(ye)(ye)化(hua)(hua)、數(shu)字(zi)(zi)(zi)化(hua)(hua)、綠色化(hua)(hua)現代建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)業(ye)(ye)園;優(you)化(hua)(hua)部品(pin)部件生(sheng)產(chan)能(neng)力。逐步形成(cheng)標準化(hua)(hua)、系(xi)列化(hua)(hua)、規模化(hua)(hua)的建(jian)(jian)(jian)筑(zhu)(zhu)部品(pin)部件供應體(ti)系(xi)。推動部品(pin)部件生(sheng)產(chan)數(shu)字(zi)(zi)(zi)化(hua)(hua)、智能(neng)化(hua)(hua)升級,提(ti)高生(sheng)產(chan)效率;強化(hua)(hua)數(shu)字(zi)(zi)(zi)技(ji)術(shu)(shu)關(guan)鍵(jian)能(neng)力。推行建(jian)(jian)(jian)筑(zhu)(zhu)、結構(gou)、設備管線、裝(zhuang)修、運(yun)(yun)維(wei)等多專業(ye)(ye)一體(ti)化(hua)(hua)集成(cheng)設計。引導骨(gu)干(gan)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)率先打(da)造(zao)基于BIM的工(gong)程(cheng)建(jian)(jian)(jian)設項(xiang)(xiang)目數(shu)字(zi)(zi)(zi)化(hua)(hua)管理平臺。鼓勵建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)應用(yong)新(xin)一代數(shu)字(zi)(zi)(zi)技(ji)術(shu)(shu),實(shi)現企(qi)業(ye)(ye)管理數(shu)字(zi)(zi)(zi)化(hua)(hua);加(jia)大(da)BIM推廣力度。全省新(xin)建(jian)(jian)(jian)大(da)型(xing)公共建(jian)(jian)(jian)筑(zhu)(zhu)等綠色建(jian)(jian)(jian)筑(zhu)(zhu)項(xiang)(xiang)目,在(zai)設計、施工(gong)及竣工(gong)驗收階(jie)(jie)段(duan)應開(kai)展(zhan)BIM技(ji)術(shu)(shu)應用(yong),鼓勵在(zai)運(yun)(yun)營(ying)階(jie)(jie)段(duan)采(cai)用(yong)BIM技(ji)術(shu)(shu)進行運(yun)(yun)維(wei)管理。鼓勵企(qi)業(ye)(ye)聯合開(kai)展(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)全壽命期BIM技(ji)術(shu)(shu)服務;提(ti)升綠色建(jian)(jian)(jian)造(zao)技(ji)術(shu)(shu)水平;推進新(xin)型(xing)生(sheng)產(chan)組織模式;發(fa)展(zhan)低碳綠色建(jian)(jian)(jian)筑(zhu)(zhu);優(you)化(hua)(hua)建(jian)(jian)(jian)筑(zhu)(zhu)用(yong)能(neng)結構(gou);培育(yu)“三化(hua)(hua)”協同示(shi)范(fan)項(xiang)(xiang)目等。
推動建筑業(ye)(ye)工(gong)業(ye)(ye)化、數字化、綠色(se)化發(fa)展的實施方案(an)
為貫徹(che)落實(shi)黨的二十大精神以及住建(jian)部、省(sheng)(sheng)委省(sheng)(sheng)政府決(jue)策部署,以工(gong)業(ye)化(hua)、數字化(hua)、綠色化(hua)為方向,推動建(jian)筑(zhu)業(ye)高質量(liang)發展(zhan),結(jie)合(he)我省(sheng)(sheng)實(shi)際(ji),制定以下實(shi)施方案。
一、主要目標
建(jian)筑業與先進(jin)(jin)制造技(ji)術、數字技(ji)術、綠(lv)色低(di)碳技(ji)術融合發展(zhan),帶動形成較為完(wan)善的(de)現代(dai)化建(jian)筑產業鏈,推(tui)動企業生產和(he)建(jian)造方式轉型,推(tui)動建(jian)造水平和(he)建(jian)筑品質提升。以裝配式建(jian)筑產業基地為載體的(de)建(jian)筑產業現代(dai)化園區(qu)布局(ju)進(jin)(jin)一步優化,以建(jian)筑信息模型(簡稱“BIM”)技術(shu)為代(dai)表的新一代(dai)信息技術(shu)在工程(cheng)建(jian)設項目全過(guo)程(cheng)推廣應用,綠(lv)色建(jian)造方式(shi)普遍推廣,建(jian)筑品(pin)質穩(wen)步提(ti)升。2025年(nian),培育數字化轉型企業(ye)10家,全(quan)省在建項目“智慧(hui)工地”創建活(huo)動覆蓋率超過20%,綠色建筑占(zhan)城鎮新建建筑比例達到100%,新開工裝配(pei)式建筑占新建建筑面積(ji)比(bi)例達到30%。
