關于進一步優化政務服務提升行政效能
推動“高效辦成一件事”的實施意見

各市、縣(xian)人(ren)民(min)政府(fu),省人(ren)民(min)政府(fu)各委、辦、廳、局:
為深入貫徹落實(shi)《國務(wu)院關于(yu)進一步優化政(zheng)務(wu)服(fu)(fu)務(wu)提(ti)升(sheng)行政(zheng)效(xiao)能推動“高效(xiao)辦成一件事(shi)”的指(zhi)導意見(jian)》(國發〔2024〕3號),持續推動政(zheng)務(wu)服(fu)(fu)務(wu)提(ti)質增效(xiao),在更多領域更大范圍(wei)實(shi)現“高效(xiao)辦成一件事(shi)”,進一步提(ti)升(sheng)企業和群眾獲(huo)得感,結合(he)我省實(shi)際,制(zhi)定本實(shi)施意見(jian)。
一、總體要求
以習(xi)近(jin)平新時代中國特色社會(hui)主(zhu)義思想為指導(dao),全(quan)面貫(guan)徹黨的(de)二十大精神,深入落實(shi)習(xi)近(jin)平總書記對山西工作(zuo)的(de)重(zhong)要講話重(zhong)要指示精神,堅(jian)持問題導(dao)向和(he)目標導(dao)向相(xiang)結合,堅(jian)持需(xu)求(qiu)導(dao)向和(he)結果導(dao)向相(xiang)結合,堅(jian)持改(gai)革引領和(he)數字賦能兩(liang)翼驅動(dong)(dong)(dong),從企(qi)業和(he)群眾視(shi)角出(chu)發,把“高效(xiao)辦成一(yi)件(jian)事(shi)”作(zuo)為優化政務服務、提升行政效(xiao)能的(de)重(zhong)要抓手,加強(qiang)整體設計(ji),推動(dong)(dong)(dong)模式(shi)(shi)創(chuang)新,統籌發展(zhan)和(he)安全(quan),推動(dong)(dong)(dong)線上線下融合發展(zhan),實(shi)現辦事(shi)方式(shi)(shi)多元化、辦事(shi)流程(cheng)最(zui)優化、辦事(shi)材料最(zui)簡(jian)化、辦事(shi)成本最(zui)小化,助力打造一(yi)流營商環境,最(zui)大限度利企(qi)便民,激(ji)發經濟(ji)社會(hui)發展(zhan)內生(sheng)動(dong)(dong)(dong)力。
2024年,持續深(shen)化“一(yi)(yi)枚印(yin)章管審批”改(gai)革,系統重構(gou)(gou)省一(yi)(yi)體(ti)化政務(wu)(wu)(wu)服務(wu)(wu)(wu)平(ping)臺,加快推(tui)進線(xian)(xian)上線(xian)(xian)下政務(wu)(wu)(wu)服務(wu)(wu)(wu)深(shen)度(du)(du)(du)融合,著力實現政務(wu)(wu)(wu)服務(wu)(wu)(wu)由“一(yi)(yi)枚章”到(dao)(dao)“一(yi)(yi)扇(shan)窗”再到(dao)(dao)“一(yi)(yi)件(jian)(jian)事(shi)(shi)(shi)”的深(shen)度(du)(du)(du)轉變,建立健全“高(gao)(gao)效(xiao)辦(ban)(ban)成(cheng)(cheng)一(yi)(yi)件(jian)(jian)事(shi)(shi)(shi)”重點事(shi)(shi)(shi)項(xiang)清單管理機(ji)制(zhi)和(he)常態化推(tui)進機(ji)制(zhi),鞏固提升(sheng)一(yi)(yi)批、集中攻堅一(yi)(yi)批、探索拓展一(yi)(yi)批“高(gao)(gao)效(xiao)辦(ban)(ban)成(cheng)(cheng)一(yi)(yi)件(jian)(jian)事(shi)(shi)(shi)”重點事(shi)(shi)(shi)項(xiang)(見附(fu)件(jian)(jian)1)。到(dao)(dao)2027年,基本形成(cheng)(cheng)泛在(zai)可及、智(zhi)慧便捷、公平(ping)普惠的高(gao)(gao)效(xiao)政務(wu)(wu)(wu)服務(wu)(wu)(wu)體(ti)系,線(xian)(xian)下“只進一(yi)(yi)扇(shan)門、一(yi)(yi)窗通(tong)辦(ban)(ban)、最多跑(pao)(pao)一(yi)(yi)次”、線(xian)(xian)上“只登一(yi)(yi)張網、一(yi)(yi)網通(tong)辦(ban)(ban)、一(yi)(yi)次不用跑(pao)(pao)”的政務(wu)(wu)(wu)服務(wu)(wu)(wu)模(mo)式全面構(gou)(gou)建,企業和(he)個(ge)人兩(liang)個(ge)全生命周期重要階段(duan)“高(gao)(gao)效(xiao)辦(ban)(ban)成(cheng)(cheng)一(yi)(yi)件(jian)(jian)事(shi)(shi)(shi)”重點事(shi)(shi)(shi)項(xiang)落地(di)見效(xiao),企業和(he)群眾辦(ban)(ban)事(shi)(shi)(shi)滿意度(du)(du)(du)、獲得(de)感大幅(fu)提升(sheng)。
二(er)、重點任務
(一(yi))堅持改革引領,發揮(hui)“一(yi)枚印(yin)章(zhang)管審批”制度(du)優勢,推動線下政務服務“只進一(yi)扇門、一(yi)窗通(tong)辦(ban)、最(zui)多跑一(yi)次”
