新華社(she)(she)北京(jing)10月23日電(記者高蕾)記者23日從(cong)民政部獲悉,民政部、國家發展(zhan)改革(ge)委、財(cai)政部等11部門聯合印發《》,計劃(hua)到2025年底全國城鄉(xiang)社(she)(she)區老(lao)年助(zhu)餐服(fu)務(wu)(wu)(wu)覆蓋率實現較大幅(fu)度(du)提升(sheng)(sheng),服(fu)務(wu)(wu)(wu)網絡形(xing)成一定規模。到2026年底,全國城鄉(xiang)社(she)(she)區老(lao)年助(zhu)餐服(fu)務(wu)(wu)(wu)覆蓋率進一步提升(sheng)(sheng),服(fu)務(wu)(wu)(wu)網絡更(geng)加完善(shan),多元供給格(ge)局(ju)基本形(xing)成。
發(fa)展老(lao)(lao)(lao)年(nian)助餐(can)服(fu)(fu)(fu)務(wu)(wu)(wu)是(shi)(shi)實施(shi)積極應對人口(kou)老(lao)(lao)(lao)齡化(hua)國家(jia)(jia)(jia)戰(zhan)略的重(zhong)要內容(rong)和重(zhong)要民生工程,是(shi)(shi)支(zhi)(zhi)持居家(jia)(jia)(jia)社區養老(lao)(lao)(lao)、增進老(lao)(lao)(lao)年(nian)人福祉的重(zhong)要舉(ju)措。記者了解(jie)到,方案(an)對擴大和優化(hua)服(fu)(fu)(fu)務(wu)(wu)(wu)供(gong)給(gei)(gei)進行部(bu)署(shu),要求各地(di)綜合考(kao)慮轄區內老(lao)(lao)(lao)年(nian)人口(kou)規模、助餐(can)服(fu)(fu)(fu)務(wu)(wu)(wu)需求、服(fu)(fu)(fu)務(wu)(wu)(wu)半徑等因素,堅持統籌利用現有資源和適度(du)新建相結合,完善(shan)老(lao)(lao)(lao)年(nian)食(shi)(shi)堂、老(lao)(lao)(lao)年(nian)餐(can)桌(zhuo)、老(lao)(lao)(lao)年(nian)助餐(can)點等老(lao)(lao)(lao)年(nian)助餐(can)服(fu)(fu)(fu)務(wu)(wu)(wu)設施(shi)配置(zhi),優化(hua)功能(neng)布局,將老(lao)(lao)(lao)年(nian)助餐(can)服(fu)(fu)(fu)務(wu)(wu)(wu)設施(shi)納入城(cheng)市一刻鐘(zhong)居家(jia)(jia)(jia)養老(lao)(lao)(lao)服(fu)(fu)(fu)務(wu)(wu)(wu)圈(quan)、一刻鐘(zhong)便(bian)(bian)民生活(huo)圈(quan)建設,促進服(fu)(fu)(fu)務(wu)(wu)(wu)便(bian)(bian)利可及。同(tong)時,支(zhi)(zhi)持餐(can)飲企業提供(gong)老(lao)(lao)(lao)年(nian)餐(can)食(shi)(shi)配送服(fu)(fu)(fu)務(wu)(wu)(wu),采(cai)取傾斜(xie)性措施(shi)支(zhi)(zhi)持農(nong)村地(di)區擴大服(fu)(fu)(fu)務(wu)(wu)(wu)供(gong)給(gei)(gei),引導公益慈善(shan)力量積極參與。
在保障(zhang)(zhang)服務(wu)(wu)質量(liang)方(fang)(fang)面,方(fang)(fang)案(an)明確各地要結合實(shi)際制定老(lao)年助餐(can)(can)(can)服務(wu)(wu)規范,指導各類老(lao)年助餐(can)(can)(can)服務(wu)(wu)機(ji)構優先提供(gong)(gong)午餐(can)(can)(can)服務(wu)(wu),有(you)條件的(de)提供(gong)(gong)早(zao)、晚餐(can)(can)(can)服務(wu)(wu),并保證助餐(can)(can)(can)服務(wu)(wu)的(de)連(lian)續(xu)性(xing)、穩定性(xing)。方(fang)(fang)案(an)要求(qiu),依托現有(you)的(de)養老(lao)服務(wu)(wu)信息平臺,開展(zhan)老(lao)年助餐(can)(can)(can)服務(wu)(wu)需(xu)求(qiu)調研摸底和重點保障(zhang)(zhang)對(dui)象確認工作,加強數(shu)據(ju)采集整合與(yu)共享,精準(zhun)對(dui)接(jie)老(lao)年助餐(can)(can)(can)服務(wu)(wu)多元供(gong)(gong)給資源。方(fang)(fang)案(an)鼓勵參與(yu)老(lao)年助餐(can)(can)(can)服務(wu)(wu)的(de)餐(can)(can)(can)飲企業履行(xing)社(she)會責任,提供(gong)(gong)質優價廉、老(lao)年人信得過(guo)的(de)助餐(can)(can)(can)服務(wu)(wu),形(xing)成規模和品牌效應。
