中共中央辦公廳 國務院辦公廳關于進一步保障和改善民生 著力解決群眾急難愁盼的意見

為進一步保障和改(gai)善民生(sheng),著力解決群眾急難(nan)愁盼,推動(dong)民生(sheng)建設(she)更加公平(ping)、均衡、普惠、可及,經黨中央、國務院同意,現提出如下意見。
一、增強社會保障公平性
(一)有效(xiao)擴大(da)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)障(zhang)覆蓋面。強化社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)在社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)障(zhang)體系中的(de)主體作用(yong),健全(quan)(quan)(quan)(quan)靈(ling)活(huo)就(jiu)業(ye)(ye)人(ren)員(yuan)(yuan)、農民(min)工、新就(jiu)業(ye)(ye)形態人(ren)員(yuan)(yuan)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)制(zhi)(zhi)度,全(quan)(quan)(quan)(quan)面取(qu)消(xiao)在就(jiu)業(ye)(ye)地參(can)加社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)的(de)戶籍限(xian)制(zhi)(zhi),健全(quan)(quan)(quan)(quan)參(can)保(bao)(bao)(bao)(bao)激勵約束機(ji)(ji)制(zhi)(zhi),完善轉移接續(xu)(xu)機(ji)(ji)制(zhi)(zhi),穩妥有序(xu)提高(gao)城(cheng)(cheng)鎮就(jiu)業(ye)(ye)人(ren)員(yuan)(yuan)參(can)加職(zhi)(zhi)工基(ji)(ji)本養老保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)和醫療保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)比例。優化城(cheng)(cheng)鄉居(ju)民(min)基(ji)(ji)本養老保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)繳(jiao)費檔次(ci)(ci)設置,合理確定繳(jiao)費補貼(tie)水平,適(shi)當增(zeng)(zeng)加繳(jiao)費靈(ling)活(huo)性,健全(quan)(quan)(quan)(quan)多(duo)繳(jiao)多(duo)得(de)激勵機(ji)(ji)制(zhi)(zhi)。對(dui)符合條件的(de)高(gao)校畢業(ye)(ye)生(sheng)、就(jiu)業(ye)(ye)困難人(ren)員(yuan)(yuan)等予以社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)補貼(tie)。健全(quan)(quan)(quan)(quan)城(cheng)(cheng)鄉居(ju)民(min)基(ji)(ji)本醫療保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)籌資(zi)機(ji)(ji)制(zhi)(zhi),推動繳(jiao)費與城(cheng)(cheng)鄉居(ju)民(min)人(ren)均可支配(pei)收(shou)入相掛鉤(gou),對(dui)連續(xu)(xu)參(can)保(bao)(bao)(bao)(bao)和當年零報銷人(ren)員(yuan)(yuan)按(an)規定提高(gao)次(ci)(ci)年大(da)病(bing)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)最高(gao)支付限(xian)額,有序(xu)推進(jin)職(zhi)(zhi)工基(ji)(ji)本醫療保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)個人(ren)賬(zhang)戶跨省(sheng)共濟。繼續(xu)(xu)將技能提升補貼(tie)申領(ling)(ling)對(dui)象放寬(kuan)至領(ling)(ling)取(qu)失業(ye)(ye)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)金人(ren)員(yuan)(yuan)。支持(chi)引導有條件的(de)地方(fang)將生(sheng)育保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)生(sheng)育津貼(tie)按(an)程序(xu)直接發放給參(can)保(bao)(bao)(bao)(bao)人(ren)。加強社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)與社(she)(she)會(hui)(hui)(hui)救助、社(she)(she)會(hui)(hui)(hui)福(fu)利制(zhi)(zhi)度銜接,精(jing)準落(luo)實(shi)為困難群體代(dai)繳(jiao)城(cheng)(cheng)鄉居(ju)民(min)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)費政策,增(zeng)(zeng)強低收(shou)入人(ren)口(kou)抗風險(xian)(xian)(xian)能力。