1.持續深化“一(yi)(yi)(yi)枚印章管(guan)(guan)審批(pi)”改革,更大(da)(da)力度(du)推(tui)動(dong)線(xian)下辦(ban)事“只(zhi)進(jin)一(yi)(yi)(yi)門”。建立“一(yi)(yi)(yi)枚印章管(guan)(guan)審批(pi)”改革劃(hua)轉(zhuan)行(xing)(xing)政(zheng)(zheng)審批(pi)事項負面(mian)清單管(guan)(guan)理(li)(li)制度(du),全(quan)面(mian)規范并(bing)動(dong)態調整(zheng)(zheng)市縣統一(yi)(yi)(yi)劃(hua)轉(zhuan)行(xing)(xing)政(zheng)(zheng)審批(pi)事項基本目錄。除審批(pi)程序復(fu)雜、專業要求高、涉及重大(da)(da)公共利益(yi)和公共安全(quan),以及涉及意識形態、宗教活動(dong)的(de)事項外,原(yuan)則上(shang)均(jun)(jun)應(ying)(ying)劃(hua)轉(zhuan)至(zhi)市縣行(xing)(xing)政(zheng)(zheng)審批(pi)服(fu)(fu)務(wu)(wu)(wu)(wu)管(guan)(guan)理(li)(li)部(bu)門統一(yi)(yi)(yi)行(xing)(xing)使(shi)。建立進(jin)駐(zhu)政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)大(da)(da)廳事項負面(mian)清單管(guan)(guan)理(li)(li)制度(du),除特殊(shu)情形外,原(yuan)則上(shang)政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)事項均(jun)(jun)應(ying)(ying)納(na)入政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)大(da)(da)廳集中辦(ban)理(li)(li),實現統一(yi)(yi)(yi)受理(li)(li)和“一(yi)(yi)(yi)站式(shi)”辦(ban)理(li)(li)。有關部(bu)門單設的(de)政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)窗口(kou)應(ying)(ying)整(zheng)(zheng)合(he)(he)并(bing)入本級政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)大(da)(da)廳,確不具備整(zheng)(zheng)合(he)(he)條件(jian)的(de)要納(na)入一(yi)(yi)(yi)體化管(guan)(guan)理(li)(li),按統一(yi)(yi)(yi)要求提(ti)(ti)供規范服(fu)(fu)務(wu)(wu)(wu)(wu)。推(tui)行(xing)(xing)預約(yue)按時辦(ban)理(li)(li),基于省一(yi)(yi)(yi)體化政(zheng)(zheng)務(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)平臺,統一(yi)(yi)(yi)提(ti)(ti)供線(xian)下辦(ban)事預約(yue)服(fu)(fu)務(wu)(wu)(wu)(wu)。
2.全面(mian)推進“綜(zong)(zong)合(he)(he)窗口(kou)(kou)”改革擴面(mian)增(zeng)效(xiao)(xiao),推動線下辦(ban)事“一(yi)窗通辦(ban)”。完善集約高效(xiao)(xiao)的(de)線下政務服(fu)務體系(xi)建設(she),全面(mian)實(shi)施(shi)“綜(zong)(zong)合(he)(he)窗口(kou)(kou)”改革,將原本分散的(de)各(ge)個業務窗口(kou)(kou)集中整合(he)(he)為綜(zong)(zong)合(he)(he)窗口(kou)(kou),實(shi)行“前臺綜(zong)(zong)合(he)(he)受理、后臺分類審批、統一(yi)窗口(kou)(kou)出件(jian)”。2024年年底(di)前,市級政務服(fu)務大廳要全面(mian)設(she)置無差別受理“綜(zong)(zong)合(he)(he)窗口(kou)(kou)”,并向有條件(jian)的(de)縣(市、區)延伸;2025年年底(di)前,基(ji)本實(shi)現省市縣三級政務服(fu)務大廳無差別受理“綜(zong)(zong)合(he)(he)窗口(kou)(kou)”全覆蓋。
3.深(shen)化“跨(kua)(kua)市(shi)通(tong)(tong)(tong)辦(ban)”“跨(kua)(kua)省(sheng)通(tong)(tong)(tong)辦(ban)”,推(tui)(tui)動更(geng)多政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)事(shi)項(xiang)“異(yi)地(di)可辦(ban)”。聚焦企業跨(kua)(kua)區域(yu)經營和(he)(he)群(qun)眾異(yi)地(di)辦(ban)事(shi)需求,持續推(tui)(tui)動更(geng)多政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)事(shi)項(xiang)中部城市(shi)群(qun)通(tong)(tong)(tong)辦(ban)、全(quan)省(sheng)通(tong)(tong)(tong)辦(ban)、跨(kua)(kua)省(sheng)通(tong)(tong)(tong)辦(ban)。