  社(she)(she)會信用制(zhi)(zhi)度是市場經濟(ji)基礎制(zhi)(zhi)度。為(wei)健全社(she)(she)會信用體系,經黨中央、國務院同意(yi),現提出如下意(yi)見。

  一、總體要求

  堅(jian)(jian)(jian)持(chi)以(yi)習(xi)近平(ping)新(xin)時代中國特色社(she)(she)會主義思想為指導(dao)(dao),深入貫徹(che)黨(dang)的二(er)十大和(he)二(er)十屆二(er)中、三中全會精神(shen),堅(jian)(jian)(jian)持(chi)和(he)加(jia)強黨(dang)的領導(dao)(dao),堅(jian)(jian)(jian)持(chi)穩中求(qiu)進(jin)工作總基調,完整準確全面(mian)貫徹(che)新(xin)發展理念(nian),堅(jian)(jian)(jian)持(chi)政(zheng)府引導(dao)(dao)、市(shi)(shi)(shi)場(chang)驅(qu)動(dong)、社(she)(she)會共(gong)建(jian),堅(jian)(jian)(jian)持(chi)弘(hong)揚誠信(xin)文化,堅(jian)(jian)(jian)持(chi)公共(gong)信(xin)用信(xin)息和(he)市(shi)(shi)(shi)場(chang)信(xin)用信(xin)息相互融合,堅(jian)(jian)(jian)持(chi)信(xin)用獎懲合理合法(fa),構(gou)建(jian)覆蓋各(ge)(ge)類主體、制度(du)規則(ze)統一(yi)、共(gong)建(jian)共(gong)享共(gong)用的社(she)(she)會信(xin)用體系,推動(dong)社(she)(she)會信(xin)用體系與經濟社(she)(she)會發展各(ge)(ge)方面(mian)各(ge)(ge)環(huan)節深度(du)融合,為加(jia)快(kuai)建(jian)設全國統一(yi)大市(shi)(shi)(shi)場(chang)、維(wei)護公平(ping)有序競爭市(shi)(shi)(shi)場(chang)秩序、推動(dong)高質量發展提(ti)供有力支撐。

  二、構建覆蓋各類主體的社會信用體系

  (一)深化政務信(xin)(xin)(xin)用建設。健全政府(fu)(fu)誠(cheng)信(xin)(xin)(xin)履約(yue)機制,開展政務誠(cheng)信(xin)(xin)(xin)評價,完(wan)善政府(fu)(fu)失信(xin)(xin)(xin)行(xing)(xing)為認(ren)定(ding)標(biao)準(zhun)和(he)失信(xin)(xin)(xin)懲(cheng)戒措施,政府(fu)(fu)及其(qi)部(bu)門(含下屬單位)在公(gong)共資源(yuan)交易、招商(shang)引(yin)資、人才引(yin)進、政府(fu)(fu)與(yu)社會資本(ben)合作(zuo)、產(chan)業扶持、投資融(rong)資、涉企收費等領域出現失信(xin)(xin)(xin)行(xing)(xing)為的,按規定(ding)將其(qi)納(na)入信(xin)(xin)(xin)用記(ji)錄,限制其(qi)申請各(ge)類財政性資金和(he)項(xiang)目、試點示范、評先評優。有效發揮事(shi)業單位異常(chang)名錄作(zuo)用,提升事(shi)業單位誠(cheng)信(xin)(xin)(xin)自律水(shui)平。加強公(gong)職人員誠(cheng)信(xin)(xin)(xin)管理(li)和(he)教育。

