《關于加強新時代高技能人才隊伍建(jian)設的(de)行動(dong)計劃》出(chu)臺——
我省將推行“新(xin)八級(ji)工”職業技(ji)能等(deng)級(ji)序列
10月13日,記(ji)者從山西省人社廳獲悉,《》(以下簡稱《行動計劃》)發布,明確了一系列目(mu)標和任(ren)務,并(bing)提出推行“新八(ba)級工”職業技能(neng)等(deng)級(崗位)序列,拓寬(kuan)技能(neng)人才(cai)職業發展通道。
《行動計劃》提出,到(dao)(dao)2024年底我省(sheng)技(ji)(ji)(ji)能人(ren)(ren)(ren)才占(zhan)(zhan)就業人(ren)(ren)(ren)員比例(li)達(da)到(dao)(dao)33.5%以(yi)上(shang),高技(ji)(ji)(ji)能人(ren)(ren)(ren)才占(zhan)(zhan)技(ji)(ji)(ji)能人(ren)(ren)(ren)才的比例(li)達(da)到(dao)(dao)31.5%。到(dao)(dao)“十四五(wu)”時期末(mo),力(li)爭技(ji)(ji)(ji)能人(ren)(ren)(ren)才占(zhan)(zhan)就業人(ren)(ren)(ren)員的比例(li)達(da)到(dao)(dao)35%,高技(ji)(ji)(ji)能人(ren)(ren)(ren)才占(zhan)(zhan)技(ji)(ji)(ji)能人(ren)(ren)(ren)才的比例(li)達(da)到(dao)(dao)1/3。到(dao)(dao)2035年,我省(sheng)技(ji)(ji)(ji)能人(ren)(ren)(ren)才規模(mo)持續壯大、素(su)質大幅提高,高技(ji)(ji)(ji)能人(ren)(ren)(ren)才數量、結構與基(ji)本實現(xian)社會主義現(xian)代化的要求相(xiang)適應。
為實現上述目標(biao),《行動計(ji)劃》部署了13個(ge)行動任務(wu),涵蓋了高技(ji)能(neng)人才培(pei)養(yang)、使用、評(ping)價、激勵等多個(ge)方面。
在加大(da)(da)培養(yang)力度方面,強調(diao)要健全(quan)社會(hui)各方參與的高(gao)(gao)技(ji)(ji)能(neng)人才(cai)培養(yang)體系,構建以行業(ye)企業(ye)為(wei)主體、職業(ye)學(xue)校為(wei)基礎、政府推動與社會(hui)支持相結合(he)的培養(yang)模式。同(tong)時,圍繞我省重(zhong)大(da)(da)戰略、重(zhong)大(da)(da)工程、重(zhong)大(da)(da)項目、重(zhong)點產業(ye)需求,大(da)(da)力實施高(gao)(gao)技(ji)(ji)能(neng)領(ling)軍(jun)人才(cai)培育(yu)計(ji)劃,并深化產教(jiao)融合(he)、校企合(he)作,開展訂單式培養(yang)、套餐制(zhi)培訓(xun),創(chuang)新校企雙制(zhi)、校中(zhong)廠(chang)、廠(chang)中(zhong)校等(deng)培養(yang)方式。此外,還將發揮職業(ye)學(xue)校培養(yang)高(gao)(gao)技(ji)(ji)能(neng)人才(cai)的“主陣地(di)”作用,優化職業(ye)教(jiao)育(yu)布局(ju)和專業(ye)設置,并融通(tong)融合(he)高(gao)(gao)技(ji)(ji)能(neng)人才(cai)培養(yang)資源(yuan),保障服務供給。
在(zai)(zai)完善使用制(zhi)度方面,要(yao)求(qiu)企(qi)業要(yao)設(she)立技(ji)能(neng)津(jin)貼、班組長津(jin)貼、帶徒(tu)津(jin)貼等,鼓(gu)勵(li)高技(ji)能(neng)人才在(zai)(zai)崗位(wei)上發(fa)揮技(ji)能(neng)、管理班組、帶徒(tu)傳(chuan)技(ji)。同時,實行“技(ji)師+工(gong)程(cheng)師”團(tuan)隊合作模式,在(zai)(zai)科研和技(ji)術攻關(guan)中發(fa)揮高技(ji)能(neng)人才的創新能(neng)力。此外,還將(jiang)完善技(ji)能(neng)要(yao)素參與分(fen)配制(zhi)度,建立基于崗位(wei)價值、能(neng)力素質和業績貢(gong)獻(xian)的技(ji)能(neng)人才薪酬分(fen)配制(zhi)度,實現多勞者多得(de)、技(ji)高者多得(de)。