(二(er))加(jia)強(qiang)(qiang)低(di)(di)收(shou)(shou)入(ru)(ru)群體兜底幫(bang)(bang)扶(fu)。充分運用(yong)大數據比對與(yu)實地(di)(di)摸排相結合(he)等方式,加(jia)強(qiang)(qiang)動(dong)態(tai)監(jian)測(ce)預警,及(ji)時將符(fu)合(he)條件的(de)(de)群眾納(na)入(ru)(ru)社(she)會救(jiu)助范(fan)圍(wei)。制定(ding)(ding)低(di)(di)收(shou)(shou)入(ru)(ru)人(ren)口(kou)(kou)認定(ding)(ding)辦(ban)法、低(di)(di)收(shou)(shou)入(ru)(ru)家庭經濟狀況核對辦(ban)法,全面開(kai)展低(di)(di)保(bao)邊緣家庭、剛性(xing)支出困(kun)難家庭認定(ding)(ding)。合(he)理確(que)定(ding)(ding)調(diao)整最低(di)(di)生(sheng)活保(bao)障標(biao)準,與(yu)城鄉居民人(ren)均消(xiao)費支出相掛(gua)鉤(gou),切實保(bao)障困(kun)難群眾基(ji)本生(sheng)活。加(jia)強(qiang)(qiang)最低(di)(di)生(sheng)活保(bao)障標(biao)準與(yu)其他社(she)會救(jiu)助標(biao)準的(de)(de)統籌銜接。完善(shan)最低(di)(di)工資(zi)標(biao)準調(diao)整機(ji)制,合(he)理提(ti)高(gao)最低(di)(di)工資(zi)標(biao)準。制定(ding)(ding)技能(neng)人(ren)才(cai)最低(di)(di)工資(zi)分類參考指引。實施(shi)農村(cun)低(di)(di)收(shou)(shou)入(ru)(ru)人(ren)口(kou)(kou)開(kai)發式幫(bang)(bang)扶(fu)提(ti)能(neng)增收(shou)(shou)行(xing)動(dong),建立農村(cun)低(di)(di)收(shou)(shou)入(ru)(ru)家庭勞動(dong)力(li)勞動(dong)傷害幫(bang)(bang)扶(fu)機(ji)制。加(jia)大以工代賑實施(shi)力(li)度,優先(xian)吸納(na)帶動(dong)低(di)(di)收(shou)(shou)入(ru)(ru)人(ren)口(kou)(kou)就地(di)(di)就近就業增收(shou)(shou)。
二、提高基本公共服務均衡性
(三)全方位提(ti)高基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)質效。依據國家基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)標(biao)準,細(xi)化制定分地區(qu)分領域(yu)基(ji)本(ben)(ben)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)項(xiang)目清單(dan)、基(ji)本(ben)(ben)質量(liang)標(biao)準、均衡評估辦法。根(gen)據經濟社(she)會發展(zhan)水平(ping)和財政(zheng)可承(cheng)受(shou)能力(li),適(shi)時將涉及群眾切身(shen)利益的(de)增量(liang)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)納入國家基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)標(biao)準。推動基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)供(gong)(gong)給與(yu)人口(kou)變化相(xiang)協(xie)調,按照(zhao)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)半徑合理、規模適(shi)度、功能適(shi)用(yong)(yong)、保障有力(li)要求,優(you)化服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)設(she)施(shi)建(jian)設(she)和運行管理。