趙同錄:前三季度我國經濟運行總體平穩 高質量發展扎實推進
2024年前三季度(du),在以習近平同志(zhi)為(wei)核(he)心的(de)黨中(zhong)央(yang)堅強領導下(xia),各(ge)(ge)地區各(ge)(ge)部門認真貫徹(che)(che)落實黨中(zhong)央(yang)、國務(wu)院決策部署,堅持穩中(zhong)求進工(gong)作總基調,全面貫徹(che)(che)新(xin)發展理念,扎實推動高質量發展,加(jia)大宏觀調控力度(du),有效應對(dui)風(feng)險挑戰,國民(min)經濟運行總體平穩。
一、前(qian)三季度經濟(ji)穩中向好,季度環比連續實現正增長
前三季度,我國GDP為(wei)(wei)(wei)949746億元(yuan),按不變價格(ge)計算,同比(bi)(bi)增(zeng)(zeng)長(chang)4.8%,經(jing)濟運(yun)行總體平穩。其中,第(di)一(yi)產(chan)業(ye)增(zeng)(zeng)加(jia)值57733億元(yuan),同比(bi)(bi)增(zeng)(zeng)長(chang)3.4%,對(dui)經(jing)濟增(zeng)(zeng)長(chang)的(de)(de)貢獻(xian)率為(wei)(wei)(wei)4.6%;第(di)二產(chan)業(ye)增(zeng)(zeng)加(jia)值361362億元(yuan),同比(bi)(bi)增(zeng)(zeng)長(chang)5.4%,對(dui)經(jing)濟增(zeng)(zeng)長(chang)的(de)(de)貢獻(xian)率為(wei)(wei)(wei)41.5%;第(di)三產(chan)業(ye)增(zeng)(zeng)加(jia)值530651億元(yuan),同比(bi)(bi)增(zeng)(zeng)長(chang)4.7%,對(dui)經(jing)濟增(zeng)(zeng)長(chang)的(de)(de)貢獻(xian)率為(wei)(wei)(wei)53.9% 。三次(ci)產(chan)業(ye)增(zeng)(zeng)加(jia)值占GDP的(de)(de)比(bi)(bi)重分別為(wei)(wei)(wei)6.1%、38.0%和55.9%。
三(san)季度,我國(guo)GDP為(wei)332910億(yi)元(yuan),按不變價格計算,同比增(zeng)長4.6%。其中,第(di)一產業增(zeng)加值(zhi)27073億(yi)元(yuan),同比增(zeng)長3.2%,對(dui)(dui)經濟增(zeng)長的貢(gong)獻(xian)(xian)率為(wei)6.2%;第(di)二產業增(zeng)加值(zhi)124832億(yi)元(yuan),同比增(zeng)長4.6%,對(dui)(dui)經濟增(zeng)長的貢(gong)獻(xian)(xian)率為(wei)37.2%;第(di)三(san)產業增(zeng)加值(zhi)181005億(yi)元(yuan),同比增(zeng)長4.8%,對(dui)(dui)經濟增(zeng)長的貢(gong)獻(xian)(xian)率為(wei)56.6%。
從環比(bi)看,經季(ji)節調整后,三季(ji)度GDP環比(bi)增長(chang)0.9%。環比(bi)增速連續九個季(ji)度正增長(chang),經濟保持平穩(wen)向好態勢。
二(er)、生產(chan)供給(gei)持續(xu)增(zeng)長,產(chan)業發展穩中(zhong)有(you)進
前三季(ji)度,各行業(ye)(ye)(ye)生(sheng)產供給穩(wen)(wen)定增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)。農業(ye)(ye)(ye)生(sheng)產平穩(wen)(wen)發(fa)展,夏(xia)糧(liang)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)產、早稻(dao)豐收、畜牧業(ye)(ye)(ye)生(sheng)產穩(wen)(wen)定,農林牧漁業(ye)(ye)(ye)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)(jia)值(zhi)同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)3.6%,拉動(dong)經(jing)濟增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)0.2個百(bai)分點(dian)。工業(ye)(ye)(ye)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)較快,增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)(jia)值(zhi)同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)5.7%,拉動(dong)經(jing)濟增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)1.8個百(bai)分點(dian)。服務業(ye)(ye)(ye)持續(xu)恢復,信息傳輸、軟件和(he)信息技術(shu)服務業(ye)(ye)(ye),租賃和(he)商務服務業(ye)(ye)(ye)保(bao)持兩位數增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang),增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)(jia)值(zhi)分別(bie)同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)11.3%和(he)10.1%,合計拉動(dong)經(jing)濟增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)0.9個百(bai)分點(dian);批發(fa)和(he)零售(shou)業(ye)(ye)(ye)、住宿和(he)餐飲業(ye)(ye)(ye)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)較快,增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)加(jia)(jia)值(zhi)分別(bie)同(tong)(tong)比(bi)增(zeng)(zeng)(zeng)(zeng)(zeng)(zeng)長(chang)(chang)5.4%和(he)6.3%。
三季(ji)度(du),工業(ye)(ye)生產(chan)保持(chi)較(jiao)快增(zeng)(zeng)勢,增(zeng)(zeng)加(jia)值(zhi)(zhi)同比(bi)增(zeng)(zeng)長(chang)5.1%,拉動經濟(ji)增(zeng)(zeng)長(chang)1.5個(ge)百分(fen)(fen)點。服務(wu)業(ye)(ye)恢復向好(hao),增(zeng)(zeng)加(jia)值(zhi)(zhi)增(zeng)(zeng)速(su)穩中(zhong)有升。交通運輸、倉儲和郵(you)政業(ye)(ye),住宿和餐飲業(ye)(ye)等假日(ri)經濟(ji)相關行業(ye)(ye)發(fa)展較(jiao)好(hao),增(zeng)(zeng)加(jia)值(zhi)(zhi)分(fen)(fen)別同比(bi)增(zeng)(zeng)長(chang)6.6%和5.9%,合計拉動經濟(ji)增(zeng)(zeng)長(chang)0.4個(ge)百分(fen)(fen)點。金(jin)融(rong)業(ye)(ye)發(fa)展明顯加(jia)快,增(zeng)(zeng)加(jia)值(zhi)(zhi)同比(bi)增(zeng)(zeng)長(chang)6.2%,增(zeng)(zeng)速(su)較(jiao)二季(ji)度(du)提(ti)高1.9個(ge)百分(fen)(fen)點。房地(di)產(chan)業(ye)(ye)降幅收窄,增(zeng)(zeng)加(jia)值(zhi)(zhi)同比(bi)下降1.9%,增(zeng)(zeng)速(su)較(jiao)二季(ji)度(du)提(ti)高2.7個(ge)百分(fen)(fen)點。
  三、消費投資繼續恢復(fu),凈出口較快(kuai)增(zeng)長
消費(fei)規模擴大(da)。今年以來,各地區(qu)各部(bu)門(men)把促(cu)消費(fei)放在更加突(tu)出(chu)的位置,加力推動消費(fei)品(pin)以舊換新(xin),多舉措促(cu)進服務消費(fei)高(gao)質(zhi)量發展,消費(fei)需求總體(ti)延續(xu)恢復態(tai)勢,基礎性(xing)作用進一步發揮。前三(san)季(ji)度(du),最終(zhong)消費(fei)支出(chu)對經濟增(zeng)長貢獻率為(wei)49.9%,拉動GDP增(zeng)長2.4個百分點。
投資(zi)平(ping)穩(wen)增長。隨著宏觀政策效(xiao)應持續釋放,“兩重”建設(she)加(jia)快落(luo)地(di),大規模(mo)(mo)設(she)備更新扎實推進,有效(xiao)投資(zi)規模(mo)(mo)穩(wen)步擴大,助力經(jing)濟(ji)平(ping)穩(wen)運行。前三季度,資(zi)本形成總額對(dui)經(jing)濟(ji)增長貢獻率為26.3%,拉(la)動GDP增長1.3個百分點。
凈出(chu)口增(zeng)勢較(jiao)好。在外(wai)部環(huan)境不(bu)(bu)穩(wen)定(ding)(ding)不(bu)(bu)確定(ding)(ding)因素增(zeng)多(duo)的背景下,我國堅定(ding)(ding)不(bu)(bu)移推進(jin)(jin)高水(shui)平(ping)對外(wai)開放(fang),進(jin)(jin)口和(he)出(chu)口保持(chi)穩(wen)定(ding)(ding)增(zeng)長(chang)(chang),國際循環(huan)質量(liang)水(shui)平(ping)進(jin)(jin)一步提升。前三(san)季度,貨物和(he)服務凈出(chu)口對經(jing)濟增(zeng)長(chang)(chang)貢獻率為23.8%,拉(la)動GDP增(zeng)長(chang)(chang)1.1個百分點(dian)。
四(si)、高質量發(fa)展穩步(bu)推(tui)進(jin),新質生(sheng)產力(li)培育壯大
產業(ye)結構優化(hua)升級,新動能加快成長(chang)(chang)。前三季度(du),規(gui)模(mo)以上裝備制造業(ye)和規(gui)模(mo)以上高(gao)技術制造業(ye)增加值(zhi)分(fen)別同比(bi)增長(chang)(chang)7.5%和9.1%,高(gao)于全(quan)(quan)部(bu)規(gui)上工業(ye)1.7和3.3個(ge)百分(fen)點(dian)。1—8月(yue),規(gui)模(mo)以上高(gao)技術服務業(ye)企業(ye)營業(ye)收(shou)入同比(bi)增長(chang)(chang)9.5%,高(gao)于全(quan)(quan)部(bu)規(gui)模(mo)以上服務業(ye)企業(ye)1.8個(ge)百分(fen)點(dian)。
重點產(chan)業(ye)(ye)投(tou)資(zi)增長(chang)較快(kuai),新質生產(chan)力培育壯(zhuang)大。前三(san)季度,全(quan)(quan)國高技術(shu)制造業(ye)(ye)投(tou)資(zi)和高技術(shu)服(fu)務業(ye)(ye)投(tou)資(zi)分(fen)別同比(bi)增長(chang)9.4%和11.4%,高于全(quan)(quan)部固定資(zi)產(chan)投(tou)資(zi)增速6.0和8.0個百分(fen)點。大規(gui)模設備(bei)更新有序推進,設備(bei)工器具購置投(tou)資(zi)同比(bi)增長(chang)16.4%,增速比(bi)全(quan)(quan)部投(tou)資(zi)高13.0個百分(fen)點。
