新華社(she)北京8月(yue)14日電 《中共中央(yang)關于進一步全(quan)面(mian)深化改革、推進中國(guo)式(shi)現代化的(de)決定》提(ti)出:“健(jian)全(quan)社(she)會(hui)(hui)(hui)信(xin)用體系(xi)和監管(guan)制(zhi)度。”社(she)會(hui)(hui)(hui)主(zhu)義市場(chang)經(jing)濟是信(xin)用經(jing)濟和法治(zhi)經(jing)濟。健(jian)全(quan)社(she)會(hui)(hui)(hui)信(xin)用體系(xi)和監管(guan)制(zhi)度是現代經(jing)濟社(she)會(hui)(hui)(hui)發展的(de)重要基石,對(dui)于促進社(she)會(hui)(hui)(hui)主(zhu)義市場(chang)經(jing)濟健(jian)康發展、提(ti)升社(she)會(hui)(hui)(hui)治(zhi)理能力、增強國(guo)家競爭力具有重要意義。
近年來(lai),我國社會(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)體系(xi)(xi)(xi)日(ri)臻(zhen)完善(shan),守(shou)(shou)信(xin)(xin)(xin)激(ji)勵和(he)失(shi)信(xin)(xin)(xin)懲(cheng)戒(jie)制(zhi)度(du)基本形成(cheng),信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)觀念(nian)逐步(bu)深入人心,知信(xin)(xin)(xin)、守(shou)(shou)信(xin)(xin)(xin)、用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)意識不(bu)斷增強,信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)在優(you)化營商環境、促進(jin)(jin)金融服務(wu)實體經(jing)濟、提升(sheng)政府(fu)治(zhi)理和(he)服務(wu)效能、弘(hong)(hong)揚(yang)社會(hui)主義核心價值(zhi)觀等方面發揮(hui)了(le)重要作用(yong)(yong)(yong)(yong)(yong)。與此同時(shi),社會(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)體系(xi)(xi)(xi)仍存在制(zhi)度(du)規則(ze)不(bu)夠統一(yi)、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)息共享(xiang)開放不(bu)足、守(shou)(shou)信(xin)(xin)(xin)激(ji)勵和(he)失(shi)信(xin)(xin)(xin)懲(cheng)戒(jie)機制(zhi)不(bu)健全(quan)、市場化社會(hui)化應用(yong)(yong)(yong)(yong)(yong)不(bu)深、信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)監管(guan)效能有待進(jin)(jin)一(yi)步(bu)提升(sheng)等問題,需(xu)要進(jin)(jin)一(yi)步(bu)健全(quan)社會(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)體系(xi)(xi)(xi)和(he)監管(guan)制(zhi)度(du),弘(hong)(hong)揚(yang)誠(cheng)信(xin)(xin)(xin)文化,健全(quan)誠(cheng)信(xin)(xin)(xin)建設長效機制(zhi),為經(jing)濟社會(hui)高質(zhi)量(liang)發展提供基礎性支撐。
第一(yi),這是(shi)構建高(gao)(gao)水平(ping)(ping)社會主義市(shi)場(chang)(chang)經(jing)(jing)濟(ji)體(ti)制(zhi)(zhi)的(de)(de)(de)客觀(guan)要(yao)求(qiu)。信(xin)(xin)(xin)(xin)用(yong)(yong)制(zhi)(zhi)度是(shi)市(shi)場(chang)(chang)經(jing)(jing)濟(ji)的(de)(de)(de)基(ji)石,社會信(xin)(xin)(xin)(xin)用(yong)(yong)正在(zai)成為維系市(shi)場(chang)(chang)經(jing)(jing)濟(ji)中各個主體(ti)之(zhi)間(jian)經(jing)(jing)濟(ji)關系的(de)(de)(de)重(zhong)要(yao)紐(niu)帶(dai)。誠(cheng)實守信(xin)(xin)(xin)(xin)是(shi)市(shi)場(chang)(chang)經(jing)(jing)濟(ji)的(de)(de)(de)基(ji)本(ben)法則,良好的(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)關系是(shi)激發(fa)經(jing)(jing)濟(ji)活力的(de)(de)(de)重(zhong)要(yao)基(ji)礎,也是(shi)促(cu)進國民經(jing)(jing)濟(ji)持續健康運行(xing)的(de)(de)(de)基(ji)本(ben)保證。