二、重點任務
(一)建設(she)現代化產(chan)業(ye)園區。以(yi)裝配(pei)式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)基(ji)地(di)為(wei)載(zai)體(ti),優化(hua)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)園(yuan)區(qu)(qu)(基(ji)地(di))布局,引(yin)導園(yuan)區(qu)(qu)(基(ji)地(di))合(he)理規劃產(chan)(chan)(chan)(chan)(chan)品(pin)和服務(wu)業(ye)(ye)(ye)(ye)態,重點發展系(xi)統(tong)集(ji)成設計(ji)、裝配(pei)式部(bu)品(pin)部(bu)件、智(zhi)(zhi)能(neng)(neng)建(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)、一(yi)體(ti)化(hua)裝修(xiu)等現(xian)(xian)代(dai)(dai)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)。鼓勵園(yuan)區(qu)(qu)(基(ji)地(di))開展以(yi)智(zhi)(zhi)能(neng)(neng)制造(zao)(zao)(zao)、智(zhi)(zhi)能(neng)(neng)工(gong)廠(chang)、綠色(se)工(gong)廠(chang)、綠色(se)建(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)為(wei)引(yin)領的(de)建(jian)(jian)(jian)(jian)(jian)設改造(zao)(zao)(zao),率先打造(zao)(zao)(zao)工(gong)業(ye)(ye)(ye)(ye)化(hua)、數字化(hua)、綠色(se)化(hua)現(xian)(xian)代(dai)(dai)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)園(yuan)。支持(chi)大(da)型建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)發揮“鏈(lian)主(zhu)企(qi)業(ye)(ye)(ye)(ye)”帶動作(zuo)用,積(ji)極融(rong)合(he)工(gong)業(ye)(ye)(ye)(ye)互(hu)聯網(wang)應(ying)(ying)用,打造(zao)(zao)(zao)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)互(hu)聯網(wang)平臺(tai),推進建(jian)(jian)(jian)(jian)(jian)設部(bu)品(pin)部(bu)件智(zhi)(zhi)能(neng)(neng)生產(chan)(chan)(chan)(chan)(chan)、建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)智(zhi)(zhi)慧(hui)(hui)物流、智(zhi)(zhi)慧(hui)(hui)安裝和智(zhi)(zhi)慧(hui)(hui)園(yuan)區(qu)(qu)管理服務(wu)、建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)集(ji)采、建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)配(pei)件制造(zao)(zao)(zao)供應(ying)(ying)鏈(lian)金融(rong)等平臺(tai)建(jian)(jian)(jian)(jian)(jian)設,逐步構(gou)建(jian)(jian)(jian)(jian)(jian)全方位(wei)、一(yi)體(ti)化(hua)的(de)現(xian)(xian)代(dai)(dai)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)生態圈。
