  產業工(gong)人(ren)是(shi)工(gong)人(ren)階級(ji)的(de)主體(ti)力量,是(shi)創造社會財富的(de)中堅(jian)力量,是(shi)實(shi)施創新驅動(dong)發展戰略、加快建設制造強國(guo)的(de)骨干力量。為推動(dong)產業工(gong)人(ren)隊伍(wu)建設改革走深走實(shi),現(xian)提出如下意(yi)見。

  一、總體要求

  堅(jian)持以習近平(ping)新時(shi)代中(zhong)國特色社會主義思想為指導(dao)(dao),全(quan)(quan)面貫徹黨的(de)二(er)十大和(he)(he)二(er)十屆二(er)中(zhong)、三(san)中(zhong)全(quan)(quan)會精神,深入貫徹習近平(ping)總書記關于(yu)工(gong)(gong)人(ren)階(jie)級(ji)和(he)(he)工(gong)(gong)會工(gong)(gong)作(zuo)的(de)重要論述,堅(jian)持和(he)(he)加強黨的(de)全(quan)(quan)面領(ling)導(dao)(dao),堅(jian)持全(quan)(quan)心全(quan)(quan)意(yi)依靠(kao)工(gong)(gong)人(ren)階(jie)級(ji)的(de)根本方針,深刻領(ling)悟“兩(liang)個(ge)確立(li)”的(de)決定性意(yi)義,增強“四個(ge)意(yi)識”、堅(jian)定“四個(ge)自信”、做(zuo)到“兩(liang)個(ge)維護”,堅(jian)持系統(tong)觀念、問題導(dao)(dao)向、守正創新,深化產業(ye)工(gong)(gong)人(ren)隊伍(wu)建設改革,團結(jie)引導(dao)(dao)產業(ye)工(gong)(gong)人(ren)在(zai)中(zhong)國式現代化建設中(zhong)發揮主力軍作(zuo)用。

  主要目(mu)標是:通過深化(hua)(hua)產(chan)業(ye)(ye)工(gong)人(ren)隊伍(wu)(wu)建(jian)設(she)(she)改革,思想政治引領更加(jia)(jia)扎實,產(chan)業(ye)(ye)工(gong)人(ren)聽黨話跟黨走的(de)信(xin)念更加(jia)(jia)堅定,干(gan)事創(chuang)業(ye)(ye)的(de)激(ji)情(qing)動力(li)更加(jia)(jia)高漲,主人(ren)翁地位更加(jia)(jia)顯著(zhu),成(cheng)就感(gan)獲得感(gan)幸福(fu)感(gan)進一步增(zeng)強(qiang);勞(lao)動光榮、技(ji)能(neng)(neng)寶貴、創(chuang)造偉(wei)大(da)的(de)社會(hui)氛(fen)圍更加(jia)(jia)濃厚;產(chan)業(ye)(ye)工(gong)人(ren)綜(zong)合素質明顯提(ti)升,大(da)國(guo)工(gong)匠(jiang)(jiang)(jiang)(jiang)、高技(ji)能(neng)(neng)人(ren)才(cai)(cai)(cai)不斷(duan)涌現,知識型(xing)(xing)(xing)技(ji)能(neng)(neng)型(xing)(xing)(xing)創(chuang)新型(xing)(xing)(xing)產(chan)業(ye)(ye)工(gong)人(ren)隊伍(wu)(wu)不斷(duan)壯大(da)。力(li)爭到2035年,培養造就2000名左右(you)大(da)國(guo)工(gong)匠(jiang)(jiang)(jiang)(jiang)、10000名左右(you)省級(ji)(ji)工(gong)匠(jiang)(jiang)(jiang)(jiang)、50000名左右(you)市級(ji)(ji)工(gong)匠(jiang)(jiang)(jiang)(jiang),以(yi)培養更多大(da)國(guo)工(gong)匠(jiang)(jiang)(jiang)(jiang)和各級(ji)(ji)工(gong)匠(jiang)(jiang)(jiang)(jiang)人(ren)才(cai)(cai)(cai)為(wei)(wei)引領,帶(dai)動一流產(chan)業(ye)(ye)技(ji)術工(gong)人(ren)隊伍(wu)(wu)建(jian)設(she)(she),為(wei)(wei)以(yi)中國(guo)式現代化(hua)(hua)全面推(tui)進強(qiang)國(guo)建(jian)設(she)(she)、民族(zu)復興(xing)偉(wei)業(ye)(ye)提(ti)供有(you)力(li)人(ren)才(cai)(cai)(cai)保障和技(ji)能(neng)(neng)支撐。