支持各(ge)地建(jian)立健全存量(liang)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)設(she)施(shi)統籌利用(yong)(yong)機(ji)制。以縣(xian)域(yu)為(wei)基(ji)本(ben)(ben)單(dan)元(yuan),全面(mian)(mian)推進公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)規劃布局、設(she)施(shi)建(jian)設(she)、資(zi)源(yuan)配置、人才調配城鄉(xiang)一體化。支持面(mian)(mian)向艱苦邊遠地區(qu)農(nong)村(cun)提(ti)供(gong)(gong)形(xing)式靈活的(de)基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)。優(you)化基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)供(gong)(gong)給方式,符合條件的(de)新增基(ji)本(ben)(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)優(you)先以政(zheng)府(fu)購買(mai)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)方式提(ti)供(gong)(gong)。推動數(shu)字智能技術與(yu)公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)深度融合,加快(kuai)信息(xi)數(shu)據互通(tong)(tong)共(gong)(gong)(gong)享,推進婚姻登記等常用(yong)(yong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)取(qu)消戶籍地限制全國通(tong)(tong)辦,擴大(da)優(you)質數(shu)字公(gong)共(gong)(gong)(gong)服(fu)(fu)(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)資(zi)源(yuan)覆蓋(gai)面(mian)(mian)。
(四(si))推(tui)行由常住(zhu)(zhu)地提供基本公(gong)(gong)共(gong)服(fu)務。采取(qu)常住(zhu)(zhu)地直(zhi)接提供、跨(kua)區域協同(tong)經辦、完善(shan)轉移接續等方式,逐步(bu)將基本公(gong)(gong)共(gong)服(fu)務調(diao)整為常住(zhu)(zhu)地提供。推(tui)動(dong)人(ren)口集中流入(ru)地城市“一城一策(ce)”制定常住(zhu)(zhu)地提供基本公(gong)(gong)共(gong)服(fu)務實施辦法,推(tui)動(dong)符合條件(jian)的農業轉移人(ren)口享有同(tong)遷(qian)入(ru)地戶籍人(ren)口同(tong)等權利。穩步(bu)推(tui)進靈活就業人(ren)員參(can)加(jia)住(zhu)(zhu)房(fang)公(gong)(gong)積(ji)金制度。支(zhi)持(chi)各地統籌資金渠道,加(jia)大保障性住(zhu)(zhu)房(fang)供給(gei),引導(dao)支(zhi)持(chi)社會力量運營長期租賃住(zhu)(zhu)房(fang)。
三、擴大基礎民生服務普惠性
(五)推(tui)(tui)動(dong)教育(yu)(yu)(yu)資(zi)源擴(kuo)(kuo)優(you)(you)(you)提(ti)質(zhi)(zhi)。實(shi)(shi)施(shi)基(ji)礎(chu)教育(yu)(yu)(yu)擴(kuo)(kuo)優(you)(you)(you)提(ti)質(zhi)(zhi)行動(dong)計劃,通過挖潛擴(kuo)(kuo)容擴(kuo)(kuo)大現有(you)優(you)(you)(you)質(zhi)(zhi)中(zhong)小學(xue)校(xiao)、公辦(ban)幼兒園(yuan)學(xue)位供給,將義務(wu)教育(yu)(yu)(yu)基(ji)礎(chu)薄(bo)弱學(xue)校(xiao)納入(ru)優(you)(you)(you)質(zhi)(zhi)學(xue)校(xiao)集團化(hua)辦(ban)學(xue)或托管幫扶(fu)。用5年左右時間,逐(zhu)步(bu)實(shi)(shi)現義務(wu)教育(yu)(yu)(yu)學(xue)校(xiao)標(biao)(biao)準化(hua)建設(she)(she)全覆蓋。