方(fang)案要求,各地建立健(jian)全黨委領導(dao)、政府負責、部門協同(tong)、社(she)會(hui)參與、家(jia)庭盡責的老(lao)年(nian)助餐服(fu)務(wu)(wu)工作機制,把發展(zhan)老(lao)年(nian)助餐服(fu)務(wu)(wu)作為為民(min)辦實(shi)事重要內容,納入居家(jia)社(she)區養老(lao)服(fu)務(wu)(wu)網絡和養老(lao)服(fu)務(wu)(wu)體系建設整體部署、統籌推(tui)進,納入積極應對人(ren)口老(lao)齡(ling)化(hua)能力評價指標體系推(tui)動落實(shi)。

積極(ji)發展老年(nian)助餐服務(wu)行動方(fang)案
發展老(lao)(lao)年(nian)(nian)助(zhu)(zhu)餐(can)服務(wu)是(shi)(shi)實施(shi)積極(ji)應對人(ren)(ren)口老(lao)(lao)齡化國家戰(zhan)略的重(zhong)要(yao)(yao)內容和重(zhong)要(yao)(yao)民生(sheng)工(gong)程(cheng),是(shi)(shi)支持居家社(she)區養老(lao)(lao)、增進(jin)老(lao)(lao)年(nian)(nian)人(ren)(ren)福祉(zhi)的重(zhong)要(yao)(yao)舉(ju)措。為深入(ru)貫徹落實黨中央、國務(wu)院決(jue)策部署,積極(ji)發展老(lao)(lao)年(nian)(nian)助(zhu)(zhu)餐(can)服務(wu),制定本方案。
一、總體要求
(一(yi))指(zhi)導思想(xiang)。以(yi)習(xi)近平新時代中國(guo)特色(se)社會主義思想(xiang)為(wei)(wei)指(zhi)導,全(quan)面貫徹(che)落(luo)實黨的(de)(de)二(er)十大精(jing)神,堅持以(yi)人民(min)為(wei)(wei)中心的(de)(de)發(fa)展(zhan)思想(xiang),聚(ju)焦(jiao)老年(nian)人就餐實際困難,以(yi)普惠(hui)性(xing)、多樣化(hua)為(wei)(wei)發(fa)展(zhan)路徑,堅持政(zheng)府統籌、保障基本,因地制宜、精(jing)準(zhun)施策,盡力而(er)為(wei)(wei)、量力而(er)行,充(chong)分發(fa)揮市場機制作(zuo)用,積極構(gou)建(jian)(jian)覆蓋城鄉、布(bu)局合理(li)、共建(jian)(jian)共享(xiang)的(de)(de)老年(nian)助(zhu)餐服務網絡,推動老年(nian)助(zhu)餐服務方便(bian)可(ke)及、經濟實惠(hui)、安全(quan)可(ke)靠、持續發(fa)展(zhan)。
(二)工作目(mu)標。到2025年(nian)(nian)底,已在全區(qu)域(yu)實(shi)施老(lao)年(nian)(nian)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)政策的(de)省份,進(jin)一(yi)步向(xiang)城(cheng)鄉(xiang)社區(qu)延伸服(fu)(fu)務(wu),提(ti)(ti)(ti)質增效取(qu)得(de)新(xin)進(jin)展(zhan);尚(shang)在局部區(qu)域(yu)實(shi)施老(lao)年(nian)(nian)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)政策的(de)省份,服(fu)(fu)務(wu)擴面增量實(shi)現新(xin)突(tu)破。全國城(cheng)鄉(xiang)社區(qu)老(lao)年(nian)(nian)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)覆蓋率實(shi)現較大幅度(du)提(ti)(ti)(ti)升(sheng)(sheng),服(fu)(fu)務(wu)網絡形成一(yi)定規(gui)模(mo)。對(dui)特(te)殊困(kun)(kun)難老(lao)年(nian)(nian)人(ren)(ren)(ren)(指最(zui)低生(sheng)活(huo)保(bao)障(zhang)(zhang)對(dui)象、特(te)困(kun)(kun)人(ren)(ren)(ren)員、最(zui)低生(sheng)活(huo)保(bao)障(zhang)(zhang)邊(bian)緣(yuan)家庭(ting)成員等(deng)低收(shou)入人(ren)(ren)(ren)口中的(de)老(lao)年(nian)(nian)人(ren)(ren)(ren),以及獨居、空巢、留(liu)守(shou)、失能(neng)(neng)、殘疾、高齡、計劃生(sheng)育特(te)殊家庭(ting)等(deng)老(lao)年(nian)(nian)人(ren)(ren)(ren))的(de)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)力度(du)進(jin)一(yi)步加大,面向(xiang)其他老(lao)年(nian)(nian)人(ren)(ren)(ren)的(de)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)廣泛開展(zhan)。