在健全評(ping)價機制(zhi)(zhi)(zhi)(zhi)方面,提(ti)出推行“新(xin)八級(ji)(ji)(ji)(ji)(ji)工(gong)”職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(崗位)序(xu)列,對設有高(gao)(gao)(gao)(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)的(de)職(zhi)(zhi)業(ye)(工(gong)種),在其上增設特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)和(he)首(shou)(shou)席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)術職(zhi)(zhi)務(崗位),在初級(ji)(ji)(ji)(ji)(ji)工(gong)之下補(bu)(bu)設學(xue)(xue)徒工(gong),形成學(xue)(xue)徒工(gong)、初級(ji)(ji)(ji)(ji)(ji)工(gong)、中(zhong)級(ji)(ji)(ji)(ji)(ji)工(gong)、高(gao)(gao)(gao)(gao)級(ji)(ji)(ji)(ji)(ji)工(gong)、技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、高(gao)(gao)(gao)(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)、首(shou)(shou)席(xi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)師(shi)(shi)序(xu)列,拓寬技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)職(zhi)(zhi)業(ye)發展通(tong)道。同時(shi),健全職(zhi)(zhi)業(ye)標準體(ti)(ti)系和(he)評(ping)價制(zhi)(zhi)(zhi)(zhi)度,完善(shan)以職(zhi)(zhi)業(ye)能(neng)(neng)(neng)力為(wei)導向、以工(gong)作業(ye)績為(wei)重點的(de)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)價體(ti)(ti)系。此外,還將加大(da)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)(ji)認(ren)定(ding)力度,鼓勵(li)(li)符合(he)條件的(de)企業(ye)自主開展技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)(ji)評(ping)價,并打破學(xue)(xue)歷(li)、資(zi)歷(li)、年齡、比例等(deng)(deng)(deng)限制(zhi)(zhi)(zhi)(zhi),對技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)高(gao)(gao)(gao)(gao)超(chao)、業(ye)績突出的(de)一線(xian)職(zhi)(zhi)工(gong)直(zhi)接認(ren)定(ding)高(gao)(gao)(gao)(gao)級(ji)(ji)(ji)(ji)(ji)工(gong)以上職(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)(ji)。在建立激勵(li)(li)機制(zhi)(zhi)(zhi)(zhi)方面,加大(da)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)表(biao)彰獎(jiang)勵(li)(li)力度,建立以國家(jia)表(biao)彰為(wei)引(yin)領、行業(ye)企業(ye)獎(jiang)勵(li)(li)為(wei)主體(ti)(ti)、社會獎(jiang)勵(li)(li)為(wei)補(bu)(bu)充(chong)的(de)高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)表(biao)彰獎(jiang)勵(li)(li)體(ti)(ti)系。