新(xin)建改擴(kuo)(kuo)建1000所以上優(you)(you)(you)質(zhi)(zhi)普通高(gao)(gao)中(zhong),重點改善(shan)縣域普通高(gao)(gao)中(zhong)基(ji)本辦(ban)學(xue)條件(jian)。加(jia)快擴(kuo)(kuo)大優(you)(you)(you)質(zhi)(zhi)普通高(gao)(gao)中(zhong)招生指標(biao)(biao)到校(xiao)比例,主要依據學(xue)生規模分(fen)配到區域內初中(zhong)學(xue)校(xiao),并向(xiang)農村學(xue)校(xiao)等(deng)傾斜。推(tui)(tui)動(dong)高(gao)(gao)等(deng)教育(yu)(yu)(yu)提(ti)質(zhi)(zhi)擴(kuo)(kuo)容,新(xin)增(zeng)高(gao)(gao)等(deng)教育(yu)(yu)(yu)資(zi)源適度向(xiang)中(zhong)西部人口大省傾斜。支持(chi)布(bu)局新(xin)型(xing)(xing)研究型(xing)(xing)大學(xue)和高(gao)(gao)水(shui)平(ping)中(zhong)外合作辦(ban)學(xue),逐(zhu)步(bu)提(ti)高(gao)(gao)優(you)(you)(you)質(zhi)(zhi)高(gao)(gao)校(xiao)本科招生規模。全面深化(hua)產教融(rong)合改革(ge),引導高(gao)(gao)校(xiao)面向(xiang)經濟社會發展需要完(wan)善(shan)學(xue)科專(zhuan)業(ye)設(she)(she)置調整機(ji)制,強(qiang)化(hua)行業(ye)企業(ye)實(shi)(shi)踐培養(yang),支持(chi)高(gao)(gao)校(xiao)針對社會急需緊缺(que)技能開展“微專(zhuan)業(ye)”建設(she)(she),增(zeng)強(qiang)學(xue)生就業(ye)創業(ye)能力(li)。
(六(liu))推(tui)進(jin)優(you)質(zhi)醫(yi)療(liao)(liao)(liao)衛(wei)生資(zi)源共享(xiang)。推(tui)進(jin)優(you)質(zhi)醫(yi)療(liao)(liao)(liao)資(zi)源擴容下(xia)沉和(he)區域均衡布(bu)局,優(you)化(hua)區域醫(yi)療(liao)(liao)(liao)中心建設(she)模(mo)式(shi)(shi)(shi)、管(guan)理體(ti)制(zhi)(zhi)和(he)運行(xing)機制(zhi)(zhi)。實(shi)施(shi)醫(yi)療(liao)(liao)(liao)衛(wei)生強基(ji)工(gong)程(cheng),推(tui)動(dong)(dong)城市(shi)醫(yi)療(liao)(liao)(liao)資(zi)源向(xiang)(xiang)縣(xian)(xian)(xian)級醫(yi)院和(he)城鄉基(ji)層(ceng)(ceng)(ceng)下(xia)沉,逐步實(shi)現緊密型縣(xian)(xian)(xian)域醫(yi)共體(ti)建設(she)全覆蓋。支持(chi)高(gao)水平(ping)醫(yi)院人(ren)員、服(fu)(fu)務(wu)、技術(shu)、管(guan)理等向(xiang)(xiang)基(ji)層(ceng)(ceng)(ceng)醫(yi)療(liao)(liao)(liao)衛(wei)生機構(gou)下(xia)沉,推(tui)進(jin)城市(shi)醫(yi)聯體(ti)建設(she)。支持(chi)高(gao)水平(ping)醫(yi)學人(ren)才向(xiang)(xiang)縣(xian)(xian)(xian)級醫(yi)院下(xia)沉,重點強化(hua)基(ji)層(ceng)(ceng)(ceng)醫(yi)療(liao)(liao)(liao)衛(wei)生機構(gou)短板專業(ye)建設(she),因地(di)制(zhi)(zhi)宜培(pei)育辦好(hao)基(ji)層(ceng)(ceng)(ceng)特色專科,提高(gao)常見病多發病診治(zhi)水平(ping),推(tui)動(dong)(dong)基(ji)層(ceng)(ceng)(ceng)醫(yi)療(liao)(liao)(liao)衛(wei)生機構(gou)提高(gao)服(fu)(fu)務(wu)能力。推(tui)動(dong)(dong)建立遠(yuan)程(cheng)醫(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)網(wang)絡,推(tui)廣“分布(bu)式(shi)(shi)(shi)檢查、集中式(shi)(shi)(shi)診斷”醫(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)模(mo)式(shi)(shi)(shi)。完善基(ji)本醫(yi)療(liao)(liao)(liao)保(bao)(bao)險藥(yao)品(pin)目錄調整機制(zhi)(zhi),制(zhi)(zhi)定出(chu)臺(tai)商業(ye)健康保(bao)(bao)險創(chuang)新(xin)藥(yao)品(pin)目錄,更好(hao)滿足人(ren)民群眾多層(ceng)(ceng)(ceng)次用藥(yao)保(bao)(bao)障需求(qiu)。