(二)優(you)化部品部件生產能力。引(yin)導生(sheng)(sheng)產(chan)企(qi)業與設計(ji)、施工企(qi)業就(jiu)構件(jian)(jian)和(he)部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian)的(de)常用尺寸(cun)進行協調統一,擴大標準(zhun)化(hua)構件(jian)(jian)和(he)部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian)使用規(gui)模(mo)(mo),逐步形(xing)成標準(zhun)化(hua)、系(xi)列化(hua)、規(gui)模(mo)(mo)化(hua)的(de)建(jian)筑部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian)供(gong)應體系(xi)。推動部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian)生(sheng)(sheng)產(chan)數(shu)字化(hua)、智(zhi)能化(hua)升級,推廣應用數(shu)字化(hua)技術(shu)、系(xi)統集(ji)成技術(shu)、智(zhi)能化(hua)裝備和(he)建(jian)筑機(ji)器人,提(ti)(ti)高(gao)生(sheng)(sheng)產(chan)效率。加強(qiang)構件(jian)(jian)和(he)部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian)生(sheng)(sheng)產(chan)、施工安裝、節點連接灌漿(jiang)、密封防水等(deng)關鍵部(bu)(bu)(bu)位和(he)工序(xu)質量安全管控,提(ti)(ti)高(gao)產(chan)品(pin)(pin)質量。鼓勵建(jian)材(cai)(cai)(cai)企(qi)業生(sheng)(sheng)產(chan)節能減排、安全便利、可(ke)循環(huan)的(de)綠(lv)色建(jian)材(cai)(cai)(cai)產(chan)品(pin)(pin)和(he)部(bu)(bu)(bu)品(pin)(pin)部(bu)(bu)(bu)件(jian)(jian),推動政府投資工程率先(xian)采用綠(lv)色建(jian)材(cai)(cai)(cai)。
(三)強(qiang)化數(shu)字技術關(guan)鍵(jian)能力。加(jia)強系(xi)統化集(ji)成設計能力建設,引(yin)導(dao)設計企(qi)業(ye)采用標準化部(bu)品部(bu)件(jian)、應(ying)用數字化手段,開展BIM正向(xiang)設(she)計、協同設(she)計和數(shu)字(zi)化交付,推行(xing)建筑、結構、設(she)備管(guan)線、裝修(xiu)、運維等多專業(ye)(ye)(ye)(ye)(ye)一體化集(ji)成(cheng)設(she)計,促(cu)進設(she)計和生產(chan)、施工、運維有效(xiao)銜接(jie)。鼓勵建筑業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)應用新(xin)一代數(shu)字(zi)技(ji)術,進一步完(wan)善(shan)并集(ji)成(cheng)企(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)理信(xin)息(xi)(xi)系統(tong)、生產(chan)經營信(xin)息(xi)(xi)系統(tong),實(shi)現企(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)理數(shu)字(zi)化,提升生產(chan)運營效(xiao)率。引導(dao)骨干建筑業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)率先打造基于BIM的工(gong)程(cheng)建設項(xiang)目數字(zi)(zi)化(hua)(hua)(hua)管(guan)理(li)平(ping)臺(tai),開(kai)展(zhan)多專業(ye)、多參與方和全(quan)過程(cheng)的數字(zi)(zi)化(hua)(hua)(hua)協同應用(yong),實現工(gong)程(cheng)建設項(xiang)目全(quan)壽(shou)命期數字(zi)(zi)化(hua)(hua)(hua)管(guan)理(li)。