  二、強化思想政治引領,團結引導產業工人堅定不移聽黨話跟黨走

  (一)持(chi)續(xu)(xu)強化產(chan)業工(gong)人(ren)隊伍思(si)(si)想政(zheng)治(zhi)工(gong)作(zuo)。堅持(chi)不(bu)懈用習近平新(xin)時代中國特色社(she)會主(zhu)義(yi)思(si)(si)想凝心鑄魂,推動黨(dang)的創新(xin)理論在(zai)產(chan)業工(gong)人(ren)中落地生根,結合實際做好網上思(si)(si)想政(zheng)治(zhi)引領,持(chi)續(xu)(xu)抓好主(zhu)題宣傳教育,開展普遍輪訓。鼓勵支(zhi)持(chi)大國工(gong)匠、高技(ji)能(neng)人(ren)才參加國情研修,鼓勵支(zhi)持(chi)產(chan)業工(gong)人(ren)參加青(qing)年馬克思(si)(si)主(zhu)義(yi)者培養工(gong)程,深化社(she)會主(zhu)義(yi)核(he)心價值(zhi)觀教育,筑牢團結奮斗的共同思(si)(si)想基礎。

  (二(er))加強產(chan)業(ye)(ye)工人(ren)隊伍黨(dang)建(jian)工作。加強企業(ye)(ye)黨(dang)組織(zhi)建(jian)設。加強新經濟組織(zhi)、新就(jiu)業(ye)(ye)群(qun)體黨(dang)建(jian)工作,及時有(you)效擴大黨(dang)的組織(zhi)覆(fu)蓋和工作覆(fu)蓋。持續解(jie)決國有(you)企業(ye)(ye)黨(dang)員空(kong)白班組問(wen)題。加強在(zai)產(chan)業(ye)(ye)工人(ren)中發展(zhan)黨(dang)員,注重把(ba)生產(chan)經營骨干培養(yang)成黨(dang)員。

  (三(san))大力弘(hong)揚勞(lao)(lao)(lao)模(mo)(mo)(mo)精(jing)神、勞(lao)(lao)(lao)動(dong)(dong)精(jing)神、工(gong)匠(jiang)精(jing)神。做實(shi)“中國(guo)夢·勞(lao)(lao)(lao)動(dong)(dong)美”主題(ti)宣(xuan)傳(chuan)(chuan)教(jiao)育。在(zai)勞(lao)(lao)(lao)動(dong)(dong)模(mo)(mo)(mo)范、五一勞(lao)(lao)(lao)動(dong)(dong)獎(jiang)章(zhang)、青年五四獎(jiang)章(zhang)、三(san)八(ba)紅(hong)旗(qi)手等評選工(gong)作(zuo)中,加大對(dui)產(chan)業工(gong)人的宣(xuan)傳(chuan)(chuan)力度。深入開(kai)展(zhan)“勞(lao)(lao)(lao)模(mo)(mo)(mo)工(gong)匠(jiang)進校園”行動(dong)(dong),把勞(lao)(lao)(lao)模(mo)(mo)(mo)精(jing)神、勞(lao)(lao)(lao)動(dong)(dong)精(jing)神、工(gong)匠(jiang)精(jing)神納入大思(si)政(zheng)課工(gong)作(zuo)體系,支持在(zai)大中小學設(she)(she)立勞(lao)(lao)(lao)模(mo)(mo)(mo)工(gong)匠(jiang)兼職(zhi)輔導(dao)員,在(zai)職(zhi)業學校(含技工(gong)院校,下(xia)同)開(kai)設(she)(she)“勞(lao)(lao)(lao)模(mo)(mo)(mo)工(gong)匠(jiang)大講堂”,在(zai)高等學校設(she)(she)立勞(lao)(lao)(lao)模(mo)(mo)(mo)工(gong)匠(jiang)兼職(zhi)導(dao)師。組(zu)織開(kai)展(zhan)勞(lao)(lao)(lao)模(mo)(mo)(mo)工(gong)匠(jiang)進企業、進社區、進機關(guan)宣(xuan)傳(chuan)(chuan)活動(dong)(dong)。