(七)大(da)(da)(da)力(li)發(fa)展(zhan)“一(yi)(yi)(yi)(yi)老(lao)(lao)一(yi)(yi)(yi)(yi)小(xiao)”普(pu)(pu)惠服(fu)(fu)務(wu)(wu)(wu)。推(tui)動各地多渠(qu)道擴大(da)(da)(da)“一(yi)(yi)(yi)(yi)老(lao)(lao)一(yi)(yi)(yi)(yi)小(xiao)”服(fu)(fu)務(wu)(wu)(wu)低(di)成本場地設(she)施供(gong)給(gei)。支(zhi)(zhi)持(chi)(chi)“一(yi)(yi)(yi)(yi)老(lao)(lao)一(yi)(yi)(yi)(yi)小(xiao)”服(fu)(fu)務(wu)(wu)(wu)機構(gou)提供(gong)質(zhi)量有(you)(you)(you)保障、價格可(ke)承受(shou)、運(yun)營可(ke)持(chi)(chi)續的(de)普(pu)(pu)惠服(fu)(fu)務(wu)(wu)(wu)。完(wan)善(shan)普(pu)(pu)惠養(yang)(yang)(yang)(yang)老(lao)(lao)、普(pu)(pu)惠托(tuo)育(yu)(yu)服(fu)(fu)務(wu)(wu)(wu)價格形成機制,對基本服(fu)(fu)務(wu)(wu)(wu)收費加強引導。以失能老(lao)(lao)年(nian)人(ren)照(zhao)護為重(zhong)點,提高養(yang)(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)務(wu)(wu)(wu)機構(gou)醫養(yang)(yang)(yang)(yang)結合服(fu)(fu)務(wu)(wu)(wu)能力(li),增(zeng)加護理型床(chuang)位(wei)(wei)供(gong)給(gei),新建養(yang)(yang)(yang)(yang)老(lao)(lao)機構(gou)護理型床(chuang)位(wei)(wei)占比原則上(shang)(shang)(shang)不低(di)于80%。支(zhi)(zhi)持(chi)(chi)普(pu)(pu)惠養(yang)(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)務(wu)(wu)(wu)增(zeng)量資(zi)源向(xiang)社(she)(she)區(qu)傾斜,增(zeng)強日間(jian)照(zhao)料、康(kang)復護理、上(shang)(shang)(shang)門服(fu)(fu)務(wu)(wu)(wu)等能力(li),積(ji)極發(fa)展(zhan)家庭養(yang)(yang)(yang)(yang)老(lao)(lao)床(chuang)位(wei)(wei),完(wan)善(shan)家庭養(yang)(yang)(yang)(yang)老(lao)(lao)支(zhi)(zhi)持(chi)(chi)政(zheng)策。積(ji)極發(fa)展(zhan)農村互助性養(yang)(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)務(wu)(wu)(wu),引導有(you)(you)(you)條件的(de)鄉鎮(zhen)敬(jing)老(lao)(lao)院向(xiang)社(she)(she)會提供(gong)服(fu)(fu)務(wu)(wu)(wu),優(you)先滿足孤(gu)寡、殘障失能、高齡留守和(he)低(di)保家庭老(lao)(lao)年(nian)人(ren)照(zhao)護需求。多渠(qu)道增(zeng)加公建托(tuo)位(wei)(wei)供(gong)給(gei),大(da)(da)(da)力(li)發(fa)展(zhan)社(she)(she)區(qu)嵌入式托(tuo)育(yu)(yu)和(he)家庭托(tuo)育(yu)(yu)點,支(zhi)(zhi)持(chi)(chi)有(you)(you)(you)條件的(de)幼兒(er)園延(yan)伸發(fa)展(zhan)托(tuo)育(yu)(yu)服(fu)(fu)務(wu)(wu)(wu),用10年(nian)左右時間(jian),推(tui)動有(you)(you)(you)條件的(de)大(da)(da)(da)城市逐步實現嵌入式等普(pu)(pu)惠托(tuo)育(yu)(yu)覆蓋80%以上(shang)(shang)(shang)社(she)(she)區(qu)。推(tui)動普(pu)(pu)惠托(tuo)育(yu)(yu)納入企事業單(dan)(dan)位(wei)(wei)職工福(fu)利體系,用人(ren)單(dan)(dan)位(wei)(wei)開(kai)展(zhan)普(pu)(pu)惠托(tuo)育(yu)(yu)服(fu)(fu)務(wu)(wu)(wu)的(de)有(you)(you)(you)關支(zhi)(zhi)出,按規(gui)定從職工福(fu)利費中列支(zhi)(zhi),用人(ren)單(dan)(dan)位(wei)(wei)工會經(jing)費可(ke)以適當(dang)補充。

