其中:生產(chan)經營情況較好的(de)(de)(de)企(qi)業(ye)(ye)(ye),可(ke)圍繞企(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)指(zhi)(zhi)導(dao)線(xian)(xian)基準線(xian)(xian)確(que)(que)定(ding)(ding)(ding)職(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)幅;經濟(ji)效益增(zeng)(zeng)長較快(kuai)、工(gong)(gong)(gong)資(zi)(zi)(zi)支(zhi)付能力(li)(li)較強的(de)(de)(de)企(qi)業(ye)(ye)(ye),可(ke)在(zai)基準線(xian)(xian)和上線(xian)(xian)區間內(nei)安排職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)長;人工(gong)(gong)(gong)成本壓力(li)(li)較大的(de)(de)(de)企(qi)業(ye)(ye)(ye),在(zai)支(zhi)付能力(li)(li)允(yun)許的(de)(de)(de)情況下,可(ke)不低于(yu)工(gong)(gong)(gong)資(zi)(zi)(zi)指(zhi)(zhi)導(dao)線(xian)(xian)下線(xian)(xian)確(que)(que)定(ding)(ding)(ding)職(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)幅;企(qi)業(ye)(ye)(ye)確(que)(que)因生產(chan)經營困難、不能按(an)照(zhao)工(gong)(gong)(gong)資(zi)(zi)(zi)指(zhi)(zhi)導(dao)線(xian)(xian)范圍安排職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)長的(de)(de)(de),依法履行必要的(de)(de)(de)民(min)主協商(shang)程(cheng)序后,可(ke)低于(yu)工(gong)(gong)(gong)資(zi)(zi)(zi)指(zhi)(zhi)導(dao)線(xian)(xian)下線(xian)(xian)(含零(ling)增(zeng)(zeng)長或負增(zeng)(zeng)長)確(que)(que)定(ding)(ding)(ding)工(gong)(gong)(gong)資(zi)(zi)(zi)水平,企(qi)業(ye)(ye)(ye)支(zhi)付給在(zai)法定(ding)(ding)(ding)工(gong)(gong)(gong)作時(shi)間或勞(lao)動合同約定(ding)(ding)(ding)工(gong)(gong)(gong)作時(shi)間內(nei)提(ti)供了(le)正常勞(lao)動職(zhi)工(gong)(gong)(gong)的(de)(de)(de)工(gong)(gong)(gong)資(zi)(zi)(zi),在(zai)剔除規定(ding)(ding)(ding)項目后,不得低于(yu)當地(di)最低工(gong)(gong)(gong)資(zi)(zi)(zi)標(biao)準。

關于發布山(shan)西省2023年企業(ye)工資指導(dao)線的通知
各(ge)市人力資源和社會保障(zhang)局,省(sheng)人民政府各(ge)委、辦、廳、局,各(ge)直屬(shu)機構,各(ge)中(zhong)大型企業,中(zhong)央駐晉單位:
為(wei)加強企(qi)業工資宏(hong)觀調控,引(yin)導企(qi)業合理確(que)定職工工資水平與增幅,共享企(qi)業發展成果,經人力資源(yuan)社(she)會保障部批準、省人民政府同意,決定發布我省2023年企(qi)業工資指(zhi)導線,現將有(you)關事項(xiang)通知(zhi)如下:
一、2023年全省企(qi)業貨(huo)幣工資增(zeng)長基準線為7%,上線為12%,下線為4%。
二、上述工(gong)資(zi)指導線適用于山西省境(jing)內的所有城鎮企業在崗職工(gong)工(gong)資(zi)分配(pei),執行(xing)時間(jian)為2023年1月(yue)1日至12月(yue)31日。
三、各(ge)市各(ge)部門(men)要根(gen)據我省今年的(de)企業工資指(zhi)導線,指(zhi)導各(ge)類企業結合生(sheng)產經營和經濟(ji)效(xiao)益實(shi)際,在經濟(ji)效(xiao)益增長與(yu)勞動生(sheng)產率提高的(de)同時(shi),實(shi)現職工工資水平同步提高。
四、企(qi)業(ye)要按(an)照《山西省(sheng)(sheng)企(qi)業(ye)工(gong)(gong)資(zi)集(ji)體協商(shang)條例》等(deng)相關規(gui)定,與職工(gong)(gong)開展工(gong)(gong)資(zi)集(ji)體協商(shang),根據企(qi)業(ye)發展規(gui)劃、年度生產經(jing)營目(mu)標和經(jing)濟效(xiao)益等(deng)情況,綜(zong)合考(kao)慮企(qi)業(ye)勞動生產率提高(gao)以及人工(gong)(gong)成(cheng)本投入產出率、職工(gong)(gong)工(gong)(gong)資(zi)水(shui)平市場對(dui)標等(deng)因(yin)素,參考(kao)我省(sheng)(sheng)企(qi)業(ye)工(gong)(gong)資(zi)指導線,確定2023年職工(gong)(gong)平均工(gong)(gong)資(zi)增長幅(fu)度。