  三、發展全過程人民民主,保障產業工人主人翁地位

  (四(si))落實(shi)產(chan)業工人(ren)(ren)參與(yu)國家治(zhi)(zhi)(zhi)理(li)的制(zhi)(zhi)度(du)。落實(shi)保障產(chan)業工人(ren)(ren)主(zhu)人(ren)(ren)翁地位的制(zhi)(zhi)度(du)安(an)排。組織(zhi)開展(zhan)黨的代(dai)(dai)表(biao)(biao)大會(hui)代(dai)(dai)表(biao)(biao)和委員(yuan)會(hui)委員(yuan)、人(ren)(ren)大代(dai)(dai)表(biao)(biao)、政(zheng)協委員(yuan)、群團組織(zhi)代(dai)(dai)表(biao)(biao)大會(hui)代(dai)(dai)表(biao)(biao)和委員(yuan)會(hui)委員(yuan)中(zhong)的產(chan)業工人(ren)(ren)教(jiao)育培訓。引導產(chan)業工人(ren)(ren)依法行(xing)使民主(zhu)權利,有(you)序參與(yu)國家治(zhi)(zhi)(zhi)理(li)、社會(hui)治(zhi)(zhi)(zhi)理(li)、基層治(zhi)(zhi)(zhi)理(li)。

  (五)完(wan)善企(qi)業民主(zhu)(zhu)管(guan)理(li)制度。健全以職(zhi)工(gong)(gong)代(dai)表大會為(wei)基(ji)本形式的(de)(de)企(qi)事(shi)業單位民主(zhu)(zhu)管(guan)理(li)制度,涉及產業工(gong)(gong)人切身利(li)益的(de)(de)重大事(shi)項必須(xu)依法(fa)依章程(cheng)經職(zhi)工(gong)(gong)代(dai)表大會審議通過。堅持和完(wan)善職(zhi)工(gong)(gong)董事(shi)、職(zhi)工(gong)(gong)監事(shi)制度,深化(hua)廠(chang)務公開(kai),積極利(li)用數字技術為(wei)產業工(gong)(gong)人民主(zhu)(zhu)參與提供更為(wei)精準便捷的(de)(de)服務。

  (六)健全勞(lao)(lao)動(dong)(dong)(dong)關系(xi)協商協調(diao)機制(zhi)(zhi)。全面(mian)落實勞(lao)(lao)動(dong)(dong)(dong)合(he)同(tong)制(zhi)(zhi)度(du),推(tui)進集(ji)體(ti)協商和(he)集(ji)體(ti)合(he)同(tong)制(zhi)(zhi)度(du)。建(jian)立(li)健全各級協調(diao)勞(lao)(lao)動(dong)(dong)(dong)關系(xi)三方委員會,發(fa)揮國家協調(diao)勞(lao)(lao)動(dong)(dong)(dong)關系(xi)三方機制(zhi)(zhi)、地方政府和(he)同(tong)級工(gong)會聯席會議(yi)(yi)制(zhi)(zhi)度(du)作用(yong),把(ba)推(tui)進產(chan)業(ye)工(gong)人隊(dui)伍建(jian)設改(gai)革列入重要(yao)議(yi)(yi)程。完善(shan)基(ji)層勞(lao)(lao)動(dong)(dong)(dong)關系(xi)治理(li)機制(zhi)(zhi),提升勞(lao)(lao)動(dong)(dong)(dong)關系(xi)公共(gong)服務(wu)水平,開(kai)展全國基(ji)層勞(lao)(lao)動(dong)(dong)(dong)關系(xi)公共(gong)服務(wu)站(zhan)點(dian)標準化工(gong)作。推(tui)進區域和(he)諧勞(lao)(lao)動(dong)(dong)(dong)關系(xi)高質量發(fa)展改(gai)革創新(xin)試點(dian)。積極推(tui)進行(xing)業(ye)、企業(ye)和(he)工(gong)業(ye)園區構建(jian)和(he)諧勞(lao)(lao)動(dong)(dong)(dong)關系(xi)。

  (七)加強對產業工人(ren)主(zhu)人(ren)翁地位(wei)的(de)(de)(de)宣傳引導(dao)。主(zhu)流(liu)媒(mei)體(ti)要加大對產業工人(ren)主(zhu)人(ren)翁地位(wei)的(de)(de)(de)宣傳力(li)度(du),創作(zuo)(zuo)出版、制作(zuo)(zuo)播出更多反(fan)映(ying)產業工人(ren)風貌(mao)的(de)(de)(de)優秀文學藝術、網絡視聽(ting)和影視作(zuo)(zuo)品(pin)等,營(ying)造(zao)崇(chong)尚(shang)勞模、尊重勞動、尊崇(chong)工匠的(de)(de)(de)社會氛圍(wei)。