(四)加大BIM推廣力度。持(chi)續推(tui)動建筑(zhu)信息模型(xing)(BIM)技術推廣應用(yong)。全省新建大型公共建筑(zhu)、裝配(pei)式建筑(zhu)等(deng)綠色建筑(zhu)項目(mu),在設計、施工及竣工驗收階段應(ying)開展BIM技術應用(yong),鼓(gu)勵在運營階段采用(yong)BIM技術進行運維管(guan)理(li)。全(quan)省(sheng)建筑行業(ye)(ye)甲級勘察設計單位(wei)以及一級總(zong)承包(bao)建筑業(ye)(ye)企業(ye)(ye)應在項目中積極實施BIM技術(shu)應用,省廳確定的試(shi)點企(qi)業每年至(zhi)少(shao)應實施(shi)5項BIM技術應用,鼓勵(li)企(qi)業聯合(he)開(kai)展建筑全壽命期BIM技(ji)術服務(wu)。各級(ji)住房城鄉(xiang)建設主管(guan)部門(men)要(yao)加強項目實(shi)施監管(guan),將(jiang)大型(xing)公共建筑(zhu)、裝配式建筑(zhu)等項目和企業(ye)BIM技(ji)術應用情況,作(zuo)為工程(cheng)招(zhao)投標(biao)、綠色建(jian)(jian)筑專項論證(zheng)、驗收以及“雙隨(sui)機一公(gong)開(kai)”檢(jian)查的主要內容。省(sheng)住房(fang)城鄉(xiang)建(jian)(jian)設廳對項目、企業BIM應(ying)用情況(kuang)進行檢查,每(mei)年(nian)認定發布“具(ju)備BIM技(ji)術(shu)應用能(neng)力”的(de)企業和BIM技術應用優秀案例,對(dui)有關(guan)企業在(zai)評(ping)優評(ping)先、誠信評(ping)價時予(yu)以考慮(lv),項目完成人員在(zai)職稱評(ping)定時予(yu)以加分。
(五)提升綠色建造技術水平(ping)。積極推(tui)行(xing)工(gong)業化(hua)、數(shu)字化(hua)的(de)綠色建(jian)造(zao)方式(shi)。大力推(tui)進先進制造(zao)設(she)備(bei)、智(zhi)能(neng)(neng)設(she)備(bei)及(ji)智(zhi)慧工(gong)地(di)相(xiang)關(guan)裝(zhuang)(zhuang)(zhuang)備(bei)的(de)研發、制造(zao)和(he)推(tui)廣(guang)應(ying)用,提(ti)(ti)升各類施(shi)(shi)工(gong)機(ji)具的(de)性(xing)能(neng)(neng)和(he)效率,提(ti)(ti)高機(ji)械化(hua)施(shi)(shi)工(gong)程度。創(chuang)新施(shi)(shi)工(gong)組(zu)織方式(shi),實行(xing)裝(zhuang)(zhuang)(zhuang)配式(shi)建(jian)筑裝(zhuang)(zhuang)(zhuang)飾裝(zhuang)(zhuang)(zhuang)修與主(zhu)體結構、機(ji)電設(she)備(bei)協(xie)同施(shi)(shi)工(gong),發揮(hui)結構與裝(zhuang)(zhuang)(zhuang)修穿插施(shi)(shi)工(gong)優勢,提(ti)(ti)高施(shi)(shi)工(gong)現場精細化(hua)管理(li)水平。開(kai)展“智(zhi)慧工(gong)地(di)”創(chuang)建(jian)活動(dong),以在(zai)建(jian)項目(mu)現場管理(li)需求為(wei)出發點,充分(fen)運用物聯網(wang)、北斗(dou)、大數(shu)據、人工(gong)智(zhi)能(neng)(neng)、3D打(da)印、BIM等數(shu)字(zi)(zi)技術,推動在建項目協(xie)同化(hua)管理(li)和(he)數(shu)字(zi)(zi)化(hua)施(shi)工,提升(sheng)工程項目綠(lv)色建造水平。
(六)推進新(xin)型生產組織模式。推(tui)廣工(gong)程總(zong)承包(bao)模(mo)式,完善工(gong)程總(zong)承包(bao)相(xiang)關(guan)招標(biao)投標(biao)、工(gong)程計價等制(zhi)度(du)規定(ding)。政府(fu)或(huo)國有資(zi)金投資(zi)項目、采用裝配式或(huo)BIM建(jian)造(zao)技術的項目應當優先(xian)采(cai)用工(gong)程總承(cheng)(cheng)包模式。總承(cheng)(cheng)包企(qi)業(ye)要強化上(shang)下游協同,推動(dong)企(qi)業(ye)以多(duo)種形式緊(jin)密(mi)合作,加快設計、生產、施(shi)工(gong)深度(du)融合,提高(gao)項目管(guan)理(li)、技術創新和資源配置能力,逐步形成以工(gong)程總承(cheng)(cheng)包企(qi)業(ye)為(wei)核(he)心(xin)、相關企(qi)業(ye)深度(du)參(can)與的開放(fang)型(xing)產業(ye)體系,為(wei)行業(ye)高(gao)質(zhi)量發展奠定基礎。