其(qi)中:生(sheng)產(chan)經(jing)營情況(kuang)較好的企業(ye)(ye),可(ke)圍繞企業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指導(dao)(dao)線(xian)(xian)(xian)基(ji)(ji)準線(xian)(xian)(xian)確定(ding)(ding)(ding)職(zhi)工(gong)(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)幅;經(jing)濟效益增(zeng)(zeng)長(chang)(chang)較快、工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)支付(fu)(fu)能力較強(qiang)的企業(ye)(ye),可(ke)在(zai)基(ji)(ji)準線(xian)(xian)(xian)和上線(xian)(xian)(xian)區間(jian)(jian)內安排職(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang);人(ren)工(gong)(gong)(gong)(gong)(gong)成本壓力較大的企業(ye)(ye),在(zai)支付(fu)(fu)能力允許的情況(kuang)下,可(ke)不(bu)(bu)低(di)于(yu)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指導(dao)(dao)線(xian)(xian)(xian)下線(xian)(xian)(xian)確定(ding)(ding)(ding)職(zhi)工(gong)(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)幅;企業(ye)(ye)確因(yin)生(sheng)產(chan)經(jing)營困(kun)難、不(bu)(bu)能按(an)照工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指導(dao)(dao)線(xian)(xian)(xian)范圍安排職(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang)的,依法履行(xing)必要的民(min)主(zhu)協商程(cheng)序后,可(ke)低(di)于(yu)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指導(dao)(dao)線(xian)(xian)(xian)下線(xian)(xian)(xian)(含零增(zeng)(zeng)長(chang)(chang)或負增(zeng)(zeng)長(chang)(chang))確定(ding)(ding)(ding)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)水平,企業(ye)(ye)支付(fu)(fu)給在(zai)法定(ding)(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作時間(jian)(jian)或勞動合同約定(ding)(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作時間(jian)(jian)內提(ti)供了正常勞動職(zhi)工(gong)(gong)(gong)(gong)(gong)的工(gong)(gong)(gong)(gong)(gong)資(zi)(zi),在(zai)剔(ti)除(chu)規定(ding)(ding)(ding)項(xiang)目(mu)后,不(bu)(bu)得低(di)于(yu)當地(di)最(zui)低(di)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)標準。
五、對國(guo)有企業(ye)履(lv)行出資(zi)(zi)人職(zhi)責的(de)(de)(de)部門或機(ji)構(gou),要嚴格執行《關于(yu)改革(ge)國(guo)有企業(ye)工(gong)(gong)資(zi)(zi)決定機(ji)制(zhi)的(de)(de)(de)實施意(yi)見(jian)》(晉(jin)政發[2018]48號)規(gui)定,加強對所監管國(guo)有企業(ye)工(gong)(gong)資(zi)(zi)總額執行情況的(de)(de)(de)動(dong)(dong)態監控和執行結果的(de)(de)(de)清(qing)算,對2022年度在(zai)崗職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)高于(yu)同年度全(quan)國(guo)城(cheng)鎮單位就(jiu)業(ye)人員平(ping)均工(gong)(gong)資(zi)(zi)(11.4萬元(yuan))2倍即22.8萬元(yuan)的(de)(de)(de)企業(ye),在(zai)符合工(gong)(gong)效聯動(dong)(dong)要求情況下,2023年工(gong)(gong)資(zi)(zi)總額增(zeng)幅應低(di)于(yu)企業(ye)經濟效益增(zeng)幅的(de)(de)(de)80%;國(guo)有企業(ye)未實現(xian)國(guo)有資(zi)(zi)產保值增(zeng)值的(de)(de)(de),工(gong)(gong)資(zi)(zi)總額不(bu)得增(zeng)長或者適度下降。