  四、適應新型工業化發展需求,完善產業工人技能形成體系

  (八)推動現(xian)代職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)高(gao)質(zhi)量發(fa)展。加快構(gou)建職(zhi)普融(rong)通(tong)、產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)融(rong)合(he)的職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)體系。堅(jian)持以(yi)教(jiao)(jiao)(jiao)(jiao)促(cu)產(chan)(chan)、以(yi)產(chan)(chan)助(zhu)教(jiao)(jiao)(jiao)(jiao)、產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)融(rong)合(he)、產(chan)(chan)學合(he)作(zuo),培(pei)育(yu)一批行(xing)業(ye)領先的產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)融(rong)合(he)型企(qi)業(ye),打造(zao)一批核心課程、優質(zhi)教(jiao)(jiao)(jiao)(jiao)材(cai)、教(jiao)(jiao)(jiao)(jiao)師團隊、實踐項目。實施(shi)現(xian)代職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)質(zhi)量提(ti)升計劃、職(zhi)業(ye)學校(xiao)教(jiao)(jiao)(jiao)(jiao)師素(su)質(zhi)提(ti)高(gao)計劃,支持大國工(gong)匠、高(gao)技能(neng)人才(cai)兼(jian)任(ren)職(zhi)業(ye)學校(xiao)實習實訓教(jiao)(jiao)(jiao)(jiao)師。提(ti)升辦學條(tiao)件和教(jiao)(jiao)(jiao)(jiao)學能(neng)力,創(chuang)建一批具有較高(gao)國際(ji)化水平的職(zhi)業(ye)學校(xiao)。

  (九)加大復合型(xing)技(ji)(ji)(ji)術技(ji)(ji)(ji)能人(ren)才(cai)培養力度。健全產(chan)業(ye)工人(ren)終身(shen)職業(ye)技(ji)(ji)(ji)能培訓制度,為發展新質生產(chan)力、推(tui)動高質量發展培養急需(xu)人(ren)才(cai)。大力實(shi)施(shi)技(ji)(ji)(ji)能中國行(xing)動、職業(ye)教育現場工程師專項培養計劃、青年技(ji)(ji)(ji)能人(ren)才(cai)鍛造(zao)行(xing)動,全面(mian)推(tui)進工學一體化技(ji)(ji)(ji)能人(ren)才(cai)培養模式。

  (十)落實企(qi)(qi)(qi)業(ye)(ye)(ye)培(pei)養產業(ye)(ye)(ye)工(gong)人(ren)的(de)責任。構建以企(qi)(qi)(qi)業(ye)(ye)(ye)為主體、職業(ye)(ye)(ye)學校為基礎,政(zheng)府推(tui)動(dong)、社(she)會(hui)支持(chi)、工(gong)會(hui)參與的(de)技能人(ren)才(cai)培(pei)養體系。鼓勵大型企(qi)(qi)(qi)業(ye)(ye)(ye)制定技能人(ren)才(cai)發展(zhan)戰(zhan)略,健全(quan)產業(ye)(ye)(ye)工(gong)人(ren)培(pei)訓(xun)制度(du),積(ji)極(ji)開展(zhan)公共職業(ye)(ye)(ye)技能培(pei)訓(xun)。企(qi)(qi)(qi)業(ye)(ye)(ye)按(an)規(gui)定足(zu)額提取和使用(yong)職工(gong)教育經費,確保60%以上(shang)用(yong)于一線職工(gong)教育和培(pei)訓(xun)。發揮工(gong)會(hui)系統、行業(ye)(ye)(ye)協(xie)會(hui)、社(she)會(hui)培(pei)訓(xun)機(ji)構作用(yong),幫(bang)助(zhu)中小企(qi)(qi)(qi)業(ye)(ye)(ye)開展(zhan)技能培(pei)訓(xun)。

  (十一)促進(jin)產業工(gong)(gong)(gong)人(ren)(ren)知識更新(xin)和學(xue)歷(li)提升。實施產業工(gong)(gong)(gong)人(ren)(ren)繼續教(jiao)(jiao)育項(xiang)目,鼓勵(li)更多高(gao)等(deng)學(xue)校、開放大學(xue)開設勞模(mo)和工(gong)(gong)(gong)匠人(ren)(ren)才、高(gao)技能(neng)人(ren)(ren)才學(xue)歷(li)教(jiao)(jiao)育班、高(gao)級研修班,舉辦(ban)勞模(mo)工(gong)(gong)(gong)匠創新(xin)培(pei)訓(xun)營,持續深化勞模(mo)工(gong)(gong)(gong)匠、高(gao)技能(neng)人(ren)(ren)才境外培(pei)訓(xun)和國際交流活動。發(fa)揮國家各(ge)類(lei)職業教(jiao)(jiao)育智慧(hui)教(jiao)(jiao)育平臺(tai)作用(yong)。打造全國產業工(gong)(gong)(gong)人(ren)(ren)智能(neng)化技能(neng)學(xue)習平臺(tai)。充分發(fa)揮工(gong)(gong)(gong)人(ren)(ren)文化宮等(deng)社會公益陣(zhen)地作用(yong),向農(nong)民工(gong)(gong)(gong)、新(xin)就業形態勞動者(zhe)提供普(pu)惠(hui)制、普(pu)及性技能(neng)培(pei)訓(xun)服(fu)務。