同時(shi),健全高(gao)(gao)(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)激勵(li)(li)機制(zhi)(zhi)(zhi)(zhi),加強對技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人才(cai)的(de)政治引(yin)領和(he)政治吸(xi)納,并提(ti)供醫(yi)療(liao)保(bao)健、國情研修、休假(jia)療(liao)養等(deng)(deng)(deng)待遇。
我省要(yao)求,健(jian)全職(zhi)(zhi)業技能培訓補貼標(biao)準(zhun)動態調整機制。企(qi)業要(yao)按規定足額(e)(e)提取(qu)和使用職(zhi)(zhi)工(gong)(gong)教(jiao)育(yu)經(jing)(jing)(jing)費(fei),60%以上用于(yu)一線職(zhi)(zhi)工(gong)(gong)教(jiao)育(yu)和培訓。落實(shi)企(qi)業職(zhi)(zhi)工(gong)(gong)教(jiao)育(yu)經(jing)(jing)(jing)費(fei)稅(shui)前(qian)扣(kou)除政策(ce),對企(qi)業發生的(de)職(zhi)(zhi)工(gong)(gong)教(jiao)育(yu)經(jing)(jing)(jing)費(fei)支(zhi)出,不(bu)超(chao)過工(gong)(gong)資薪金(jin)總額(e)(e)8%的(de)部(bu)分,準(zhun)予在計(ji)算(suan)企(qi)業所得(de)稅(shui)應(ying)納稅(shui)所得(de)額(e)(e)時(shi)扣(kou)除;超(chao)過部(bu)分,準(zhun)予在以后(hou)納稅(shui)年(nian)度結(jie)轉扣(kou)除。充分發揮教(jiao)育(yu)經(jing)(jing)(jing)費(fei)和各類(lei)資金(jin)作用,大力支(zhi)持職(zhi)(zhi)業教(jiao)育(yu)發展。(記者(zhe) 武佳(jia))

山西省勞動關系協(xie)調員(yuan)職業技能(neng)等級(ji)認定工作實施方案
為進一步提升勞動關(guan)系(xi)(xi)協(xie)調(diao)員(yuan)職(zhi)業技能等級認(ren)定(ding)質(zhi)量,推動勞動關(guan)系(xi)(xi)協(xie)調(diao)員(yuan)隊伍職(zhi)業化、專業化建設,根據人(ren)社(she)(she)(she)部辦公廳(ting)《關(guan)于(yu)做好勞動關(guan)系(xi)(xi)協(xie)調(diao)師職(zhi)業技能等級認(ren)定(ding)工作的(de)(de)通知》(人(ren)社(she)(she)(she)廳(ting)函〔2023〕141號)和省(sheng)人(ren)社(she)(she)(she)廳(ting)《關(guan)于(yu)加強全省(sheng)勞動關(guan)系(xi)(xi)協(xie)調(diao)員(yuan)隊伍建設的(de)(de)實(shi)施(shi)意見(jian)》(晉人(ren)社(she)(she)(she)廳(ting)發〔2023〕37號)等有(you)關(guan)規定(ding),制(zhi)定(ding)本實(shi)施(shi)方案。
一、認定(ding)人員范(fan)圍
(一)各類(lei)企(qi)業中(zhong)從事人(ren)力資源管理和勞動爭議調解等勞動關系協調工作的人(ren)員;
(二)各(ge)類工業園區(qu)、街道(鄉鎮)、社(she)區(qu)(村)中從事基層勞動關(guan)系協(xie)調工作(zuo)的專(兼)職工作(zuo)人員;
(三)各級工(gong)會(hui)(hui)組(zu)織和企業(ye)(ye)聯(lian)合會(hui)(hui)(企業(ye)(ye)家協(xie)會(hui)(hui))、工(gong)商(shang)聯(lian)、行業(ye)(ye)協(xie)會(hui)(hui)(商(shang)會(hui)(hui))等(deng)企業(ye)(ye)代表組(zu)織中從事勞(lao)動(dong)用工(gong)和集體協(xie)商(shang)指導、勞(lao)動(dong)爭議調解等(deng)勞(lao)動(dong)關(guan)系協(xie)調工(gong)作的人員;