(八(ba))發展群(qun)眾家(jia)(jia)門口的社(she)(she)(she)區(qu)(qu)服(fu)務(wu)。以社(she)(she)(she)區(qu)(qu)為主場(chang)景(jing)主陣地(di),加(jia)強各類便民服(fu)務(wu)資(zi)源統籌整合,推(tui)進服(fu)務(wu)設(she)施復(fu)合利(li)用(yong),完善(shan)社(she)(she)(she)區(qu)(qu)嵌入式(shi)服(fu)務(wu)設(she)施,提(ti)供一站式(shi)便民服(fu)務(wu)。支(zhi)持養(yang)老(lao)、托育(yu)、家(jia)(jia)政(zheng)、助(zhu)餐(can)、助(zhu)殘等普(pu)(pu)惠社(she)(she)(she)會服(fu)務(wu)進社(she)(she)(she)區(qu)(qu),允許提(ti)供社(she)(she)(she)區(qu)(qu)群(qun)眾急需(xu)服(fu)務(wu)的經營主體(ti)在確保安全規范(fan)前提(ti)下租賃(lin)普(pu)(pu)通住宅設(she)置服(fu)務(wu)網點。充分利(li)用(yong)社(she)(she)(she)會化(hua)資(zi)源,因地(di)制宜(yi)發展老(lao)年(nian)助(zhu)餐(can)服(fu)務(wu)。加(jia)強家(jia)(jia)庭(ting)教育(yu)社(she)(she)(she)區(qu)(qu)支(zhi)持,建設(she)群(qun)眾可(ke)感(gan)可(ke)及的社(she)(she)(she)區(qu)(qu)公共(gong)文化(hua)空間,支(zhi)持社(she)(she)(she)區(qu)(qu)廣泛(fan)開展鄰里(li)互助(zhu)服(fu)務(wu)。
(九)提高多(duo)樣化(hua)(hua)生活(huo)服務(wu)品質(zhi)。完善全民(min)(min)(min)健(jian)身(shen)公共服務(wu)體(ti)系,推進(jin)體(ti)育(yu)公園、健(jian)身(shen)步(bu)道(dao)等(deng)建(jian)設(she)(she),支(zhi)(zhi)持社(she)會(hui)體(ti)育(yu)場(chang)地(di)建(jian)設(she)(she),發展功能復合的(de)(de)多(duo)用(yong)(yong)途運(yun)動(dong)場(chang)地(di),穩步(bu)增加(jia)體(ti)育(yu)場(chang)地(di)供給。推動(dong)文化(hua)(hua)、旅游(you)、健(jian)康、體(ti)育(yu)等(deng)業(ye)態融合發展。積極推動(dong)將利用(yong)(yong)率高的(de)(de)中(zhong)小型(xing)體(ti)育(yu)場(chang)館(guan)、全民(min)(min)(min)健(jian)身(shen)中(zhong)心向社(she)會(hui)免(mian)費或低收費開放。支(zhi)(zhi)持有(you)條件的(de)(de)博物館(guan)、圖書(shu)館(guan)、美術(shu)館(guan)等(deng)文化(hua)(hua)場(chang)館(guan)夜間開放。支(zhi)(zhi)持有(you)條件的(de)(de)地(di)區(qu)依托(tuo)戶(hu)外運(yun)動(dong)優(you)質(zhi)資源和優(you)勢項目,打造設(she)(she)施完善、服務(wu)優(you)質(zhi)、賽事豐(feng)富的(de)(de)高質(zhi)量戶(hu)外運(yun)動(dong)目的(de)(de)地(di)。推動(dong)全民(min)(min)(min)閱(yue)讀(du)(du),建(jian)設(she)(she)覆蓋城鄉(xiang)、實用(yong)(yong)便利、服務(wu)高效的(de)(de)全民(min)(min)(min)閱(yue)讀(du)(du)設(she)(she)施。