數實融合日(ri)益深化(hua),融合基礎不斷夯實。前三(san)季度,實物(wu)商品(pin)(pin)網上(shang)零(ling)售(shou)額同比(bi)增長7.9%,比(bi)社會(hui)(hui)消費品(pin)(pin)零(ling)售(shou)總額增速高4.6個百(bai)分點,占社會(hui)(hui)消費品(pin)(pin)零(ling)售(shou)總額比(bi)重達25.7%。1—8月,規模以上(shang)軟件和信息技術(shu)服(fu)務(wu)業、互聯網和相關服(fu)務(wu)企業營業收入同比(bi)分別(bie)增長12.5%和10.8%,高于全(quan)部規模以上(shang)服(fu)務(wu)業企業4.8和3.1個百(bai)分點。

王貴榮:農業經濟形勢良好 全年糧食豐收在望
前三(san)季度,在以習近(jin)平(ping)同(tong)志為核心的黨中央(yang)堅強領導下,各地區各部門(men)深入貫徹落(luo)實黨中央(yang)、國務院關于“三(san)農”工作決策(ce)部署,克服較為嚴重的自然災害等不利影(ying)響,實現夏糧增(zeng)產、早稻穩(wen)產,全(quan)年糧食有望(wang)再獲豐收,畜(chu)牧業生產穩(wen)定發(fa)展,農產品價格平(ping)穩(wen)運行(xing),農業經濟(ji)形勢(shi)總體良好。
  一、全國秋(qiu)收進展(zhan)順利,全年糧(liang)食豐收在望
夏(xia)糧增(zeng)(zeng)產(chan)(chan)早(zao)稻穩產(chan)(chan)。2024年,全(quan)國夏(xia)糧產(chan)(chan)量2995.6億斤,比(bi)上(shang)年增(zeng)(zeng)加72.5億斤,增(zeng)(zeng)長(chang)2.5%,產(chan)(chan)量再(zai)創歷史新高。受強降雨天氣影響,全(quan)國早(zao)稻產(chan)(chan)量563.5億斤,比(bi)上(shang)年減少3.3億斤,下降0.6%,早(zao)稻生產(chan)(chan)總體保持穩定。
秋(qiu)糧(liang)(liang)(liang)(liang)生(sheng)產(chan)形勢(shi)良(liang)好(hao)。今年(nian)國家(jia)繼(ji)續加大糧(liang)(liang)(liang)(liang)食(shi)生(sheng)產(chan)支持力度(du),提(ti)高稻谷(gu)最(zui)低收購(gou)價(jia),繼(ji)續實施玉(yu)米大豆生(sheng)產(chan)補貼(tie),多措并舉穩定(ding)農(nong)民種糧(liang)(liang)(liang)(liang)積(ji)極(ji)性。各(ge)地(di)(di)持續抓好(hao)糧(liang)(liang)(liang)(liang)食(shi)生(sheng)產(chan)工作,積(ji)極(ji)通過合(he)理調整種植(zhi)結構、發(fa)展(zhan)間套復(fu)種、推進(jin)撂荒(huang)地(di)(di)復(fu)墾等舉措挖掘面積(ji)潛力,秋(qiu)糧(liang)(liang)(liang)(liang)面積(ji)穩中有增。今年(nian)大部農(nong)區作物(wu)生(sheng)長(chang)期光溫水較(jiao)為(wei)匹(pi)配,氣象條件總體有利于(yu)作物(wu)生(sheng)長(chang)和產(chan)量形成(cheng)。河南、遼寧等地(di)(di)局(ju)部地(di)(di)區受災較(jiao)重,對秋(qiu)糧(liang)(liang)(liang)(liang)生(sheng)產(chan)造成(cheng)了一定(ding)影響。當前(qian),全國秋(qiu)收進(jin)展(zhan)順利,全年(nian)糧(liang)(liang)(liang)(liang)食(shi)豐收在(zai)望(wang)。
二、生豬出欄同比減少,牛羊禽生產總(zong)體穩定
生(sheng)豬(zhu)(zhu)(zhu)出(chu)欄同比(bi)下(xia)(xia)降,存欄環(huan)比(bi)繼續增加。前三(san)季度(du),全國(guo)生(sheng)豬(zhu)(zhu)(zhu)出(chu)欄52030萬(wan)(wan)(wan)頭(tou)(tou),同比(bi)減少1693萬(wan)(wan)(wan)頭(tou)(tou),下(xia)(xia)降3.2%。分季度(du)看,一(yi)、二、三(san)季度(du)生(sheng)豬(zhu)(zhu)(zhu)出(chu)欄同比(bi)分別下(xia)(xia)降2.2%、4.0%、3.3%。全國(guo)豬(zhu)(zhu)(zhu)肉產量4240萬(wan)(wan)(wan)噸,同比(bi)減少61萬(wan)(wan)(wan)噸,下(xia)(xia)降1.4%。三(san)季度(du)末(mo),全國(guo)生(sheng)豬(zhu)(zhu)(zhu)存欄42694萬(wan)(wan)(wan)頭(tou)(tou),同比(bi)減少1535萬(wan)(wan)(wan)頭(tou)(tou),下(xia)(xia)降3.5%;環(huan)比(bi)增加1160萬(wan)(wan)(wan)頭(tou)(tou),增長(chang)2.8%。其中,能繁(fan)母豬(zhu)(zhu)(zhu)存欄4062萬(wan)(wan)(wan)頭(tou)(tou),同比(bi)減少178萬(wan)(wan)(wan)頭(tou)(tou),下(xia)(xia)降4.2%;環(huan)比(bi)增加25萬(wan)(wan)(wan)頭(tou)(tou),增長(chang)0.6%,基礎產能繼續小幅調(diao)增。
牛羊生產(chan)保(bao)持穩(wen)定,禽(qin)肉禽(qin)蛋產(chan)量(liang)(liang)增加(jia)。前三季度,全國牛肉產(chan)量(liang)(liang)532萬(wan)噸(dun)(dun)(dun),同(tong)比增加(jia)23萬(wan)噸(dun)(dun)(dun),增長(chang)(chang)4.6%;羊肉產(chan)量(liang)(liang)356萬(wan)噸(dun)(dun)(dun),同(tong)比減少8萬(wan)噸(dun)(dun)(dun),下降2.2%;禽(qin)肉產(chan)量(liang)(liang)1915萬(wan)噸(dun)(dun)(dun),同(tong)比增加(jia)115萬(wan)噸(dun)(dun)(dun),增長(chang)(chang)6.4%;禽(qin)蛋產(chan)量(liang)(liang)2642萬(wan)噸(dun)(dun)(dun),同(tong)比增加(jia)90萬(wan)噸(dun)(dun)(dun),增長(chang)(chang)3.5%;牛奶產(chan)量(liang)(liang)2902萬(wan)噸(dun)(dun)(dun),同(tong)比減少3萬(wan)噸(dun)(dun)(dun),略降0.1%。
三(san)、農產(chan)品生產(chan)者(zhe)價格(ge)扭(niu)轉(zhuan)跌(die)勢(shi),集貿市場價格(ge)總體穩定(ding)
前三(san)(san)季度(du)(du)(du),全國農(nong)(nong)產(chan)(chan)品(pin)生(sheng)產(chan)(chan)者(zhe)價格(ge)總(zong)水平同(tong)比(bi)下(xia)(xia)降(jiang)(jiang)(jiang)1.2%。分(fen)(fen)季度(du)(du)(du)看(kan),一(yi)、二(er)季度(du)(du)(du)分(fen)(fen)別(bie)(bie)(bie)下(xia)(xia)降(jiang)(jiang)(jiang)3.9%、2.9%,三(san)(san)季度(du)(du)(du)上(shang)漲(zhang)2.4%,連續五(wu)個季度(du)(du)(du)同(tong)比(bi)下(xia)(xia)降(jiang)(jiang)(jiang)后出現上(shang)漲(zhang)。分(fen)(fen)類別(bie)(bie)(bie)看(kan),前三(san)(san)季度(du)(du)(du),農(nong)(nong)業(ye)產(chan)(chan)品(pin)、飼(si)養動(dong)物(wu)及產(chan)(chan)品(pin)、漁(yu)業(ye)產(chan)(chan)品(pin)生(sheng)產(chan)(chan)者(zhe)價格(ge)同(tong)比(bi)分(fen)(fen)別(bie)(bie)(bie)下(xia)(xia)降(jiang)(jiang)(jiang)1.2%、1.6%、2.4%,林業(ye)產(chan)(chan)品(pin)生(sheng)產(chan)(chan)者(zhe)價格(ge)同(tong)比(bi)上(shang)漲(zhang)3.4%。其(qi)中,小(xiao)麥下(xia)(xia)降(jiang)(jiang)(jiang)5.1%,稻(dao)谷(gu)上(shang)漲(zhang)1.5%,玉米下(xia)(xia)降(jiang)(jiang)(jiang)13.1%;豆類、薯(shu)類、油料分(fen)(fen)別(bie)(bie)(bie)下(xia)(xia)降(jiang)(jiang)(jiang)3.5%、14.5%、2.0%;蔬菜上(shang)漲(zhang)2.3%;生(sheng)豬上(shang)漲(zhang)7.6%,活(huo)牛(niu)、活(huo)羊、活(huo)家禽(qin)分(fen)(fen)別(bie)(bie)(bie)下(xia)(xia)降(jiang)(jiang)(jiang)15.4%、9.8%、3.2%。從三(san)(san)季度(du)(du)(du)看(kan),除漁(yu)業(ye)產(chan)(chan)品(pin)生(sheng)產(chan)(chan)者(zhe)價格(ge)小(xiao)幅下(xia)(xia)降(jiang)(jiang)(jiang)0.6%外,農(nong)(nong)業(ye)產(chan)(chan)品(pin)、林業(ye)產(chan)(chan)品(pin)、飼(si)養動(dong)物(wu)及產(chan)(chan)品(pin)分(fen)(fen)別(bie)(bie)(bie)上(shang)漲(zhang)2.3%、3.8%、3.5%。
9月(yue)份(fen),農產(chan)品集貿市(shi)場價(jia)(jia)格(ge)(ge)總(zong)體(ti)穩定。分品種看,糧(liang)食價(jia)(jia)格(ge)(ge)普遍下(xia)降(jiang),秈稻、粳稻、小麥、玉米、大(da)豆、棉花價(jia)(jia)格(ge)(ge)環比(bi)分別下(xia)降(jiang)0.3%、0.6%、0.4%、2.8%、0.8%、1.7%;畜禽產(chan)品價(jia)(jia)格(ge)(ge)漲(zhang)(zhang)跌互(hu)現(xian),生豬價(jia)(jia)格(ge)(ge)9月(yue)份(fen)出現(xian)回落,環比(bi)下(xia)降(jiang)5.0%,但(dan)同(tong)比(bi)仍上漲(zhang)(zhang)15.1%,活牛價(jia)(jia)格(ge)(ge)環比(bi)持平(ping),同(tong)比(bi)下(xia)降(jiang)20.0%,活羊價(jia)(jia)格(ge)(ge)環比(bi)上漲(zhang)(zhang)0.2%,同(tong)比(bi)下(xia)降(jiang)11.0%;蔬(shu)菜、水果價(jia)(jia)格(ge)(ge)總(zong)體(ti)以漲(zhang)(zhang)為主。