(四)各級行業調解、人(ren)民調解及相(xiang)關社會組織、律師事(shi)務所(suo)等機構中從事(shi)勞(lao)動關系協調工作的人(ren)員;
(五)其(qi)它符合條件的人員(yuan)。
二、認(ren)定等級(ji)和方式
(一)認(ren)定等級。勞動(dong)關系(xi)(xi)協(xie)調員職業共設四(si)個等級(ji)(ji),分別為(wei)勞動(dong)關系(xi)(xi)協(xie)調員(四(si)級(ji)(ji)/中級(ji)(ji)工(gong))、勞動(dong)關系(xi)(xi)協(xie)調員(三級(ji)(ji)/高級(ji)(ji)工(gong))、勞動(dong)關系(xi)(xi)協(xie)調師(shi)(shi)(二級(ji)(ji)/技師(shi)(shi))、勞動(dong)關系(xi)(xi)協(xie)調師(shi)(shi)(一(yi)級(ji)(ji)/高級(ji)(ji)技師(shi)(shi))(三級(ji)(ji)以上需逐級(ji)(ji)報考)。
(二)認定方式。按照(zhao)“以(yi)考(kao)為主、考(kao)評(ping)結合(he)(he)”的原則,勞(lao)動(dong)關(guan)系協(xie)調員職業技能等(deng)級(ji)認定(ding)(ding)分為理(li)(li)論知識考(kao)試、技能考(kao)核(he)和綜合(he)(he)評(ping)審,其中四級(ji)、三級(ji)勞(lao)動(dong)關(guan)系協(xie)調員職業技能等(deng)級(ji)認定(ding)(ding)包括理(li)(li)論知識考(kao)試和技能考(kao)核(he),二級(ji)、一(yi)級(ji)勞(lao)動(dong)關(guan)系協(xie)調師職業技能等(deng)級(ji)認定(ding)(ding)還須進行綜合(he)(he)評(ping)審。
理(li)論(lun)(lun)知識考(kao)試(shi)、技能(neng)考(kao)核均采用閉卷(juan)方式,實(shi)行百分(fen)制,成績達(da)到60分(fen)(含(han))以(yi)上為合格,分(fen)別考(kao)核從(cong)業人員(yuan)從(cong)事本職業應掌握的基本要求、相關知識以(yi)及應具備的技能(neng)水平;綜合評審(shen)采用工(gong)作論(lun)(lun)文、典型工(gong)作任務(wu)處(chu)理(li)、項目評審(shen)等方式,實(shi)行百分(fen)制,成績達(da)到60分(fen)(含(han))以(yi)上為合格。
(三)證書發放。經考(kao)試考(kao)核評審成(cheng)績(ji)合(he)格者,由各認定評價機(ji)構按照統一的證(zheng)書(shu)(shu)樣式和編碼規則(ze),制(zhi)作(zuo)并頒發職(zhi)業技能等(deng)級證(zheng)書(shu)(shu)(或(huo)電子(zi)證(zheng)書(shu)(shu)),并報人社(she)部(bu)職(zhi)業技能鑒定中心全國(guo)聯網查(cha)詢(xun)系統對外公示,納入(ru)全國(guo)技能人才(cai)統計。
三(san)、申(shen)報條件
(一(yi))具備以下條(tiao)件之一(yi)者,可(ke)申報勞動關系協(xie)調(diao)員(四級/中(zhong)級工(gong))
1、累計從事本職業(ye)或相關(guan)職業(ye)工作4年(含)以(yi)上;
2、取(qu)得技工學(xue)校本(ben)專(zhuan)(zhuan)業(ye)(ye)或(huo)(huo)相(xiang)關專(zhuan)(zhuan)業(ye)(ye)畢(bi)(bi)(bi)業(ye)(ye)證(zheng)書(shu)(shu)(含尚(shang)未(wei)取(qu)得畢(bi)(bi)(bi)業(ye)(ye)證(zheng)書(shu)(shu)的在校應(ying)屆畢(bi)(bi)(bi)業(ye)(ye)生);或(huo)(huo)取(qu)得經評估論證(zheng)、以(yi)中級技能為培養目標的中等及以(yi)上職業(ye)(ye)學(xue)校本(ben)專(zhuan)(zhuan)業(ye)(ye)或(huo)(huo)相(xiang)關專(zhuan)(zhuan)業(ye)(ye)畢(bi)(bi)(bi)業(ye)(ye)證(zheng)書(shu)(shu)(含尚(shang)未(wei)取(qu)得畢(bi)(bi)(bi)業(ye)(ye)證(zheng)書(shu)(shu)的在校應(ying)屆畢(bi)(bi)(bi)業(ye)(ye)生);
