5月29日,山西建投召開2025年商務管(guan)理工作會,總經濟師智(zhi)艷青主(zhu)持并講話。
會(hui)議要求,一是(shi)(shi)強(qiang)(qiang)化(hua)大商(shang)(shang)務(wu)(wu)理(li)念,進一步加(jia)強(qiang)(qiang)全(quan)要素(su)全(quan)過(guo)程(cheng)成本經營管(guan)(guan)控(kong)(kong),加(jia)快完善(shan)(shan)物資(zi)(zi)多種類低成本高(gao)質量(liang)供應(ying)鏈(lian)及市場化(hua)競爭機制(zhi)(zhi)(zhi),提(ti)升集(ji)(ji)采集(ji)(ji)供工作效率,實(shi)現(xian)降本增效目(mu)標(biao)。二是(shi)(shi)加(jia)強(qiang)(qiang)商(shang)(shang)務(wu)(wu)管(guan)(guan)理(li)頂層設計,著力健(jian)全(quan)組織體系(xi)(xi)(xi)和(he)(he)制(zhi)(zhi)(zhi)度(du)體系(xi)(xi)(xi),通(tong)過(guo)明確機制(zhi)(zhi)(zhi)、壓(ya)實(shi)責任、強(qiang)(qiang)化(hua)過(guo)程(cheng)管(guan)(guan)控(kong)(kong),實(shi)現(xian)自上而下全(quan)體制(zhi)(zhi)(zhi)、全(quan)鏈(lian)條、全(quan)過(guo)程(cheng)、全(quan)要素(su)穿(chuan)透(tou)式管(guan)(guan)理(li)。三(san)是(shi)(shi)深(shen)化(hua)項(xiang)(xiang)目(mu)財務(wu)(wu)、商(shang)(shang)務(wu)(wu)、法務(wu)(wu)、采購協同,建立招(zhao)投標(biao)、使(shi)用、檢驗分(fen)(fen)立的(de)成本管(guan)(guan)控(kong)(kong)體系(xi)(xi)(xi),推進成本量(liang)價分(fen)(fen)離,規范采購分(fen)(fen)包業(ye)務(wu)(wu)全(quan)流(liu)程(cheng)上線管(guan)(guan)理(li),嚴把招(zhao)標(biao)價格關口,提(ti)升項(xiang)(xiang)目(mu)成本精細(xi)化(hua)管(guan)(guan)理(li)水平(ping)。四是(shi)(shi)建立各層級授權管(guan)(guan)理(li)清單,梳理(li)形成項(xiang)(xiang)目(mu)責任目(mu)標(biao)考核和(he)(he)利(li)益分(fen)(fen)配機制(zhi)(zhi)(zhi),健(jian)全(quan)完善(shan)(shan)成本管(guan)(guan)控(kong)(kong)、責任落(luo)實(shi)、風(feng)險預警和(he)(he)監(jian)督體系(xi)(xi)(xi),推動項(xiang)(xiang)目(mu)提(ti)質增效,提(ti)高(gao)穿(chuan)透(tou)監(jian)控(kong)(kong)水平(ping)。五是(shi)(shi)立足未來發(fa)展,系(xi)(xi)(xi)統修(xiu)訂現(xian)行(xing)制(zhi)(zhi)(zhi)度(du)流(liu)程(cheng),確保制(zhi)(zhi)(zhi)度(du)銜(xian)接順暢(chang)、操作性(xing)強(qiang)(qiang)。各單位要完善(shan)(shan)組織體系(xi)(xi)(xi)和(he)(he)制(zhi)(zhi)(zhi)度(du)體系(xi)(xi)(xi),加(jia)強(qiang)(qiang)采購全(quan)過(guo)程(cheng)管(guan)(guan)理(li),推動采購業(ye)務(wu)(wu)上線運行(xing)。六是(shi)(shi)重視成本、資(zi)(zi)金(jin)管(guan)(guan)理(li)等方面的(de)風(feng)險化(hua)解,通(tong)過(guo)壓(ya)實(shi)責任消除隱性(xing)風(feng)險。七(qi)是(shi)(shi)加(jia)強(qiang)(qiang)商(shang)(shang)務(wu)(wu)人才隊(dui)伍建設,打造一支懂(dong)技術、會(hui)管(guan)(guan)理(li)、精業(ye)務(wu)(wu)、善(shan)(shan)商(shang)(shang)務(wu)(wu)的(de)團隊(dui),加(jia)強(qiang)(qiang)集(ji)(ji)團大商(shang)(shang)務(wu)(wu)管(guan)(guan)理(li)的(de)內生動力。
會議(yi)宣貫了商(shang)(shang)務(wu)合(he)約中心(xin)職責及2025年商(shang)(shang)務(wu)管(guan)(guan)(guan)理(li)工作要點(dian),解(jie)讀了集(ji)(ji)團(tuan)《采(cai)購業務(wu)管(guan)(guan)(guan)理(li)辦(ban)法(fa)》《內(nei)部往來賬款(kuan)管(guan)(guan)(guan)理(li)辦(ban)法(fa)》。建(jian)(jian)(jian)工集(ji)(ji)團(tuan)、四(si)建(jian)(jian)(jian)集(ji)(ji)團(tuan)、八建(jian)(jian)(jian)集(ji)(ji)團(tuan)、一建(jian)(jian)(jian)集(ji)(ji)團(tuan)北京建(jian)(jian)(jian)筑(zhu)分公(gong)司分別圍繞成本(ben)精細化(hua)管(guan)(guan)(guan)理(li)、責任目標管(guan)(guan)(guan)理(li)、考(kao)核激(ji)勵體系建(jian)(jian)(jian)設(she)及低(di)成本(ben)管(guan)(guan)(guan)控進行交流發(fa)言(yan)。
