市場(chang)監管總局、公安部(bu)、人力資(zi)源社會保障部(bu)、住房(fang)城鄉(xiang)建(jian)設部(bu)、海關總署(shu)、中國(guo)人民(min)銀(yin)行、國(guo)家(jia)(jia)稅務總局、國(guo)家(jia)(jia)消防救援局30日對外發布了《》。
 推行企(qi)業(ye)信息(xi)變更(geng)“一(yi)次辦(ban)”,從企(qi)業(ye)視角出發(fa),將企(qi)業(ye)登記信息(xi)變更(geng)后的跨部門、跨層(ceng)級事(shi)項變更(geng)進(jin)行同步辦(ban)理(li),實現流程材料優(you)化(hua)簡化(hua)、提(ti)升“一(yi)網通辦(ban)”服務能力。
推行(xing)(xing)企業注(zhu)銷(xiao)(xiao)(xiao)(xiao)“一網(wang)辦”,優化(hua)企業注(zhu)銷(xiao)(xiao)(xiao)(xiao)登(deng)記。在國(guo)家企業信(xin)用(yong)信(xin)息公(gong)(gong)(gong)(gong)示系統(tong)中增加解散(san)公(gong)(gong)(gong)(gong)示功能,便利利害關系人了解公(gong)(gong)(gong)(gong)司現狀。提供(gong)稅(shui)務注(zhu)銷(xiao)(xiao)(xiao)(xiao)預(yu)檢服務、完善“照險聯辦”注(zhu)銷(xiao)(xiao)(xiao)(xiao)機制、完善“照關聯辦”注(zhu)銷(xiao)(xiao)(xiao)(xiao)機制、優化(hua)銀行(xing)(xing)賬戶(hu)銷(xiao)(xiao)(xiao)(xiao)戶(hu)服務、實行(xing)(xing)公(gong)(gong)(gong)(gong)章刻制備(bei)案信(xin)息同(tong)步注(zhu)銷(xiao)(xiao)(xiao)(xiao)。
推行(xing)(xing)開辦餐飲店“一體辦”,對(dui)企業設(she)(she)立登記過(guo)程中采集的名稱、主體類(lei)型、經(jing)營(ying)場所、經(jing)營(ying)范圍、法定代表(biao)人等(deng)共性信息,及時共享(xiang)至地方食(shi)品經(jing)營(ying)許可(ke)系(xi)統(tong)、工程建設(she)(she)項目(mu)審(shen)批(pi)管理(li)系(xi)統(tong)、消防監督(du)管理(li)系(xi)統(tong)等(deng),相關部(bu)門不(bu)再重復采集。不(bu)得擅(shan)自增加食(shi)品經(jing)營(ying)許可(ke)申請材料、增設(she)(she)審(shen)查條件,不(bu)得擅(shan)自將(jiang)戶外招牌設(she)(she)施設(she)(she)置納入行(xing)(xing)政審(shen)批(pi)。

為(wei)深入貫(guan)徹落實(shi)《國務院關于進一步優化政務服務提升(sheng)行政效(xiao)能推動(dong)“高效(xiao)辦(ban)成一件事”的(de)指導意見》,推動(dong)企業(ye)信(xin)息(xi)變更(geng)、企業(ye)注銷和(he)開(kai)辦(ban)餐飲店(dian)“一件事”高效(xiao)辦(ban)理,提升(sheng)企業(ye)和(he)群眾獲得感,市(shi)場監管總局(ju)、公安部(bu)、人力資源社(she)會(hui)保障部(bu)、住房城鄉(xiang)建設部(bu)、海關總署、中國人民銀行、稅(shui)務總局(ju)、國家消防救援局(ju)等部(bu)門提出如(ru)下(xia)實(shi)施(shi)意見。
一、總體要(yao)求
以習近平新時代中國特色社(she)會主義思想(xiang)為(wei)指導,全(quan)面貫(guan)徹落實黨的(de)(de)二十大精(jing)神,堅持(chi)以人民為(wei)中心的(de)(de)發(fa)展思想(xiang),把推動(dong)高(gao)效辦(ban)(ban)理企(qi)業(ye)信息變更(geng)、企(qi)業(ye)注(zhu)銷和(he)開辦(ban)(ban)餐飲店(dian)“一件事”作(zuo)為(wei)優化(hua)(hua)政(zheng)(zheng)務服務、提升(sheng)行政(zheng)(zheng)效能的(de)(de)重要抓(zhua)手(shou),優化(hua)(hua)業(ye)務流程、打通業(ye)務系統(tong)、強化(hua)(hua)數據共享,提升(sheng)企(qi)業(ye)信息變更(geng)、企(qi)業(ye)注(zhu)銷和(he)開辦(ban)(ban)餐飲店(dian)的(de)(de)標準化(hua)(hua)、規范化(hua)(hua)、便(bian)利化(hua)(hua)水平。