  (二(er))加(jia)(jia)強經(jing)營(ying)主體信(xin)用(yong)建設。強化經(jing)營(ying)主體信(xin)用(yong)管理,支持(chi)經(jing)營(ying)主體完善合(he)規(gui)經(jing)營(ying)制度、管控信(xin)用(yong)風(feng)險,引(yin)導經(jing)營(ying)主體誠信(xin)經(jing)營(ying)、守信(xin)踐諾。以(yi)公共信(xin)用(yong)綜合(he)評價(jia)為基礎,建立企業(ye)信(xin)用(yong)狀(zhuang)況綜合(he)評價(jia)體系。在確保保密和敏(min)感信(xin)息安全前提(ti)下,加(jia)(jia)強國有企業(ye)信(xin)用(yong)狀(zhuang)況披露。鼓勵經(jing)營(ying)主體主動(dong)向信(xin)用(yong)服務(wu)機構提(ti)供(gong)信(xin)用(yong)信(xin)息,不斷健(jian)全信(xin)用(yong)記(ji)錄。

  (三)加(jia)快社(she)會(hui)(hui)(hui)組(zu)織(zhi)(zhi)信用建(jian)設(she)。加(jia)強(qiang)(qiang)社(she)會(hui)(hui)(hui)組(zu)織(zhi)(zhi)信用信息管(guan)理、共享、公(gong)開(kai),強(qiang)(qiang)化社(she)會(hui)(hui)(hui)組(zu)織(zhi)(zhi)信用監管(guan),引導社(she)會(hui)(hui)(hui)組(zu)織(zhi)(zhi)誠信自律(lv),提升內部治理水平(ping)。行業(ye)主管(guan)部門和(he)業(ye)務主管(guan)單位要推動行業(ye)協會(hui)(hui)(hui)商會(hui)(hui)(hui)加(jia)強(qiang)(qiang)誠信建(jian)設(she),指導行業(ye)協會(hui)(hui)(hui)商會(hui)(hui)(hui)依法依規(gui)開(kai)展信用評價(jia)等(deng)活(huo)動,發(fa)揮其(qi)對(dui)成員的行為(wei)導引、規(gui)則約束、權益維(wei)護等(deng)作用。

  (四)有(you)序推進自然人信(xin)(xin)用(yong)建(jian)設。依法依規建(jian)立健全自然人信(xin)(xin)用(yong)記錄(lu)。加快推進法律、金融(rong)、會(hui)計、審計、醫療、教育、家政、工程建(jian)設、生態環境、平(ping)臺經(jing)濟等(deng)領域從業(ye)人員(yuan)和(he)取(qu)得國(guo)家職業(ye)資格人員(yuan)等(deng)重點職業(ye)人群(qun)的(de)信(xin)(xin)用(yong)管理制度建(jian)設。有(you)條(tiao)件的(de)地(di)方和(he)部(bu)門可(ke)以開(kai)展自然人信(xin)(xin)用(yong)評價(jia),用(yong)作(zuo)為守信(xin)(xin)主體(ti)提(ti)供激(ji)勵(li)政策(ce)的(de)參考,嚴禁(jin)將非(fei)信(xin)(xin)用(yong)信(xin)(xin)息和(he)個人私密信(xin)(xin)息納入信(xin)(xin)用(yong)評價(jia)。

  (五)全面強(qiang)(qiang)化司(si)(si)(si)法(fa)執法(fa)體系信(xin)用建(jian)設(she)。加強(qiang)(qiang)法(fa)院、檢(jian)察院司(si)(si)(si)法(fa)公(gong)信(xin)建(jian)設(she),提(ti)高司(si)(si)(si)法(fa)公(gong)信(xin)力(li)。依(yi)法(fa)加大司(si)(si)(si)法(fa)公(gong)開(kai)力(li)度,保障人民群眾知情權。加強(qiang)(qiang)司(si)(si)(si)法(fa)執法(fa)人員信(xin)用建(jian)設(she),建(jian)立執法(fa)人員信(xin)用記錄和信(xin)用承諾制(zhi)度。提(ti)高虛(xu)假訴訟違法(fa)失(shi)信(xin)成本(ben)。嚴格失(shi)信(xin)被執行人認定程序,優化相(xiang)關失(shi)信(xin)懲(cheng)戒措(cuo)施。