3、高等院校本(ben)專(zhuan)業或相關(guan)專(zhuan)業在校生(sheng)。
(二)具備以下條(tiao)件之一(yi)者(zhe),可申報勞動(dong)關(guan)系協調員(三級(ji)/高級(ji)工(gong))
1、取得本職(zhi)業(ye)或相關(guan)職(zhi)業(ye)四級/中級工職(zhi)業(ye)資格證書(技(ji)能等級證書)后(hou),累計從事本職(zhi)業(ye)或相關(guan)職(zhi)業(ye)工作5年(含(han))以上;
2、取(qu)得(de)本職(zhi)業(ye)(ye)(ye)(ye)或(huo)(huo)相(xiang)(xiang)關職(zhi)業(ye)(ye)(ye)(ye)四級(ji)(ji)(ji)/中(zhong)(zhong)級(ji)(ji)(ji)工(gong)職(zhi)業(ye)(ye)(ye)(ye)資格證(zheng)書(shu)(技(ji)能等(deng)(deng)級(ji)(ji)(ji)證(zheng)書(shu)),并具(ju)有高(gao)級(ji)(ji)(ji)技(ji)工(gong)學(xue)校(xiao)、技(ji)師學(xue)院畢(bi)(bi)業(ye)(ye)(ye)(ye)證(zheng)書(shu)(含尚未取(qu)得(de)畢(bi)(bi)業(ye)(ye)(ye)(ye)證(zheng)書(shu)的(de)在校(xiao)應屆(jie)畢(bi)(bi)業(ye)(ye)(ye)(ye)生);或(huo)(huo)取(qu)得(de)本職(zhi)業(ye)(ye)(ye)(ye)或(huo)(huo)相(xiang)(xiang)關職(zhi)業(ye)(ye)(ye)(ye)四級(ji)(ji)(ji)/中(zhong)(zhong)級(ji)(ji)(ji)工(gong)職(zhi)業(ye)(ye)(ye)(ye)資格證(zheng)書(shu)(技(ji)能等(deng)(deng)級(ji)(ji)(ji)證(zheng)書(shu)),并具(ju)有經評估(gu)論證(zheng)、以(yi)高(gao)級(ji)(ji)(ji)技(ji)能為(wei)培(pei)養(yang)目(mu)標的(de)高(gao)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)本專(zhuan)業(ye)(ye)(ye)(ye)或(huo)(huo)相(xiang)(xiang)關專(zhuan)業(ye)(ye)(ye)(ye)畢(bi)(bi)業(ye)(ye)(ye)(ye)證(zheng)書(shu)(含尚未取(qu)得(de)畢(bi)(bi)業(ye)(ye)(ye)(ye)證(zheng)書(shu)的(de)在校(xiao)應屆(jie)畢(bi)(bi)業(ye)(ye)(ye)(ye)生);
3、具(ju)有(you)大學專科(ke)本(ben)專業(ye)或相關專業(ye)畢業(ye)證書,并取得本(ben)職業(ye)或相關職業(ye)四級/中級工職業(ye)資(zi)格證書(技能等(deng)級證書)后,累計從(cong)事本(ben)職業(ye)或相關職業(ye)工作2年(含)以(yi)上;
4、具有大學本(ben)科本(ben)專業或相(xiang)(xiang)關(guan)專業學歷證書,并取得(de)本(ben)職業或相(xiang)(xiang)關(guan)職業四級(ji)/中級(ji)工職業資(zi)格證書(技(ji)能(neng)等級(ji)證書)后,累計從事(shi)本(ben)職業或相(xiang)(xiang)關(guan)職業工作1年(含)以上;
5、具有碩(shuo)士研(yan)究生(sheng)及以上本專(zhuan)業(ye)(ye)或相關專(zhuan)業(ye)(ye)學歷證(zheng)(zheng)書 (含尚未取得畢業(ye)(ye)證(zheng)(zheng)書的在(zai)校應(ying)屆(jie)研(yan)究生(sheng)畢業(ye)(ye)生(sheng))。
(三(san))具備以(yi)下(xia)條件之一者,可申報勞動關系(xi)協(xie)調師(二級/技(ji)師)
