2025年3月(yue)18日，值(zhi)此全球(qiu)深刻變革(ge)之際(ji)(ji)，觀察者網與(yu)巴西247新聞網共(gong)同發起(qi)《全球(qiu)南方傳媒聯合(he)體(ti)倡(chang)議(yi)》，旨在強化全球(qiu)南方媒體(ti)機構間的信(xin)息互(hu)通、資(zi)源共(gong)享(xiang)與(yu)全球(qiu)議(yi)程設定，在國際(ji)(ji)輿論場(chang)中(zhong)推動公平正義、平等互(hu)信(xin)、多(duo)邊主義的核心理念(nian)。

——“全球南方傳媒聯合體”倡議書
我(wo)們，中國觀察者網和(he)巴西(xi)Brasil 247，共同發起建立(li)“全(quan)球(qiu)南(nan)方傳媒(mei)聯合體”。該聯合體旨(zhi)在加強全(quan)球(qiu)南(nan)方傳媒(mei)之間的(de)信息交流、資源共享及全(quan)球(qiu)議題設置，推動建立(li)以公(gong)平、平等、多(duo)邊主義(yi)和(he)相互尊重為核(he)心(xin)原則的(de)國際輿論新秩序。
長期(qi)以(yi)來，全球南(nan)方(fang)國家一(yi)直處于國際輿論場的(de)(de)不(bu)平等地位(wei)，被(bei)置于顯微鏡下，成為被(bei)觀察、被(bei)研究、被(bei)定義的(de)(de)客體(ti)。全球南(nan)方(fang)的(de)(de)聲音被(bei)淹(yan)沒(mei)，故事(shi)被(bei)扭曲，真相被(bei)遮蔽。
今天，在這(zhe)個世界格局大(da)變動發生的(de)(de)歷(li)史(shi)性時刻，全球(qiu)南(nan)方(fang)要(yao)成為(wei)自(zi)己(ji)故事的(de)(de)講述(shu)者(zhe)，自(zi)己(ji)命運的(de)(de)掌控者(zhe)。我們倡議(yi)：全球(qiu)南(nan)方(fang)傳(chuan)媒組織團結起來(lai)，共同發出強(qiang)有力的(de)(de)聲(sheng)音，共同終結全球(qiu)輿(yu)論不(bu)對(dui)等的(de)(de)現狀。
我們(men)將遵從(cong)以下(xia)原則，作(zuo)為(wei)“全球南方傳媒(mei)聯(lian)合體”的行動(dong)指南和合作(zuo)的基(ji)石。
·多邊主義(yi)：反(fan)對單邊主義(yi)、霸權主義(yi)，維護多邊主義(yi)。捍衛(wei)各國自主選擇發(fa)展(zhan)道(dao)路的權利，反(fan)對任何形式(shi)的新殖民主義(yi)干(gan)預與(yu)經濟脅迫。
·世界和(he)(he)平(ping)與(yu)發展：我(wo)們(men)認(ren)為世界和(he)(he)平(ping)是(shi)人(ren)類的(de)最高追求(qiu)，并認(ren)識到信息傳播在促(cu)進(jin)各國(guo)(guo)人(ren)民(min)相互理解、和(he)(he)平(ping)解決沖突(tu)以及構建(jian)和(he)(he)諧與(yu)合(he)作國(guo)(guo)際環境中的(de)關(guan)鍵作用。發展權是(shi)首要的(de)人(ren)權，經濟正義不可妥協。我(wo)們(men)要求(qiu)公平(ping)獲取技術、市場與(yu)氣候融(rong)資的(de)渠道。
·人(ren)類命運共同體： 我(wo)們相(xiang)信，各(ge)國(guo)人(ren)民是基(ji)于團結(jie)、文(wen)化尊重、文(wen)明對(dui)話與應(ying)對(dui)全球挑(tiao)戰的(de)人(ren)類命運共同體。信息傳播應(ying)成(cheng)為連接(jie)各(ge)國(guo)人(ren)民、促進合(he)作與相(xiang)互理解的(de)重要橋梁。
·公平與正義(yi)(yi)：反對算法和(he)輿論操(cao)控，倡導以(yi)人為(wei)本(ben)、開放(fang)且去(qu)中心化(hua)的新聞(wen)內容生產。讓信息傳(chuan)播推動(dong)全球經(jing)濟共同繁(fan)榮、科技和(he)社會的公平正義(yi)(yi)，彌合數字鴻溝。
我們將在以下(xia)幾個方面進行務(wu)實合作(zuo)：
·議(yi)程設置(zhi)與(yu)聯合行(xing)動(dong)：共商符合人(ren)類(lei)共同(tong)(tong)利益的重(zhong)大(da)議(yi)題(ti)，尤其在圍繞63億南方國家人(ren)民普遍關心的議(yi)題(ti)上共同(tong)(tong)發(fa)聲。
·建立全球(qiu)(qiu)南(nan)方(fang)(fang)媒(mei)體(ti)(ti)網絡：形成跨平臺交流協作機制(zhi)，共享媒(mei)體(ti)(ti)資源(yuan)；聚焦南(nan)方(fang)(fang)核心議題，推(tui)動去殖民化合(he)作媒(mei)體(ti)(ti)項目，傳播(bo)“全球(qiu)(qiu)南(nan)方(fang)(fang)傳媒(mei)聯(lian)合(he)體(ti)(ti)”研(yan)究成果(guo)。
·推(tui)(tui)動(dong)公(gong)正的全球治(zhi)理新秩(zhi)序(xu)：發揮(hui)“聯合(he)體(ti)”的集體(ti)智慧，匯(hui)聚(ju)南方媒體(ti)的影響力，推(tui)(tui)動(dong)國際機構(gou)采(cai)納符(fu)合(he)南方國家利益的全球輿論新秩(zhi)序(xu)框架(jia)。
·數字主權(quan)防御：共同抵制歪(wai)曲(qu)和虛假信息，聯(lian)合應對(dui)針對(dui)南方國家媒(mei)體(ti)組織的(de)輿(yu)論(lun)操(cao)控和網絡攻(gong)擊，共同打造(zao)公正的(de)、符合南方國家利益的(de)數字輿(yu)論(lun)生態。
誰掌(zhang)(zhang)握(wo)了話語(yu)權，誰就掌(zhang)(zhang)握(wo)了塑造世界的(de)(de)能(neng)力。今(jin)天，全球(qiu)南方不再(zai)被動接受他人的(de)(de)描(miao)述(shu)與定義，不再(zai)是(shi)被動的(de)(de)觀察(cha)對象，而(er)是(shi)積極的(de)(de)敘事主(zhu)體；不再(zai)是(shi)歷(li)史的(de)(de)背景，而(er)是(shi)未來的(de)(de)主(zhu)角(jiao)。從安第斯山脈到喜馬拉雅山脊，從尼羅河畔到湄(mei)公河岸，我們的(de)(de)聲音將匯聚成一股不可阻擋的(de)(de)洪流。
我們呼吁，認同上述原則和(he)(he)目(mu)標的各(ge)國新聞媒體和(he)(he)媒介組織，加入(ru)我們，共同努(nu)力(li)！

A Call to Action：Global South Media Partnership Initiative
We, the Chinese news website Guancha.cn and Brazil's Brasil 247, hereby initiate the establishment of the"Global South Media Partnership." The purpose of this Partnership is to enhance the exchange of information, share resources, and set global agendas among media organizations from the Global South. Within the international public opinion, we strive to promote the principles of fairness, equality, multilateralism, and mutual respect.
The Global South's member states have been systematically relegated to a subordinate role in the international power architecture for over half a century. We have been subjected to scrutiny, examined, and defined by Global North. The voices of the Global South have been drowned out, our stories distorted, and the truth obscured.