  三、夯實社會信用體系數據基礎

  (六(liu))建立全面完整準確(que)的信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)記(ji)(ji)錄(lu)。嚴格界(jie)定(ding)公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息范圍,行(xing)業主管部門(men)要(yao)根據法律、行(xing)政法規、地方性(xing)法規或(huo)黨(dang)中央、國務院政策(ce)性(xing)文件確(que)定(ding)本領(ling)域公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息并形成行(xing)業信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)記(ji)(ji)錄(lu),其(qi)中屬于(yu)失信(xin)(xin)(xin)(xin)(xin)信(xin)(xin)(xin)(xin)(xin)息的,要(yao)分類明確(que)其(qi)失信(xin)(xin)(xin)(xin)(xin)嚴重(zhong)程度。對(dui)公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息統一實(shi)行(xing)目錄(lu)管理,國家發(fa)展(zhan)改革委匯總建立相關主體的完整信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)記(ji)(ji)錄(lu)。

  (七)強(qiang)(qiang)化信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)歸集(ji)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)。強(qiang)(qiang)化全(quan)國信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)平臺(tai)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)歸集(ji)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)“總樞紐”功能,堅持以共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)為(wei)原則、不共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)為(wei)例外,統一歸集(ji)各領域信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi),根據(ju)需(xu)求按規(gui)定向有關部(bu)門(men)提(ti)(ti)供信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)服(fu)務,定期(qi)開展歸集(ji)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)質效(xiao)評估。推動全(quan)國信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)平臺(tai)與行業(ye)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系統深度聯通(tong)、數(shu)據(ju)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)。研究(jiu)加強(qiang)(qiang)區塊(kuai)鏈等(deng)技(ji)術(shu)在信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)管理等(deng)方面的(de)應用(yong),在保障(zhang)信(xin)(xin)(xin)(xin)用(yong)主體合法權(quan)益和信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安全(quan)的(de)前提(ti)(ti)下,提(ti)(ti)升商(shang)業(ye)合同信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)、產業(ye)鏈信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)、交(jiao)易信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)等(deng)共(gong)(gong)(gong)(gong)享(xiang)(xiang)(xiang)水平。

  (八)建(jian)立(li)公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi)統一公(gong)(gong)示(shi)(shi)制度。建(jian)立(li)統一的(de)公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi)公(gong)(gong)示(shi)(shi)標(biao)準(zhun)規則。“信用(yong)(yong)中(zhong)國(guo)”網站集中(zhong)公(gong)(gong)示(shi)(shi)各類(lei)公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi),行業主管部門原則上不再(zai)公(gong)(gong)示(shi)(shi)本部門業務(wu)領域之外的(de)公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi)。“信用(yong)(yong)中(zhong)國(guo)”網站按照公(gong)(gong)益(yi)性(xing)原則向社會公(gong)(gong)眾提供公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi)查詢服務(wu)。對已(yi)在“信用(yong)(yong)中(zhong)國(guo)”網站公(gong)(gong)示(shi)(shi)的(de)公(gong)(gong)共(gong)(gong)(gong)信用(yong)(yong)信息(xi)(xi),信用(yong)(yong)服務(wu)機(ji)構(gou)應當確保使用(yong)(yong)的(de)信用(yong)(yong)信息(xi)(xi)與公(gong)(gong)示(shi)(shi)內容相同、期限一致。

  (九)有序(xu)推動公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息開(kai)放流通。制(zhi)定(ding)公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息授權運(yun)營(ying)管(guan)理(li)辦(ban)法(fa),支持(chi)符合(he)條(tiao)件的運(yun)營(ying)機構依授權開(kai)展(zhan)公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息資(zi)源開(kai)發、產品經營(ying)和技術服務,嚴禁(jin)未經授權、超范圍使用公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息。建立公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息流通準入標準規則。鼓勵(li)經營(ying)主體依法(fa)依規依托公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息提供公(gong)(gong)(gong)益(yi)服務。探(tan)索建立公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息價值收益(yi)合(he)理(li)分享(xiang)機制(zhi),依法(fa)依規維護公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息資(zi)產權益(yi)。鼓勵(li)區域間公(gong)(gong)(gong)共(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息共(gong)(gong)享(xiang)、信(xin)(xin)(xin)(xin)用評價互(hu)認、信(xin)(xin)(xin)(xin)用獎懲協同。