到2026年(nian)(nian)底,全國城(cheng)鄉(xiang)社區(qu)老(lao)年(nian)(nian)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)覆蓋率進(jin)一(yi)步提(ti)(ti)(ti)升(sheng)(sheng),服(fu)(fu)務(wu)網絡更加完善,多元供給(gei)格局基(ji)本形成,可持續(xu)(xu)發展(zhan)能(neng)(neng)力得(de)到鞏(gong)固(gu),老(lao)年(nian)(nian)人(ren)(ren)(ren)就餐(can)(can)(can)便利度(du)、滿(man)意(yi)度(du)明顯提(ti)(ti)(ti)升(sheng)(sheng)。在此基(ji)礎(chu)上,持續(xu)(xu)完善服(fu)(fu)務(wu)網絡,不斷提(ti)(ti)(ti)高老(lao)年(nian)(nian)助(zhu)(zhu)餐(can)(can)(can)服(fu)(fu)務(wu)質量和(he)水平(ping)。
二、擴大(da)和優化服務(wu)供(gong)給
(三)增強服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)供(gong)(gong)給能(neng)(neng)力。各(ge)(ge)地要(yao)綜(zong)合(he)(he)考慮(lv)轄區內老(lao)年(nian)(nian)人口規模、助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)需求、服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)半徑(jing)等(deng)因素,堅持統籌(chou)利用(yong)現有(you)資源和適度新建相結合(he)(he),完善老(lao)年(nian)(nian)食堂、老(lao)年(nian)(nian)餐(can)(can)桌(zhuo)、老(lao)年(nian)(nian)助(zhu)餐(can)(can)點等(deng)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)配置,優化功能(neng)(neng)布局。將老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)納入(ru)城市一刻鐘居家養老(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)圈、一刻鐘便民生活(huo)圈建設(she)(she)(she)(she),促(cu)進服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)便利可及。支持在各(ge)(ge)類養老(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)機(ji)構和設(she)(she)(she)(she)施(shi)(shi)(shi)、社區綜(zong)合(he)(he)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)、社區嵌入(ru)式(shi)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)中增設(she)(she)(she)(she)老(lao)年(nian)(nian)食堂等(deng)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi),拓(tuo)展服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)功能(neng)(neng)。鼓勵企(qi)業參與建設(she)(she)(she)(she)和運營(ying)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)、有(you)條件的(de)機(ji)關企(qi)事業單(dan)位食堂提(ti)供(gong)(gong)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu),引(yin)導物業服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)企(qi)業為老(lao)年(nian)(nian)人提(ti)供(gong)(gong)就餐(can)(can)便利。支持餐(can)(can)飲企(qi)業采取運營(ying)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)、社區門店開辦老(lao)年(nian)(nian)餐(can)(can)桌(zhuo)等(deng)方式(shi),參與老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。現有(you)資源無法有(you)效覆蓋或滿足老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)需求的(de)地區,可因地制宜新建必要(yao)的(de)老(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)設(she)(she)(she)(she)施(shi)(shi)(shi)。