湯魏巍:工業經濟高質量發展扎實推進 9月份工業生產明顯回升
前三季度,各地區各部門(men)深入貫徹落(luo)實黨中央、國務(wu)院(yuan)決策(ce)部署,有效統(tong)籌國內國際兩個(ge)大局,積極推(tui)動工(gong)(gong)業(ye)高質量發展(zhan),工(gong)(gong)業(ye)經(jing)濟總體(ti)保持(chi)平(ping)穩(wen)增(zeng)(zeng)長。全(quan)國規模以(yi)上(shang)工(gong)(gong)業(ye)生產延續(xu)去年(nian)四(si)季度以(yi)來較快增(zeng)(zeng)長態勢,工(gong)(gong)業(ye)品出(chu)口逐季加快,企業(ye)利(li)潤保持(chi)增(zeng)(zeng)長,制造業(ye)高端化(hua)(hua)(hua)、智能化(hua)(hua)(hua)、綠色化(hua)(hua)(hua)發展(zhan)穩(wen)步推(tui)進,工(gong)(gong)業(ye)企業(ye)對未來經(jing)營狀(zhuang)況預期改善,信(xin)心有所增(zeng)(zeng)強。
一、工業(ye)生產較(jiao)快(kuai)增長(chang),出口逐季加快(kuai),利潤保(bao)持增長(chang)
工(gong)(gong)業(ye)(ye)生產較快(kuai)增(zeng)(zeng)長。前三(san)季(ji)度,全國(guo)規(gui)(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)增(zeng)(zeng)加(jia)值同(tong)比增(zeng)(zeng)長5.8%,增(zeng)(zeng)速(su)與(yu)1—8月(yue)(yue)份(fen)持平,延續(xu)(xu)去年(nian)四季(ji)度以(yi)來(lai)較快(kuai)增(zeng)(zeng)長態勢。三(san)大門類中,制造(zao)業(ye)(ye)增(zeng)(zeng)加(jia)值增(zeng)(zeng)長6.0%,增(zeng)(zeng)速(su)高于全部規(gui)(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)0.2個(ge)百分(fen)點;電力、熱力、燃氣(qi)及水(shui)生產和(he)供應(ying)業(ye)(ye)增(zeng)(zeng)長6.3%,增(zeng)(zeng)速(su)高于全部規(gui)(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)0.5個(ge)百分(fen)點;采礦業(ye)(ye)增(zeng)(zeng)長2.9%。從當月(yue)(yue)看,9月(yue)(yue)份(fen),全國(guo)規(gui)(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)增(zeng)(zeng)加(jia)值同(tong)比增(zeng)(zeng)長5.4%,增(zeng)(zeng)速(su)較8月(yue)(yue)份(fen)加(jia)快(kuai)0.9個(ge)百分(fen)點,在連續(xu)(xu)4個(ge)月(yue)(yue)回落后實現回升。
超九(jiu)成行業(ye)和(he)地(di)區(qu)、超六成產(chan)品(pin)保持增(zeng)長。前三季度,41個(ge)工(gong)(gong)業(ye)大類行業(ye)中(zhong)(zhong),38個(ge)行業(ye)增(zeng)加(jia)值同(tong)比增(zeng)長,增(zeng)長面(mian)為(wei)92.7%。31個(ge)地(di)區(qu)中(zhong)(zhong),28個(ge)地(di)區(qu)增(zeng)加(jia)值同(tong)比增(zeng)長,增(zeng)長面(mian)為(wei)90.3%;廣東(dong)、江(jiang)蘇、山東(dong)、浙(zhe)江(jiang)四個(ge)工(gong)(gong)業(ye)大省對全國規(gui)模以上工(gong)(gong)業(ye)生產(chan)增(zeng)長的貢獻超四成。在統(tong)計的619種主要工(gong)(gong)業(ye)產(chan)品(pin)中(zhong)(zhong),399種產(chan)品(pin)產(chan)量同(tong)比增(zeng)長,增(zeng)長面(mian)為(wei)64.5%。
工(gong)業(ye)(ye)(ye)品出(chu)(chu)口逐季加快。前三季度,規(gui)模以上工(gong)業(ye)(ye)(ye)出(chu)(chu)口交貨值(zhi)(zhi)同(tong)比(bi)增(zeng)長4.1%,增(zeng)速與(yu)1—8月份持平(ping);一、二、三季度增(zeng)速分別(bie)為0.8%、5.2%、5.3%,呈逐季加快態(tai)勢,有力支(zhi)撐了工(gong)業(ye)(ye)(ye)經濟平(ping)穩(wen)運行(xing)。主要出(chu)(chu)口行(xing)業(ye)(ye)(ye)中(zhong),汽車(che)、金屬制品、鐵路船舶航空(kong)航天行(xing)業(ye)(ye)(ye)出(chu)(chu)口交貨值(zhi)(zhi)同(tong)比(bi)保(bao)持兩位(wei)數增(zeng)長,增(zeng)速分別(bie)為17.1%、20.2%、23.3%。主要出(chu)(chu)口地區中(zhong),廣東、江蘇、浙江出(chu)(chu)口交貨值(zhi)(zhi)同(tong)比(bi)較快增(zeng)長,增(zeng)速分別(bie)為5.9%、5.4%、6.3%。
工業(ye)企業(ye)利(li)潤保(bao)(bao)持增長。1—8月(yue)份(fen),規(gui)模以(yi)上工業(ye)企業(ye)營業(ye)收入(ru)同比(bi)(bi)(bi)增長2.4%,保(bao)(bao)持穩定增長;利(li)潤總(zong)額同比(bi)(bi)(bi)增長0.5%,延續年初以(yi)來的(de)增長態勢。從行業(ye)看,41個工業(ye)大(da)類行業(ye)中(zhong),有(you)29個行業(ye)利(li)潤同比(bi)(bi)(bi)增長,占70.7%,行業(ye)增長面(mian)超七成。高技(ji)術(shu)制造業(ye)利(li)潤持續快速增長,1—8月(yue)份(fen)增速為10.9%,高于規(gui)模以(yi)上工業(ye)平均水平10.4個百分點。
二、轉型升(sheng)級持(chi)續(xu)推進,工業經濟穩步邁向高質量發展
工業(ye)(ye)經(jing)濟結構(gou)進(jin)一步優化,裝(zhuang)(zhuang)備(bei)(bei)制(zhi)造業(ye)(ye)“壓艙石”作(zuo)用(yong)不斷增強(qiang)。前三季度,全國(guo)規(gui)(gui)(gui)模以(yi)上(shang)裝(zhuang)(zhuang)備(bei)(bei)制(zhi)造業(ye)(ye)增加值同(tong)比增長(chang)7.5%,高于全部(bu)規(gui)(gui)(gui)模以(yi)上(shang)工業(ye)(ye)1.7個百分點。裝(zhuang)(zhuang)備(bei)(bei)制(zhi)造業(ye)(ye)增加值占全部(bu)規(gui)(gui)(gui)模以(yi)上(shang)工業(ye)(ye)的比重(zhong)達33.8%,已連(lian)續19個月保持(chi)(chi)在(zai)30%以(yi)上(shang),較1—8月份提(ti)升0.3個百分點,“壓艙石”作(zuo)用(yong)不斷增強(qiang)。其中(zhong),電子行業(ye)(ye)增長(chang)12.8%,今(jin)年以(yi)來保持(chi)(chi)兩位(wei)數(shu)增長(chang),對全部(bu)規(gui)(gui)(gui)模以(yi)上(shang)工業(ye)(ye)增長(chang)貢獻率達21.0%,居工業(ye)(ye)各(ge)大類行業(ye)(ye)首位(wei)。
“兩新(xin)(xin)”政(zheng)(zheng)策成效顯現,相關行(xing)業(ye)、產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)較(jiao)(jiao)(jiao)快增(zeng)(zeng)(zeng)長(chang)。前(qian)三季度,各地區大規模設(she)(she)(she)備(bei)更(geng)(geng)(geng)新(xin)(xin)和(he)消費品(pin)(pin)(pin)(pin)(pin)以(yi)(yi)舊(jiu)換(huan)新(xin)(xin)等(deng)政(zheng)(zheng)策措施加快落(luo)地實(shi)施,帶動(dong)相關行(xing)業(ye)生產(chan)(chan)向好。在(zai)設(she)(she)(she)備(bei)更(geng)(geng)(geng)新(xin)(xin)等(deng)因(yin)素帶動(dong)下(xia),船舶(bo)及相關裝置制(zhi)造、廣播電視(shi)設(she)(she)(she)備(bei)制(zhi)造、通信(xin)設(she)(she)(she)備(bei)制(zhi)造行(xing)業(ye)增(zeng)(zeng)(zeng)加值同(tong)比分(fen)別(bie)增(zeng)(zeng)(zeng)長(chang)20.5%、19.8%、12.9%,持續(xu)快速(su)增(zeng)(zeng)(zeng)長(chang)。從(cong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)看(kan),食品(pin)(pin)(pin)(pin)(pin)制(zhi)造機械(xie)、農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)加工專(zhuan)用(yong)設(she)(she)(she)備(bei)、包(bao)裝專(zhuan)用(yong)設(she)(she)(she)備(bei)等(deng)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)產(chan)(chan)量分(fen)別(bie)同(tong)比增(zeng)(zeng)(zeng)長(chang)38.1%、34.6%、11.8%。以(yi)(yi)舊(jiu)換(huan)新(xin)(xin)方面,在(zai)汽(qi)車(che)報(bao)廢、置換(huan)更(geng)(geng)(geng)新(xin)(xin)補(bu)貼政(zheng)(zheng)策等(deng)因(yin)素帶動(dong)下(xia),新(xin)(xin)能源汽(qi)車(che)產(chan)(chan)量增(zeng)(zeng)(zeng)長(chang)33.8%,與之相關的充電樁產(chan)(chan)量增(zeng)(zeng)(zeng)長(chang)57.2%。得益(yi)于家電產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)以(yi)(yi)舊(jiu)換(huan)新(xin)(xin)政(zheng)(zheng)策等(deng),家用(yong)冷柜、房間(jian)空(kong)(kong)氣調節器、家用(yong)電冰箱、智能電視(shi)等(deng)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)產(chan)(chan)量實(shi)現較(jiao)(jiao)(jiao)快增(zeng)(zeng)(zeng)長(chang),增(zeng)(zeng)(zeng)速(su)分(fen)別(bie)為(wei)14.0%、8.0%、7.5%、6.7%。