  (十)加(jia)強(qiang)信(xin)用(yong)(yong)信(xin)息(xi)(xi)安全(quan)(quan)保護。建立信(xin)用(yong)(yong)信(xin)息(xi)(xi)安全(quan)(quan)管理追(zhui)溯和侵權責(ze)(ze)(ze)任(ren)追(zhui)究機制,明確信(xin)息(xi)(xi)傳輸鏈條(tiao)各環節安全(quan)(quan)責(ze)(ze)(ze)任(ren)。嚴格落(luo)實安全(quan)(quan)保護責(ze)(ze)(ze)任(ren),規范信(xin)用(yong)(yong)信(xin)息(xi)(xi)處理程序。提高信(xin)用(yong)(yong)信(xin)息(xi)(xi)基礎設施安全(quan)(quan)管理水平。建立健(jian)全(quan)(quan)信(xin)用(yong)(yong)信(xin)息(xi)(xi)安全(quan)(quan)應(ying)急處理機制。

  四、健全守信激勵和失信懲戒機制

  (十一)強化(hua)(hua)對守(shou)信(xin)行為(wei)的(de)激勵(li)。構(gou)建全方位的(de)信(xin)用激勵(li)政策(ce)環(huan)境,為(wei)守(shou)信(xin)主體(ti)在公共服務中(zhong)提(ti)供(gong)便利或優惠。鼓勵(li)平臺企業用好大數據資源,為(wei)守(shou)信(xin)主體(ti)精(jing)準提(ti)供(gong)市場(chang)化(hua)(hua)、社會化(hua)(hua)激勵(li)。支(zhi)持(chi)金融機構(gou)深入挖掘信(xin)用信(xin)息(xi)價值(zhi),持(chi)續提(ti)升守(shou)信(xin)主體(ti)融資便利化(hua)(hua)水平。

  (十二(er))依(yi)法依(yi)規(gui)開展失(shi)信(xin)(xin)懲戒(jie)。規(gui)范設定失(shi)信(xin)(xin)懲戒(jie)措(cuo)施(shi),依(yi)法依(yi)規(gui)合(he)(he)理確定懲戒(jie)范圍和力(li)度。設定失(shi)信(xin)(xin)懲戒(jie)措(cuo)施(shi)、確定嚴(yan)重(zhong)(zhong)失(shi)信(xin)(xin)主(zhu)(zhu)體(ti)(ti)名(ming)單的設列領域(yu)(yu)必(bi)須以(yi)(yi)法律(lv)、行(xing)(xing)政(zheng)法規(gui)、地(di)方性法規(gui)或(huo)黨中央、國務院(yuan)政(zheng)策性文件(jian)為依(yi)據(ju),其中涉及設定對信(xin)(xin)用主(zhu)(zhu)體(ti)(ti)減損(sun)權利或(huo)增加(jia)義務的措(cuo)施(shi),必(bi)須以(yi)(yi)法律(lv)、行(xing)(xing)政(zheng)法規(gui)、地(di)方性法規(gui)為依(yi)據(ju)。行(xing)(xing)業主(zhu)(zhu)管部門應(ying)當(dang)以(yi)(yi)部門規(gui)章形式明(ming)確嚴(yan)重(zhong)(zhong)失(shi)信(xin)(xin)主(zhu)(zhu)體(ti)(ti)名(ming)單列入和退出的條件(jian)、程序。對被列入嚴(yan)重(zhong)(zhong)失(shi)信(xin)(xin)主(zhu)(zhu)體(ti)(ti)名(ming)單的,在(zai)申請政(zheng)府資金(jin)、享受稅收優惠、參與公(gong)共資源(yuan)交易(yi)活動、股票債券發行(xing)(xing)、評先(xian)評優、公(gong)務員錄用遴選調任(ren)聘(pin)任(ren)、事業單位公(gong)開招聘(pin)等方面(mian),依(yi)法依(yi)規(gui)予(yu)以(yi)(yi)限制或(huo)禁止。在(zai)房(fang)地(di)產市場、互聯網、人力(li)資源(yuan)市場、能(neng)源(yuan)中長期合(he)(he)同領域(yu)(yu)增設嚴(yan)重(zhong)(zhong)失(shi)信(xin)(xin)主(zhu)(zhu)體(ti)(ti)名(ming)單。對失(shi)信(xin)(xin)懲戒(jie)措(cuo)施(shi)和嚴(yan)重(zhong)(zhong)失(shi)信(xin)(xin)主(zhu)(zhu)體(ti)(ti)名(ming)單實(shi)行(xing)(xing)清單化(hua)統一(yi)管理。