誠(cheng)信(xin)(xin)(xin)(xin)是(shi)商品(pin)和服務大(da)范圍(wei)流通交(jiao)易(yi)(yi)、降(jiang)低制(zhi)(zhi)度性(xing)交(jiao)易(yi)(yi)成本(ben)的(de)(de)(de)基(ji)本(ben)條件,貨暢(chang)其流、商行(xing)天下,靠的(de)(de)(de)就是(shi)信(xin)(xin)(xin)(xin)用(yong)(yong)商譽(yu)。生產(chan)力水平(ping)(ping)越(yue)高(gao)(gao),市(shi)場(chang)(chang)化程度越(yue)深(shen),對(dui)社會信(xin)(xin)(xin)(xin)用(yong)(yong)的(de)(de)(de)要(yao)求(qiu)也越(yue)高(gao)(gao),健全與高(gao)(gao)水平(ping)(ping)社會主義市(shi)場(chang)(chang)經(jing)(jing)濟(ji)體(ti)制(zhi)(zhi)相(xiang)適應的(de)(de)(de)社會信(xin)(xin)(xin)(xin)用(yong)(yong)體(ti)系和監管制(zhi)(zhi)度已(yi)成為當務之(zhi)急。
第(di)二(er),這(zhe)是(shi)全(quan)面推進(jin)依(yi)法(fa)(fa)治(zhi)(zhi)國(guo)的(de)(de)(de)(de)社(she)會(hui)(hui)(hui)基(ji)礎(chu)。社(she)會(hui)(hui)(hui)信用(yong)(yong)體系(xi)(xi)(xi)(xi)和(he)(he)依(yi)法(fa)(fa)治(zhi)(zhi)國(guo)相(xiang)輔(fu)相(xiang)成(cheng)、相(xiang)互促進(jin),共(gong)同推動國(guo)家治(zhi)(zhi)理(li)體系(xi)(xi)(xi)(xi)和(he)(he)治(zhi)(zhi)理(li)能力(li)現代化。一方面,社(she)會(hui)(hui)(hui)信用(yong)(yong)體系(xi)(xi)(xi)(xi)建設離(li)不(bu)開法(fa)(fa)治(zhi)(zhi)的(de)(de)(de)(de)保(bao)障(zhang)(zhang)和(he)(he)支撐。社(she)會(hui)(hui)(hui)信用(yong)(yong)體系(xi)(xi)(xi)(xi)作為(wei)社(she)會(hui)(hui)(hui)主義(yi)市場經(jing)濟體制(zhi)和(he)(he)社(she)會(hui)(hui)(hui)治(zhi)(zhi)理(li)體制(zhi)的(de)(de)(de)(de)重(zhong)要組(zu)成(cheng)部(bu)分,致(zhi)力(li)于提(ti)高全(quan)社(she)會(hui)(hui)(hui)的(de)(de)(de)(de)誠信意(yi)識(shi)(shi)和(he)(he)信用(yong)(yong)水(shui)平(ping)(ping),這(zhe)一體系(xi)(xi)(xi)(xi)的(de)(de)(de)(de)構建和(he)(he)運行,離(li)不(bu)開法(fa)(fa)治(zhi)(zhi)化水(shui)平(ping)(ping)的(de)(de)(de)(de)持續提(ti)升,以法(fa)(fa)治(zhi)(zhi)保(bao)障(zhang)(zhang)信用(yong)(yong)。另一方面,法(fa)(fa)律的(de)(de)(de)(de)有效(xiao)實(shi)施需要相(xiang)應(ying)的(de)(de)(de)(de)社(she)會(hui)(hui)(hui)信用(yong)(yong)依(yi)托,需要社(she)會(hui)(hui)(hui)風尚和(he)(he)道德水(shui)平(ping)(ping)的(de)(de)(de)(de)整(zheng)體改善。社(she)會(hui)(hui)(hui)信用(yong)(yong)體系(xi)(xi)(xi)(xi)和(he)(he)監管制(zhi)度(du)的(de)(de)(de)(de)健全(quan),將(jiang)有力(li)地提(ti)升全(quan)社(she)會(hui)(hui)(hui)的(de)(de)(de)(de)誠信意(yi)識(shi)(shi)、規(gui)則意(yi)識(shi)(shi)和(he)(he)法(fa)(fa)律意(yi)識(shi)(shi),提(ti)升全(quan)民的(de)(de)(de)(de)道德素養,從(cong)而為(wei)全(quan)面依(yi)法(fa)(fa)治(zhi)(zhi)國(guo)奠(dian)定(ding)良好的(de)(de)(de)(de)社(she)會(hui)(hui)(hui)基(ji)礎(chu)。