從(cong)9月(yue)當月(yue)看(kan),“兩新(xin)(xin)”政(zheng)(zheng)策成效更(geng)(geng)(geng)為(wei)明顯。挖(wa)掘鏟土運(yun)輸(shu)機械(xie)、包(bao)裝專(zhuan)用(yong)設(she)(she)(she)備(bei)、農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)加工專(zhuan)用(yong)設(she)(she)(she)備(bei)等(deng)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)產(chan)(chan)量同(tong)比分(fen)別(bie)增(zeng)(zeng)(zeng)長(chang)43.7%、57.4%、36.7%,較(jiao)(jiao)(jiao)8月(yue)份回升8.5個(ge)、43.9個(ge)、61.7個(ge)百(bai)分(fen)點(dian);新(xin)(xin)能源汽(qi)車(che)產(chan)(chan)量同(tong)比增(zeng)(zeng)(zeng)長(chang)48.5%,增(zeng)(zeng)(zeng)速(su)為(wei)2023年5月(yue)以(yi)(yi)來新(xin)(xin)高(gao);家用(yong)冷柜、房間(jian)空(kong)(kong)氣調節器、家用(yong)電冰箱等(deng)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)產(chan)(chan)量實(shi)現較(jiao)(jiao)(jiao)快增(zeng)(zeng)(zeng)長(chang),同(tong)比分(fen)別(bie)增(zeng)(zeng)(zeng)長(chang)20.5%、10.7%、9.0%,增(zeng)(zeng)(zeng)速(su)較(jiao)(jiao)(jiao)8月(yue)份加快16.3個(ge)、20.1個(ge)、4.3個(ge)百(bai)分(fen)點(dian)。
制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)高(gao)端化(hua)(hua)、智(zhi)(zhi)能(neng)(neng)化(hua)(hua)、綠(lv)色化(hua)(hua)不斷(duan)深入,引(yin)領工(gong)業(ye)(ye)(ye)(ye)(ye)高(gao)質量(liang)發展。高(gao)端化(hua)(hua)方(fang)面。前(qian)三季度,全國規(gui)模以上高(gao)技術(shu)制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)增(zeng)(zeng)(zeng)加(jia)值(zhi)同(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)9.1%,增(zeng)(zeng)(zeng)速(su)高(gao)于全部規(gui)模以上工(gong)業(ye)(ye)(ye)(ye)(ye)3.3個百分(fen)(fen)點(dian)。其中,電(dian)子及(ji)通(tong)信設(she)備(bei)制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)增(zeng)(zeng)(zeng)速(su)為12.2%,連續11個月保持兩位數增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang);電(dian)子電(dian)路(lu)制(zhi)造(zao)(zao)、集(ji)成(cheng)電(dian)路(lu)制(zhi)造(zao)(zao)、航空航天器(qi)及(ji)設(she)備(bei)制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)等(deng)行業(ye)(ye)(ye)(ye)(ye)分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)20.8%、17.3%、12.5%。智(zhi)(zhi)能(neng)(neng)化(hua)(hua)方(fang)面。前(qian)三季度,智(zhi)(zhi)能(neng)(neng)無人飛行器(qi)制(zhi)造(zao)(zao)、智(zhi)(zhi)能(neng)(neng)車載(zai)設(she)備(bei)制(zhi)造(zao)(zao)等(deng)生(sheng)活服務行業(ye)(ye)(ye)(ye)(ye)增(zeng)(zeng)(zeng)加(jia)值(zhi)同(tong)(tong)比分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)56.4%、30.7%;虛(xu)擬(ni)現(xian)實設(she)備(bei)、智(zhi)(zhi)能(neng)(neng)手機等(deng)智(zhi)(zhi)能(neng)(neng)產(chan)品(pin)產(chan)量(liang)同(tong)(tong)比分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)11.0%、10.5%;導航測繪氣象及(ji)海(hai)洋專用(yong)儀器(qi)制(zhi)造(zao)(zao)、電(dian)工(gong)儀器(qi)儀表制(zhi)造(zao)(zao)等(deng)專業(ye)(ye)(ye)(ye)(ye)配(pei)套行業(ye)(ye)(ye)(ye)(ye)分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)39.8%、10.1%。綠(lv)色化(hua)(hua)方(fang)面。新能(neng)(neng)源產(chan)業(ye)(ye)(ye)(ye)(ye)不斷(duan)成(cheng)長(chang)(chang)(chang)(chang)壯大,前(qian)三季度,充電(dian)樁(zhuang)、新能(neng)(neng)源汽車、太陽能(neng)(neng)電(dian)池產(chan)量(liang)分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)57.2%、33.8%、12.8%;綠(lv)色材料供給增(zeng)(zeng)(zeng)加(jia),太陽能(neng)(neng)工(gong)業(ye)(ye)(ye)(ye)(ye)用(yong)超(chao)白玻(bo)璃、多(duo)晶硅、單晶硅等(deng)產(chan)量(liang)分(fen)(fen)別(bie)(bie)增(zeng)(zeng)(zeng)長(chang)(chang)(chang)(chang)61.2%、52.1%、29.4%。
三、工(gong)業企(qi)業景氣度回升,經營信心有(you)所(suo)增強
工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)景氣度回(hui)升(sheng)。對(dui)10萬(wan)余家規(gui)模(mo)以上(shang)(shang)工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)開(kai)展的問卷調(diao)查結果顯(xian)示,三季度,規(gui)模(mo)以上(shang)(shang)工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)綜(zong)合景氣指數(shu)環(huan)比(bi)、同比(bi)分(fen)別上(shang)(shang)升(sheng)0.3個(ge)(ge)和1.0個(ge)(ge)點。其(qi)中(zhong)(zhong),34.0%的企業(ye)(ye)(ye)認為本季度經營狀(zhuang)況(kuang)良好(hao),環(huan)比(bi)、同比(bi)分(fen)別上(shang)(shang)升(sheng)0.2個(ge)(ge)和0.9個(ge)(ge)百(bai)分(fen)點。9月(yue)(yue)份,制(zhi)造(zao)業(ye)(ye)(ye)PMI為49.8%,比(bi)上(shang)(shang)月(yue)(yue)上(shang)(shang)升(sheng)0.7個(ge)(ge)百(bai)分(fen)點;其(qi)中(zhong)(zhong)生(sheng)產指數(shu)為51.2%,比(bi)上(shang)(shang)月(yue)(yue)上(shang)(shang)升(sheng)1.4個(ge)(ge)百(bai)分(fen)點,重回(hui)擴張區間。
企業(ye)(ye)(ye)經(jing)營(ying)信心有所增(zeng)(zeng)強。三(san)季度,規模(mo)以(yi)上工業(ye)(ye)(ye)企業(ye)(ye)(ye)對四(si)(si)季度的(de)(de)綜合(he)經(jing)營(ying)狀(zhuang)(zhuang)況預(yu)期(qi)指數環(huan)比、同比分別(bie)上升(sheng)1.2個(ge)(ge)(ge)和1.1個(ge)(ge)(ge)點(dian)。其中(zhong),預(yu)計四(si)(si)季度經(jing)營(ying)狀(zhuang)(zhuang)況樂(le)觀的(de)(de)企業(ye)(ye)(ye)占34.1%,環(huan)比、同比分別(bie)上升(sheng)1.3個(ge)(ge)(ge)和0.9個(ge)(ge)(ge)百分點(dian)。調查的(de)(de)6萬(wan)余(yu)家(jia)規模(mo)以(yi)下(xia)小微工業(ye)(ye)(ye)企業(ye)(ye)(ye)中(zhong),預(yu)計四(si)(si)季度生產增(zeng)(zeng)速加快或持平的(de)(de)企業(ye)(ye)(ye)比重(zhong)達到84.4%,環(huan)比上升(sheng)0.3個(ge)(ge)(ge)百分點(dian)。
總(zong)體看,雖然(ran)外部(bu)環境依然(ran)嚴(yan)峻(jun)復雜,市場需(xu)求(qiu)不足、企(qi)(qi)業(ye)(ye)盈利水平較低(di)等(deng)困難仍然(ran)存在,但前三季度工業(ye)(ye)經(jing)濟(ji)總(zong)體保持(chi)(chi)平穩(wen)增長。9月份,規模(mo)以上工業(ye)(ye)生產(chan)增速(su)、PMI生產(chan)指數回升,工業(ye)(ye)企(qi)(qi)業(ye)(ye)預期企(qi)(qi)穩(wen)、信心有(you)所增強,表明工業(ye)(ye)經(jing)濟(ji)持(chi)(chi)續穩(wen)定運行仍然(ran)具有(you)堅實(shi)基(ji)礎。下(xia)階(jie)段,要深入貫徹落實(shi)黨中央決(jue)策部(bu)署,加快落實(shi)一攬(lan)子增量政策,加大助(zhu)企(qi)(qi)幫扶(fu)力度,著力擴大國內需(xu)求(qiu),加快培育(yu)新質生產(chan)力,推動工業(ye)(ye)經(jing)濟(ji)量增質優、行穩(wen)致遠。

胡漢舟:前三季度能源供應保持充足 非化石能源消費占比持續提升