(四)優化餐(can)(can)食(shi)配送(song)服(fu)務(wu)。支持餐(can)(can)飲企業(ye)提供老年(nian)餐(can)(can)食(shi)配送(song)服(fu)務(wu)。發揮互聯網平臺、物流企業(ye)等(deng)作用,充分利(li)用現有(you)物流網絡為(wei)老年(nian)人(ren)送(song)餐(can)(can)。支持具(ju)備條件的社區設置集中“配送(song)點(dian)”,為(wei)送(song)餐(can)(can)進小區和老年(nian)人(ren)就近(jin)取餐(can)(can)提供便(bian)利(li)。難以利(li)用現有(you)服(fu)務(wu)資(zi)源和物流網絡為(wei)老年(nian)人(ren)送(song)餐(can)(can)的,鼓勵支持村(居)委會組織相關資(zi)源和力(li)量(liang),重點(dian)解決為(wei)行動不便(bian)老年(nian)人(ren)送(song)餐(can)(can)上門問題(ti)。
(五)加強農(nong)(nong)村(cun)地區(qu)老(lao)(lao)(lao)年助餐(can)服(fu)務(wu)(wu)。采取傾斜性措施支(zhi)持農(nong)(nong)村(cun)地區(qu)擴大服(fu)務(wu)(wu)供給,可依托有條件的村(cun)級(ji)睦鄰(lin)(lin)(鄰(lin)(lin)里)互(hu)(hu)助點、農(nong)(nong)村(cun)幸福院等載體(ti)(ti)開辦老(lao)(lao)(lao)年食堂、設(she)置(zhi)老(lao)(lao)(lao)年助餐(can)點等,探(tan)索鄰(lin)(lin)里互(hu)(hu)助、設(she)立(li)“中心戶”多戶搭伙、結對幫(bang)扶等模(mo)式,靈活多樣(yang)解(jie)決(jue)農(nong)(nong)村(cun)老(lao)(lao)(lao)年人助餐(can)服(fu)務(wu)(wu)需求。發(fa)揮農(nong)(nong)村(cun)基層黨組(zu)織(zhi)和基層群眾(zhong)性自治組(zu)織(zhi)作用(yong)(yong),廣泛(fan)發(fa)動黨員(yuan)干部(bu)、低(di)齡健康老(lao)(lao)(lao)年人等群體(ti)(ti)積極參(can)與老(lao)(lao)(lao)年助餐(can)服(fu)務(wu)(wu)。有條件的村(cun)集(ji)體(ti)(ti)經(jing)濟(ji)(ji)組(zu)織(zhi)經(jing)民(min)主議(yi)事程序決(jue)定,可使用(yong)(yong)集(ji)體(ti)(ti)經(jing)濟(ji)(ji)收入支(zhi)持老(lao)(lao)(lao)年助餐(can)服(fu)務(wu)(wu)。
(六)引導(dao)(dao)公(gong)(gong)益慈善(shan)力量積極(ji)參與。鼓勵和引導(dao)(dao)公(gong)(gong)益慈善(shan)組織、愛心(xin)企業和人士以慈善(shan)捐助(zhu)等方式(shi)(shi)參與老年助(zhu)餐服(fu)(fu)務(wu)。鼓勵探(tan)索“服(fu)(fu)務(wu)積分”、“志(zhi)愿+信用”等模式(shi)(shi),培(pei)育發展老年助(zhu)餐志(zhi)愿者隊伍和互助(zhu)組織,建(jian)立服(fu)(fu)務(wu)評價激勵機制。
三、保障服務(wu)質(zhi)量
(七)規(gui)范(fan)服(fu)(fu)務供(gong)(gong)給。各地要結合實際制(zhi)定老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)務規(gui)范(fan)。指導各類老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)務機(ji)構(gou)(gou)優先提供(gong)(gong)午(wu)餐(can)(can)服(fu)(fu)務,有(you)條件的(de)提供(gong)(gong)早、晚(wan)餐(can)(can)服(fu)(fu)務,并保證助(zhu)餐(can)(can)服(fu)(fu)務的(de)連續性、穩定性;根(gen)據周邊老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)人(ren)助(zhu)餐(can)(can)服(fu)(fu)務需(xu)求(qiu)、消費能力、飲(yin)食習慣,合理搭配食材,科學制(zhi)定食譜并定期更新,優先供(gong)(gong)應(ying)大(da)眾化(hua)家常菜,保證老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)人(ren)吃(chi)(chi)得(de)飽、吃(chi)(chi)得(de)健康、吃(chi)(chi)得(de)放心;有(you)條件的(de)可(ke)配備專兼職營養(yang)師,根(gen)據老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)人(ren)需(xu)求(qiu)提供(gong)(gong)個性化(hua)餐(can)(can)食。鼓勵老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)助(zhu)餐(can)(can)服(fu)(fu)務機(ji)構(gou)(gou)對(dui)特殊困難老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)人(ren)提供(gong)(gong)優惠服(fu)(fu)務,支持在(zai)滿足老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)人(ren)助(zhu)餐(can)(can)服(fu)(fu)務需(xu)求(qiu)基(ji)礎(chu)上,在(zai)非就餐(can)(can)時間開展其他為老(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)務。