第三,這是持續優化營(ying)商(shang)環(huan)境(jing)(jing)的迫切需要。優化營(ying)商(shang)環(huan)境(jing)(jing),重點(dian)在于(yu)培(pei)育各(ge)類主體契約精神,形成守信(xin)用信(xin)自覺意識(shi),構(gou)建(jian)穩定(ding)、透明、可(ke)預期的發(fa)展環(huan)境(jing)(jing)。一方面,政(zheng)府機(ji)關(guan)要守信(xin)用信(xin)。強(qiang)化政(zheng)務誠信(xin)建(jian)設,兌現和(he)(he)履行依法作出的政(zheng)策承諾和(he)(he)訂立的各(ge)類合(he)同,增(zeng)強(qiang)政(zheng)府公信(xin)力(li)。創新信(xin)用治理理念(nian),構(gou)建(jian)守信(xin)聯合(he)激勵和(he)(he)失信(xin)聯合(he)懲戒機(ji)制,以信(xin)用狀況為導向科學配置監管資源,規范市(shi)場經濟秩(zhi)序,營(ying)造公平競爭(zheng)市(shi)場環(huan)境(jing)(jing)。另(ling)一方面,經營(ying)主體要守信(xin)用信(xin)。加(jia)強(qiang)自身信(xin)用管理,做到誠信(xin)經營(ying),在全社會形成強(qiang)烈的信(xin)用意識(shi)和(he)(he)文化氛圍。
第四,這是弘(hong)揚(yang)社會(hui)主義(yi)核(he)心價值(zhi)觀的必然(ran)選擇。“誠(cheng)(cheng)者,天之(zhi)道也;思誠(cheng)(cheng)者,人(ren)之(zhi)道也。”良好的信(xin)(xin)用環(huan)境(jing)不(bu)(bu)僅(jin)關乎(hu)社會(hui)的經濟利益,更關乎(hu)國(guo)家(jia)的長治久安(an)。中(zhong)華民(min)族有幾(ji)千(qian)年文明(ming)史,一直(zhi)倡導人(ren)無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)立、家(jia)無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)睦、商無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)富、業無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)興、政(zheng)無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)威、國(guo)無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)穩、世無誠(cheng)(cheng)信(xin)(xin)不(bu)(bu)寧。加強社會(hui)信(xin)(xin)用體系建設是對中(zhong)華優秀傳統(tong)文化的繼承和(he)發揚(yang),是踐(jian)行(xing)社會(hui)主義(yi)核(he)心價值(zhi)觀的必然(ran)要求(qiu),誠(cheng)(cheng)信(xin)(xin)應當成(cheng)為全國(guo)人(ren)民(min)共同(tong)的價值(zhi)取向和(he)行(xing)為規范(fan)。
健全社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)體系和(he)監管制度(du)、推動(dong)社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)體系高質(zhi)量(liang)發展(zhan)需要綜合(he)施(shi)策(ce):一是(shi)推動(dong)社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)體系法規制度(du)建(jian)設,加快(kuai)社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)立(li)法進(jin)程。二(er)是(shi)夯(hang)實社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)體系數據基礎,建(jian)立(li)健全信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)息歸集共享機(ji)制,推動(dong)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)息依法合(he)規流通交易。三是(shi)健全守(shou)(shou)信(xin)(xin)(xin)聯合(he)激勵(li)和(he)失信(xin)(xin)(xin)聯合(he)懲(cheng)戒機(ji)制,拓(tuo)展(zhan)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)在行政管理(li)(li)、社(she)(she)會(hui)(hui)(hui)(hui)(hui)治理(li)(li)、金融服務(wu)實體經濟、民(min)生保(bao)障(zhang)等(deng)方(fang)面的深層(ceng)次應用(yong)(yong)(yong)(yong)。四(si)是(shi)培育(yu)社(she)(she)會(hui)(hui)(hui)(hui)(hui)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)體系建(jian)設市場(chang)化社(she)(she)會(hui)(hui)(hui)(hui)(hui)化力(li)量(liang),支持(chi)信(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服務(wu)市場(chang)發展(zhan)。五是(shi)加強誠信(xin)(xin)(xin)文(wen)化宣傳教育(yu),推動(dong)形成守(shou)(shou)信(xin)(xin)(xin)踐諾良好社(she)(she)會(hui)(hui)(hui)(hui)(hui)風尚。