今年以來,我國(guo)統籌能源(yuan)(yuan)(yuan)安(an)全(quan)與綠色低(di)(di)碳轉型,以能源(yuan)(yuan)(yuan)高質(zhi)量發(fa)展支撐(cheng)中國(guo)式現代化(hua)(hua)進程。供(gong)(gong)給方面(mian)(mian),前三(san)季度(du),化(hua)(hua)石能源(yuan)(yuan)(yuan)生產和進口(kou)穩定(ding)增加,非化(hua)(hua)石能源(yuan)(yuan)(yuan)發(fa)電量高速增長,有力保障能源(yuan)(yuan)(yuan)高質(zhi)量供(gong)(gong)給。需求方面(mian)(mian),全(quan)社會能源(yuan)(yuan)(yuan)消(xiao)費保持增長,非化(hua)(hua)石能源(yuan)(yuan)(yuan)消(xiao)費占比顯(xian)著提升,能源(yuan)(yuan)(yuan)綠色低(di)(di)碳轉型蹄疾步穩。
一、能(neng)源產量穩定增(zeng)加
前三(san)季度,各類能源(yuan)保(bao)供穩(wen)價措施持續發力,能源(yuan)安(an)全穩(wen)定(ding)供應形(xing)勢良好,規模以(yi)上工業原煤(mei)、原油(you)、天然氣、電(dian)力生產(chan)增速均(jun)較上半年有所加快。
原煤(mei)生(sheng)產(chan)由降(jiang)轉增。6月份(fen)以來,原煤(mei)生(sheng)產(chan)快速(su)恢復,前三季度(du),規模以上(shang)工業原煤(mei)產(chan)量增速(su)轉正,同比增長0.6%,上(shang)半年為下降(jiang)1.7%。
油氣生(sheng)產穩定增(zeng)(zeng)長(chang)。前(qian)三季(ji)度,規模(mo)以上(shang)工業原油產量1.6億噸,同(tong)比(bi)增(zeng)(zeng)長(chang)2.0%,增(zeng)(zeng)速較上(shang)半年加(jia)快(kuai)0.1個百(bai)分點。規模(mo)以上(shang)工業天然氣產量1830億立方米(mi),同(tong)比(bi)增(zeng)(zeng)加(jia)113億立方米(mi),增(zeng)(zeng)長(chang)6.6%,較上(shang)半年加(jia)快(kuai)0.6個百(bai)分點。

二、能源(yuan)進口(kou)穩定(ding)增長(chang)
根據海(hai)關總署快訊數據,前三季度,進口(kou)煤(mei)炭3.9億(yi)噸(dun)(dun),同(tong)比增(zeng)長11.9%;進口(kou)原油4.1億(yi)噸(dun)(dun),同(tong)比下降2.8%;進口(kou)天然氣9908萬噸(dun)(dun),同(tong)比增(zeng)長13.0%。
三(san)、非(fei)化石(shi)能源消費比重持續提(ti)升
初步測算,前(qian)三(san)季度全社(she)會能源消費總量同比(bi)增長4.8%。非化石(shi)能源消費比(bi)重較上年(nian)同期(qi)提高2.6個(ge)(ge)百(bai)(bai)(bai)分(fen)點,煤(mei)炭(tan)比(bi)重下(xia)(xia)降(jiang)1.9個(ge)(ge)百(bai)(bai)(bai)分(fen)點,石(shi)油(you)下(xia)(xia)降(jiang)0.9個(ge)(ge)百(bai)(bai)(bai)分(fen)點,天然氣上升0.2個(ge)(ge)百(bai)(bai)(bai)分(fen)點。

彭永濤:服務業運行穩中向好 現代服務業作用彰顯
今年以來,各地區各部門(men)堅決(jue)貫徹落實(shi)黨(dang)中央、國務院決(jue)策部署(shu),著力擴(kuo)大國內(nei)需求,優化經(jing)濟結構,服(fu)務業經(jing)濟實(shi)現平(ping)穩較快增長,對經(jing)濟增長的貢獻持續提升,服(fu)務需求加快釋放,新(xin)興服(fu)務業快速成長,市場預期總體向好(hao)。
 一(yi)、服務業繼(ji)續(xu)向好,拉動作用不斷增(zeng)強
服(fu)(fu)務業(ye)經(jing)濟(ji)(ji)加(jia)(jia)快(kuai)(kuai)恢復。初步核算,前三季度,服(fu)(fu)務業(ye)增(zeng)加(jia)(jia)值(zhi)530651億元(yuan),同(tong)比(bi)(bi)增(zeng)長(chang)4.7%。服(fu)(fu)務業(ye)增(zeng)加(jia)(jia)值(zhi)占國內(nei)生(sheng)產總值(zhi)比(bi)(bi)重為55.9%,比(bi)(bi)上(shang)年(nian)同(tong)期上(shang)升0.3個(ge)百分(fen)(fen)點(dian)(dian),對國民經(jing)濟(ji)(ji)增(zeng)長(chang)的貢獻率為53.9%,拉動國內(nei)生(sheng)產總值(zhi)增(zeng)長(chang)2.6個(ge)百分(fen)(fen)點(dian)(dian)。其中,三季度,服(fu)(fu)務業(ye)增(zeng)加(jia)(jia)值(zhi)181005億元(yuan),同(tong)比(bi)(bi)增(zeng)長(chang)4.8%,比(bi)(bi)二季度加(jia)(jia)快(kuai)(kuai)0.6個(ge)百分(fen)(fen)點(dian)(dian)。9月(yue)(yue)份,服(fu)(fu)務業(ye)生(sheng)產指數同(tong)比(bi)(bi)增(zeng)長(chang)5.1%,比(bi)(bi)8月(yue)(yue)份加(jia)(jia)快(kuai)(kuai)0.5個(ge)百分(fen)(fen)點(dian)(dian)。
企(qi)業(ye)(ye)生產經營持續改善(shan)。1—8月(yue)(yue)份,規模以(yi)上(shang)服務(wu)業(ye)(ye)企(qi)業(ye)(ye)營業(ye)(ye)收入同比增長(chang)7.7%,比1—7月(yue)(yue)份提(ti)高0.3個百分點(dian),其中租賃和(he)商務(wu)服務(wu)業(ye)(ye)等行業(ye)(ye)保持較快增長(chang);35個行業(ye)(ye)大類中有33個行業(ye)(ye)實現盈(ying)利,行業(ye)(ye)盈(ying)利面94.3%,比1—7月(yue)(yue)份提(ti)高2.9個百分點(dian)。
服(fu)(fu)務(wu)(wu)貿易快速增(zeng)(zeng)(zeng)長。1—8月份,服(fu)(fu)務(wu)(wu)進(jin)出(chu)口總額48865.6億元,同(tong)比(bi)增(zeng)(zeng)(zeng)長14.3%,其(qi)中(zhong)旅行服(fu)(fu)務(wu)(wu)進(jin)出(chu)口同(tong)比(bi)增(zeng)(zeng)(zeng)長45.0%,為服(fu)(fu)務(wu)(wu)貿易第一大(da)領(ling)域(yu)。1—8月份,我國(guo)企(qi)業承接服(fu)(fu)務(wu)(wu)外包(bao)執行額同(tong)比(bi)增(zeng)(zeng)(zeng)長14.4%,其(qi)中(zhong)信息技術研(yan)發服(fu)(fu)務(wu)(wu)、設(she)計(ji)服(fu)(fu)務(wu)(wu)和(he)維修維護(hu)服(fu)(fu)務(wu)(wu)業務(wu)(wu)增(zeng)(zeng)(zeng)長較快,執行額同(tong)比(bi)分別增(zeng)(zeng)(zeng)長22.2%、22.1%和(he)15.8%。
二、現(xian)代服(fu)務業增勢(shi)良好,轉型(xing)升級步伐加快

融(rong)合發展加力提(ti)速。數(shu)字(zi)技術創新(xin)(xin)消(xiao)費場(chang)景(jing),與實體經濟(ji)融(rong)合不斷深化,促進市場(chang)銷售(shou)增長(chang)。前(qian)三季度,實物(wu)商品網上(shang)零(ling)售(shou)額(e)同比(bi)增長(chang)7.9%,占社會消(xiao)費品零(ling)售(shou)總額(e)的比(bi)重為25.7%。工業互聯(lian)(lian)網推動工業智能(neng)化、數(shu)字(zi)化水平提(ti)升。1—8月份,規模(mo)以上(shang)集成電路設計、互聯(lian)(lian)網生產服(fu)務平臺企(qi)業營(ying)業收入(ru)同比(bi)分別增長(chang)30.0%和18.3%。文化旅(lv)(lv)游深度融(rong)合,大型演出深度聯(lian)(lian)動各地景(jing)區資源,激發旅(lv)(lv)游消(xiao)費新(xin)(xin)潛力。前(qian)三季度,旅(lv)(lv)游游覽和娛(yu)樂服(fu)務類電子商務交易額(e)同比(bi)增長(chang)15.3%。1—8月份,規模(mo)以上(shang)旅(lv)(lv)行社及相關服(fu)務、休閑觀光活(huo)動企(qi)業營(ying)業收入(ru)同比(bi)分別增長(chang)28.5%和9.6%。
三、積極因素不斷增多,市(shi)場預期持續改善
近(jin)期,隨著(zhu)一系列政(zheng)策(ce)“組合(he)拳”發力,資(zi)本(ben)市場、房地產市場信(xin)心(xin)有所增強。9月(yue)份,滬深股(gu)市股(gu)票成交量和股(gu)票成交額(e)分別(bie)由8月(yue)份同比下(xia)降15.3%和31.0%轉(zhuan)為同比增長32.7%和4.9%;9月(yue)份,房地產業生(sheng)產指數同比下(xia)降2.2%,降幅連續5個(ge)月(yue)收窄。
9月份,服(fu)務(wu)業業務(wu)活動(dong)預期(qi)指數(shu)為54.6%,其中零售、鐵(tie)路運(yun)輸、航空(kong)運(yun)輸、郵(you)政、電信廣播(bo)電視及衛星傳輸服(fu)務(wu)、貨幣金(jin)融服(fu)務(wu)等行(xing)業業務(wu)活動(dong)預期(qi)指數(shu)位于(yu)55%以上較(jiao)高(gao)景氣(qi)區間(jian),企業對近(jin)期(qi)行(xing)業發展較(jiao)為樂觀。
總體(ti)來看,前三季度服(fu)務(wu)業(ye)(ye)經濟運(yun)行穩(wen)中向好,隨(sui)著(zhu)各項已有政策和(he)一攬子增量政策效(xiao)應不斷(duan)(duan)顯現,經濟發展(zhan)的活力(li)和(he)動力(li)將進一步釋放,市場信心有望繼續(xu)(xu)增強(qiang),服(fu)務(wu)業(ye)(ye)經濟平(ping)穩(wen)運(yun)行的基礎將不斷(duan)(duan)夯實。下階段,要狠抓政策落地見效(xiao),積極培育服(fu)務(wu)業(ye)(ye)新動能(neng),加(jia)快構(gou)建(jian)優(you)質高效(xiao)的服(fu)務(wu)業(ye)(ye)新體(ti)系,推動服(fu)務(wu)業(ye)(ye)發展(zhan)的質量和(he)效(xiao)率繼續(xu)(xu)提升。

翟善清:有效投資持續擴大 轉型升級加快推進

二、高技術(shu)產(chan)業(ye)投資保持良好增長勢頭
 隨著科(ke)技(ji)創新(xin)(xin)支持(chi)(chi)力度不斷(duan)加大,新(xin)(xin)質生產力發(fa)展扎實推進,高技(ji)術產業投(tou)資(zi)(zi)持(chi)(chi)續較快增(zeng)長。前三季(ji)度,高技(ji)術產業投(tou)資(zi)(zi)同比增(zeng)長10.0%,增(zeng)速(su)比全部投(tou)資(zi)(zi)高6.6個百分點,連(lian)續7個月(yue)保(bao)持(chi)(chi)兩位數增(zeng)長。