圍繞公安、市(shi)場監管(guan)、教育(yu)、醫療、住房、社(she)保、民政(zheng)、交(jiao)通(tong)(tong)(tong)等重點(dian)領(ling)域(yu),全(quan)面(mian)梳理辦(ban)事(shi)頻率高、群(qun)眾獲得感強、涉及優化營商環(huan)境(jing)的“跨(kua)(kua)市(shi)通(tong)(tong)(tong)辦(ban)”“全(quan)省(sheng)通(tong)(tong)(tong)辦(ban)”事(shi)項(xiang)清(qing)單和(he)(he)辦(ban)理規范,通(tong)(tong)(tong)過(guo)物料流轉、優化業務(wu)(wu)流程(cheng)、遠(yuan)程(cheng)視頻協助(zhu)、打(da)破屬地(di)操作權限限制(zhi)等方式,實現異(yi)地(di)收件、遠(yuan)程(cheng)受理、過(guo)程(cheng)追蹤、電子(zi)審批、信息(xi)共享(xiang)等功能。建設“跨(kua)(kua)省(sheng)通(tong)(tong)(tong)辦(ban)”服(fu)(fu)務(wu)(wu)專區,為(wei)企業和(he)(he)群(qun)眾提供一站(zhan)式、全(quan)方位的“跨(kua)(kua)省(sheng)通(tong)(tong)(tong)辦(ban)”服(fu)(fu)務(wu)(wu)。
4.深(shen)化行政(zheng)審(shen)(shen)批“告(gao)(gao)知承(cheng)(cheng)諾(nuo)(nuo)制(zhi)”改革(ge),推(tui)(tui)動容缺(que)事(shi)(shi)項“一諾(nuo)(nuo)辦理”。以政(zheng)務(wu)服(fu)務(wu)部門(men)清楚告(gao)(gao)知、企業和群眾誠信(xin)守諾(nuo)(nuo)為(wei)基礎,對風(feng)險(xian)可控(kong)、糾錯成(cheng)本低且能夠(gou)通過事(shi)(shi)中(zhong)事(shi)(shi)后(hou)監(jian)(jian)管(guan)(guan)有效防(fang)范風(feng)險(xian)的(de)政(zheng)務(wu)服(fu)務(wu)事(shi)(shi)項,推(tui)(tui)行“告(gao)(gao)知承(cheng)(cheng)諾(nuo)(nuo)+容缺(que)辦理”審(shen)(shen)批服(fu)務(wu)模(mo)式。建立差異化的(de)告(gao)(gao)知承(cheng)(cheng)諾(nuo)(nuo)事(shi)(shi)后(hou)核(he)查和風(feng)險(xian)防(fang)范機制(zhi),加(jia)強(qiang)審(shen)(shen)批、監(jian)(jian)管(guan)(guan)、執(zhi)法等部門(men)協同(tong),依托“互聯(lian)網+監(jian)(jian)管(guan)(guan)”系統,實現審(shen)(shen)批信(xin)息(xi)向監(jian)(jian)管(guan)(guan)、執(zhi)法部門(men)實時精準推(tui)(tui)送(song),監(jian)(jian)管(guan)(guan)部門(men)做好承(cheng)(cheng)諾(nuo)(nuo)事(shi)(shi)項的(de)兌現監(jian)(jian)管(guan)(guan),構建“事(shi)(shi)前(qian)管(guan)(guan)標準、事(shi)(shi)中(zhong)管(guan)(guan)檢查、事(shi)(shi)后(hou)管(guan)(guan)監(jian)(jian)督”的(de)全鏈條審(shen)(shen)管(guan)(guan)銜接體系,逐步(bu)推(tui)(tui)動將承(cheng)(cheng)諾(nuo)(nuo)和履約信(xin)息(xi)共享至信(xin)用信(xin)息(xi)共享平(ping)臺,并實現與(yu)全省一體化政(zheng)務(wu)服(fu)務(wu)平(ping)臺的(de)互聯(lian)互通。
5.深化(hua)政(zheng)務(wu)服(fu)(fu)務(wu)事(shi)項標(biao)(biao)準(zhun)(zhun)化(hua)改革,推動同一政(zheng)務(wu)服(fu)(fu)務(wu)事(shi)項“同標(biao)(biao)辦(ban)理(li)”。健全(quan)(quan)政(zheng)務(wu)服(fu)(fu)務(wu)事(shi)項基礎(chu)標(biao)(biao)準(zhun)(zhun)體系,完善省(sheng)(sheng)市縣(xian)三級7類依申請的(de)行政(zheng)權力事(shi)項、省(sheng)(sheng)市縣(xian)鄉村(cun)五級9個領域依申請的(de)公共(gong)服(fu)(fu)務(wu)事(shi)項清單及(ji)其(qi)標(biao)(biao)準(zhun)(zhun)化(hua)實施規范,推動全(quan)(quan)省(sheng)(sheng)同一層級同一政(zheng)務(wu)服(fu)(fu)務(wu)事(shi)項同要素管理(li)、無差(cha)別受(shou)理(li)、同標(biao)(biao)準(zhun)(zhun)辦(ban)理(li)。