——堅持改革創(chuang)新。創(chuang)新工作理念和制度(du)機制,強化數(shu)據賦能(neng),有效整合各方資源(yuan),優化再造業務(wu)流程(cheng),加強業務(wu)協(xie)同和信息共享(xiang),打破層級(ji)、地域、部門、系(xi)統之間屏障,推動(dong)政務(wu)服務(wu)提質增效。
——堅持便民高效(xiao)。聚焦(jiao)企(qi)業和群(qun)眾涉及面廣、辦理量(liang)大(da)、辦理頻率(lv)高的政務(wu)服(fu)務(wu)事項,優化服(fu)務(wu)方式,豐富(fu)辦事渠道,大(da)力推進政務(wu)服(fu)務(wu)“減(jian)時(shi)間、減(jian)環節(jie)、減(jian)材料、減(jian)跑(pao)動(dong)”。充分尊重(zhong)企(qi)業自(zi)主(zhu)選擇權,不限(xian)定申請(qing)方式,推動(dong)線下線上服(fu)務(wu)融(rong)合(he),最大(da)限(xian)度利企(qi)便民。
——堅持依(yi)法(fa)依(yi)規。按照(zhao)“誰審(shen)(shen)批、誰監(jian)管(guan),誰主管(guan)、誰監(jian)管(guan)”的原則,在推進“高效辦成(cheng)一件事”過程中,強化審(shen)(shen)管(guan)銜接,創新(xin)大數(shu)據(ju)監(jian)管(guan)和信(xin)用監(jian)管(guan),提(ti)升(sheng)監(jian)管(guan)效能。企業設立后進行變更登記、注(zhu)銷(xiao)登記,依(yi)法(fa)需要前置審(shen)(shen)批的,嚴格(ge)依(yi)照(zhao)相關法(fa)律法(fa)規執行。
二、主要任務和(he)措施
(一)推行企業信息變更“一次辦”
1.推進(jin)(jin)企(qi)(qi)業信(xin)(xin)息(xi)聯動變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)。從企(qi)(qi)業視角出發(fa),將(jiang)企(qi)(qi)業登(deng)記(ji)(ji)信(xin)(xin)息(xi)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)后(hou)(hou)(hou)的跨部(bu)門、跨層級事(shi)項(xiang)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)進(jin)(jin)行同步辦理,在(zai)企(qi)(qi)業開辦“一(yi)(yi)(yi)件事(shi)”基礎上實現企(qi)(qi)業信(xin)(xin)息(xi)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)“一(yi)(yi)(yi)件事(shi)”。企(qi)(qi)業在(zai)市場(chang)監管部(bu)門依(yi)法辦理變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)登(deng)記(ji)(ji)后(hou)(hou)(hou),市場(chang)監管部(bu)門依(yi)托“一(yi)(yi)(yi)網通辦”等(deng)政務(wu)(wu)服(fu)務(wu)(wu)平臺(tai)共享(xiang)推送變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)信(xin)(xin)息(xi),公(gong)(gong)安、稅務(wu)(wu)、人(ren)社、住(zhu)建(jian)等(deng)部(bu)門接收信(xin)(xin)息(xi)后(hou)(hou)(hou),對應完成公(gong)(gong)章刻制備(bei)案信(xin)(xin)息(xi)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)、稅控設(she)備(bei)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)發(fa)行、社會保險登(deng)記(ji)(ji)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)、住(zhu)房公(gong)(gong)積金繳存登(deng)記(ji)(ji)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)等(deng)事(shi)項(xiang)的信(xin)(xin)息(xi)變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)。