(七(qi))發展綠色低碳建(jian)筑。持續開展綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)創建(jian)(jian)(jian)(jian)行(xing)動,城鎮新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全部按照綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)準(zhun)進行(xing)設計和建(jian)(jian)(jian)(jian)造,公共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)執行(xing)一星(xing)級(ji)(ji)以上標(biao)(biao)準(zhun),超限(xian)高層建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)執行(xing)三星(xing)級(ji)(ji)標(biao)(biao)準(zhun)。嚴(yan)格執行(xing)新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能標(biao)(biao)準(zhun),啟動新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能效(xiao)“小步快跑(pao)”提升計劃,組(zu)織編制居住(zhu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能83%標準(zhun)、公(gong)共(gong)建筑節能72%標準(zhun)。大力(li)發展(zhan)裝配式建(jian)筑(zhu),在學(xue)校、醫院(yuan)等公共建(jian)筑(zhu)及工業(ye)廠房(fang)中(zhong)大力(li)推進裝配式鋼結構(gou)、鋼-混(hun)凝土組合結(jie)構等新型結(jie)構體(ti)系。開(kai)展(zhan)鋼結(jie)構裝(zhuang)配式住(zhu)(zhu)宅試點(dian),穩步推廣裝(zhuang)配式混(hun)凝土建(jian)(jian)筑(zhu)。加快(kuai)推廣超低能(neng)耗(hao)、近零能(neng)耗(hao)建(jian)(jian)筑(zhu),開(kai)展(zhan)零碳(tan)建(jian)(jian)筑(zhu)試點(dian),積極建(jian)(jian)設綠色低碳(tan)住(zhu)(zhu)宅,因(yin)地制宜引(yin)導裝(zhuang)配化全裝(zhuang)修在新建(jian)(jian)商品住(zhu)(zhu)宅中的(de)應用。
(八)優化建筑用能結(jie)構。積(ji)極推動建(jian)(jian)筑(zhu)熱源端低碳化(hua)。在(zai)太(tai)陽(yang)能(neng)資源較豐富地(di)區及有(you)穩定熱水(shui)需求(qiu)的(de)(de)建(jian)(jian)筑(zhu)中(zhong),積(ji)極推廣太(tai)陽(yang)能(neng)光(guang)(guang)熱建(jian)(jian)筑(zhu)應(ying)(ying)用(yong)(yong)(yong)。在(zai)可利用(yong)(yong)(yong)屋頂面積(ji)充裕、電網接(jie)入和消納條件(jian)好的(de)(de)黨政機關、學校(xiao)、醫院等(deng)建(jian)(jian)筑(zhu)屋頂加(jia)裝(zhuang)光(guang)(guang)伏系統,發(fa)展(zhan)“自(zi)發(fa)自(zi)用(yong)(yong)(yong)、余電上(shang)網”的(de)(de)分布式光(guang)(guang)伏發(fa)電,新(xin)(xin)建(jian)(jian)公(gong)共建(jian)(jian)筑(zhu)原則上(shang)應(ying)(ying)安裝(zhuang)太(tai)陽(yang)能(neng)光(guang)(guang)伏系統,推進建(jian)(jian)筑(zhu)光(guang)(guang)伏一體(ti)化(hua)應(ying)(ying)用(yong)(yong)(yong)。具備條件(jian)的(de)(de)政府(fu)投資建(jian)(jian)設(she)的(de)(de)新(xin)(xin)立項公(gong)共建(jian)(jian)筑(zhu)全部采用(yong)(yong)(yong)“地(di)熱能(neng)+”多(duo)能(neng)互(hu)補的形式,解決供暖(制(zhi)冷(leng))用(yong)能(neng)需求。因地(di)制(zhi)宜推動(dong)空氣熱能(neng)、生物質能(neng)等(deng)可再生能(neng)源綜合利用(yong)。積極探索建筑用(yong)電(dian)設(she)備(bei)智(zhi)能(neng)群控、“光儲直柔”、蓄冷(leng)蓄熱等(deng)技(ji)術應(ying)用(yong),優(you)先(xian)消納(na)可再生能(neng)源電(dian)力(li)。
