山西省推動大規模設備更新和消費品以舊換新實施方案

為貫徹落實(shi)《國(guo)務院關于印(yin)發推(tui)(tui)動(dong)(dong)大規模設備更(geng)新和消費(fei)品以舊(jiu)換新行(xing)動(dong)(dong)方(fang)(fang)案的通知》(國(guo)發〔2024〕7號),推(tui)(tui)動(dong)(dong)我省(sheng)大規模設備更(geng)新和消費(fei)品以舊(jiu)換新,增加先進(jin)(jin)產能,促進(jin)(jin)節(jie)能降碳,進(jin)(jin)一(yi)步激(ji)發潛在消費(fei),拉動(dong)(dong)我省(sheng)有效(xiao)投資,制(zhi)定(ding)本實(shi)施方(fang)(fang)案。

一、總體要求

堅持以習近平新(xin)時代中國特色社會主義思想為(wei)指導(dao),全面貫(guan)徹黨的二十大精神,認(ren)真(zhen)落實(shi)黨中央、國務院及省委、省政府部署要求(qiu),堅持統(tong)籌布局(ju)、系統(tong)推(tui)進(jin),市場為(wei)主、政府引導(dao),鼓(gu)勵先(xian)(xian)進(jin)、淘汰落后,標(biao)準引領、分類施(shi)策的工作原則,深入(ru)(ru)實(shi)施(shi)重(zhong)點(dian)領域(yu)(yu)設備更新(xin)、消(xiao)費(fei)品以舊換新(xin)、暢通資(zi)源循(xun)環利用鏈條(tiao)、標(biao)準提升銜(xian)接四大行動,提升重(zhong)點(dian)領域(yu)(yu)先(xian)(xian)進(jin)設備生產(chan)應用水平,提升先(xian)(xian)進(jin)產(chan)能(neng)比重(zhong)水平,提升產(chan)業高(gao)端化(hua)、智能(neng)化(hua)、綠色化(hua)水平,推(tui)動更多高(gao)質量耐用消(xiao)費(fei)品進(jin)入(ru)(ru)居民生活,推(tui)動資(zi)源循(xun)環利用全產(chan)業鏈條(tiao)發展,推(tui)動關(guan)鍵領域(yu)(yu)標(biao)準制修訂和落地(di)實(shi)施(shi),進(jin)一步釋放投資(zi)和消(xiao)費(fei)潛力,大幅提高(gao)經濟循(xun)環質量和水平。

到(dao)2027年(nian)(nian),工(gong)業、農業、建筑、交(jiao)通、教(jiao)育、文旅、醫療等(deng)領域設備(bei)(bei)投(tou)資(zi)規(gui)(gui)模較(jiao)2023年(nian)(nian)增(zeng)長(chang)25%以上(shang)。重點行業主要(yao)用(yong)能設備(bei)(bei)能效(xiao)基本達(da)到(dao)節能水平,環保績效(xiao)達(da)到(dao)A級水平的產能比例(li)顯著提升(sheng),規(gui)(gui)模以上(shang)工(gong)業企(qi)業數(shu)(shu)字化(hua)研發設計工(gong)具普及率、關鍵工(gong)序數(shu)(shu)控化(hua)率分別(bie)超過90%、75%,較(jiao)2023年(nian)(nian)分別(bie)增(zeng)長(chang)15個、13個百分點以上(shang)。報廢(fei)汽車回收(shou)量(liang)較(jiao)2023年(nian)(nian)增(zeng)加約一倍,二手(shou)車交(jiao)易量(liang)較(jiao)2023年(nian)(nian)增(zeng)長(chang)45%,廢(fei)舊家電回收(shou)量(liang)較(jiao)2023年(nian)(nian)增(zeng)長(chang)30%,再生(sheng)材(cai)料在資(zi)源供給中的占比持續提升(sheng)。

二、實施重點領域設備更新行動

(一)推動(dong)工(gong)業設備更新升級(ji)