6.深化“一(yi)(yi)(yi)業(ye)一(yi)(yi)(yi)證(zheng)(zheng)”改革(ge),探(tan)索“多(duo)(duo)業(ye)一(yi)(yi)(yi)證(zheng)(zheng)”改革(ge),推(tui)(tui)動(dong)“一(yi)(yi)(yi)證(zheng)(zheng)準(zhun)(zhun)營”。拓展(zhan)“一(yi)(yi)(yi)業(ye)一(yi)(yi)(yi)證(zheng)(zheng)”改革(ge)行(xing)業(ye)覆蓋范圍,完善行(xing)業(ye)綜合許可證(zheng)(zheng)的證(zheng)(zheng)面信息(xi)內容變更(geng)、遺失、毀(hui)損(sun)補證(zheng)(zheng)及(ji)單項許可證(zheng)(zheng)增減工作(zuo)流程。探(tan)索“多(duo)(duo)業(ye)一(yi)(yi)(yi)證(zheng)(zheng)”審批新模式。推(tui)(tui)動(dong)更(geng)多(duo)(duo)領域(yu)實現“一(yi)(yi)(yi)證(zheng)(zheng)準(zhun)(zhun)營”。其(qi)余準(zhun)(zhun)入事項通過深化證(zheng)(zheng)照聯辦改革(ge),將(jiang)涉企準(zhun)(zhun)入準(zhun)(zhun)營主題證(zheng)(zheng)照聯合辦理,推(tui)(tui)動(dong)實現證(zheng)(zheng)照同(tong)時發(fa)放。
7.深化(hua)“一(yi)(yi)件(jian)事(shi)(shi)(shi)一(yi)(yi)次辦(ban)(ban)”改革(ge),拓展“一(yi)(yi)類事(shi)(shi)(shi)一(yi)(yi)站辦(ban)(ban)”服(fu)務(wu)(wu)(wu),推(tui)動(dong)關(guan)(guan)聯事(shi)(shi)(shi)項集(ji)(ji)成辦(ban)(ban)。從企業和群眾(zhong)(zhong)視角(jiao)出發,建設(she)“高效辦(ban)(ban)成一(yi)(yi)件(jian)事(shi)(shi)(shi)”專區,將需要多個部門辦(ban)(ban)理(li)(li)或(huo)跨(kua)層(ceng)級辦(ban)(ban)理(li)(li)、關(guan)(guan)聯性強(qiang)、辦(ban)(ban)理(li)(li)量大(da)、辦(ban)(ban)理(li)(li)時(shi)間相對集(ji)(ji)中(zhong)的(de)多個事(shi)(shi)(shi)項集(ji)(ji)成辦(ban)(ban)理(li)(li),大(da)幅壓減辦(ban)(ban)理(li)(li)時(shi)長(chang)和辦(ban)(ban)事(shi)(shi)(shi)成本。持續(xu)拓展“高效辦(ban)(ban)成一(yi)(yi)件(jian)事(shi)(shi)(shi)”重(zhong)點事(shi)(shi)(shi)項清(qing)單,實現“一(yi)(yi)件(jian)事(shi)(shi)(shi)”在(zai)全(quan)省一(yi)(yi)體(ti)化(hua)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺統一(yi)(yi)申報(bao)、統一(yi)(yi)受理(li)(li)、綜合審批、統一(yi)(yi)出件(jian)全(quan)流程(cheng)業務(wu)(wu)(wu)應用,為企業和群眾(zhong)(zhong)提(ti)供(gong)“一(yi)(yi)件(jian)事(shi)(shi)(shi)一(yi)(yi)次辦(ban)(ban)”“一(yi)(yi)類事(shi)(shi)(shi)一(yi)(yi)站辦(ban)(ban)”服(fu)務(wu)(wu)(wu)。在(zai)優化(hua)提(ti)升公(gong)共(gong)(gong)教育、勞動(dong)就業、醫療衛生、養老服(fu)務(wu)(wu)(wu)、托(tuo)育服(fu)務(wu)(wu)(wu)、住房(fang)保障(zhang)等(deng)領域公(gong)共(gong)(gong)服(fu)務(wu)(wu)(wu)的(de)基(ji)礎上,推(tui)動(dong)與企業和群眾(zhong)(zhong)生產生活密切相關(guan)(guan)的(de)水電氣熱(re)網報(bao)裝、過戶,以(yi)及不動(dong)產登記、投(tou)資建設(she)審批等(deng)關(guan)(guan)聯事(shi)(shi)(shi)項納(na)入政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)大(da)廳、接入一(yi)(yi)體(ti)化(hua)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺,跨(kua)領域集(ji)(ji)成辦(ban)(ban)理(li)(li)。確不具備(bei)進(jin)駐條(tiao)件(jian)的(de)可采取(qu)授權大(da)廳工作(zuo)人(ren)員接辦(ban)(ban)件(jian)模式或(huo)放置自(zi)助設(she)備(bei)方式豐富大(da)廳公(gong)共(gong)(gong)服(fu)務(wu)(wu)(wu)供(gong)給(gei)。