(八)提(ti)升智能(neng)服(fu)(fu)務(wu)管理水平。依(yi)托現(xian)有(you)的養老(lao)服(fu)(fu)務(wu)信(xin)息(xi)平臺,開展(zhan)老(lao)年(nian)助(zhu)餐服(fu)(fu)務(wu)需求調研摸底和重點保障(zhang)對象(xiang)確認工作,加(jia)強數據采集整合與共享(xiang),精準對接老(lao)年(nian)助(zhu)餐服(fu)(fu)務(wu)多元供給資源。在提(ti)供線(xian)下便利服(fu)(fu)務(wu)的基礎上,鼓勵開發(fa)老(lao)年(nian)助(zhu)餐服(fu)(fu)務(wu)智能(neng)終端和信(xin)息(xi)管理系統,推(tui)廣多種形式、方便快捷(jie)的智慧服(fu)(fu)務(wu)和智能(neng)管理方法。
(九)培(pei)育優(you)質(zhi)服(fu)務(wu)品牌。引(yin)導老(lao)年助餐服(fu)務(wu)機構進行標(biao)準(zhun)化(hua)建設(she)、規范(fan)化(hua)管理、智能化(hua)服(fu)務(wu),大力支持連鎖化(hua)運營,積(ji)極推廣(guang)集中供餐模式。鼓勵參(can)與(yu)老(lao)年助餐服(fu)務(wu)的(de)餐飲企業履(lv)行社(she)會責(ze)任,提(ti)供質(zhi)優(you)價廉、老(lao)年人信得(de)過的(de)助餐服(fu)務(wu),形成(cheng)規模和(he)品牌效(xiao)應。打造一批特色鮮明、帶動(dong)力強(qiang)、示范(fan)效(xiao)應突出的(de)城鄉老(lao)年助餐服(fu)務(wu)示范(fan)點(dian)和(he)優(you)質(zhi)服(fu)務(wu)品牌。
四、確保服務可(ke)持續
(十)提供設施(shi)(shi)場地(di)(di)支(zhi)持(chi)。在新建(jian)城區(qu)和(he)居(ju)住(zhu)區(qu)配套建(jian)設養老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)、老(lao)(lao)城區(qu)和(he)已建(jian)成(cheng)居(ju)住(zhu)區(qu)補齊(qi)養老(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)工(gong)作中(zhong),同步解決(jue)老(lao)(lao)年(nian)助(zhu)餐服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)建(jian)設或場地(di)(di)使用問題。支(zhi)持(chi)老(lao)(lao)年(nian)助(zhu)餐服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)與(yu)社(she)區(qu)綜合服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)、便民商業服(fu)(fu)(fu)(fu)務(wu)(wu)設施(shi)(shi)、生活性服(fu)(fu)(fu)(fu)務(wu)(wu)業資源統籌利用、共建(jian)共享。可按規定履行相(xiang)關國有(you)資產(chan)管理程(cheng)序后,通過調劑、出(chu)租、轉讓等方(fang)式將機關和(he)事業單位閑置(zhi)房(fang)產(chan)用于開展(zhan)老(lao)(lao)年(nian)助(zhu)餐服(fu)(fu)(fu)(fu)務(wu)(wu)。鼓勵有(you)條件(jian)的地(di)(di)方(fang)對(dui)將現有(you)設施(shi)(shi)場地(di)(di)改擴建(jian)用于老(lao)(lao)年(nian)助(zhu)餐服(fu)(fu)(fu)(fu)務(wu)(wu)的,給予相(xiang)應補貼和(he)支(zhi)持(chi)。
(十一(yi))加大運營(ying)扶持力(li)度。建立“個人(ren)出一(yi)點(dian)、企(qi)業(ye)讓一(yi)點(dian)、政(zheng)(zheng)(zheng)府(fu)補一(yi)點(dian)、集(ji)體添一(yi)點(dian)、社(she)會捐一(yi)點(dian)”的(de)(de)多元籌資機制,支持老(lao)年(nian)助(zhu)(zhu)餐(can)服(fu)務(wu)機構(gou)提供穩(wen)定可持續的(de)(de)服(fu)務(wu)。有條件的(de)(de)地方可綜(zong)(zong)合(he)考慮助(zhu)(zhu)餐(can)服(fu)務(wu)人(ren)次(ci)和質量(liang)、老(lao)年(nian)人(ren)滿(man)意度等情況,給(gei)予(yu)老(lao)年(nian)助(zhu)(zhu)餐(can)服(fu)務(wu)機構(gou)一(yi)定的(de)(de)運營(ying)補助(zhu)(zhu)或(huo)綜(zong)(zong)合(he)性獎勵(li)補助(zhu)(zhu)。