1.加快重點行業設(she)(she)備(bei)(bei)更(geng)新和(he)技(ji)(ji)術改(gai)造。以節能(neng)降碳、超(chao)低排放、安全生產、數字化(hua)轉型、智能(neng)化(hua)升(sheng)級為(wei)重要方(fang)向(xiang),聚(ju)焦(jiao)鋼(gang)鐵(tie)、焦(jiao)化(hua)、有色、化(hua)工(gong)(gong)、建材(cai)、煤炭、電(dian)力、機械、航(hang)空、輕紡、電(dian)子等(deng)重點領域(yu),全面摸排設(she)(she)備(bei)(bei)更(geng)新需求(qiu),分行業確定設(she)(she)備(bei)(bei)更(geng)新重點,統籌有序(xu)推進重點領域(yu)生產設(she)(she)備(bei)(bei)、用(yong)能(neng)設(she)(she)備(bei)(bei)、發輸配電(dian)設(she)(she)備(bei)(bei)等(deng)更(geng)新和(he)技(ji)(ji)術改(gai)造。加快應(ying)用(yong)先進適用(yong)設(she)(she)備(bei)(bei),推動設(she)(she)備(bei)(bei)向(xiang)高端(duan)、智能(neng)、綠色、安全方(fang)向(xiang)更(geng)新升(sheng)級。嚴格落實能(neng)耗、排放、安全等(deng)強制性標(biao)準和(he)設(she)(she)備(bei)(bei)淘汰目錄(lu)要求(qiu),依法依規淘汰不達標(biao)設(she)(she)備(bei)(bei)。(省工(gong)(gong)信廳、省能(neng)源局、省生態環境廳,各市人民政府(fu)按照職責分工(gong)(gong)負責。以下均需各市人民政府(fu)落實,不再一(yi)(yi)一(yi)(yi)列出)

2.推動分(fen)行業(ye)分(fen)領域節(jie)能(neng)(neng)(neng)降碳改(gai)造。聚焦(jiao)煤電、鋼鐵(tie)、焦(jiao)化(hua)、有色、化(hua)工、建材等重(zhong)點(dian)行業(ye),以《重(zhong)點(dian)用(yong)能(neng)(neng)(neng)產品設備能(neng)(neng)(neng)效(xiao)(xiao)先進水(shui)平、節(jie)能(neng)(neng)(neng)水(shui)平和(he)準(zhun)入水(shui)平(2024年版(ban))》和(he)現(xian)行能(neng)(neng)(neng)耗(hao)、污染物排放等強制性國家(jia)標(biao)準(zhun)為基本依據,推動企業(ye)開(kai)展(zhan)重(zhong)點(dian)用(yong)能(neng)(neng)(neng)設備更新改(gai)造,鼓勵(li)更新改(gai)造后達到能(neng)(neng)(neng)效(xiao)(xiao)節(jie)能(neng)(neng)(neng)水(shui)平(能(neng)(neng)(neng)效(xiao)(xiao)2級),并力爭達到能(neng)(neng)(neng)效(xiao)(xiao)先進水(shui)平(能(neng)(neng)(neng)效(xiao)(xiao)1級)。研究制定分(fen)行業(ye)節(jie)能(neng)(neng)(neng)降碳改(gai)造方案,明確(que)改(gai)造目標(biao)和(he)時(shi)限,加(jia)大幫扶指導(dao)力度,引導(dao)企業(ye)全面提升設備水(shui)平。積(ji)極實施能(neng)(neng)(neng)效(xiao)(xiao)“領跑(pao)者”行動。(省能(neng)(neng)(neng)源局、省工信(xin)廳、省發展(zhan)改(gai)革委按照職責分(fen)工負責)