9.大力推(tui)進(jin)政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)向(xiang)基層延伸,推(tui)動更(geng)多政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)事項“就近(jin)辦”。探索建立“商(shang)圈政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)驛站(zhan)”,將政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)窗口(kou)前移,采取“驛站(zhan)就近(jin)受理(li)、后臺綜(zong)合審(shen)批(pi)、證照快速送達”的“線上+線下”幫辦代辦模式,辦好“民生小(xiao)店一件(jian)事”。鼓勵在有條件(jian)、有需(xu)求的村(社區)銀行網(wang)(wang)點、郵政(zheng)網(wang)(wang)點、園(yuan)區等設置便民服務(wu)(wu)(wu)(wu)站(zhan)點。整(zheng)合線下政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)資源,匯聚公(gong)共(gong)服務(wu)(wu)(wu)(wu)機構(gou)網(wang)(wang)點位置、服務(wu)(wu)(wu)(wu)內容等信息(xi),構(gou)建政(zheng)務(wu)(wu)(wu)(wu)地圖數字工具。加快推(tui)進(jin)“7×24小(xiao)時”自助政(zheng)務(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)工程,力爭(zheng)2024年年底前覆(fu)蓋(gai)所有街道和(he)70%左右(you)的鄉鎮,2025年年底前基本實現鄉鎮(街道)全(quan)覆(fu)蓋(gai)。

15.加(jia)強數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量(liang)治理(li)。以我省人口(kou)基(ji)礎(chu)信(xin)(xin)息(xi)(xi)資(zi)源(yuan)(yuan)庫(ku)和法(fa)人基(ji)礎(chu)信(xin)(xin)息(xi)(xi)資(zi)源(yuan)(yuan)庫(ku)為基(ji)礎(chu),開展“一(yi)(yi)(yi)數(shu)(shu)(shu)(shu)一(yi)(yi)(yi)源(yuan)(yuan)一(yi)(yi)(yi)標準”數(shu)(shu)(shu)(shu)據(ju)(ju)治理(li),編(bian)制(zhi)人口(kou)和法(fa)人單位的(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)元、數(shu)(shu)(shu)(shu)據(ju)(ju)管理(li)模(mo)型等數(shu)(shu)(shu)(shu)據(ju)(ju)標準,建立多(duo)源(yuan)(yuan)數(shu)(shu)(shu)(shu)據(ju)(ju)校核機制(zhi),為企業和個人建立包(bao)含全(quan)(quan)生(sheng)命周(zhou)期(qi)政務(wu)數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)“一(yi)(yi)(yi)企一(yi)(yi)(yi)檔(dang)、一(yi)(yi)(yi)人一(yi)(yi)(yi)檔(dang)”,并(bing)在政務(wu)服務(wu)事項中通(tong)過(guo)數(shu)(shu)(shu)(shu)據(ju)(ju)核驗服務(wu)實(shi)現表單預填報、材料免提(ti)交。構建政務(wu)數(shu)(shu)(shu)(shu)據(ju)(ju)共享安(an)全(quan)(quan)制(zhi)度體系,依法(fa)依規共享使(shi)用(yong)政務(wu)數(shu)(shu)(shu)(shu)據(ju)(ju),加(jia)強全(quan)(quan)流程安(an)全(quan)(quan)管理(li),確保數(shu)(shu)(shu)(shu)據(ju)(ju)共享利用(yong)全(quan)(quan)生(sheng)命周(zhou)期(qi)安(an)全(quan)(quan)可(ke)控。對(dui)政務(wu)數(shu)(shu)(shu)(shu)據(ju)(ju)治理(li)和共享利用(yong)全(quan)(quan)過(guo)程進行上(shang)鏈(lian)存(cun)證,對(dui)數(shu)(shu)(shu)(shu)據(ju)(ju)應用(yong)過(guo)程中的(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量(liang)進行核查監測,實(shi)現數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)源(yuan)(yuan)頭可(ke)信(xin)(xin)任、使(shi)用(yong)可(ke)追溯(su)。加(jia)大對(dui)涉及商業秘密(mi)、個人信(xin)(xin)息(xi)(xi)等數(shu)(shu)(shu)(shu)據(ju)(ju)的(de)(de)保護(hu)力(li)度。