前(qian)三季度(du),高技(ji)術制(zhi)(zhi)造(zao)業(ye)(ye)(ye)投(tou)資同比(bi)增長9.4%,增速比(bi)全部(bu)制(zhi)(zhi)造(zao)業(ye)(ye)(ye)投(tou)資高0.2個百分(fen)點。其(qi)中,航空、航天器及(ji)設(she)備(bei)制(zhi)(zhi)造(zao)業(ye)(ye)(ye)投(tou)資增長34.1%,電子及(ji)通信設(she)備(bei)制(zhi)(zhi)造(zao)業(ye)(ye)(ye)投(tou)資增長10.3%。
前三季度,高技(ji)術(shu)服務(wu)(wu)(wu)業(ye)投資(zi)同(tong)比(bi)增長(chang)11.4%。其中(zhong),專業(ye)技(ji)術(shu)服務(wu)(wu)(wu)業(ye)投資(zi)增長(chang)31.8%,電子商務(wu)(wu)(wu)服務(wu)(wu)(wu)業(ye)、科技(ji)成(cheng)果轉化服務(wu)(wu)(wu)業(ye)投資(zi)均增長(chang)14.8%。
三、設備購置投資引領全部投資增長
大(da)規模設備(bei)更新政策持(chi)續落地見效,設備(bei)工(gong)器(qi)具購置投(tou)資(zi)較快增(zeng)長。前三季度,設備(bei)工(gong)器(qi)具購置投(tou)資(zi)同比增(zeng)長16.4%,增(zeng)速高(gao)于全(quan)部(bu)投(tou)資(zi)13.0個百分點;對全(quan)部(bu)投(tou)資(zi)增(zeng)長的貢獻率為61.6%,拉動全(quan)部(bu)投(tou)資(zi)增(zeng)長2.1個百分點。
四、民生領域投(tou)資穩定增(zeng)長
今年(nian)以來(lai),各地(di)區聚焦(jiao)經(jing)濟發(fa)展和(he)(he)民生改善需要,精(jing)準(zhun)補短板(ban)、強弱項(xiang),災后恢復(fu)重建等項(xiang)目建設穩步推進,民生領(ling)域投(tou)資(zi)穩定增(zeng)(zeng)(zeng)長。前三季(ji)度,水(shui)利管理業投(tou)資(zi)同比增(zeng)(zeng)(zeng)長37.1%,增(zeng)(zeng)(zeng)速比1—8月份(fen)加(jia)快(kuai)4.5個百(bai)分(fen)(fen)點;住(zhu)宿和(he)(he)餐飲業投(tou)資(zi)增(zeng)(zeng)(zeng)長35.6%,增(zeng)(zeng)(zeng)速加(jia)快(kuai)1.1個百(bai)分(fen)(fen)點;電力(li)、熱力(li)、燃氣及(ji)水(shui)的生產和(he)(he)供應(ying)業投(tou)資(zi)增(zeng)(zeng)(zeng)長24.8%,增(zeng)(zeng)(zeng)速加(jia)快(kuai)1.3個百(bai)分(fen)(fen)點;航空(kong)運輸業、鐵(tie)路運輸業投(tou)資(zi)分(fen)(fen)別增(zeng)(zeng)(zeng)長17.9%和(he)(he)17.1%。

六、民間(jian)項目投(tou)資增速小幅加快(kuai)

七、大項目(mu)投資繼續發揮有力支撐作用(yong)

前三季度,各(ge)地(di)區各(ge)部門深入貫徹落實(shi)黨(dang)中央、國(guo)務院(yuan)決(jue)策部署(shu),扎實(shi)推動一系列擴(kuo)內需促消(xiao)(xiao)費政策落地(di)顯效,消(xiao)(xiao)費市(shi)場總體保持穩(wen)定(ding)增(zeng)長(chang)態勢,基本生活類和部分(fen)升(sheng)級類商品銷(xiao)售(shou)增(zeng)勢較(jiao)好,線上消(xiao)(xiao)費較(jiao)快增(zeng)長(chang),服(fu)務消(xiao)(xiao)費需求持續釋(shi)放。
  一、市場銷(xiao)售平穩(wen)增長,鄉村市場銷(xiao)售快于城(cheng)鎮
  前三(san)季度,社(she)會消費(fei)品零售總(zong)額353564億元,同比增(zeng)(zeng)長3.3%。分季度看,三(san)季度社(she)會消費(fei)品零售總(zong)額增(zeng)(zeng)長2.7%,增(zeng)(zeng)速(su)比二(er)季度加(jia)快(kuai)0.1個百(bai)分點。消費(fei)品以舊(jiu)換新政策顯效發力,9月(yue)(yue)份(fen)社(she)會消費(fei)品零售總(zong)額增(zeng)(zeng)長3.2%,增(zeng)(zeng)速(su)比8月(yue)(yue)份(fen)加(jia)快(kuai)1.1個百(bai)分點。
分(fen)城鄉市場看,前三(san)季度,城鎮消費(fei)品(pin)(pin)零售(shou)額305869億元,同比增長3.2%;鄉村消費(fei)品(pin)(pin)零售(shou)額47695億元,增長4.4%,增速快(kuai)于城鎮1.2個(ge)百分(fen)點。9月(yue)份(fen),城鎮消費(fei)品(pin)(pin)零售(shou)額增長3.1%,增速比8月(yue)份(fen)加快(kuai)1.3個(ge)百分(fen)點;鄉村消費(fei)品(pin)(pin)零售(shou)額增長3.9%,增速與8月(yue)份(fen)持平。
二、多數商(shang)品(pin)類值保持增長,以舊換(huan)新(xin)相關商(shang)品(pin)銷售向好
前三(san)季(ji)度,限(xian)額(e)以上單位中(zhong)七(qi)成以上商(shang)(shang)(shang)品(pin)類(lei)值零售額(e)同比增長,基本生(sheng)活類(lei)和(he)部分(fen)升(sheng)級類(lei)商(shang)(shang)(shang)品(pin)銷售增勢較好(hao)。升(sheng)級類(lei)商(shang)(shang)(shang)品(pin)中(zhong),通訊器材(cai)類(lei)、體(ti)育娛樂用品(pin)類(lei)商(shang)(shang)(shang)品(pin)零售額(e)分(fen)別(bie)(bie)增長11.9%和(he)9.7%。基本生(sheng)活類(lei)商(shang)(shang)(shang)品(pin)中(zhong),糧油食品(pin)類(lei)、飲料(liao)類(lei)、煙(yan)酒類(lei)、中(zhong)西藥品(pin)類(lei)商(shang)(shang)(shang)品(pin)零售額(e)分(fen)別(bie)(bie)增長9.9%、4.5%、6.8%和(he)4.7%。
9月份,各地落細落地消費品(pin)以舊換新加(jia)(jia)力措(cuo)施,帶動汽(qi)車、家(jia)(jia)電(dian)(dian)等相關商品(pin)銷售(shou)表現趨好。限額以上(shang)單位(wei)汽(qi)車類(lei)(lei)零(ling)(ling)售(shou)額同比(bi)(bi)增(zeng)長0.4%,扭(niu)轉了連(lian)續6個月下降的態勢,其(qi)中新能源(yuan)汽(qi)車零(ling)(ling)售(shou)額快速增(zeng)長;家(jia)(jia)用電(dian)(dian)器和音像器材類(lei)(lei)零(ling)(ling)售(shou)額增(zeng)長20.5%,增(zeng)速比(bi)(bi)上(shang)月加(jia)(jia)快17.1個百分(fen)點,其(qi)中高能效等級和智能家(jia)(jia)電(dian)(dian)零(ling)(ling)售(shou)額均為兩位(wei)數增(zeng)長。
 三(san)、電(dian)商新模式拉(la)動線上消費快速增(zeng)長,實(shi)體店鋪(pu)經營總體穩定增(zeng)長
前三季度,實物商品(pin)網(wang)上(shang)零(ling)售(shou)額同比(bi)增(zeng)長(chang)7.9%,增(zeng)速(su)快于社會(hui)消費品(pin)零(ling)售(shou)總額4.6個百分(fen)點;占社會(hui)消費品(pin)零(ling)售(shou)總額的比(bi)重(zhong)為(wei)25.7%,比(bi)1—8月(yue)(yue)份提高0.1個百分(fen)點。直播帶貨、即時零(ling)售(shou)等電(dian)商新模式快速(su)發(fa)展(zhan),拉動線上(shang)消費增(zeng)長(chang)作用明顯(xian)。從與網(wang)購(gou)密(mi)切(qie)相關的郵(you)政快遞業情況看,1—8月(yue)(yue)份,全國郵(you)政快遞業務量同比(bi)增(zeng)長(chang)22.5%。
商(shang)貿實體(ti)店鋪(pu)在改(gai)善消費(fei)(fei)環境(jing)、提升消費(fei)(fei)體(ti)驗上持(chi)續發力,多(duo)數(shu)業態經營(ying)穩定恢(hui)復。前三(san)季度,限(xian)額(e)以上單(dan)位(wei)(wei)便利(li)店、專業店、超市商(shang)品零售額(e)分別增(zeng)長4.7%、4%、2.4%;品質服務(wu)好、消費(fei)(fei)體(ti)驗佳的倉儲會員店零售額(e)保(bao)持(chi)兩(liang)位(wei)(wei)數(shu)增(zeng)長。
四、服(fu)務消(xiao)費市場潛(qian)力持續(xu)釋(shi)放,出行類(lei)消(xiao)費較快增長
今年(nian)以(yi)來,隨著促消費政策措施(shi)逐步落(luo)地,消費場(chang)景和業(ye)態不斷創新(xin),市場(chang)活力(li)逐步增(zeng)強,激發服務(wu)(wu)消費需求有(you)效釋放。前三季度,服務(wu)(wu)零售(shou)額同(tong)比增(zeng)長6.7%,增(zeng)速高于同(tong)期商品零售(shou)額3.7個百分(fen)點。
文旅(lv)市(shi)場持續(xu)(xu)活躍,帶動餐飲、交通、文娛等(deng)相(xiang)關(guan)消(xiao)費(fei)較快增(zeng)長。前三季度,餐飲收入同(tong)比(bi)增(zeng)長6.2%,交通出(chu)行類、文體休(xiu)閑類服(fu)務消(xiao)費(fei)增(zeng)速持續(xu)(xu)高于服(fu)務消(xiao)費(fei)總體增(zeng)速。有關(guan)部門數據(ju)顯示,1—8月份,全國公路客(ke)運量同(tong)比(bi)增(zeng)長9.2%,民航、鐵路旅(lv)客(ke)周轉量分別(bie)增(zeng)長28.9%、10.0%,城市(shi)軌(gui)道(dao)交通客(ke)運量增(zeng)長12.3%。三季度,全國營業性演出(chu)(不含娛樂場所演出(chu))場次同(tong)比(bi)增(zeng)長16.3%,票房收入增(zeng)長41.1%。
盡管消(xiao)(xiao)費(fei)市場總體保持增長(chang)態勢,但也要看到,部分商品銷售仍舊(jiu)低(di)迷,居民(min)消(xiao)(xiao)費(fei)能(neng)(neng)力(li)有待進一(yi)步提升。下階段,要深入(ru)貫徹落實(shi)黨中央、國務院決策(ce)部署(shu),充分發揮促消(xiao)(xiao)費(fei)政策(ce)效應釋放消(xiao)(xiao)費(fei)潛能(neng)(neng),著(zhu)力(li)增強居民(min)消(xiao)(xiao)費(fei)能(neng)(neng)力(li),培育(yu)壯大(da)新(xin)型消(xiao)(xiao)費(fei)業態,促進消(xiao)(xiao)費(fei)市場持續恢復向好。

一、月(yue)度失業率(lv)走(zou)勢平穩