經(jing)企(qi)(qi)業授權同意后(hou)(hou)(hou),銀(yin)行接收信(xin)(xin)息(xi)提供基本賬戶變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)預(yu)約(yue)或者變(bian)(bian)(bian)(bian)(bian)更(geng)(geng)(geng)辦理服(fu)務(wu)(wu)。
2.實(shi)現(xian)流程(cheng)材(cai)料優化(hua)簡化(hua)。企(qi)業可(ke)自(zi)行(xing)選擇(ze)線(xian)(xian)(xian)下或線(xian)(xian)(xian)上辦理(li)模式,線(xian)(xian)(xian)下實(shi)行(xing)“一(yi)窗受理(li)”,線(xian)(xian)(xian)上實(shi)現(xian)“一(yi)網(wang)通辦”,通過(guo)推(tui)動(dong)部門間信(xin)息共享(xiang)互認,形(xing)成“一(yi)套材(cai)料、單次采集、多方共用”的工作機(ji)制。企(qi)業變(bian)更(geng)登(deng)記完成后(hou),取(qu)消向后(hou)續部門申(shen)請提交(jiao)的申(shen)請表(biao)、營業執照等材(cai)料。各部門按照“能(neng)簡則簡”“應減盡減”原則,再造自(zi)身業務流程(cheng)和(he)環(huan)節,可(ke)以通過(guo)共享(xiang)方式獲取(qu)的材(cai)料和(he)信(xin)息,企(qi)業無需(xu)重復提交(jiao)。對因企(qi)業變(bian)更(geng)涉及營業執照等實(shi)體證照變(bian)更(geng)的,鼓勵推(tui)行(xing)線(xian)(xian)(xian)下“一(yi)個(ge)窗口”一(yi)次領取(qu),或者(zhe)通過(guo)寄遞等實(shi)現(xian)“不(bu)見面”辦理(li)。
3.提(ti)升“一(yi)(yi)網(wang)通(tong)(tong)(tong)辦(ban)(ban)”服務(wu)能(neng)力。對(dui)企業(ye)(ye)(ye)信(xin)(xin)息(xi)變(bian)(bian)更(geng)(geng)“一(yi)(yi)件事(shi)”的(de)辦(ban)(ban)理(li)場景、申請材料等(deng)進行梳理(li)優化(hua),根據企業(ye)(ye)(ye)變(bian)(bian)更(geng)(geng)登記(ji)內容匹(pi)配關聯事(shi)項(xiang),形成可(ke)同(tong)步變(bian)(bian)更(geng)(geng)的(de)事(shi)項(xiang)目錄,依托“一(yi)(yi)網(wang)通(tong)(tong)(tong)辦(ban)(ban)”等(deng)政務(wu)服務(wu)平(ping)臺(tai)提(ti)供智(zhi)能(neng)變(bian)(bian)更(geng)(geng)服務(wu)。對(dui)共(gong)享企業(ye)(ye)(ye)變(bian)(bian)更(geng)(geng)信(xin)(xin)息(xi)即可(ke)同(tong)步變(bian)(bian)更(geng)(geng)的(de),各(ge)后(hou)續部(bu)門收到推送信(xin)(xin)息(xi)后(hou)直接辦(ban)(ban)理(li),并將辦(ban)(ban)理(li)結(jie)果(guo)通(tong)(tong)(tong)過“一(yi)(yi)網(wang)通(tong)(tong)(tong)辦(ban)(ban)”等(deng)平(ping)臺(tai)反(fan)饋企業(ye)(ye)(ye)。對(dui)因企業(ye)(ye)(ye)登記(ji)信(xin)(xin)息(xi)變(bian)(bian)更(geng)(geng)涉及其他待辦(ban)(ban)事(shi)項(xiang)的(de),各(ge)后(hou)續部(bu)門同(tong)步完成提(ti)示提(ti)醒。鼓勵拓(tuo)展平(ping)臺(tai)服務(wu)功能(neng),實(shi)現企業(ye)(ye)(ye)名稱變(bian)(bian)更(geng)(geng)后(hou)可(ke)在線(xian)選擇公章刻制(zhi)企業(ye)(ye)(ye)、了解(jie)刻制(zhi)價(jia)格以及網(wang)絡支付等(deng)功能(neng),方便同(tong)步申請。