  五、健全職業發展體系,促進產業工人成長成才

  (十(shi)二)暢通(tong)產業工(gong)(gong)人(ren)(ren)向(xiang)上發展通(tong)道(dao)。建立以創新能(neng)力、質量、實(shi)效、貢獻為導向(xiang),注重勞模精(jing)(jing)神(shen)、勞動精(jing)(jing)神(shen)、工(gong)(gong)匠(jiang)(jiang)精(jing)(jing)神(shen)培育和職業道(dao)德養成的技(ji)能(neng)人(ren)(ren)才(cai)評價體(ti)系。把大國(guo)工(gong)(gong)匠(jiang)(jiang)、高技(ji)能(neng)人(ren)(ren)才(cai)納入(ru)黨(dang)管(guan)人(ren)(ren)才(cai)總體(ti)安排統籌考慮,支(zhi)持(chi)各(ge)地將(jiang)急需緊(jin)缺(que)技(ji)能(neng)人(ren)(ren)才(cai)納入(ru)人(ren)(ren)才(cai)引(yin)進目錄。深(shen)入(ru)實(shi)施(shi)職業技(ji)能(neng)等(deng)級認定(ding)提質擴面行動。健全“新八(ba)級工(gong)(gong)”職業技(ji)能(neng)等(deng)級制度(du)。

  (十三)貫通產(chan)業(ye)(ye)(ye)工人(ren)橫向發展(zhan)機(ji)制(zhi)(zhi)。引導企(qi)業(ye)(ye)(ye)建立(li)健(jian)全(quan)(quan)產(chan)業(ye)(ye)(ye)工人(ren)職(zhi)業(ye)(ye)(ye)生涯指導計劃。推進學(xue)(xue)歷教(jiao)育學(xue)(xue)習成(cheng)果(guo)、非(fei)學(xue)(xue)歷教(jiao)育學(xue)(xue)習成(cheng)果(guo)、職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)學(xue)(xue)分轉換互認。建立(li)職(zhi)業(ye)(ye)(ye)資格、職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)等級(ji)與相應職(zhi)稱、學(xue)(xue)歷的雙向比照認定(ding)制(zhi)(zhi)度(du),健(jian)全(quan)(quan)專業(ye)(ye)(ye)技(ji)(ji)術崗位(wei)、經營管理崗位(wei)、技(ji)(ji)能(neng)崗位(wei)互相貫通的長效(xiao)機(ji)制(zhi)(zhi)。

  六、維護勞動經濟權益,增強產業工人成就感獲得感幸福感

  (十四)提高產業(ye)(ye)工人(ren)經(jing)濟收入。堅持多(duo)勞(lao)者多(duo)得(de)、技(ji)(ji)高者多(duo)得(de)、創(chuang)新者多(duo)得(de),進一步(bu)完善(shan)收入分配制(zhi)度(du)(du),提高勞(lao)動(dong)報酬在初次分配中的比重(zhong)(zhong)。完善(shan)產業(ye)(ye)工人(ren)工資(zi)決定、合(he)理增長、支付保障(zhang)機制(zhi),健(jian)全(quan)按(an)要素分配政(zheng)策(ce)制(zhi)度(du)(du)。多(duo)措并舉推動(dong)企業(ye)(ye)建立健(jian)全(quan)基于崗位價值、能(neng)力素質(zhi)、創(chuang)新創(chuang)造(zao)、業(ye)(ye)績貢獻的技(ji)(ji)能(neng)人(ren)才薪酬分配制(zhi)度(du)(du),以提高技(ji)(ji)能(neng)人(ren)才薪酬待遇為重(zhong)(zhong)點開展(zhan)工資(zi)集體協商,探索對大(da)國(guo)工匠、高技(ji)(ji)能(neng)人(ren)才實(shi)行年薪制(zhi)、協議(yi)工資(zi)制(zhi)和股權激勵等。指導有條件(jian)的地(di)區(qu)發(fa)布分職業(ye)(ye)(工種、崗位)、分技(ji)(ji)能(neng)等級的工資(zi)價位信息。