16.持續加強新(xin)技(ji)術全(quan)流程應(ying)用(yong)(yong)(yong)。按照成熟穩(wen)定、適度超前(qian)的原則,在一體化政(zheng)務(wu)(wu)服務(wu)(wu)平臺創(chuang)新(xin)開展大數據(ju)、區(qu)塊鏈、人工智(zhi)能等(deng)新(xin)技(ji)術應(ying)用(yong)(yong)(yong)。搭建共(gong)性技(ji)術支撐能力(li)中(zhong)臺,建設AI中(zhong)臺、文檔中(zhong)臺、統一知識中(zhong)心、統一搜(sou)索(suo)中(zhong)心、視頻會商、信息(xi)同(tong)步系統等(deng)政(zheng)務(wu)(wu)服務(wu)(wu)共(gong)性創(chuang)新(xin)技(ji)術應(ying)用(yong)(yong)(yong)。探索(suo)以設立虛(xu)擬(ni)政(zheng)務(wu)(wu)服務(wu)(wu)窗口(kou)等(deng)形(xing)式,提(ti)供(gong)遠(yuan)程互動(dong)引導(dao)式政(zheng)務(wu)(wu)服務(wu)(wu),實現(xian)與(yu)實體大廳(ting)同(tong)質辦理體驗。探索(suo)應(ying)用(yong)(yong)(yong)大模(mo)型等(deng)技(ji)術,建設智(zhi)能快辦、智(zhi)能客(ke)服、智(zhi)能導(dao)辦等(deng)政(zheng)務(wu)(wu)服務(wu)(wu)創(chuang)新(xin)應(ying)用(yong)(yong)(yong),更好引導(dao)企業和群眾高效便利辦事(shi),讓群眾搜(sou)索(suo)更快捷、辦事(shi)更方便。
17.持續推進線(xian)上(shang)政務(wu)(wu)服(fu)(fu)務(wu)(wu)“一(yi)(yi)網通辦(ban)(ban)”。加(jia)強以(yi)全(quan)省一(yi)(yi)體化政務(wu)(wu)服(fu)(fu)務(wu)(wu)平臺(tai)(tai)為(wei)總(zong)樞紐、聯(lian)通各(ge)市各(ge)部門業務(wu)(wu)辦(ban)(ban)理(li)系(xi)統的全(quan)省政務(wu)(wu)服(fu)(fu)務(wu)(wu)“一(yi)(yi)張網”建(jian)設,推動各(ge)類(lei)政務(wu)(wu)服(fu)(fu)務(wu)(wu)事(shi)項和(he)應(ying)用“應(ying)接(jie)(jie)盡(jin)接(jie)(jie)”“應(ying)上(shang)盡(jin)上(shang)”,除法律法規另有(you)規定或涉及(ji)國家秘密等外(wai),政務(wu)(wu)服(fu)(fu)務(wu)(wu)事(shi)項全(quan)部納入同級政務(wu)(wu)服(fu)(fu)務(wu)(wu)平臺(tai)(tai)管(guan)理(li)和(he)辦(ban)(ban)理(li)。持續升(sheng)級迭代山西(xi)政務(wu)(wu)服(fu)(fu)務(wu)(wu)網,實現(xian)從網上(shang)“可(ke)辦(ban)(ban)”向“好(hao)辦(ban)(ban)”“易辦(ban)(ban)”轉變。加(jia)快(kuai)全(quan)省一(yi)(yi)體化政務(wu)(wu)服(fu)(fu)務(wu)(wu)平臺(tai)(tai)統一(yi)(yi)受(shou)理(li)系(xi)統建(jian)設,統一(yi)(yi)全(quan)省辦(ban)(ban)事(shi)入口,實現(xian)辦(ban)(ban)事(shi)申請“一(yi)(yi)口提交”、辦(ban)(ban)件信息實時(shi)共(gong)享、辦(ban)(ban)理(li)結(jie)果“多端獲(huo)取”。
18.打(da)造涉企(qi)(qi)政策“一站(zhan)式”綜合服務(wu)(wu)平臺(tai)。制定出臺(tai)涉企(qi)(qi)政策“一站(zhan)式”綜合服務(wu)(wu)平臺(tai)應(ying)(ying)用管理辦法。以(yi)行政給付(fu)、稅(shui)收減(jian)免(mian)、財政補貼等為重點,推(tui)行省市(shi)縣三級惠(hui)企(qi)(qi)政策“免(mian)申(shen)即(ji)(ji)享”“即(ji)(ji)申(shen)即(ji)(ji)享”清(qing)單并納(na)入平臺(tai)管理,推(tui)動惠(hui)企(qi)(qi)政策應(ying)(ying)上盡上、應(ying)(ying)兌盡兌、直達快享。2024年(nian)年(nian)底前,各市(shi)上架不少于(yu)100項(xiang)可申(shen)請、可兌現的獎補事(shi)項(xiang)。
19.拓(tuo)展(zhan)增(zeng)值服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)內(nei)容。探(tan)索建(jian)立“三(san)(san)晉碼”,推進(jin)以“三(san)(san)晉碼”為載體(ti)的(de)(de)城市公共服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)“一(yi)碼通(tong)(tong)(tong)用”,實(shi)現(xian)“一(yi)碼替多卡”和(he)“多碼合(he)一(yi)”,形成“一(yi)人(ren)一(yi)碼”“一(yi)企(qi)(qi)(qi)一(yi)碼”的(de)(de)數字治理新模(mo)(mo)式(shi)。拓(tuo)展(zhan)在(zai)(zai)交通(tong)(tong)(tong)出行、養老社保、醫療衛生、文(wen)(wen)化旅游、政(zheng)務(wu)(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)、執(zhi)法(fa)檢查、優惠政(zheng)策等(deng)方(fang)面(mian)的(de)(de)應用,提升企(qi)(qi)(qi)業群眾數字化獲(huo)得感。