  (十(shi)三)完(wan)善統一(yi)的(de)信(xin)用(yong)(yong)修(xiu)復(fu)制度。建立健全統一(yi)規(gui)范(fan)、協同(tong)共享、科學(xue)高效的(de)信(xin)用(yong)(yong)修(xiu)復(fu)制度,鼓勵失(shi)信(xin)主體主動糾正失(shi)信(xin)行為。國家(jia)發(fa)展改(gai)革委牽頭統一(yi)信(xin)用(yong)(yong)信(xin)息(xi)公示(shi)和修(xiu)復(fu)的(de)渠道,優化信(xin)用(yong)(yong)修(xiu)復(fu)規(gui)則,加強司法機(ji)關(guan)、行業主管部門、信(xin)用(yong)(yong)服務(wu)機(ji)構等修(xiu)復(fu)協同(tong)。對完(wan)成修(xiu)復(fu)的(de)信(xin)用(yong)(yong)主體,應(ying)當及時停止公示(shi)其失(shi)信(xin)信(xin)息(xi)、將(jiang)其移出(chu)相關(guan)失(shi)信(xin)名(ming)單,并(bing)依(yi)法依(yi)規(gui)解除相關(guan)失(shi)信(xin)懲戒措施。

  五、健全以信用為基礎的監管和治理機制

  (十(shi)四(si))以(yi)(yi)信(xin)(xin)(xin)用(yong)(yong)評(ping)(ping)價為基礎實施(shi)(shi)分級分類(lei)監管。國(guo)家發展改革委(wei)牽(qian)頭完善信(xin)(xin)(xin)用(yong)(yong)評(ping)(ping)價體(ti)系(xi),各(ge)地(di)區各(ge)行業(ye)主管部(bu)門以(yi)(yi)公共信(xin)(xin)(xin)用(yong)(yong)綜合評(ping)(ping)價為基礎健(jian)全本(ben)地(di)區本(ben)行業(ye)信(xin)(xin)(xin)用(yong)(yong)評(ping)(ping)價機(ji)制,根據評(ping)(ping)價結果優化監管方式,對不(bu)同類(lei)型信(xin)(xin)(xin)用(yong)(yong)主體(ti)實施(shi)(shi)差異化監管。

  (十(shi)五)建立(li)(li)健全信(xin)用(yong)(yong)(yong)承(cheng)(cheng)諾制(zhi)。在(zai)行(xing)(xing)政審(shen)批、證明(ming)事(shi)項、信(xin)用(yong)(yong)(yong)修(xiu)復(fu)等領域推行(xing)(xing)信(xin)用(yong)(yong)(yong)承(cheng)(cheng)諾制(zhi)。辦理(li)適(shi)用(yong)(yong)(yong)信(xin)用(yong)(yong)(yong)承(cheng)(cheng)諾制(zhi)的事(shi)項時(shi),申(shen)請(qing)人部分申(shen)報(bao)材(cai)料不(bu)齊備但信(xin)用(yong)(yong)(yong)狀況較好(hao)且(qie)書面承(cheng)(cheng)諾在(zai)規定期(qi)限內提供材(cai)料的,應先行(xing)(xing)受(shou)理(li)。建立(li)(li)信(xin)用(yong)(yong)(yong)承(cheng)(cheng)諾踐諾跟蹤機制(zhi)。引導信(xin)用(yong)(yong)(yong)主(zhu)體主(zhu)動(dong)向社會作出信(xin)用(yong)(yong)(yong)承(cheng)(cheng)諾。