3.培(pei)育數(shu)(shu)(shu)字經濟(ji)賦智(zhi)(zhi)賦能(neng)新(xin)模式(shi)。推(tui)廣應用智(zhi)(zhi)能(neng)制(zhi)(zhi)造(zao)(zao)設備(bei)和(he)軟(ruan)件,加快(kuai)(kuai)工業(ye)(ye)互聯網建設和(he)普及應用。加快(kuai)(kuai)數(shu)(shu)(shu)字基礎設施(shi)建設進(jin)度(du),協同(tong)推(tui)進(jin)基礎能(neng)力提升、內網改造(zao)(zao)、外網升級(ji)、5G融合應用,支持(chi)數(shu)(shu)(shu)據中心、通(tong)信基站等持(chi)續提高能(neng)效先進(jin)水平設備(bei)的應用比(bi)例。支持(chi)企業(ye)(ye)建設智(zhi)(zhi)能(neng)制(zhi)(zhi)造(zao)(zao)單元、智(zhi)(zhi)能(neng)生(sheng)產線、數(shu)(shu)(shu)字化(hua)車間(jian)、智(zhi)(zhi)能(neng)工廠,加快(kuai)(kuai)數(shu)(shu)(shu)字化(hua)轉型步(bu)伐(fa)。鼓勵企業(ye)(ye)推(tui)進(jin)數(shu)(shu)(shu)字化(hua)管理、平臺化(hua)設計(ji)、網絡(luo)化(hua)協同(tong)、智(zhi)(zhi)能(neng)化(hua)制(zhi)(zhi)造(zao)(zao)等新(xin)模式(shi)新(xin)業(ye)(ye)態(tai),加快(kuai)(kuai)形成(cheng)一批可(ke)復制(zhi)(zhi)可(ke)推(tui)廣的典型模式(shi)和(he)應用場景(jing)。(省(sheng)數(shu)(shu)(shu)據局、省(sheng)工信廳按(an)照職責分工負責)

(二)推動建筑和市政基礎設施設備更新

4.加(jia)快推(tui)(tui)(tui)進(jin)市(shi)政基(ji)礎設(she)(she)(she)(she)(she)施更(geng)新改(gai)造(zao)(zao)(zao)(zao)。圍繞建(jian)設(she)(she)(she)(she)(she)新型(xing)城(cheng)鎮化(hua),以供(gong)(gong)水、供(gong)(gong)熱、供(gong)(gong)氣(qi)、污(wu)水處(chu)理(li)(li)(li)、環衛、城(cheng)市(shi)生(sheng)命線(xian)工程、安(an)防等(deng)為重點(dian),分(fen)類(lei)推(tui)(tui)(tui)進(jin)更(geng)新改(gai)造(zao)(zao)(zao)(zao)。推(tui)(tui)(tui)進(jin)自來水廠(chang)及加(jia)壓調儲供(gong)(gong)水設(she)(she)(she)(she)(she)施設(she)(she)(she)(she)(she)備(bei)升級改(gai)造(zao)(zao)(zao)(zao),安(an)裝智(zhi)能(neng)化(hua)感知設(she)(she)(she)(she)(she)備(bei),建(jian)設(she)(she)(she)(she)(she)城(cheng)市(shi)供(gong)(gong)水物聯網及運行調度平臺。推(tui)(tui)(tui)進(jin)供(gong)(gong)熱設(she)(she)(she)(she)(she)施設(she)(she)(she)(she)(she)備(bei)升級改(gai)造(zao)(zao)(zao)(zao),推(tui)(tui)(tui)動新建(jian)或改(gai)造(zao)(zao)(zao)(zao)熱力站加(jia)裝節能(neng)、控制系統(tong)(tong)或設(she)(she)(she)(she)(she)備(bei)。結合改(gai)造(zao)(zao)(zao)(zao)完善燃氣(qi)監管(guan)(guan)系統(tong)(tong),推(tui)(tui)(tui)進(jin)城(cheng)市(shi)燃氣(qi)管(guan)(guan)道(dao)和設(she)(she)(she)(she)(she)施動態監管(guan)(guan)、互聯互通(tong)、數據(ju)共享。推(tui)(tui)(tui)進(jin)城(cheng)鎮生(sheng)活污(wu)水垃(la)圾處(chu)理(li)(li)(li)設(she)(she)(she)(she)(she)施設(she)(she)(she)(she)(she)備(bei)補短板、強弱項(xiang),開展污(wu)水處(chu)理(li)(li)(li)廠(chang)提質增效(xiao)和垃(la)圾焚燒廠(chang)處(chu)理(li)(li)(li)工藝更(geng)新改(gai)造(zao)(zao)(zao)(zao)。推(tui)(tui)(tui)動非新能(neng)源環衛車輛(liang)逐步更(geng)新。加(jia)強地(di)(di)下管(guan)(guan)網、橋梁隧道(dao)、窨(yin)井蓋等(deng)城(cheng)市(shi)生(sheng)命線(xian)工程配(pei)套物聯智(zhi)能(neng)感知設(she)(she)(she)(she)(she)備(bei)建(jian)設(she)(she)(she)(she)(she),搭(da)建(jian)城(cheng)市(shi)地(di)(di)下市(shi)政基(ji)礎設(she)(she)(she)(she)(she)施感知網絡。加(jia)快重點(dian)公共區域和道(dao)路視頻監控等(deng)安(an)防設(she)(she)(she)(she)(she)備(bei)改(gai)造(zao)(zao)(zao)(zao),升級城(cheng)市(shi)安(an)全防護系統(tong)(tong),積極構建(jian)數字孿生(sheng)城(cheng)市(shi)。(省住建(jian)廳、省發展改(gai)革委、省數據(ju)局、省公安(an)廳按照職責分(fen)工負責)