With arrival of this historical moment of profound global transformation, we of the Global South must become the narrators of our own stories and the masters of our own destinies. We propose that media organizations from the Global South unite to amplify a powerful collective voice and to put an end to the current imbalance of representation in global public opinion.
We shall adhere to the following principles as the guiding principles and foundation for cooperation within the"Global South Media Partnership":
·Multilateralism: We oppose unilateralism and hegemonism and uphold multilateralism. We defend the right of all countries to independently choose their own development paths and oppose any form of neocolonialist intervention and economic coercion.
·World Peace and Development: We consider world peace the ultimate pursuit of humanity and recognize the crucial role of information dissemination in fostering mutual understanding among people of different nations, resolving conflicts peacefully, and building a harmonious and cooperative international environment. The right to development is an inalienable human right, and economic justice is non-negotiable. We demand fair access to technology, markets,and climate financing.
·A Community with a Shared Future for Humanity: We believe that people of all countries form a community with a shared future, based on solidarity, cultural respect, dialogue among civilizations, and a collective response to global challenges. Information dissemination should serve as an important bridge to connect people of different nations and promote cooperation and mutual understanding.
·Fairness and Justice: We oppose the manipulation of public opinion by algorithms and other means, and advocate for people-centered, open, and decentralized news content creation. We aim to use information dissemination to drive global economic prosperity, technological responsibility, and social fairness and justice, and to bridge the digital divide.
We will engage in pragmatic cooperation in the following areas:
·Agenda Setting and Joint Action: Jointly deliberate on major issues that are in the common interest of humanity, especially those that concern the 6.3 billion people of the Global South, and speak with one voice.
·Establishment of a Global South Media Network: Form a cross-platform exchange and cooperation mechanism, share media resources, focus on key issues for the Global South, promote decolonization cooperation in media projects, and disseminate research findings of the "Global South Media Partnership."
·Promotion of a New and Just Order of Global Governance: Leverage the collective wisdom emerging out of the Partnership and the influence of Southern media to encourage international institutions to adopt a new framework of global public values that aligns with the interests of countries of the Global South.
·Digital Sovereignty Defense: Jointly resist distortion and disinformation, collectively counteract manipulative public opinion campaigns and cyber-attacks targeting media organizations of the Global South, and jointly create a just digital public opinion ecosystem that serves the interests for the people of the Global South.
Whoever dominates the public voice, shape the world. Today, the Global South is no longer a passive recipient of the Global North's narratives and definitions, nor a mere observer of events, but an active protagonist shaping its own story; it is no longer confined to the margins of history, but destined to lead the future. From the Andes to the Himalayas, from the Nile's banks to the Mekong's currents—our voices will surge into an unstoppable force, reshaping the world's destiny.
We call upon media organizations and media entities from all countries that identify with the aforementioned principles and objectives to join us and work together!