積極拓(tuo)展(zhan)社保卡應用場景,探(tan)索在(zai)(zai)交通(tong)(tong)(tong)出行、文(wen)(wen)化旅游、政(zheng)務(wu)(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)等(deng)領域(yu)應用。依托線上線下政(zheng)務(wu)(wu)(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)渠道、涉企(qi)(qi)(qi)政(zheng)策服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)平臺,聚焦(jiao)法(fa)律(lv)、金融、人(ren)才、科創、商貿、數據等(deng)涉企(qi)(qi)(qi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)重點(dian)領域(yu),打造定(ding)制化、套餐式(shi)、模(mo)(mo)塊化的(de)(de)涉企(qi)(qi)(qi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)“一(yi)類(lei)事(shi)”場景,為企(qi)(qi)(qi)業提供精準(zhun)化、個性化的(de)(de)優質衍生服(fu)(fu)務(wu)(wu)(wu)(wu)(wu),實(shi)現(xian)企(qi)(qi)(qi)業需求的(de)(de)“一(yi)站式(shi)”受理、協同聯辦、閉環反饋。編制涉企(qi)(qi)(qi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)“一(yi)類(lei)事(shi)”省級(ji)指導目(mu)錄,進(jin)一(yi)步拓(tuo)展(zhan)涉企(qi)(qi)(qi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)的(de)(de)廣(guang)度和(he)深度。打造常態(tai)化政(zheng)企(qi)(qi)(qi)溝通(tong)(tong)(tong)平臺,暢(chang)通(tong)(tong)(tong)堵點(dian)問題直(zhi)達(da)反饋通(tong)(tong)(tong)道,在(zai)(zai)涉企(qi)(qi)(qi)政(zheng)策、規(gui)劃、標準(zhun)的(de)(de)制定(ding)和(he)評估等(deng)方(fang)面(mian)充分發揮企(qi)(qi)(qi)業家作(zuo)用。
20.提升“一(yi)條(tiao)熱(re)線(xian)(xian)管便(bian)(bian)民”效(xiao)能,推動(dong)企業群眾訴(su)求“一(yi)線(xian)(xian)應答”。進一(yi)步加(jia)強信息化建設,完善12345政務(wu)(wu)(wu)服務(wu)(wu)(wu)便(bian)(bian)民熱(re)線(xian)(xian)功能,加(jia)強政務(wu)(wu)(wu)服務(wu)(wu)(wu)熱(re)線(xian)(xian)歸并。根(gen)據需要設置營商(shang)環境、供暖、入學等(deng)重點領域(yu)專(zhuan)席(xi),完善設分中心的政務(wu)(wu)(wu)熱(re)線(xian)(xian)考核督辦(ban)(ban)(ban)體(ti)系(xi)(xi),不斷提升接辦(ban)(ban)(ban)效(xiao)率和專(zhuan)業化服務(wu)(wu)(wu)水平。建立首問(wen)負責、快(kuai)速響應、協同聯動(dong)、有效(xiao)解決的“接訴(su)即辦(ban)(ban)(ban)”工作機制(zhi),開通企業和群眾訴(su)求“異(yi)地受理、全省通辦(ban)(ban)(ban)”服務(wu)(wu)(wu),常態化開展部門督辦(ban)(ban)(ban)、“13710”督辦(ban)(ban)(ban)、領導包案三級督辦(ban)(ban)(ban),靈活開展現場督辦(ban)(ban)(ban)、聯動(dong)督辦(ban)(ban)(ban),有效(xiao)解決群眾急難愁盼問(wen)題。加(jia)強12345熱(re)線(xian)(xian)與110熱(re)線(xian)(xian)、政務(wu)(wu)(wu)服務(wu)(wu)(wu)平臺(tai)投訴(su)建議體(ti)系(xi)(xi)、“好差評”體(ti)系(xi)(xi)等(deng)業務(wu)(wu)(wu)協同,打(da)造(zao)便(bian)(bian)捷(jie)、高效(xiao)、規范、智(zhi)慧的政務(wu)(wu)(wu)服務(wu)(wu)(wu)“總(zong)客服”。
三(san)、保(bao)障措施