5.加(jia)快(kuai)推進(jin)(jin)老舊(jiu)(jiu)小(xiao)(xiao)區(qu)(qu)設(she)(she)備(bei)更新改造(zao)。深入實(shi)施(shi)城鎮老舊(jiu)(jiu)小(xiao)(xiao)區(qu)(qu)改造(zao)攻堅(jian)行(xing)動,補(bu)齊設(she)(she)施(shi)短板(ban),完(wan)(wan)善居住功能,提高安全防范能力(li),切(qie)實(shi)改善老舊(jiu)(jiu)小(xiao)(xiao)區(qu)(qu)生(sheng)活品質。加(jia)快(kuai)更新不(bu)符(fu)合(he)現行(xing)產(chan)品標準、安全風(feng)險高的(de)(de)老舊(jiu)(jiu)住宅電梯,支持引導有條件的(de)(de)樓棟加(jia)裝電梯。以外(wai)墻保溫、門(men)窗、供熱裝置等(deng)為重點,推進(jin)(jin)存量建筑節能改造(zao)。開展(zhan)老舊(jiu)(jiu)小(xiao)(xiao)區(qu)(qu)環境綜合(he)整治,因地制(zhi)宜完(wan)(wan)善適老設(she)(she)施(shi)、無障礙設(she)(she)施(shi)、停車場(庫(ku))、電動自行(xing)車及(ji)汽車充(chong)電設(she)(she)施(shi)、智能快(kuai)件箱(xiang)、智能信報(bao)箱(xiang)、文化休閑設(she)(she)施(shi)、體育健身設(she)(she)施(shi)、物業用房等(deng)配套(tao)設(she)(she)施(shi)。到2025年底基本完(wan)(wan)成老舊(jiu)(jiu)小(xiao)(xiao)區(qu)(qu)改造(zao)任務。(省(sheng)住建廳、省(sheng)發展(zhan)改革委、省(sheng)市場監管局按照(zhao)職責(ze)分工負責(ze))