  (十六)推(tui)進信用報(bao)告(gao)深度應用。推(tui)動(dong)在(zai)市(shi)場準入、行(xing)政審(shen)批、政府采購、招(zhao)商引資(zi)、資(zi)質審(shen)核等(deng)公(gong)共(gong)管理(li)領域(yu)充分使(shi)用信用報(bao)告(gao)。大力推(tui)行(xing)以專項信用報(bao)告(gao)替代(dai)有無違法違規記錄的證明(ming)。鼓勵在(zai)招(zhao)標投標、融資(zi)授信、商業往(wang)來等(deng)市(shi)場交易活動(dong)中使(shi)用信用報(bao)告(gao)。

  (十七(qi))加強(qiang)對政(zheng)府(fu)簽(qian)訂(ding)、指導簽(qian)訂(ding)合(he)(he)同(tong)等(deng)履約(yue)信(xin)用(yong)監管。強(qiang)化合(he)(he)同(tong)履約(yue)跟蹤核實,及時將(jiang)政(zheng)府(fu)簽(qian)訂(ding)的合(he)(he)同(tong)、政(zheng)府(fu)指導簽(qian)訂(ding)的合(he)(he)同(tong)等(deng)履約(yue)情(qing)況歸集(ji)至全國(guo)信(xin)用(yong)信(xin)息共享(xiang)平(ping)臺,國(guo)家發展改(gai)革委(wei)將(jiang)經核實的合(he)(he)同(tong)履約(yue)情(qing)況納入相關主(zhu)體信(xin)用(yong)記錄,切實提高合(he)(he)同(tong)履約(yue)水(shui)平(ping)。

  (十八(ba))推動信(xin)(xin)用(yong)(yong)賦能基層治(zhi)理(li)。加強(qiang)農村信(xin)(xin)用(yong)(yong)體系建(jian)設(she),加強(qiang)涉農信(xin)(xin)用(yong)(yong)信(xin)(xin)息歸集共享,明確采集責任,優化精簡采集指標和評價規則,提升對農戶和新型農業(ye)經營主(zhu)體的信(xin)(xin)用(yong)(yong)評價水平。推動信(xin)(xin)用(yong)(yong)賦能社區(qu)治(zhi)理(li),支持信(xin)(xin)用(yong)(yong)園區(qu)、街區(qu)建(jian)設(she)。

  (十九(jiu))完(wan)善社會信用體系法(fa)律法(fa)規(gui)(gui)制(zhi)度。完(wan)善統一社會信用代碼制(zhi)度,進一步明確各類主體的賦碼部(bu)門,健(jian)全賦碼數(shu)據(ju)共享(xiang)與校核機(ji)制(zhi)。制(zhi)定全國統一的信用信息管(guan)理(li)標準(zhun)。推動出臺社會信用建設法(fa),推動將信用規(gui)(gui)則納入相關(guan)專項法(fa)律法(fa)規(gui)(gui)。加強信用政(zheng)策出臺前的綜合評(ping)估,防止信用管(guan)理(li)措施泛化濫用。