1、取得本(ben)職(zhi)(zhi)(zhi)業(ye)或相(xiang)關職(zhi)(zhi)(zhi)業(ye)三級/高(gao)級工職(zhi)(zhi)(zhi)業(ye)資(zi)格證(zheng)書(技(ji)能(neng)等級證(zheng)書)后,累計從事(shi)本(ben)職(zhi)(zhi)(zhi)業(ye)或相(xiang)關職(zhi)(zhi)(zhi)業(ye)工作4年(含)以(yi)上;

5、具有博士研究(jiu)生本專業或(huo)相關專業學(xue)歷證書,累(lei)計(ji)從事(shi)本職業或(huo)相關職業工(gong)作2年(含)以上。
(四)具備以下條件之一者,可申報勞(lao)動關系(xi)協調師(shi)(一級/高級技師(shi))
取得本職業或(huo)相關職業二級(ji)/技師職業資格證(zheng)書(技能等級(ji)證(zheng)書)后,累計(ji)從事本職業或(huo)相關職業工作4年(含(han))以上。
四、認(ren)定(ding)評價機構(gou)遴選備案
符合《關(guan)于做好勞(lao)動關(guan)系(xi)協調師職(zhi)業(ye)(ye)(ye)技(ji)能(neng)等(deng)級認定工作的通知》(人社廳函[2023〕141號)規定的申(shen)報條(tiao)件,并有意愿開展勞(lao)動關(guan)系(xi)協調員職(zhi)業(ye)(ye)(ye)技(ji)能(neng)等(deng)級認定的自(zi)(zi)主評價企業(ye)(ye)(ye)(院校)和社會培訓評價組(zu)織,可按(an)照“自(zi)(zi)愿申(shen)報、擇優遴選”的原則(ze),按(an)規定向省職(zhi)業(ye)(ye)(ye)技(ji)能(neng)鑒定中心(xin)和各市技(ji)能人才評價監管服務機構申請增備勞動關(guan)系(xi)協(xie)調(diao)員(yuan)職(zhi)業(ye),并填報《山(shan)西省職(zhi)業(ye)技能等級認定增加職(zhi)業(ye)(工(gong)種(zhong))備案(an)(an)表》(附件1)。目前已備案(an)(an)勞動關(guan)系(xi)協(xie)調(diao)員(yuan)職(zhi)業(ye)的評價機(ji)構(gou)可(ke)繼續開(kai)展認定工(gong)作(zuo)。
五、工(gong)作要求
(一)加強組織實施(shi)。省人社廳負(fu)責全(quan)省勞(lao)動關系(xi)協調(diao)員(yuan)職業技(ji)能等(deng)級認(ren)定(ding)工作的統籌管(guan)理、質(zhi)量監(jian)督和認(ren)定(ding)評(ping)價機構遴(lin)選備(bei)案,匯(hui)總統計認(ren)定(ding)結(jie)果,并(bing)對(dui)各(ge)市(shi)認(ren)定(ding)工作進行督導。各(ge)市(shi)技(ji)能人才評(ping)價監(jian)管(guan)服務機構要對(dui)申請材(cai)料進行初(chu)審,考察認定(ding)評價(jia)機(ji)構(gou)場地、選聘命題(ti)(ti)專(zhuan)家、建立題(ti)(ti)庫(卷庫),認定(ding)評價(jia)機(ji)構(gou)由所(suo)在市人社(she)(she)局審核評估后,統(tong)一報(bao)省職業技能(neng)鑒定(ding)中心匯總,由省人社(she)(she)廳審核公示。符合勞動關系協調員申報(bao)條件的(de)人員須填(tian)報(bao)《職業(ye)技能等級認(ren)定申報(bao)表》(附(fu)件2)。
(二)強化主體責任(ren)。各認(ren)定(ding)(ding)(ding)評價機(ji)構要嚴格按照《勞動關(guan)系協(xie)調員(yuan)國家(jia)職業技能(neng)標(biao)準》規定(ding)(ding)(ding)的(de)申報條件、認(ren)定(ding)(ding)(ding)方式、考評內容及考評人員(yuan)等(deng)要求開展認(ren)定(ding)(ding)(ding)工(gong)作(zuo)(zuo),不得超范圍或委托(tuo)其他機(ji)構開展職業技能(neng)等(deng)級認(ren)定(ding)(ding)(ding)。要完善(shan)管(guan)理制(zhi)度,規范工(gong)作(zuo)(zuo)流程(cheng),建(jian)立(li)工(gong)作(zuo)(zuo)臺賬和管(guan)理數據庫,妥善(shan)保管(guan)認(ren)定(ding)(ding)(ding)工(gong)作(zuo)(zuo)全過程(cheng)資(zi)料,確保認(ren)定(ding)(ding)(ding)結果可(ke)追溯、可(ke)倒查(cha)。