(三(san))推動交(jiao)通運輸設備更(geng)新換代

6.推(tui)進城市(shi)公(gong)交(jiao)車(che)(che)綠色更新(xin)。加快推(tui)進城市(shi)公(gong)交(jiao)新(xin)能(neng)源車(che)(che)型替(ti)代,支(zhi)持老(lao)舊新(xin)能(neng)源公(gong)交(jiao)車(che)(che)和動力(li)電池更新(xin)換代,持續推(tui)進太原、臨汾等國家公(gong)交(jiao)都市(shi)示范(fan)城市(shi)建設(she),不斷提升城市(shi)公(gong)交(jiao)車(che)(che)綠色化水平。鼓勵各市(shi)全域推(tui)廣(guang)應用(yong)電動公(gong)交(jiao)車(che)(che),在符合(he)有(you)關政策(ce)要求前提下(xia),有(you)序打造(zao)一(yi)批氫能(neng)公(gong)交(jiao)汽車(che)(che)示范(fan)線(xian)路。(省交(jiao)通廳負責)

7.加快淘汰老舊營運類柴油貨車(che)(che)。在車(che)(che)輛排放(fang)標準認定、營運管(guan)理、車(che)(che)輛拆解、注(zhu)銷(xiao)登記等(deng)環(huan)節協同發力,采(cai)取經濟補償、限(xian)制使用和加強監管(guan)執法等(deng)綜合性措施,推(tui)動國四及(ji)以下排放(fang)標準營運類柴油貨車(che)(che)淘汰。(省(sheng)(sheng)(sheng)生態(tai)環(huan)境廳(ting)(ting)、省(sheng)(sheng)(sheng)交(jiao)通廳(ting)(ting)、省(sheng)(sheng)(sheng)公(gong)安(an)廳(ting)(ting)、省(sheng)(sheng)(sheng)商務廳(ting)(ting)按照職責分工負責)

8.積(ji)極(ji)發(fa)展綠(lv)色交通運(yun)輸裝(zhuang)(zhuang)備(bei)。推動晉中(zhong)、長治、運(yun)城等(deng)(deng)(deng)(deng)市電動汽(qi)車(che)、甲醇(chun)(chun)汽(qi)車(che)、氫(qing)(qing)燃料(liao)電池汽(qi)車(che)等(deng)(deng)(deng)(deng)整車(che)產業(ye)(ye)(ye)能(neng)力建設。鼓勵(li)出租汽(qi)車(che)、貨車(che)、工(gong)程作業(ye)(ye)(ye)用車(che)等(deng)(deng)(deng)(deng)領域,加(jia)快甲醇(chun)(chun)、電動、氫(qing)(qing)能(neng)等(deng)(deng)(deng)(deng)節能(neng)與新能(neng)源車(che)型(xing)替代。加(jia)強電動、氫(qing)(qing)能(neng)等(deng)(deng)(deng)(deng)綠(lv)色航(hang)空裝(zhuang)(zhuang)備(bei)產業(ye)(ye)(ye)化能(neng)力建設,拓展城市空運(yun)、應(ying)急救(jiu)援(yuan)、物流運(yun)輸等(deng)(deng)(deng)(deng)應(ying)用場景,將符合條件的通航(hang)業(ye)(ye)(ye)務納入省(sheng)航(hang)空業(ye)(ye)(ye)發(fa)展專(zhuan)項資金補(bu)助范圍。立足我省(sheng)氫(qing)(qing)能(neng)比(bi)較優勢,加(jia)快技(ji)術研發(fa)與成果(guo)轉化,積(ji)極(ji)布局(ju)氫(qing)(qing)能(neng)航(hang)空裝(zhuang)(zhuang)備(bei)新賽道。(省(sheng)工(gong)信廳、省(sheng)發(fa)展改革(ge)委按照職責(ze)分工(gong)負責(ze))