(二)推行企業注銷“一網辦”
1.優化企(qi)業(ye)注銷平(ping)(ping)臺功(gong)能。注銷服務平(ping)(ping)臺(以下(xia)簡稱(cheng)注銷平(ping)(ping)臺)應具備公告發布(bu)、注銷申請(qing)、結(jie)果(guo)查詢、信(xin)息采集等功(gong)能,各有關部門通(tong)過“信(xin)息共享(xiang)、同步指引”,實現(xian)企(qi)業(ye)注銷“一網服務”,辦理結(jie)果(guo)“多(duo)端獲(huo)取”。
2.優化企(qi)業注(zhu)銷(xiao)登記。在國家企(qi)業信用(yong)信息(xi)公(gong)示(shi)系(xi)統中增加(jia)解散(san)公(gong)示(shi)功能,便(bian)利利害關(guan)系(xi)人了解公(gong)司現狀。完善(shan)企(qi)業自主修改撤銷(xiao)清算組(zu)公(gong)告、債權人公(gong)告功能。市(shi)(shi)場監(jian)管部門將企(qi)業撤銷(xiao)公(gong)示(shi)的(de)(de)相關(guan)信息(xi)推送(song)至相關(guan)部門,相關(guan)部門注(zhu)銷(xiao)尚未完結的(de)(de),同步取(qu)消辦理相關(guan)注(zhu)銷(xiao)業務。市(shi)(shi)場監(jian)管總(zong)局(ju)向(xiang)各(ge)地(di)市(shi)(shi)場監(jian)管部門提供企(qi)業分支(zhi)機(ji)構、投資企(qi)業查詢,推動解決因隸屬企(qi)業注(zhu)銷(xiao)其(qi)分支(zhi)機(ji)構難以注(zhu)銷(xiao)的(de)(de)問題。
3.提供稅(shui)(shui)務注(zhu)銷預(yu)(yu)檢服務。在注(zhu)銷平臺(tai)中增加稅(shui)(shui)務注(zhu)銷預(yu)(yu)檢功能,方便納稅(shui)(shui)人(ren)自(zi)助(zhu)查詢(xun)注(zhu)銷前(qian)尚未(wei)辦結的涉稅(shui)(shui)事宜并及時(shi)辦理(li)。加強(qiang)數據共享,稅(shui)(shui)務部(bu)(bu)門(men)向市場(chang)監管部(bu)(bu)門(men)推送清(qing)稅(shui)(shui)信(xin)息,市場(chang)監管部(bu)(bu)門(men)在注(zhu)銷登記前(qian)查驗(yan)電(dian)子(zi)清(qing)稅(shui)(shui)信(xin)息,納稅(shui)(shui)人(ren)無需提交紙(zhi)質清(qing)稅(shui)(shui)證明。
4.完善“照險(xian)聯辦”注(zhu)(zhu)銷機制。人力(li)資(zi)源社會(hui)(hui)保(bao)障(zhang)部門根據注(zhu)(zhu)銷平(ping)臺(tai)(tai)共享(xiang)的(de)(de)注(zhu)(zhu)銷登(deng)記(ji)信息,對不(bu)(bu)存在欠薪和未結清(qing)(qing)的(de)(de)社會(hui)(hui)保(bao)險(xian)費及醫療、傷殘補助、撫(fu)恤費用,滯納金,罰款等債權債務情形(xing),不(bu)(bu)存在正(zheng)在處(chu)理中的(de)(de)社會(hui)(hui)保(bao)險(xian)爭議的(de)(de),辦理注(zhu)(zhu)銷社會(hui)(hui)保(bao)險(xian)登(deng)記(ji)。鼓勵有條件(jian)的(de)(de)地區在注(zhu)(zhu)銷平(ping)臺(tai)(tai)中增加社保(bao)和工資(zi)預檢功(gong)能,靠前提醒(xing)企(qi)業(ye)及時清(qing)(qing)繳社會(hui)(hui)保(bao)險(xian)相關(guan)費用,支付(fu)拖欠的(de)(de)工資(zi)。