對符合(he)條件的(de)(de)老(lao)年(nian)助(zhu)(zhu)餐(can)服(fu)務(wu)機構(gou),按規(gui)定落實(shi)稅費優(you)惠政(zheng)(zheng)(zheng)策,用(yong)水、用(yong)電、用(yong)氣、用(yong)熱(re)按規(gui)定執(zhi)行居民生活類價格。鼓勵(li)各地出臺惠企(qi)政(zheng)(zheng)(zheng)策,積極調動社(she)會力(li)量(liang)參與(yu)老(lao)年(nian)助(zhu)(zhu)餐(can)服(fu)務(wu)。支持具備資質的(de)(de)各類經營(ying)主體平(ping)等參與(yu)老(lao)年(nian)助(zhu)(zhu)餐(can)服(fu)務(wu),平(ping)等享受相(xiang)關優(you)惠政(zheng)(zheng)(zheng)策。
(十二)實(shi)(shi)施就餐分類補貼。堅持有償服(fu)務,有條件的(de)地(di)(di)方(fang)(fang)可(ke)結合當地(di)(di)經(jing)(jing)濟發展水平和(he)財力狀況,根據老(lao)年(nian)人(ren)(ren)(ren)經(jing)(jing)濟困難程(cheng)度、失能等級(ji)等情況,對享(xiang)受助餐服(fu)務的(de)老(lao)年(nian)人(ren)(ren)(ren)給予差(cha)異化補貼,補貼的(de)范(fan)圍、方(fang)(fang)式、標準由地(di)(di)方(fang)(fang)各(ge)級(ji)民政(zheng)部門(men)會同財政(zheng)部門(men)研究(jiu)確定。有條件的(de)地(di)(di)方(fang)(fang)可(ke)將面(mian)向特殊困難老(lao)年(nian)人(ren)(ren)(ren)的(de)助餐服(fu)務納入當地(di)(di)基本養(yang)老(lao)服(fu)務清單。支持各(ge)地(di)(di)以發放老(lao)年(nian)助餐消費券等方(fang)(fang)式,讓老(lao)年(nian)人(ren)(ren)(ren)享(xiang)受看得見的(de)實(shi)(shi)惠。
五、加強質量安(an)全監管
(十三(san))壓實(shi)(shi)各(ge)方(fang)責(ze)任(ren)。強化(hua)屬(shu)地管理責(ze)任(ren),落實(shi)(shi)地方(fang)各(ge)級(ji)黨政領導(dao)干部食品(pin)安(an)(an)全(quan)責(ze)任(ren)制,完善老(lao)(lao)年(nian)助(zhu)餐(can)(can)(can)(can)服(fu)務(wu)(wu)食品(pin)安(an)(an)全(quan)保障、監(jian)督考核、應急處置、責(ze)任(ren)追(zhui)究等制度。老(lao)(lao)年(nian)助(zhu)餐(can)(can)(can)(can)服(fu)務(wu)(wu)機(ji)(ji)構(gou)應當(dang)按照法(fa)(fa)律法(fa)(fa)規和食品(pin)安(an)(an)全(quan)標準開展食品(pin)經營(ying)活動,建立(li)健全(quan)原料控制、餐(can)(can)(can)(can)具飲具清洗消(xiao)(xiao)毒、食品(pin)留樣等制度,嚴(yan)格落實(shi)(shi)食品(pin)安(an)(an)全(quan)自(zi)查(cha)、問(wen)題隱患整(zheng)改、潛在風險(xian)(xian)(xian)報告(gao)等要求。采用集體(ti)用餐(can)(can)(can)(can)配送(song)方(fang)式(shi)的老(lao)(lao)年(nian)助(zhu)餐(can)(can)(can)(can)服(fu)務(wu)(wu)機(ji)(ji)構(gou),應當(dang)與供餐(can)(can)(can)(can)單位簽訂供餐(can)(can)(can)(can)合(he)同,指定專人負(fu)責(ze)查(cha)驗(yan)供餐(can)(can)(can)(can)單位提供的食品(pin),嚴(yan)把質(zhi)量關。切實(shi)(shi)抓好老(lao)(lao)年(nian)助(zhu)餐(can)(can)(can)(can)服(fu)務(wu)(wu)場(chang)所安(an)(an)全(quan)生產(chan)工作,加強服(fu)務(wu)(wu)中的人身(shen)安(an)(an)全(quan)、消(xiao)(xiao)防安(an)(an)全(quan)等管理,防范各(ge)類安(an)(an)全(quan)風險(xian)(xian)(xian)。鼓勵老(lao)(lao)年(nian)助(zhu)餐(can)(can)(can)(can)服(fu)務(wu)(wu)機(ji)(ji)構(gou)購買食品(pin)安(an)(an)全(quan)等相(xiang)關責(ze)任(ren)保險(xian)(xian)(xian)。