(九(jiu))培(pei)育“三化”協同示范(fan)項目。以政府投資項目(mu)、大(da)型公共(gong)建(jian)筑為(wei)重點,推動互聯網、大(da)數據、人工(gong)智能、先(xian)進制造(zao)與綠(lv)色建(jian)筑深度融合,推進BIM、可再(zai)生能源、裝配式、綠色(se)建(jian)造及(ji)智能化管理等綠色(se)技術創(chuang)新(xin)集成(cheng)應用,培(pei)育(yu)星級綠色(se)建(jian)筑、A級以(yi)上裝配式建筑(zhu)、超低能耗建筑(zhu)、近(jin)零能耗建筑(zhu)、零碳建筑(zhu)等(deng)高品(pin)質綠色建筑(zhu)創(chuang)新示范工程。總結(jie)先進適用(yong)技術,加(jia)大推廣應(ying)用(yong)。鼓勵招標人結(jie)合項目特點,在工程招標文件中將(jiang)綠色建筑(zhu)創(chuang)新示范工程作為(wei)加(jia)分(fen)項擇優選擇,積(ji)極營造“三化(hua)”創(chuang)新發展(zhan)生態。
三(san)、保(bao)障(zhang)措施
(一)加強組織(zhi)領(ling)導(dao)。推動建(jian)筑業(ye)“三化”融合(he)發展是深入(ru)貫徹黨的二十(shi)大精(jing)神和習近平總書(shu)記考察(cha)調研(yan)山(shan)西(xi)重(zhong)要(yao)(yao)講話(hua)重(zhong)要(yao)(yao)指示(shi)精(jing)神的具體舉措(cuo)(cuo),是推動建(jian)筑業(ye)高(gao)質量發展的主攻方向(xiang)。各(ge)級(ji)住房(fang)城(cheng)鄉建(jian)設主管部門(men)要(yao)(yao)高(gao)度(du)重(zhong)視,將“三化”融合(he)發展作為“一把手工程(cheng)(cheng)”,納入(ru)重(zhong)要(yao)(yao)議事日程(cheng)(cheng),切(qie)實加強組(zu)織領導(dao),建(jian)立推進(jin)機(ji)制、細化推進(jin)措(cuo)(cuo)施,制定年度(du)行動計(ji)劃,確保各(ge)項重(zhong)點任務順利實施,推動本地建(jian)筑業(ye)高(gao)質量發展。
(二)加大科技創新。鼓勵建筑業(ye)企業(ye)建立國家(jia)級、省級轉型(xing)促進中心(xin)、技術創新(xin)中心(xin)、重(zhong)點(dian)實驗(yan)室等“三(san)化”融合發展創新(xin)基地,聯合科研院(yuan)所、高等院(yuan)校組建“三(san)化”產業(ye)技術創新(xin)聯盟。支持(chi)“三(san)化”融合創新(xin)應用立項(xiang)科技計劃項(xiang)目,重(zhong)點(dian)支持(chi)BIM技(ji)(ji)(ji)(ji)術、鋼結構技(ji)(ji)(ji)(ji)術體系,裝配式施工(gong)、綠(lv)色建(jian)(jian)造(zao)(zao)、智能(neng)建(jian)(jian)造(zao)(zao)、綠(lv)色低(di)碳(tan)等技(ji)(ji)(ji)(ji)術及(ji)相(xiang)關裝備的研(yan)發、制造(zao)(zao)和推(tui)廣應(ying)用,有關成(cheng)(cheng)果(guo)優先納入住建(jian)(jian)領域推(tui)廣應(ying)用技(ji)(ji)(ji)(ji)術公告和建(jian)(jian)設科技(ji)(ji)(ji)(ji)成(cheng)(cheng)果(guo)登記目錄。發揮(hui)科技(ji)(ji)(ji)(ji)計劃項(xiang)目、建(jian)(jian)設科技(ji)(ji)(ji)(ji)成(cheng)(cheng)果(guo)示范帶動作用,引領“三(san)化(hua)”融(rong)合(he)發展。