(一(yi))加強組織領(ling)(ling)導。“高效(xiao)辦(ban)成一(yi)件(jian)事(shi)(shi)”實(shi)行(xing)(xing)(xing)省級統籌,省審(shen)批服(fu)務(wu)(wu)管理(li)局(省政務(wu)(wu)信息(xi)(xi)局)負責(ze)(ze)統籌協調(diao)、監督指導、評(ping)估考核各市各部門(men)提供優質規(gui)范(fan)(fan)的“一(yi)件(jian)事(shi)(shi)”服(fu)務(wu)(wu)情況。省直各有關部門(men)負責(ze)(ze)指導、協調(diao)和督促(cu)主管行(xing)(xing)(xing)業(ye)領(ling)(ling)域的“高效(xiao)辦(ban)成一(yi)件(jian)事(shi)(shi)”,做好流(liu)程(cheng)(cheng)優化、系統對(dui)接、信息(xi)(xi)共享、電子(zi)證照(zhao)應用、業(ye)務(wu)(wu)培訓(xun)等工作(zuo),結(jie)合實(shi)際持續拓展“高效(xiao)辦(ban)成一(yi)件(jian)事(shi)(shi)”事(shi)(shi)項(xiang)范(fan)(fan)圍,推(tui)動(dong)解(jie)決有關重(zhong)點(dian)(dian)難點(dian)(dian)問(wen)題。各市要切實(shi)加強組織領(ling)(ling)導,壓實(shi)責(ze)(ze)任,確保各項(xiang)任務(wu)(wu)盡快落地見(jian)效(xiao)。2024年6月(yue)底(di)前,重(zhong)點(dian)(dian)事(shi)(shi)項(xiang)牽頭(tou)和責(ze)(ze)任單位要精細化梳理(li)設定(ding)依據、受理(li)條件(jian)、申請(qing)材料、辦(ban)結(jie)時限、收費標準、辦(ban)理(li)結(jie)果等要素,編制集(ji)成辦(ban)理(li)“一(yi)件(jian)事(shi)(shi)”工作(zuo)指引、辦(ban)事(shi)(shi)指南和操(cao)作(zuo)規(gui)程(cheng)(cheng);9月(yue)底(di)前實(shi)現“一(yi)件(jian)事(shi)(shi)”線上線下實(shi)質性(xing)運行(xing)(xing)(xing)。
(二)加強法(fa)(fa)治(zhi)保(bao)障。發揮法(fa)(fa)治(zhi)引領和(he)保(bao)障作用,加快推進《山西(xi)省行(xing)政(zheng)審(shen)批告知(zhi)承諾(nuo)制條例》立(li)法(fa)(fa),積(ji)極(ji)推進政(zheng)務(wu)服務(wu)領域(yu)地方(fang)立(li)法(fa)(fa)。聚焦“高效辦(ban)成一件(jian)事”改(gai)革面臨(lin)的政(zheng)策制度障礙,及(ji)時清理和(he)完(wan)善與(yu)政(zheng)務(wu)服務(wu)改(gai)革不相適應的地方(fang)性法(fa)(fa)規(gui)、政(zheng)府(fu)規(gui)章和(he)行(xing)政(zheng)規(gui)范性文件(jian),強化相關業務(wu)領域(yu)制度保(bao)障。加強政(zheng)務(wu)服務(wu)標準總體設(she)(she)計,制定完(wan)善全省一體化政(zheng)務(wu)服務(wu)平(ping)臺和(he)政(zheng)務(wu)服務(wu)大廳建設(she)(she)、12345熱線運行(xing)、“全代辦(ban)”、“綜合(he)窗口”運行(xing)、電(dian)子(zi)檔案管理等(deng)標準規(gui)范。
(三(san))加(jia)強宣(xuan)傳推(tui)廣(guang)。各(ge)地各(ge)部門要加(jia)強政(zheng)策宣(xuan)傳,采取多(duo)種形式做好“高效辦(ban)成(cheng)一件事(shi)”政(zheng)策解讀和輿(yu)論引導(dao)。鼓勵(li)各(ge)地各(ge)部門主動對表對標,結合實際(ji),大(da)膽(dan)復制借鑒(jian)、集成(cheng)創新,力爭重(zhong)點(dian)領域、重(zhong)點(dian)事(shi)項取得更大(da)突破(po),形成(cheng)具有(you)(you)山西特色(se)的(de)“高效辦(ban)成(cheng)一件事(shi)”新模式。省(sheng)審批(pi)服務(wu)管理局要注重(zhong)總結并(bing)及時(shi)推(tui)廣(guang)各(ge)地各(ge)部門具有(you)(you)鮮明特色(se)的(de)典型樣本(ben)案例(li),適時(shi)組織(zhi)召開經驗推(tui)廣(guang)現場(chang)會,推(tui)動各(ge)地區互學互鑒(jian),推(tui)動“一地創新、全(quan)省(sheng)復用”。
(四)加強考核評估(gu)(gu)(gu)。提(ti)(ti)升(sheng)一體(ti)化政務服(fu)務平臺(tai)(tai)(tai)精細化運營(ying)能(neng)力,制(zhi)定全省(sheng)一體(ti)化政務服(fu)務平臺(tai)(tai)(tai)運營(ying)管(guan)理標(biao)準規(gui)范,組建專門運營(ying)團隊,統籌一體(ti)化政務服(fu)務平臺(tai)(tai)(tai)運營(ying)工(gong)作(zuo)。開(kai)展“高(gao)效辦成一件事”立功競賽活動。依托全省(sheng)一體(ti)化政務服(fu)務平臺(tai)(tai)(tai),采取在線評價和第(di)三方評估(gu)(gu)(gu)相結(jie)(jie)合的方式,對(dui)各市各部門開(kai)展“高(gao)效辦成一件事”動態評價、年度(du)評估(gu)(gu)(gu),持續提(ti)(ti)升(sheng)政務服(fu)務效能(neng)。強化結(jie)(jie)果(guo)應用,評估(gu)(gu)(gu)結(jie)(jie)果(guo)納入對(dui)各市各部門營(ying)商環境考核。