5.完善“照關(guan)(guan)聯辦(ban)”注(zhu)(zhu)銷機制。加強系統對接,在(zai)注(zhu)(zhu)銷平(ping)臺增加預檢功能,自動檢測并顯(xian)示企業(ye)是否(fou)存在(zai)海關(guan)(guan)報(bao)(bao)關(guan)(guan)單(dan)位(wei)備(bei)(bei)案(an),及(ji)時提(ti)醒企業(ye)勾選海關(guan)(guan)報(bao)(bao)關(guan)(guan)單(dan)位(wei)備(bei)(bei)案(an)注(zhu)(zhu)銷申(shen)請(qing)。海關(guan)(guan)部門根據注(zhu)(zhu)銷平(ping)臺共(gong)享的注(zhu)(zhu)銷登記信息,對已辦(ban)結海關(guan)(guan)手續的報(bao)(bao)關(guan)(guan)單(dan)位(wei),同步注(zhu)(zhu)銷海關(guan)(guan)報(bao)(bao)關(guan)(guan)單(dan)位(wei)備(bei)(bei)案(an),無(wu)需企業(ye)再次申(shen)請(qing)。
6.優化(hua)銀行(xing)賬戶(hu)(hu)(hu)(hu)銷(xiao)(xiao)戶(hu)(hu)(hu)(hu)服務。企(qi)業(ye)申(shen)請注(zhu)(zhu)銷(xiao)(xiao)登記時(shi),可同時(shi)提交銀行(xing)賬戶(hu)(hu)(hu)(hu)銷(xiao)(xiao)戶(hu)(hu)(hu)(hu)預約申(shen)請。銀行(xing)通過(guo)注(zhu)(zhu)銷(xiao)(xiao)平臺獲(huo)取(qu)企(qi)業(ye)銀行(xing)賬戶(hu)(hu)(hu)(hu)銷(xiao)(xiao)戶(hu)(hu)(hu)(hu)申(shen)請信息后,引導企(qi)業(ye)辦(ban)理銀行(xing)結算賬戶(hu)(hu)(hu)(hu)注(zhu)(zhu)銷(xiao)(xiao)手續(xu)。銀行(xing)根據獲(huo)取(qu)的(de)信息,進(jin)一步壓減(jian)銀行(xing)賬戶(hu)(hu)(hu)(hu)銷(xiao)(xiao)戶(hu)(hu)(hu)(hu)紙質申(shen)請材料,最大限度(du)便利企(qi)業(ye)辦(ban)事(shi)。
7.實(shi)行(xing)公章刻(ke)制(zhi)備(bei)案信(xin)(xin)息(xi)同步(bu)注(zhu)(zhu)(zhu)銷(xiao)(xiao)。加強信(xin)(xin)息(xi)共享,企業完(wan)成注(zhu)(zhu)(zhu)銷(xiao)(xiao)后,市場監管部(bu)門(men)通過注(zhu)(zhu)(zhu)銷(xiao)(xiao)平(ping)臺(tai)將企業注(zhu)(zhu)(zhu)銷(xiao)(xiao)信(xin)(xin)息(xi)推送(song)至(zhi)公安部(bu)門(men),公安部(bu)門(men)同步(bu)注(zhu)(zhu)(zhu)銷(xiao)(xiao)公章刻(ke)制(zhi)備(bei)案信(xin)(xin)息(xi),實(shi)現“一次申請、同步(bu)注(zhu)(zhu)(zhu)銷(xiao)(xiao)”。
(三)推行開辦餐飲店“一體辦”
1.推動(dong)開(kai)辦(ban)(ban)餐飲店(dian)(dian)“一(yi)件事”集成辦(ban)(ban)理(li)。依(yi)托地方政(zheng)務(wu)(wu)服務(wu)(wu)平臺(tai)線上開(kai)設開(kai)辦(ban)(ban)餐飲店(dian)(dian)“一(yi)件事”專(zhuan)區,線下(xia)設置“一(yi)件事”綜合(he)窗口(kou)和(he)(he)專(zhuan)業(ye)服務(wu)(wu)窗口(kou),推動(dong)線上線下(xia)同步辦(ban)(ban)理(li)。統籌考慮開(kai)辦(ban)(ban)餐飲店(dian)(dian)“一(yi)件事”涉及(ji)各部門(men)所需申請(qing)材(cai)料、受理(li)和(he)(he)審批(pi)程序等,優化政(zheng)務(wu)(wu)服務(wu)(wu)模式,實現辦(ban)(ban)事申請(qing)“一(yi)次提交”,辦(ban)(ban)理(li)結果“多端(duan)獲取”。