  (十五(wu))加強(qiang)產業工(gong)(gong)人(ren)服(fu)(fu)務(wu)保障。建立(li)以(yi)社(she)(she)會保障卡為載體的(de)產業工(gong)(gong)人(ren)電(dian)子(zi)檔案,實現培訓信(xin)(xin)息與(yu)就業、社(she)(she)會保障信(xin)(xin)息聯(lian)通(tong)共(gong)享、服(fu)(fu)務(wu)事項一網(wang)通(tong)辦。督促企業與(yu)產業工(gong)(gong)人(ren)簽訂書面勞(lao)動(dong)(dong)合同。嚴格規范(fan)勞(lao)務(wu)派遣用(yong)工(gong)(gong),保障勞(lao)動(dong)(dong)者合法(fa)權(quan)益(yi)。堅持和發展新(xin)時代“楓(feng)橋(qiao)經驗”,完(wan)善勞(lao)動(dong)(dong)爭議(yi)多(duo)元處理機制,妥(tuo)善化(hua)解勞(lao)動(dong)(dong)領域(yu)矛(mao)盾(dun)糾紛(fen)。強(qiang)化(hua)勞(lao)動(dong)(dong)保障監察(cha)執法(fa),加強(qiang)與(yu)勞(lao)動(dong)(dong)人(ren)事爭議(yi)調解仲裁聯(lian)動(dong)(dong),依法(fa)糾治勞(lao)動(dong)(dong)領域(yu)違法(fa)侵權(quan)行為。

  (十六)有(you)效(xiao)維護產業工(gong)(gong)(gong)(gong)人(ren)安全(quan)(quan)健康權(quan)益(yi)。壓實(shi)企業安全(quan)(quan)生產責任,實(shi)施高(gao)危行業領域從業人(ren)員(yuan)安全(quan)(quan)技(ji)能提升(sheng)專項行動,發揮職工(gong)(gong)(gong)(gong)代(dai)表大會(hui)對企業安全(quan)(quan)生產工(gong)(gong)(gong)(gong)作的監督(du)作用。加(jia)強對高(gao)危行業建設項目的勞動安全(quan)(quan)保護。加(jia)強職業病(bing)防治。督(du)促企業依法落實(shi)工(gong)(gong)(gong)(gong)時和休(xiu)(xiu)(xiu)息休(xiu)(xiu)(xiu)假制(zhi)度,健全(quan)(quan)并落實(shi)產業工(gong)(gong)(gong)(gong)人(ren)療養休(xiu)(xiu)(xiu)養制(zhi)度,促進產業工(gong)(gong)(gong)(gong)人(ren)身心健康。

  (十(shi)七)做(zuo)好新就業(ye)形態(tai)(tai)(tai)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)維權服務工(gong)(gong)作(zuo)(zuo)。研究推動(dong)(dong)新就業(ye)形態(tai)(tai)(tai)領域立法。全(quan)面推行(xing)工(gong)(gong)會(hui)(hui)(hui)勞(lao)(lao)動(dong)(dong)法律監督“一函兩書”,加強對平臺企業(ye)和平臺用工(gong)(gong)合作(zuo)(zuo)企業(ye)的監管。積極(ji)做(zuo)好新就業(ye)形態(tai)(tai)(tai)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)建會(hui)(hui)(hui)入會(hui)(hui)(hui)和維權服務工(gong)(gong)作(zuo)(zuo),暢通(tong)訴求表達(da)渠道(dao),解決急難愁盼問(wen)題。健全(quan)靈(ling)活就業(ye)人(ren)員、農民工(gong)(gong)、新就業(ye)形態(tai)(tai)(tai)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)社保制度,擴大新就業(ye)形態(tai)(tai)(tai)勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)職業(ye)傷害保障(zhang)試(shi)點。推動(dong)(dong)平臺企業(ye)建立與工(gong)(gong)會(hui)(hui)(hui)、勞(lao)(lao)動(dong)(dong)者(zhe)(zhe)代表常態(tai)(tai)(tai)化溝通(tong)協商機制。

  七、搭建建功立業平臺,發揮產業工人主力軍作用

  (十(shi)八(ba))深(shen)入開展(zhan)(zhan)勞動(dong)和技能競賽(sai)。圍繞重大(da)(da)戰(zhan)略、重大(da)(da)工(gong)程、重大(da)(da)項目(mu)、重點產業(ye),廣泛開展(zhan)(zhan)各層級(ji)多形(xing)式(shi)的競賽(sai)活動(dong)。持(chi)續辦好各級(ji)各類職業(ye)技能賽(sai)事活動(dong)。支持(chi)企(qi)業(ye)開展(zhan)(zhan)形(xing)式(shi)多樣(yang)的勞動(dong)競賽(sai)、技能比武,不斷(duan)激發產業(ye)工(gong)人投身(shen)推(tui)動(dong)高質量發展(zhan)(zhan)的積(ji)極性(xing)主(zhu)動(dong)性(xing)創造性(xing)。