(十)促進包容共享發展。在(zai)公(gong)(gong)共政策制(zhi)定、公(gong)(gong)共設施建(jian)設、公(gong)(gong)共服(fu)務(wu)供給(gei)中(zhong)落(luo)實兒童優先原則(ze)和(he)兒童友好(hao)理(li)(li)念。提升兒童福利(li)服(fu)務(wu)機構日(ri)常生活照料(liao)、基(ji)本醫療、基(ji)本康復、教育權益保(bao)(bao)障、社(she)會工作能力(li)。深化“愛心媽媽”結對關愛,幫助解決(jue)留守兒童、困境兒童親情陪伴、安全(quan)照護等(deng)(deng)方面的(de)實際問題。完善青年(nian)(nian)(nian)發展促進政策,為青年(nian)(nian)(nian)在(zai)求學工作、婚戀生育、社(she)會融入等(deng)(deng)方面提供更多支(zhi)(zhi)持(chi)。引導(dao)支(zhi)(zhi)持(chi)在(zai)保(bao)(bao)障性住房(fang)中(zhong)加(jia)大兼顧職住平衡的(de)宿舍型、小戶(hu)型青年(nian)(nian)(nian)公(gong)(gong)寓(yu)供給(gei)。清理(li)(li)取(qu)消限制(zhi)老(lao)年(nian)(nian)(nian)人社(she)會參與的(de)不合理(li)(li)政策規定,支(zhi)(zhi)持(chi)推(tui)廣“以(yi)老(lao)助老(lao)”服(fu)務(wu)模式,開發適(shi)合大齡勞動者的(de)多樣化工作崗(gang)位。大力(li)發展老(lao)年(nian)(nian)(nian)用戶(hu)友好(hao)的(de)智(zhi)能技術產(chan)品和(he)應用,推(tui)動公(gong)(gong)共設施、居(ju)民(min)住宅等(deng)(deng)多層建(jian)筑加(jia)裝電(dian)梯。完善困難殘(can)疾人生活補貼、重度殘(can)疾人護理(li)(li)補貼標(biao)準動態調整機制(zhi)。完善孕期(qi)婦女(nv)產(chan)前檢查基(ji)本服(fu)務(wu),鼓勵有條件(jian)的(de)地方為適(shi)齡女(nv)孩接(jie)種(zhong)人乳頭(tou)瘤病毒(HPV)疫苗(miao)。全(quan)面推(tui)進城(cheng)鄉(xiang)公(gong)(gong)共空間適(shi)兒化、適(shi)老(lao)化和(he)無障礙改造。完善社(she)會保(bao)(bao)險、社(she)會福利(li)、稅收等(deng)(deng)方面支(zhi)(zhi)持(chi)家(jia)庭發展政策。
五、保障措施
各(ge)地(di)區各(ge)有關部(bu)門(men)要在(zai)黨(dang)中央集中統一(yi)領導(dao)下(xia),把黨(dang)的(de)領導(dao)貫徹到(dao)民(min)(min)(min)生(sheng)(sheng)工作(zuo)的(de)各(ge)領域全(quan)過程(cheng),結(jie)合實(shi)際抓好本(ben)(ben)意見貫徹落(luo)實(shi)。按(an)照中央和地(di)方財政(zheng)事(shi)權和支出(chu)責(ze)任劃分,發揮財政(zheng)轉移支付(fu)促進基(ji)本(ben)(ben)公(gong)共服(fu)務(wu)均等化作(zuo)用。提高預(yu)算(suan)內投資支持(chi)社(she)會事(shi)業(ye)比重(zhong)(zhong)。各(ge)地(di)要強(qiang)化責(ze)任落(luo)實(shi),堅持(chi)盡力(li)(li)而(er)(er)為、量力(li)(li)而(er)(er)行,優化財政(zheng)支出(chu)結(jie)構(gou),強(qiang)化基(ji)本(ben)(ben)民(min)(min)(min)生(sheng)(sheng)財力(li)(li)保障(zhang),持(chi)續(xu)完(wan)(wan)善教育、衛生(sheng)(sheng)健康、社(she)保、就業(ye)等重(zhong)(zhong)點民(min)(min)(min)生(sheng)(sheng)領域支持(chi)政(zheng)策(ce)(ce),切實(shi)兜住兜牢民(min)(min)(min)生(sheng)(sheng)底線。完(wan)(wan)善各(ge)級政(zheng)府民(min)(min)(min)生(sheng)(sheng)實(shi)事(shi)清單制(zhi)度(du)。加強(qiang)重(zhong)(zhong)大民(min)(min)(min)生(sheng)(sheng)政(zheng)策(ce)(ce)跨部(bu)門(men)統籌協調(diao),在(zai)宏觀(guan)政(zheng)策(ce)(ce)取向一(yi)致性評(ping)(ping)估(gu)時注重(zhong)(zhong)從社(she)會公(gong)平角度(du)評(ping)(ping)估(gu)對(dui)社(she)會預(yu)期的(de)影響。科(ke)學評(ping)(ping)價民(min)(min)(min)生(sheng)(sheng)政(zheng)策(ce)(ce)實(shi)施效果,對(dui)全(quan)國層面的(de)預(yu)期性民(min)(min)(min)生(sheng)(sheng)指標,不搞層層分解和“一(yi)刀(dao)切”考核。