(四)推動老舊農(nong)業機械(xie)報廢(fei)更新

9.加大(da)(da)老舊農(nong)(nong)(nong)機淘(tao)汰力(li)度。加快農(nong)(nong)(nong)業(ye)(ye)(ye)機械結構調整,結合(he)我省(sheng)(sheng)(sheng)農(nong)(nong)(nong)業(ye)(ye)(ye)生(sheng)產需要和(he)農(nong)(nong)(nong)業(ye)(ye)(ye)機械化(hua)發(fa)展階段,加大(da)(da)能(neng)耗高、排(pai)放高、損失大(da)(da)、安全性能(neng)低的(de)老舊農(nong)(nong)(nong)機淘(tao)汰力(li)度。持(chi)續實(shi)施好農(nong)(nong)(nong)機報廢更(geng)新(xin)補貼政(zheng)策,到(dao)2027年,主要農(nong)(nong)(nong)業(ye)(ye)(ye)縣區農(nong)(nong)(nong)機報廢更(geng)新(xin)實(shi)施覆蓋(gai)率(lv)達到(dao)100%。支持(chi)將(jiang)引進的(de)重大(da)(da)農(nong)(nong)(nong)機裝(zhuang)備納入《山西省(sheng)(sheng)(sheng)鼓勵進口技術和(he)產品目錄》,享(xiang)受(shou)政(zheng)策資金(jin)扶持(chi)。(省(sheng)(sheng)(sheng)農(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)村廳(ting)、省(sheng)(sheng)(sheng)財政(zheng)廳(ting)、省(sheng)(sheng)(sheng)商務廳(ting)按照職責分工負責)

10.推廣(guang)應(ying)用新型(xing)農(nong)業(ye)機(ji)械。在臨汾、運城、忻州(zhou)、晉中(zhong)、大同等(deng)產糧大市開(kai)展主(zhu)要(yao)農(nong)作(zuo)(zuo)物全程機(ji)械化(hua)示范推廣(guang),推進農(nong)機(ji)裝(zhuang)備集(ji)成(cheng)配套,提升作(zuo)(zuo)業(ye)效(xiao)率,到(dao)(dao)2027年,全省農(nong)作(zuo)(zuo)物耕種收綜合機(ji)械化(hua)率達到(dao)(dao)80%。加(jia)快綠色(se)、智能、復式、高(gao)效(xiao)農(nong)機(ji)裝(zhuang)備研發制(zhi)造(zao),推進大數據、智能控制(zhi)、農(nong)業(ye)機(ji)器(qi)人、衛星遙感(gan)定位等(deng)技(ji)術在農(nong)機(ji)裝(zhuang)備上的應(ying)用,推廣(guang)適應(ying)我省農(nong)業(ye)生產特點的智慧(hui)、綠色(se)、高(gao)效(xiao)農(nong)機(ji)裝(zhuang)備。(省農(nong)業(ye)農(nong)村廳、省工(gong)(gong)信廳、省數據局按照職(zhi)責分工(gong)(gong)負責)

(五)提(ti)升教育設(she)備水平

11.加快(kuai)先進教(jiao)學(xue)(xue)設備(bei)更新置(zhi)換(huan)。以提(ti)(ti)升院校(xiao)教(jiao)學(xue)(xue)能(neng)力為牽引,推動符合條件的(de)高(gao)校(xiao)、職(zhi)業院校(xiao)(含技工院校(xiao))更新現有教(jiao)學(xue)(xue)設備(bei)和(he)信(xin)息(xi)化(hua)(hua)設施,加快(kuai)置(zhi)換(huan)先進教(jiao)學(xue)(xue)設備(bei),置(zhi)換(huan)淘汰落后(hou)設備(bei),提(ti)(ti)高(gao)教(jiao)學(xue)(xue)和(he)實訓場所裝(zhuang)備(bei)數(shu)字化(hua)(hua)、智能(neng)化(hua)(hua)水平,深化(hua)(hua)實踐教(jiao)學(xue)(xue)模式數(shu)字化(hua)(hua)改革(ge),提(ti)(ti)升教(jiao)學(xue)(xue)能(neng)力工作水平。(省教(jiao)育(yu)廳、省發展(zhan)改革(ge)委按照(zhao)職(zhi)責(ze)分(fen)工負(fu)責(ze))