  (十九(jiu))激發(fa)產(chan)(chan)(chan)(chan)業(ye)工(gong)(gong)(gong)人創(chuang)(chuang)新創(chuang)(chuang)造(zao)活力。鼓勵產(chan)(chan)(chan)(chan)業(ye)工(gong)(gong)(gong)人立足工(gong)(gong)(gong)作(zuo)崗位(wei)、解決(jue)現場實際問題,廣泛開展面向生(sheng)產(chan)(chan)(chan)(chan)全過程的(de)技(ji)術革(ge)(ge)新、技(ji)術創(chuang)(chuang)新、技(ji)術攻關、技(ji)術創(chuang)(chuang)造(zao)和小發(fa)明、小創(chuang)(chuang)造(zao)、小革(ge)(ge)新、小設計(ji)、小建議(yi)等群眾性(xing)創(chuang)(chuang)新活動,完善發(fa)揮企業(ye)班組(zu)作(zuo)用的(de)制度(du)。引導和支(zhi)持大國工(gong)(gong)(gong)匠、高技(ji)能人才(cai)參與重(zhong)大技(ji)術革(ge)(ge)新、科技(ji)攻關項目。加強(qiang)產(chan)(chan)(chan)(chan)業(ye)工(gong)(gong)(gong)人創(chuang)(chuang)新成果知識產(chan)(chan)(chan)(chan)權保護(hu),做好產(chan)(chan)(chan)(chan)業(ye)工(gong)(gong)(gong)人申(shen)報國家科技(ji)進步(bu)獎等工(gong)(gong)(gong)作(zuo)。

  (二十)發(fa)揮勞模(mo)(mo)和工(gong)(gong)(gong)匠人才的示(shi)范引領作(zuo)用。加(jia)(jia)強(qiang)(qiang)勞模(mo)(mo)工(gong)(gong)(gong)匠創新(xin)工(gong)(gong)(gong)作(zuo)室(shi)(shi)、技能大師工(gong)(gong)(gong)作(zuo)室(shi)(shi)、職工(gong)(gong)(gong)創新(xin)工(gong)(gong)(gong)作(zuo)室(shi)(shi)、青創先(xian)鋒工(gong)(gong)(gong)作(zuo)室(shi)(shi)等平臺建設。推動在專精(jing)(jing)特新(xin)中(zhong)(zhong)小(xiao)企業(ye)(ye)、專精(jing)(jing)特新(xin)“小(xiao)巨人”企業(ye)(ye)中(zhong)(zhong)加(jia)(jia)強(qiang)(qiang)創新(xin)工(gong)(gong)(gong)作(zuo)室(shi)(shi)建設。鼓勵(li)發(fa)展跨(kua)區(qu)域、跨(kua)行業(ye)(ye)、跨(kua)企業(ye)(ye)的創新(xin)工(gong)(gong)(gong)作(zuo)室(shi)(shi)聯盟。實施“勞模(mo)(mo)工(gong)(gong)(gong)匠助企行”,促(cu)進(jin)專精(jing)(jing)特新(xin)中(zhong)(zhong)小(xiao)企業(ye)(ye)發(fa)展。

  八、壯大產業工人隊伍,不斷鞏固黨長期執政的階級基礎和群眾基礎

  (二十(shi)一)穩(wen)定(ding)制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)產(chan)(chan)業(ye)(ye)工(gong)人(ren)隊(dui)伍。支(zhi)持(chi)制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)企業(ye)(ye)圍繞轉(zhuan)型升(sheng)級(ji)和產(chan)(chan)業(ye)(ye)基礎再造(zao)(zao)(zao)(zao)工(gong)程(cheng)項目,實(shi)施制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)技能(neng)(neng)根基工(gong)程(cheng)和制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)人(ren)才(cai)支(zhi)持(chi)計劃。統籌推進制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)轉(zhuan)型升(sheng)級(ji)和保持(chi)產(chan)(chan)業(ye)(ye)工(gong)人(ren)隊(dui)伍穩(wen)定(ding),支(zhi)持(chi)和引導企業(ye)(ye)加強轉(zhuan)崗(gang)培訓,提高(gao)產(chan)(chan)業(ye)(ye)工(gong)人(ren)多崗(gang)位適應能(neng)(neng)力。