1—9月(yue)(yue)份,全國城鎮調查失(shi)業(ye)率平(ping)(ping)均(jun)值為(wei)5.1%,比(bi)上年同期(qi)下降0.2個百(bai)分點。今年以來(lai),各月(yue)(yue)失(shi)業(ye)率保持在5.0%—5.3%之間(jian),波(bo)動幅度(du)為(wei)0.3個百(bai)分點,較上年同期(qi)減(jian)少0.3個百(bai)分點,月(yue)(yue)度(du)失(shi)業(ye)率走勢較為(wei)平(ping)(ping)穩。
三季度,全國城鎮調(diao)查失(shi)(shi)業率平(ping)均值為5.2%,與(yu)上年同(tong)期持平(ping)。從各月看,7、8月受(shou)畢業季以及暑期天氣炎熱部分(fen)(fen)戶外工作崗(gang)位減(jian)少等(deng)因素影響(xiang),失(shi)(shi)業率環(huan)比有所上升(sheng),其中7月份(fen)為5.2%,環(huan)比上升(sheng)0.2個(ge)百(bai)分(fen)(fen)點(dian),8月份(fen)為5.3%,環(huan)比上升(sheng)0.1個(ge)百(bai)分(fen)(fen)點(dian)。9月份(fen),隨著季節性影響(xiang)減(jian)弱,失(shi)(shi)業率回落(luo)至(zhi)5.1%,環(huan)比下降0.2個(ge)百(bai)分(fen)(fen)點(dian)。
31個大城市城鎮調查失(shi)業率(lv)(lv)1—9月份(fen)平均(jun)值為5.1%,與全國城鎮整體水平相同,比上年同期下降(jiang)0.4個百分(fen)點(dian),其(qi)中三季度平均(jun)值為5.3%,與上年同期持(chi)平。從三季度各月看,7、8月份(fen),失(shi)業率(lv)(lv)分(fen)別(bie)為5.3%、5.4%,環(huan)比分(fen)別(bie)上升(sheng)0.4個、0.1個百分(fen)點(dian);9月份(fen)回落至5.1%,環(huan)比下降(jiang)0.3個百分(fen)點(dian),同比下降(jiang)0.1個百分(fen)點(dian)。
  二、農(nong)民工、高校畢業(ye)生等重點群體(ti)就業(ye)總體(ti)穩定
隨(sui)著經濟持續(xu)恢復,外來(lai)務工人員(yuan)特別(bie)是農民工就(jiu)業(ye)(ye)形勢(shi)總(zong)體(ti)穩定(ding)。1—9月(yue)(yue)份(fen),城(cheng)鎮外來(lai)農業(ye)(ye)戶籍勞動力失(shi)業(ye)(ye)率(lv)平均(jun)值為4.7%,同比(bi)(bi)(bi)下(xia)降0.4個(ge)(ge)百分點(dian),其(qi)中三季度(du)平均(jun)值為4.7%。從三季度(du)各(ge)月(yue)(yue)看(kan),7月(yue)(yue)份(fen)受(shou)暑期天氣炎熱部分戶外工作崗位(wei)減(jian)少等因(yin)素影響(xiang),失(shi)業(ye)(ye)率(lv)升高至4.9%;8月(yue)(yue)份(fen)回落至4.6%;9月(yue)(yue)份(fen)環比(bi)(bi)(bi)持平,保持在4.6%,同比(bi)(bi)(bi)下(xia)降0.1個(ge)(ge)百分點(dian)。總(zong)體(ti)看(kan),三季度(du)城(cheng)鎮外來(lai)農業(ye)(ye)戶籍勞動力規(gui)模環比(bi)(bi)(bi)、同比(bi)(bi)(bi)均(jun)有所增(zeng)加,特別(bie)是農民工就(jiu)業(ye)(ye)相(xiang)對集(ji)中的服務業(ye)(ye)相(xiang)關行業(ye)(ye)就(jiu)業(ye)(ye)人數明顯增(zeng)加,帶動農民工就(jiu)業(ye)(ye)向(xiang)好。

轉(zhuan)移(yi)凈(jing)收(shou)(shou)入(ru)和財產(chan)凈(jing)收(shou)(shou)入(ru)保持(chi)(chi)增(zeng)(zeng)長(chang)。前(qian)三(san)(san)季(ji)度,在各(ge)類保民生政策(ce)支(zhi)持(chi)(chi)下,全國居(ju)民人(ren)均轉(zhuan)移(yi)凈(jing)收(shou)(shou)入(ru)5721元,增(zeng)(zeng)長(chang)4.9%。分城鄉看,城鎮居(ju)民和農村居(ju)民人(ren)均轉(zhuan)移(yi)凈(jing)收(shou)(shou)入(ru)比(bi)上年同期分別增(zeng)(zeng)長(chang)3.8%和6.9%。受養(yang)(yang)老金(jin)(jin)人(ren)數增(zeng)(zeng)加和基礎(chu)養(yang)(yang)老金(jin)(jin)標準上調帶動,養(yang)(yang)老金(jin)(jin)或離(li)退(tui)休(xiu)金(jin)(jin)收(shou)(shou)入(ru)比(bi)上年同期增(zeng)(zeng)長(chang)8.1%。前(qian)三(san)(san)季(ji)度,全國居(ju)民人(ren)均財產(chan)凈(jing)收(shou)(shou)入(ru)2585元,比(bi)上年同期增(zeng)(zeng)長(chang)1.2%。
二、居民消費支出穩定增長(chang),服務性消費支出占比上升
前(qian)三季度(du),全(quan)國(guo)居民(min)人(ren)均(jun)消費(fei)支(zhi)出20631元,比(bi)上年(nian)(nian)同期(qi)名(ming)義增(zeng)(zeng)長(chang)(chang)5.6%;扣(kou)除價(jia)格(ge)因(yin)素,實際(ji)(ji)增(zeng)(zeng)長(chang)(chang)5.3%。居民(min)消費(fei)增(zeng)(zeng)速繼續快(kuai)于收入,前(qian)三季度(du)居民(min)消費(fei)支(zhi)出增(zeng)(zeng)長(chang)(chang)名(ming)義和實際(ji)(ji)增(zeng)(zeng)速均(jun)快(kuai)于居民(min)人(ren)均(jun)可支(zhi)配收入增(zeng)(zeng)速0.4個(ge)百分(fen)點(dian),全(quan)國(guo)居民(min)平均(jun)消費(fei)率為66.7%,比(bi)上年(nian)(nian)同期(qi)上升0.3個(ge)百分(fen)點(dian)。分(fen)城(cheng)鄉看,城(cheng)鎮居民(min)人(ren)均(jun)消費(fei)支(zhi)出25530元,比(bi)上年(nian)(nian)同期(qi)名(ming)義增(zeng)(zeng)長(chang)(chang)5.0%,扣(kou)除價(jia)格(ge)因(yin)素,實際(ji)(ji)增(zeng)(zeng)長(chang)(chang)4.8%;農(nong)村(cun)居民(min)人(ren)均(jun)消費(fei)支(zhi)出13839元,比(bi)上年(nian)(nian)同期(qi)名(ming)義增(zeng)(zeng)長(chang)(chang)6.5%,扣(kou)除價(jia)格(ge)因(yin)素,實際(ji)(ji)增(zeng)(zeng)長(chang)(chang)6.2%。
從(cong)消(xiao)(xiao)費(fei)(fei)支(zhi)(zhi)(zhi)出(chu)(chu)結構看,食品煙酒、交通通信(xin)、教育文化娛(yu)(yu)樂、其他用品及(ji)服(fu)務(wu)增(zeng)(zeng)(zeng)(zeng)長(chang)較(jiao)快(kuai)。前三季度,節(jie)假日(ri)及(ji)暑期外出(chu)(chu)旅(lv)游就餐等消(xiao)(xiao)費(fei)(fei)活(huo)躍,人(ren)均(jun)食品煙酒支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)7.1%,居民飲食服(fu)務(wu)支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)14.4%。文旅(lv)市(shi)場需求旺(wang)盛,帶動交通出(chu)(chu)行、文化娛(yu)(yu)樂等相關支(zhi)(zhi)(zhi)出(chu)(chu)較(jiao)快(kuai)增(zeng)(zeng)(zeng)(zeng)長(chang),人(ren)均(jun)交通通信(xin)支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)10.0%,其中交通費(fei)(fei)支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)21.5%;人(ren)均(jun)教育文化娛(yu)(yu)樂支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)10.1%,其中文化娛(yu)(yu)樂支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)16.3%。受旅(lv)館住宿支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)較(jiao)快(kuai)帶動,人(ren)均(jun)其他用品及(ji)服(fu)務(wu)支(zhi)(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)(zeng)(zeng)長(chang)10.9%。此外,衣著、居住、醫療保健支(zhi)(zhi)(zhi)出(chu)(chu)分別(bie)增(zeng)(zeng)(zeng)(zeng)長(chang)5.1%、1.0%、3.5%,生活(huo)用品及(ji)服(fu)務(wu)支(zhi)(zhi)(zhi)出(chu)(chu)下(xia)降0.3%。
居(ju)(ju)民(min)(min)服務性(xing)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)保持較(jiao)快(kuai)增(zeng)(zeng)長(chang)(chang),占(zhan)居(ju)(ju)民(min)(min)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)比重上升(sheng)。前三季度,隨著服務消(xiao)(xiao)費(fei)(fei)(fei)(fei)場(chang)景(jing)活躍,服務消(xiao)(xiao)費(fei)(fei)(fei)(fei)潛力不斷釋(shi)放,居(ju)(ju)民(min)(min)服務性(xing)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)實現(xian)較(jiao)快(kuai)增(zeng)(zeng)長(chang)(chang)。全國居(ju)(ju)民(min)(min)人(ren)均服務性(xing)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)9694元,同比增(zeng)(zeng)長(chang)(chang)7.6%,快(kuai)于居(ju)(ju)民(min)(min)人(ren)均消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)增(zeng)(zeng)速2.0個(ge)百分點。居(ju)(ju)民(min)(min)服務性(xing)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)占(zhan)居(ju)(ju)民(min)(min)消(xiao)(xiao)費(fei)(fei)(fei)(fei)支(zhi)(zhi)出(chu)(chu)比重為47.0%,比上年同期上升(sheng)0.9個(ge)百分點。