(三)嚴格監督管理。各市(shi)要(yao)加強本地區勞動關(guan)系協(xie)調員職(zhi)業技(ji)能等級(ji)認(ren)定(ding)(ding)工作(zuo)的指導監(jian)(jian)(jian)督(du),按照“誰(shui)備案(受理)、誰(shui)監(jian)(jian)(jian)管(guan)”的原則,加強認(ren)定(ding)(ding)評(ping)價機(ji)(ji)構監(jian)(jian)(jian)督(du)管(guan)理,采取“雙隨機(ji)(ji)、一公開”、“互(hu)聯網(wang)+監(jian)(jian)(jian)管(guan)”等方(fang)式,建立事前(qian)備案、事中事后監(jian)(jian)(jian)管(guan)服(fu)務機(ji)(ji)制,日(ri)常(chang)督(du)導與專(zhuan)項督(du)查、現場(chang)督(du)導與遠(yuan)程監(jian)(jian)(jian)控相結合(he),對認(ren)定(ding)(ding)工作(zuo)進行全(quan)程監(jian)(jian)(jian)管(guan)。
(四)實行(xing)保障(zhang)激勵。企(qi)業(ye)(ye)職(zhi)(zhi)工取得勞(lao)動(dong)關(guan)系協調員(yuan)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)等級證(zheng)書后,可(ke)按規定(ding)申領職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)提升補貼;被企(qi)業(ye)(ye)聘用后,企(qi)業(ye)(ye)可(ke)參照(zhao)《山西省技(ji)(ji)能(neng)人(ren)才薪酬分(fen)配指引》,自(zi)主決定(ding)對(dui)標專業(ye)(ye)技(ji)(ji)能(neng)崗(gang)位人(ren)員(yuan)兌(dui)現(xian)相(xiang)關(guan)工資福利待遇。省人(ren)社廳適時組(zu)織(zhi)全(quan)省勞(lao)動(dong)關(guan)系協調員(yuan)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)大賽,對(dui)獲獎選手進(jin)行獎勵。

技(ji)(ji)能(neng)人(ren)才是支(zhi)撐中(zhong)國制造、中(zhong)國創造的重要力量。為(wei)貫徹黨的二(er)十大(da)和(he)二(er)十屆(jie)三中(zhong)全會精(jing)神,落實黨中(zhong)央、國務(wu)院決策部署,加強我省(sheng)高技(ji)(ji)能(neng)人(ren)才隊(dui)伍建設,為(wei)我省(sheng)高質量發展和(he)全方位(wei)轉(zhuan)型提供有力的高技(ji)(ji)能(neng)人(ren)才支(zhi)撐,制定(ding)如下行動計劃。
一、行動目(mu)標
(一)近期目標。到2024年底(di)我省技能(neng)人(ren)才(cai)占就業人(ren)員比(bi)例達到33.5%以上,高(gao)技能(neng)人(ren)才(cai)占技能(neng)人(ren)才(cai)的比(bi)例達到31.5%。
(二)中期(qi)目標。到“十(shi)四五”時(shi)期(qi)末,我(wo)省高技(ji)(ji)能人(ren)才(cai)制(zhi)度政策更加(jia)健全、培養體系更加(jia)完善、崗位(wei)使用更加(jia)合理(li)、評價機制(zhi)更加(jia)科學、激勵(li)保障(zhang)更加(jia)有力,尊重技(ji)(ji)能尊重勞動的(de)社會氛圍更加(jia)濃厚,技(ji)(ji)能人(ren)才(cai)規模不斷壯(zhuang)大、素質穩步提(ti)升、結(jie)構持續優(you)化、收入(ru)穩定增加(jia),力爭技(ji)(ji)能人(ren)才(cai)占就業人(ren)員的(de)比例達(da)到35%,高技(ji)(ji)能人(ren)才(cai)占技(ji)(ji)能人(ren)才(cai)的(de)比例達(da)到1/3。