(十四)強(qiang)化(hua)日常(chang)監管。老年助(zhu)餐服(fu)務有關管理部門應當依職責(ze)聯合開(kai)展(zhan)抽查檢查,按規(gui)定(ding)公布食品安全日常(chang)監督管理信息。定(ding)期對(dui)老年助(zhu)餐服(fu)務價格和質(zhi)量進行(xing)評估(gu),結(jie)合老年人(ren)滿意度等(deng)情況,適(shi)時動態調整對(dui)老年助(zhu)餐服(fu)務機構(gou)的(de)扶持政策。對(dui)不落(luo)實食品安全管理、運(yun)營管理等(deng)規(gui)定(ding)的(de),依法依規(gui)進行(xing)處理。
(十五)加強社會監(jian)督。鼓勵(li)具(ju)備條件的(de)老年助餐服(fu)務機(ji)構(gou)采(cai)用透明(ming)可視方(fang)式(shi)公開展示(shi)餐飲服(fu)務相關(guan)過程,通過“互聯網+明(ming)廚亮灶”等(deng)方(fang)式(shi)接受社會監(jian)督。鼓勵(li)邀請老年人、社區居民代表參與食品(pin)安全檢查。暢通投訴舉報渠道,及時有效(xiao)解決(jue)群眾合理訴求(qiu)。
六(liu)、強化實施(shi)保(bao)障
(十六)加強組(zu)織領(ling)導。各地(di)要建立健全黨委(wei)領(ling)導、政(zheng)府負(fu)責、部門協同、社會參(can)與、家庭盡責的老(lao)年(nian)助(zhu)(zhu)餐服(fu)務(wu)工(gong)(gong)作(zuo)(zuo)機(ji)制(zhi),把發展老(lao)年(nian)助(zhu)(zhu)餐服(fu)務(wu)作(zuo)(zuo)為為民辦實(shi)事重(zhong)要內容,納(na)入(ru)居(ju)家社區養(yang)老(lao)服(fu)務(wu)網絡和養(yang)老(lao)服(fu)務(wu)體系(xi)建設整體部署(shu)、統籌推進,納(na)入(ru)積極應對(dui)(dui)人(ren)(ren)口老(lao)齡化能(neng)力評價指標體系(xi)推動落(luo)實(shi);要根據本方案(an)要求,結合實(shi)際制(zhi)定實(shi)施(shi)方案(an)或細化完善(shan)已有方案(an)。縣級人(ren)(ren)民政(zheng)府要做好轄(xia)區內老(lao)年(nian)助(zhu)(zhu)餐服(fu)務(wu)工(gong)(gong)作(zuo)(zuo)的資源統籌、組(zu)織實(shi)施(shi)等工(gong)(gong)作(zuo)(zuo),不斷調整優化政(zheng)策措施(shi);鄉鎮(zhen)(街道)要做好具體實(shi)施(shi)和落(luo)實(shi)工(gong)(gong)作(zuo)(zuo),村(居(ju))委(wei)會要積極協助(zhu)(zhu)做好相關工(gong)(gong)作(zuo)(zuo)。中央財政(zheng)要對(dui)(dui)地(di)方老(lao)年(nian)助(zhu)(zhu)餐服(fu)務(wu)工(gong)(gong)作(zuo)(zuo)給予支持,并將發展老(lao)年(nian)助(zhu)(zhu)餐服(fu)務(wu)納(na)入(ru)養(yang)老(lao)服(fu)務(wu)體系(xi)建設相關激勵工(gong)(gong)作(zuo)(zuo)。
(十七)明確(que)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)職責(ze)。有關部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)主動作(zuo)為、協同配合(he)(he),大(da)力支持(chi)(chi)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務工(gong)(gong)作(zuo),切實形(xing)成工(gong)(gong)作(zuo)合(he)(he)力。民(min)政(zheng)(zheng)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)履行(xing)好牽(qian)頭職責(ze),依托各級老齡工(gong)(gong)作(zuo)委員會,加(jia)強組織(zhi)協調(diao)和(he)督促指導。發(fa)展改(gai)革部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)把(ba)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務納入經濟社(she)會發(fa)展相關專項(xiang)規(gui)劃(hua)統籌(chou)推進,在中央預算(suan)內(nei)投資(zi)支持(chi)(chi)養老服(fu)務體(ti)系等(deng)建(jian)設(she)中強化老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務能力。財政(zheng)(zheng)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)按(an)規(gui)定(ding)(ding)落實財稅支持(chi)(chi)政(zheng)(zheng)策,加(jia)強資(zi)金規(gui)范使用(yong)監(jian)管。