(三)完善標準體系。組織(zhi)編(bian)制(zhi)(zhi)(zhi)完(wan)善新(xin)型建(jian)筑(zhu)(zhu)工(gong)業(ye)化、產業(ye)數字(zi)(zi)化、綠色(se)建(jian)筑(zhu)(zhu)創新(xin)項目、智慧(hui)建(jian)筑(zhu)(zhu)交叉融(rong)合(he)等應用(yong)(yong)標準。支持(chi)行業(ye)協(xie)會(hui)和(he)企業(ye)編(bian)制(zhi)(zhi)(zhi)相關(guan)配套標準和(he)圖集(ji),鼓勵成熟技(ji)術申報地方標準,促進關(guan)鍵技(ji)術和(he)成套技(ji)術研究(jiu)成果轉化為(wei)(wei)標準。研究(jiu)制(zhi)(zhi)(zhi)定以新(xin)型制(zhi)(zhi)(zhi)造技(ji)術、數字(zi)(zi)技(ji)術、綠色(se)低碳(tan)技(ji)術融(rong)合(he)應用(yong)(yong)為(wei)(wei)主的項目計(ji)價方法,為(wei)(wei)“三化”融(rong)合(he)應用(yong)(yong)項目增量投資額度(du)提供核算(suan)依據。
(四(si))加大獎(jiang)勵(li)(li)激勵(li)(li)。加(jia)大對(dui)(dui)“三(san)(san)化(hua)(hua)”融合(he)發(fa)展(zhan)基礎理論研(yan)究、關鍵(jian)技術(shu)研(yan)究、基礎軟硬件開發(fa)、智能系統和(he)裝備(bei)研(yan)制、重大科(ke)研(yan)項(xiang)(xiang)目、項(xiang)(xiang)目應用示范等(deng)的支(zhi)持力度。支(zhi)持基于“三(san)(san)化(hua)(hua)”的裝備(bei)制造、部品部件生(sheng)產、關鍵(jian)技術(shu)攻關及工(gong)程應用等(deng)項(xiang)(xiang)目申(shen)請(qing)科(ke)技進步資(zi)金、技術(shu)改造專項(xiang)(xiang)資(zi)金,申(shen)報綠色(se)建(jian)筑創新示范和(he)省級優(you)質工(gong)程獎。完(wan)善評(ping)(ping)(ping)獎評(ping)(ping)(ping)優(you)等(deng)激勵辦法,加(jia)大對(dui)(dui)“三(san)(san)化(hua)(hua)”融合(he)應用的支(zhi)持權(quan)重。鼓勵企業(ye)積極參與“三(san)(san)化(hua)(hua)”項(xiang)(xiang)目建(jian)設(she),有(you)關業(ye)績作為企業(ye)誠信評(ping)(ping)(ping)價(jia)、評(ping)(ping)(ping)優(you)評(ping)(ping)(ping)先(xian)和(he)人(ren)員職稱評(ping)(ping)(ping)定的參考依據(ju)。
(五)積(ji)極爭(zheng)取財政金融(rong)支持。探索綠(lv)色(se)金融支持“三(san)化”融合(he)發(fa)展(zhan),對(dui)綠(lv)色(se)建(jian)筑創新示范(fan)工程(cheng)給予(yu)綠(lv)色(se)金融支持。嚴格落實國(guo)家現有(you)稅收優(you)惠政(zheng)策條(tiao)件(jian),確保企業應享(xiang)(xiang)盡(jin)享(xiang)(xiang)。企業符(fu)合(he)條(tiao)件(jian)的研發(fa)支出(chu),可以享(xiang)(xiang)受加計(ji)扣除(chu)稅收優(you)。積極爭(zheng)取省級(ji)財政(zheng)資金,支持建(jian)筑業“三(san)化”轉(zhuan)型。對(dui)工業化、數字(zi)化、綠(lv)色(se)化轉(zhuan)型試點企業和(he)高(gao)品(pin)質綠(lv)色(se)建(jian)筑創新示范(fan)工程(cheng)給予(yu)資金獎補。
(六)營造良(liang)好發(fa)展環境。加強宣傳推廣,充(chong)分發(fa)揮相關企事業(ye)單位、行業(ye)學會協會的(de)作(zuo)用,通過組(zu)織現場觀摩(mo)、經驗交流、專家講座等方式,強化業(ye)內交流和(he)合作(zuo),推進產業(ye)進步和(he)發(fa)展(zhan)。充(chong)分利用報(bao)紙、電(dian)臺、電(dian)視和(he)網絡(luo)等多種(zhong)新(xin)聞媒介廣泛(fan)宣傳建筑業(ye)轉(zhuan)型發(fa)展(zhan)基本(ben)知識、政策和(he)形(xing)勢,營造全(quan)社會關注、支持建筑業(ye)工業(ye)化、數字化、綠色化發(fa)展(zhan)的(de)良好輿論(lun)氛圍。