  六、提高社會信用體系市場化社會化水平

  (二(er)十二(er))加強平臺(tai)(tai)經(jing)濟(ji)領域信(xin)(xin)用(yong)建設。加強公共信(xin)(xin)用(yong)信(xin)(xin)息和平臺(tai)(tai)企業經(jing)營(ying)信(xin)(xin)息的(de)共享,引導平臺(tai)(tai)企業建立平臺(tai)(tai)內信(xin)(xin)用(yong)管理(li)制(zhi)度和平臺(tai)(tai)間失信(xin)(xin)聯(lian)合約(yue)束(shu)制(zhi)度,根據平臺(tai)(tai)內商戶信(xin)(xin)用(yong)狀況實施差(cha)別化的(de)管理(li)和服務,為(wei)守法誠信(xin)(xin)經(jing)營(ying)主體提供更多(duo)優惠便(bian)利,對違法失信(xin)(xin)經(jing)營(ying)主體在(zai)平臺(tai)(tai)規則(ze)內予以限制(zhi)。加強對網(wang)絡(luo)主播、自媒(mei)體、網(wang)絡(luo)信(xin)(xin)息內容多(duo)渠道分發服務機構(MCN機構)等(deng)信(xin)(xin)用(yong)監管。

  (二十(shi)三)服(fu)務(wu)高水平對外開放(fang)。在(zai)確保安全的(de)前提下(xia),依法依規推(tui)進信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)息數(shu)據跨境流通(tong),有(you)序開展(zhan)跨境信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)合(he)作,推(tui)動(dong)信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)評(ping)價(jia)、信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)報(bao)告(gao)等信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)產品跨境互(hu)認。支持(chi)國內信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)務(wu)機構(gou)與共建(jian)“一帶一路(lu)”國家(jia)、金(jin)磚國家(jia)開展(zhan)獨立、公正的(de)第三方信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)務(wu)合(he)作。加(jia)強國際(ji)征信(xin)(xin)交流,積極培育具(ju)有(you)國際(ji)競爭力和影響力的(de)征信(xin)(xin)機構(gou)。推(tui)動(dong)國內信(xin)(xin)用(yong)(yong)(yong)(yong)(yong)評(ping)級機構(gou)國際(ji)化發展(zhan)。

  七、加強組織實施

  各(ge)(ge)地(di)區(qu)各(ge)(ge)有關部門要(yao)在黨中央集中統一領(ling)導(dao)下,結合實(shi)際抓好(hao)(hao)本意見貫徹(che)落實(shi),形(xing)(xing)成上下聯動、各(ge)(ge)司其(qi)職(zhi)、齊抓共管的(de)工(gong)作(zuo)格局。國家發展(zhan)改革委(wei)、中國人民銀行要(yao)加強統籌協調,各(ge)(ge)有關部門要(yao)切實(shi)履行本領(ling)域信(xin)(xin)(xin)用(yong)建(jian)設(she)責任,形(xing)(xing)成工(gong)作(zuo)合力。統籌做好(hao)(hao)全(quan)國社會信(xin)(xin)(xin)用(yong)體(ti)系建(jian)設(she)示(shi)(shi)范(fan)區(qu)創(chuang)建(jian)工(gong)作(zuo),建(jian)立(li)健全(quan)示(shi)(shi)范(fan)區(qu)后評價機制。持續(xu)(xu)開(kai)(kai)展(zhan)城市信(xin)(xin)(xin)用(yong)監測。弘揚(yang)誠(cheng)信(xin)(xin)(xin)文化,普及誠(cheng)信(xin)(xin)(xin)教育,依法(fa)依規加大對(dui)嚴(yan)重失信(xin)(xin)(xin)行為的(de)曝光力度,支持新聞媒體(ti)開(kai)(kai)展(zhan)誠(cheng)信(xin)(xin)(xin)宣(xuan)(xuan)傳和(he)輿論監督。充(chong)分發揮誠(cheng)信(xin)(xin)(xin)典型(xing)的(de)引(yin)領(ling)作(zuo)用(yong),持續(xu)(xu)開(kai)(kai)展(zhan)“誠(cheng)信(xin)(xin)(xin)之(zhi)星(xing)”宣(xuan)(xuan)傳和(he)“誠(cheng)信(xin)(xin)(xin)興商宣(xuan)(xuan)傳月”活動,推(tui)動形(xing)(xing)成守信(xin)(xin)(xin)踐諾的(de)良好(hao)(hao)社會風尚。及時總結推(tui)廣典型(xing)經驗做法(fa)。重大事項及時按程序向黨中央、國務院(yuan)請示(shi)(shi)報告。