2.推進事(shi)項辦理“減材(cai)料、減環節”。各地市場(chang)監(jian)管部(bu)(bu)門(men)依托地方信(xin)息(xi)(xi)共(gong)享(xiang)平(ping)臺,對企業設立登記過程中采集(ji)(ji)的名稱、主體類型(xing)、經(jing)營場(chang)所、經(jing)營范圍(wei)、法(fa)定(ding)代表人(ren)(負責人(ren))等(deng)共(gong)性信(xin)息(xi)(xi),要及時共(gong)享(xiang)至地方食品經(jing)營許(xu)可系(xi)統、工程建設項目審批(pi)管理系(xi)統、消防監(jian)督管理系(xi)統等(deng),相關部(bu)(bu)門(men)不(bu)再重復采集(ji)(ji)。鼓勵(li)有條件的地方,將電(dian)子營業執照作為開辦餐飲店相關業務的合法(fa)有效身(shen)份證(zheng)(zheng)明和電(dian)子簽名手段(duan),減少身(shen)份認證(zheng)(zheng)環節。
3.提供(gong)優(you)質高效的(de)辦事(shi)服務(wu)。提供(gong)智能(neng)申(shen)報服務(wu),按照餐飲行業習慣,申(shen)請人在自主(zhu)申(shen)報過程(cheng)中,登記(ji)系統自動(dong)匹配推(tui)薦(jian)具有餐飲行業經營(ying)特(te)點的(de)名稱行業及經營(ying)范圍(wei),供(gong)申(shen)請人選擇。鼓(gu)勵各地(di)按照《城市戶外廣告(gao)和招牌(pai)設施(shi)技術(shu)標準》要求,做好對(dui)戶外招牌(pai)照明、材料、設計、施(shi)工等(deng)方(fang)面的(de)前端技術(shu)指導。指導各地(di)持(chi)續(xu)深化(hua)消防執(zhi)法改革,不斷優(you)化(hua)消防執(zhi)法服務(wu),推(tui)動(dong)消防線(xian)上線(xian)下(xia)服務(wu)效能(neng)整體提升。
4.統籌(chou)效率(lv)與(yu)安(an)(an)全(quan)(quan)。各地要在保障(zhang)食(shi)品安(an)(an)全(quan)(quan)的前提(ti)下,嚴格(ge)落實《食(shi)品安(an)(an)全(quan)(quan)法》《行政(zheng)許可法》等有關規定,不(bu)得(de)(de)擅自增加食(shi)品經(jing)營許可申請材料、增設(she)審查條件,不(bu)得(de)(de)增加群眾負擔(dan),切實把好事辦好。無相關法律法規依據(ju),不(bu)得(de)(de)擅自將戶(hu)外招牌設(she)施設(she)置納入行政(zheng)審批。充分發(fa)揮(hui)監(jian)管(guan)(guan)作用,切實形成監(jian)管(guan)(guan)合力,提(ti)升(sheng)監(jian)管(guan)(guan)水平,推(tui)動餐飲經(jing)營全(quan)(quan)過(guo)程(cheng)管(guan)(guan)控,守牢安(an)(an)全(quan)(quan)底線。
三(san)、組織保障
各(ge)省(sheng)(區、市)市場監(jian)管部(bu)(bu)門(men)要(yao)(yao)切實履行(xing)工作(zuo)牽頭職責,會同(tong)相關(guan)部(bu)(bu)門(men)研究(jiu)確(que)(que)定本地(di)區具體時間表(biao)和路線圖。各(ge)地(di)相關(guan)參與部(bu)(bu)門(men)要(yao)(yao)分(fen)工協(xie)作(zuo),切實抓(zhua)好本部(bu)(bu)門(men)工作(zuo)任務(wu)的(de)落(luo)實落(luo)地(di)。鼓(gu)勵(li)各(ge)地(di)在確(que)(que)保工作(zuo)質量、風險(xian)可控的(de)前提下,創新更多管用(yong)可行(xing)的(de)地(di)方(fang)特(te)色。做(zuo)好改革政策宣傳解(jie)讀工作(zuo),加(jia)強窗口(kou)人員業務(wu)培訓。調整優化(hua)業務(wu)流程,修訂完善辦事指南。推進(jin)政務(wu)服務(wu)窗口(kou)制(zhi)度化(hua)規范(fan)化(hua)建(jian)設, 健全(quan)落(luo)實首問負責、一次性告知、限時辦結、幫辦代辦、“好差評”等制(zhi)度, 優化(hua)規范(fan)窗口(kou)服務(wu), 提升服務(wu)效能(neng)。加(jia)強審批、監(jian)管、執法等部(bu)(bu)門(men)工作(zuo)協(xie)同(tong),建(jian)立健全(quan)風險(xian)防范(fan)機制(zhi),充(chong)分(fen)利用(yong)信(xin)用(yong)信(xin)息共享平(ping)臺,推進(jin)各(ge)部(bu)(bu)門(men)間信(xin)用(yong)信(xin)息共享。