王有捐:前三季度CPI波動回升 PPI低位運行
今年以來,各(ge)地(di)區各(ge)部(bu)門認真貫徹(che)落實黨中(zhong)央、國務院決(jue)策部(bu)署,加大宏觀調控(kong)力度,經濟運行(xing)總體(ti)平穩(wen)、穩(wen)中(zhong)有進,消(xiao)費領域(yu)價格(ge)波動回升,生產領域(yu)價格(ge)低位運行(xing)。
一、消費領(ling)域(yu)價格總(zong)體波動回升
前三季度,CPI比(bi)(bi)(bi)上(shang)(shang)(shang)年(nian)同(tong)(tong)(tong)(tong)期(qi)(qi)上(shang)(shang)(shang)漲(zhang)0.3%,漲(zhang)幅(fu)比(bi)(bi)(bi)上(shang)(shang)(shang)半年(nian)擴(kuo)大0.2個(ge)百分點(dian)。分月(yue)(yue)看,CPI同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)總體呈前低后(hou)高走勢。1月(yue)(yue)份(fen),受(shou)上(shang)(shang)(shang)年(nian)同(tong)(tong)(tong)(tong)期(qi)(qi)對比(bi)(bi)(bi)基(ji)數(shu)(shu)較(jiao)(jiao)高影(ying)響(xiang)(xiang),CPI同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)下降0.8%;2月(yue)(yue)份(fen),春(chun)節因(yin)素影(ying)響(xiang)(xiang)CPI同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)上(shang)(shang)(shang)漲(zhang)0.7%;3—6月(yue)(yue)份(fen),消(xiao)費市場運(yun)行(xing)總體平穩(wen),CPI同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)漲(zhang)幅(fu)在(zai)0.1%—0.3%之間;7、8月(yue)(yue)份(fen),受(shou)暑期(qi)(qi)出行(xing)增(zeng)加和(he)高溫多(duo)雨(yu)天氣(qi)等因(yin)素影(ying)響(xiang)(xiang),CPI環比(bi)(bi)(bi)上(shang)(shang)(shang)漲(zhang)較(jiao)(jiao)多(duo),同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)漲(zhang)幅(fu)分別(bie)擴(kuo)大至0.5%和(he)0.6%;9月(yue)(yue)份(fen),受(shou)上(shang)(shang)(shang)年(nian)同(tong)(tong)(tong)(tong)期(qi)(qi)對比(bi)(bi)(bi)基(ji)數(shu)(shu)走高影(ying)響(xiang)(xiang),CPI同(tong)(tong)(tong)(tong)比(bi)(bi)(bi)漲(zhang)幅(fu)有所(suo)回落,上(shang)(shang)(shang)漲(zhang)0.4%。
食品價(jia)格降幅收窄。前(qian)三(san)季度,食品價(jia)格同比下降1.2%,降幅比上(shang)半(ban)年收窄1.5個(ge)(ge)百分(fen)點(dian)(dian)(dian),影響CPI下降約0.21個(ge)(ge)百分(fen)點(dian)(dian)(dian),仍(reng)是拉低(di)CPI漲(zhang)(zhang)(zhang)幅的主要因素。食品中,薯類、牛肉(rou)(rou)、羊肉(rou)(rou)、雞蛋(dan)、鮮(xian)果、食用(yong)油(you)和禽肉(rou)(rou)類價(jia)格降幅在1.9%—14.5%之(zhi)間,合計影響CPI下降約0.34個(ge)(ge)百分(fen)點(dian)(dian)(dian);7月份起(qi)鮮(xian)菜價(jia)格同比由(you)降轉漲(zhang)(zhang)(zhang)且漲(zhang)(zhang)(zhang)幅逐月擴大,前(qian)三(san)季度平(ping)均(jun)上(shang)漲(zhang)(zhang)(zhang)3.3%,影響CPI上(shang)漲(zhang)(zhang)(zhang)約0.07個(ge)(ge)百分(fen)點(dian)(dian)(dian);生豬(zhu)產能去化效果逐步顯現,豬(zhu)肉(rou)(rou)價(jia)格同比自4月份起(qi)連續(xu)上(shang)漲(zhang)(zhang)(zhang),前(qian)三(san)季度平(ping)均(jun)上(shang)漲(zhang)(zhang)(zhang)5.8%,影響CPI上(shang)漲(zhang)(zhang)(zhang)約0.07個(ge)(ge)百分(fen)點(dian)(dian)(dian);其(qi)他食品價(jia)格基本穩定。
非(fei)食(shi)品(pin)(pin)價(jia)(jia)格有所(suo)上(shang)(shang)(shang)漲(zhang)(zhang)。前三季(ji)度(du),非(fei)食(shi)品(pin)(pin)價(jia)(jia)格同(tong)比上(shang)(shang)(shang)漲(zhang)(zhang)0.6%,影響CPI上(shang)(shang)(shang)漲(zhang)(zhang)約(yue)0.48個(ge)百分點。非(fei)食(shi)品(pin)(pin)中,服(fu)務(wu)(wu)價(jia)(jia)格上(shang)(shang)(shang)漲(zhang)(zhang)0.8%,其中家(jia)庭(ting)服(fu)務(wu)(wu)、醫療服(fu)務(wu)(wu)、教育服(fu)務(wu)(wu)和(he)(he)(he)(he)美容美發洗(xi)浴服(fu)務(wu)(wu)價(jia)(jia)格漲(zhang)(zhang)幅基(ji)本穩定(ding),前三季(ji)度(du)分別(bie)(bie)上(shang)(shang)(shang)漲(zhang)(zhang)1.8%、1.8%、1.7%和(he)(he)(he)(he)1.4%;出行(xing)類服(fu)務(wu)(wu)價(jia)(jia)格走勢有所(suo)分化(hua),旅(lv)游和(he)(he)(he)(he)交通工(gong)具租賃(lin)費(fei)價(jia)(jia)格分別(bie)(bie)上(shang)(shang)(shang)漲(zhang)(zhang)4.8%和(he)(he)(he)(he)0.8%,飛(fei)機票和(he)(he)(he)(he)賓館住宿價(jia)(jia)格受上(shang)(shang)(shang)年(nian)同(tong)期(qi)(qi)對比基(ji)數較(jiao)(jiao)高(gao)影響分別(bie)(bie)下(xia)(xia)降(jiang)8.1%和(he)(he)(he)(he)0.9%。能源價(jia)(jia)格前高(gao)后低,平均(jun)上(shang)(shang)(shang)漲(zhang)(zhang)1.1%,其中液化(hua)石油(you)氣和(he)(he)(he)(he)汽(qi)油(you)價(jia)(jia)格分別(bie)(bie)上(shang)(shang)(shang)漲(zhang)(zhang)2.2%和(he)(he)(he)(he)1.8%。扣(kou)除能源的工(gong)業消(xiao)費(fei)品(pin)(pin)價(jia)(jia)格較(jiao)(jiao)為穩定(ding),前三季(ji)度(du)平均(jun)與上(shang)(shang)(shang)年(nian)同(tong)期(qi)(qi)持平,其中金飾品(pin)(pin)、中藥材和(he)(he)(he)(he)室內裝飾品(pin)(pin)價(jia)(jia)格上(shang)(shang)(shang)漲(zhang)(zhang)較(jiao)(jiao)多,漲(zhang)(zhang)幅在5.2%—19.9%之(zhi)間;燃油(you)小汽(qi)車、新能源小汽(qi)車、家(jia)用(yong)器具和(he)(he)(he)(he)文娛耐(nai)用(yong)消(xiao)費(fei)品(pin)(pin)價(jia)(jia)格有所(suo)下(xia)(xia)降(jiang),降(jiang)幅在0.3%—6.7%之(zhi)間。
二、生產領(ling)域(yu)價格低(di)位運行
前三季(ji)度,PPI比上(shang)年(nian)同(tong)期下降(jiang)(jiang)2.0%,降(jiang)(jiang)幅(fu)比上(shang)半年(nian)收窄(zhai)0.1個(ge)(ge)百(bai)分(fen)(fen)點。分(fen)(fen)月(yue)(yue)看,1—4月(yue)(yue)份,受(shou)國(guo)內工業生產淡季(ji)、部分(fen)(fen)行(xing)業需(xu)(xu)求階(jie)段性回(hui)落等因素影(ying)響,PPI環比連(lian)續(xu)(xu)4個(ge)(ge)月(yue)(yue)下降(jiang)(jiang),同(tong)比降(jiang)(jiang)幅(fu)在(zai)2.5%—2.8%之間;5—7月(yue)(yue)份,生產持續(xu)(xu)恢復(fu),加之上(shang)年(nian)同(tong)期對比基(ji)數走低,PPI同(tong)比降(jiang)(jiang)幅(fu)由1.4%逐月(yue)(yue)收窄(zhai)至(zhi)0.8%;8月(yue)(yue)份起,國(guo)際大宗(zong)商(shang)品價格(ge)下行(xing),國(guo)內部分(fen)(fen)行(xing)業需(xu)(xu)求偏弱,PPI同(tong)比降(jiang)(jiang)幅(fu)再次擴(kuo)大,9月(yue)(yue)份下降(jiang)(jiang)2.8%。
市(shi)場供(gong)需因素影響部分行(xing)業(ye)價(jia)格(ge)(ge)下行(xing)。前三季(ji)度,全國(guo)煤炭(tan)生產保(bao)持(chi)穩定(ding),煤炭(tan)進口持(chi)續增長(chang),市(shi)場供(gong)給(gei)充足(zu),非電用(yong)煤需求釋放有限(xian),煤炭(tan)開采和洗選(xuan)業(ye)價(jia)格(ge)(ge)同(tong)比下降(jiang)8.7%。房地產市(shi)場持(chi)續調整,鋼材、水(shui)泥等建(jian)材相關行(xing)業(ye)價(jia)格(ge)(ge)偏弱運行(xing),前三季(ji)度非金(jin)屬(shu)礦物制(zhi)品業(ye)價(jia)格(ge)(ge)同(tong)比下降(jiang)7.2%,黑(hei)色金(jin)屬(shu)冶(ye)煉(lian)和壓延加工(gong)業(ye)價(jia)格(ge)(ge)下降(jiang)5.8%。汽(qi)車(che)(che)行(xing)業(ye)降(jiang)價(jia)促銷,汽(qi)車(che)(che)制(zhi)造業(ye)價(jia)格(ge)(ge)同(tong)比下降(jiang)1.9%,其中新能源車(che)(che)整車(che)(che)制(zhi)造、汽(qi)柴(chai)油車(che)(che)整車(che)(che)制(zhi)造價(jia)格(ge)(ge)分別(bie)下降(jiang)4.5%、2.2%。