  (二十二)大力(li)培(pei)養(yang)大國(guo)工(gong)匠(jiang)(jiang)(jiang)。實施(shi)大國(guo)工(gong)匠(jiang)(jiang)(jiang)人才培(pei)育工(gong)程。持續辦好(hao)大國(guo)工(gong)匠(jiang)(jiang)(jiang)創新(xin)交流大會暨(ji)大國(guo)工(gong)匠(jiang)(jiang)(jiang)論壇。加強巾(jin)幗(guo)工(gong)匠(jiang)(jiang)(jiang)培(pei)養(yang),充分發(fa)揮作用。廣泛(fan)深入開展工(gong)匠(jiang)(jiang)(jiang)宣傳,在全社會大力(li)弘揚工(gong)匠(jiang)(jiang)(jiang)精(jing)神,講(jiang)好(hao)工(gong)匠(jiang)(jiang)(jiang)故(gu)事,按規定開展表彰工(gong)作。

  (二十三)吸引(yin)更多青(qing)年加入產業(ye)工人隊伍(wu)。加強(qiang)政策支持和就業(ye)指導、就業(ye)服務,搭建(jian)校企對接平臺。改善工作環境(jing)和勞動條件,豐(feng)富精神文化(hua)生(sheng)(sheng)活,增強(qiang)制(zhi)造業(ye)崗位對青(qing)年的吸引(yin)力。搭建(jian)產業(ye)工人成長發展平臺,引(yin)導更多大(da)學生(sheng)(sheng)走技能成才、技能報國之路。

  (二十四)把農(nong)民(min)(min)工(gong)培養成高素質(zhi)現代產業(ye)工(gong)人。圍(wei)繞產業(ye)轉型升(sheng)級,加(jia)強對農(nong)民(min)(min)工(gong)的技(ji)能培訓,廣(guang)泛實施求(qiu)學圓夢行動。促(cu)進農(nong)民(min)(min)工(gong)融入城(cheng)(cheng)市,進一步放(fang)開放(fang)寬城(cheng)(cheng)市落戶政策,促(cu)進進城(cheng)(cheng)農(nong)民(min)(min)工(gong)平等享有城(cheng)(cheng)鎮基本公(gong)共服務。加(jia)大公(gong)益法律服務惠及(ji)農(nong)民(min)(min)工(gong)力度,保障合法權益,促(cu)進穩定就業(ye)。

  九、加強組織領導,合力推進產業工人隊伍建設改革

  (二(er)十五(wu))強化組織保障。各級(ji)黨(dang)委和政府要加強對(dui)產業(ye)工(gong)(gong)人(ren)(ren)隊(dui)伍建設(she)改革(ge)的(de)組織領導(dao),強化統(tong)籌協(xie)調(diao),結合(he)(he)實(shi)(shi)際抓(zhua)好本意見貫徹落(luo)實(shi)(shi)。各級(ji)工(gong)(gong)會要牽頭抓(zhua)總,各級(ji)產業(ye)工(gong)(gong)人(ren)(ren)隊(dui)伍建設(she)改革(ge)組織推進機(ji)構(gou)要加強分類指導(dao),推動形成工(gong)(gong)作合(he)(he)力。推動促進產業(ye)工(gong)(gong)人(ren)(ren)隊(dui)伍建設(she)方面的(de)立法。

  (二十六)發揮(hui)企(qi)業(ye)(ye)(ye)(ye)作用。強化國(guo)有企(qi)業(ye)(ye)(ye)(ye)政(zheng)治責任,充分發揮(hui)中(zhong)央企(qi)業(ye)(ye)(ye)(ye)和地方(fang)大型國(guo)有企(qi)業(ye)(ye)(ye)(ye)帶(dai)動作用。支(zhi)持(chi)民營企(qi)業(ye)(ye)(ye)(ye)更(geng)好履(lv)行社會責任。鼓勵企(qi)業(ye)(ye)(ye)(ye)將產業(ye)(ye)(ye)(ye)工(gong)人隊伍(wu)建設改革(ge)情況(kuang)納入企(qi)業(ye)(ye)(ye)(ye)社會責任報告、可持(chi)續發展報告。發布推進產業(ye)(ye)(ye)(ye)工(gong)人隊伍(wu)建設改革(ge)藍皮書。對推進產業(ye)(ye)(ye)(ye)工(gong)人隊伍(wu)建設改革(ge)成(cheng)效顯著(zhu)的企(qi)業(ye)(ye)(ye)(ye),各級黨委(wei)和政(zheng)府以及工(gong)會等按規定予以表彰(zhang)和相應政(zheng)策支(zhi)持(chi)。

  (二(er)十七)健全社會(hui)支持體系(xi)。加大對產(chan)業(ye)工人(ren)隊伍建(jian)(jian)設改革的宣傳力度(du),營造濃厚社會(hui)氛圍。建(jian)(jian)立產(chan)業(ye)工人(ren)隊伍數據統計、調查、監(jian)測體系(xi)。加強產(chan)業(ye)工人(ren)隊伍建(jian)(jian)設改革課(ke)題研究。
