  新華社北京11月(yue)21日電 《中(zhong)共(gong)中(zhong)央關于進(jin)一步全(quan)面深化(hua)改(gai)(gai)革、推(tui)進(jin)中(zhong)國式現代(dai)化(hua)的(de)決定》提(ti)出:“深化(hua)基層(ceng)(ceng)監(jian)督(du)(du)(du)體(ti)(ti)制(zhi)機(ji)(ji)制(zhi)改(gai)(gai)革。”基層(ceng)(ceng)監(jian)督(du)(du)(du)是黨(dang)和國家監(jian)督(du)(du)(du)體(ti)(ti)系的(de)重要組(zu)成部(bu)分(fen),加強基層(ceng)(ceng)監(jian)督(du)(du)(du)是推(tui)動全(quan)面從(cong)嚴(yan)治黨(dang)向基層(ceng)(ceng)延伸、提(ti)升基層(ceng)(ceng)治理(li)效能的(de)有(you)力舉(ju)措,意義(yi)重大。深化(hua)基層(ceng)(ceng)監(jian)督(du)(du)(du)體(ti)(ti)制(zhi)機(ji)(ji)制(zhi)改(gai)(gai)革,主要把(ba)握好(hao)以下(xia)要求。

  第一,完善基(ji)層監督(du)格(ge)局。注重各負其責、齊抓共管,強(qiang)(qiang)(qiang)化(hua)“縣統籌(chou)抓鄉(xiang)促村”工(gong)作機制,形成省市(shi)縣貫通協(xie)調(diao)、以縣級為(wei)主統籌(chou)縣鄉(xiang)力量的基(ji)層監督(du)格(ge)局。加強(qiang)(qiang)(qiang)紀檢監察(cha)(cha)(cha)監督(du)與(yu)派(pai)駐、巡察(cha)(cha)(cha)、審(shen)計、財會等各類監督(du)的貫通協(xie)調(diao),開展聯(lian)合(he)監督(du)。向(xiang)鄉(xiang)鎮(zhen)(街道)派(pai)出監察(cha)(cha)(cha)機構或監察(cha)(cha)(cha)專員(yuan),強(qiang)(qiang)(qiang)化(hua)對基(ji)層公職(zhi)人員(yuan)的監督(du)。推動(dong)市(shi)縣巡察(cha)(cha)(cha)向(xiang)基(ji)層延(yan)伸(shen),加強(qiang)(qiang)(qiang)對村(社區)巡察(cha)(cha)(cha)。織密基(ji)層監督(du)網絡,完善有(you)機貫通、協(xie)同高(gao)效的工(gong)作機制,形成全面覆蓋、常態(tai)長效的監督(du)合(he)力。

  第二,健全(quan)基(ji)(ji)(ji)層(ceng)監(jian)(jian)(jian)督(du)(du)制(zhi)度(du)。注(zhu)重建章立制(zhi)、系(xi)統集(ji)(ji)(ji)成,加(jia)強各項基(ji)(ji)(ji)層(ceng)監(jian)(jian)(jian)督(du)(du)制(zhi)度(du)的(de)協(xie)調配套,增強整體(ti)效(xiao)能。修訂《農村(cun)基(ji)(ji)(ji)層(ceng)干部(bu)廉(lian)潔履行(xing)職責若干規定(試行(xing))》等法(fa)規,完(wan)善(shan)基(ji)(ji)(ji)層(ceng)監(jian)(jian)(jian)督(du)(du)的(de)基(ji)(ji)(ji)礎性制(zhi)度(du)。聚焦基(ji)(ji)(ji)層(ceng)小微權力(li)運(yun)行(xing),動態完(wan)善(shan)基(ji)(ji)(ji)層(ceng)干部(bu)廉(lian)潔履職負面清(qing)單(dan)和(he)重點(dian)事(shi)項監(jian)(jian)(jian)督(du)(du)清(qing)單(dan)。創新監(jian)(jian)(jian)督(du)(du)方式,探索開展(zhan)村(cun)(社區)集(ji)(ji)(ji)體(ti)“三資”、村(cun)(社區)“兩(liang)委(wei)(wei)”和(he)集(ji)(ji)(ji)體(ti)經濟組(zu)(zu)織負責人、村(cun)組(zu)(zu)小微權力(li)提級監(jian)(jian)(jian)督(du)(du)。完(wan)善(shan)市縣兩(liang)級紀委(wei)(wei)監(jian)(jian)(jian)委(wei)(wei)查辦案(an)件提級管轄(xia)、指定管轄(xia)等制(zhi)度(du)機制(zhi),推進基(ji)(ji)(ji)層(ceng)紀檢監(jian)(jian)(jian)察工作規范化建設。

  第(di)四,建(jian)(jian)好基(ji)層(ceng)監(jian)(jian)(jian)督(du)平臺(tai)。注重(zhong)手(shou)段創新、科技(ji)賦能,推動監(jian)(jian)(jian)督(du)與現(xian)代信息技(ji)術深度(du)融合(he),不斷提高發(fa)現(xian)問題(ti)能力(li)。加強基(ji)層(ceng)監(jian)(jian)(jian)督(du)信息化建(jian)(jian)設,構建(jian)(jian)基(ji)層(ceng)公權力(li)大(da)數據監(jian)(jian)(jian)督(du)平臺(tai),深化應(ying)用(yong)檢舉(ju)舉(ju)報(bao)平臺(tai)、基(ji)層(ceng)小微權力(li)“監(jian)(jian)(jian)督(du)一點通”等監(jian)(jian)(jian)督(du)服務(wu)平臺(tai),重(zhong)點加強對民(min)生項目資(zi)金使用(yong)、集體“三資(zi)”管理等方面監(jian)(jian)(jian)督(du),看住國家資(zi)產(chan)、集體財產(chan),運用(yong)信息化手(shou)段及時發(fa)現(xian)、預警糾(jiu)治各類(lei)腐(fu)敗和作風問題(ti)。