人力資(zi)源(yuan)社(she)會保障部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)落實就業(ye)扶持(chi)(chi)政(zheng)(zheng)策,鼓勵支持(chi)(chi)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務機(ji)構(gou)吸納重點群體(ti)就業(ye),并按(an)規(gui)定(ding)(ding)給(gei)予補貼(tie)。自然資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)統籌(chou)規(gui)劃(hua)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務設(she)施用(yong)地(di)空間布局,保障和(he)規(gui)范用(yong)地(di)供應。住房城(cheng)(cheng)鄉建(jian)設(she)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)結合(he)(he)城(cheng)(cheng)鎮老舊小區(qu)改(gai)造、完整(zheng)社(she)區(qu)建(jian)設(she)試點等(deng)工(gong)(gong)作(zuo),統籌(chou)推進老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務設(she)施建(jian)設(she)。農(nong)(nong)業(ye)農(nong)(nong)村部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)將農(nong)(nong)村老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務工(gong)(gong)作(zuo)作(zuo)為全(quan)面推進鄉村振興的(de)重要(yao)(yao)(yao)(yao)(yao)內(nei)容,協調(diao)農(nong)(nong)村公共服(fu)務資(zi)源(yuan)向老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務傾斜。商務部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)積(ji)極引(yin)導有條件的(de)餐(can)(can)(can)(can)(can)(can)飲、商貿物流企(qi)業(ye)和(he)互聯網平臺參與老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務。稅務部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)落實老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務領域稅收減免優惠政(zheng)(zheng)策。市場監(jian)管部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)會同相關行(xing)業(ye)主管部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)加(jia)強對(dui)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務的(de)食品安全(quan)監(jian)管。消防救援(yuan)機(ji)構(gou)等(deng)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)要(yao)(yao)(yao)(yao)(yao)依法加(jia)強對(dui)老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務場所的(de)消防監(jian)督檢查。其他有關部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)(men)按(an)職責(ze)做好老年(nian)(nian)(nian)助(zhu)餐(can)(can)(can)(can)(can)(can)服(fu)務相關工(gong)(gong)作(zuo)。
(十八)做好督促指導(dao)。各地要從實(shi)(shi)際出發,尊重群(qun)眾意愿,積極(ji)穩妥探索(suo)各具特(te)色、靈活多(duo)樣的老(lao)年(nian)助(zhu)餐(can)服(fu)務(wu)方式(shi);力戒(jie)形式(shi)主義,避免資源浪費(fei),防止“一哄而上”、“一刀切”,發現問題及時予以糾正(zheng)。民政部(bu)要會同有關(guan)部(bu)門加(jia)強動態跟蹤(zong),督促指導(dao)各地根(gen)據現有工(gong)作基礎有序推進老(lao)年(nian)助(zhu)餐(can)服(fu)務(wu)擴面提質工(gong)作;適(shi)時開展工(gong)作評(ping)估,總結推廣經驗做法,切實(shi)(shi)抓好貫徹(che)落(luo)實(shi)(shi);注重宣傳引導(dao),積極(ji)營造全社會關(guan)心老(lao)年(nian)人、支持(chi)老(lao)年(nian)助(zhu)餐(can)服(fu)務(wu)的良好氛圍(wei)。
